Terminology Description
Export Declaration Form
Customs form completed and submitted by an exporter at the port of export, it is
meant to serve two major purposes: (1) to provide information on amount, nature,
and value of exports to the statistical office for compilation of foreign trade data,
and (2) to serves as an export control document.
Terms of Trade
FOB (Free on Board):The seller delivers the goods on board the vessel nominated by the buyer at the named
port of shipment or procures the goods already so delivered. The risk of loss of or
damage to the goods passes when the goods are on board the vessel, and the buyer
bears all costs from that moment onwards.
Free Alongside Ship (FAS):The seller delivers when the goods are placed alongside the vessel (e.g., on a quay or a
barge) nominated by the buyer at the named port of shipment. The risk of loss of or
damage to the goods passes when the goods are alongside the ship, and the buyer
bears all costs from that moment onwards.
CFR (Cost and Freight):The seller delivers the goods on board the vessel or procures the goods already so
delivered. The risk of loss of or damage to the goods passes when the goods are on
board the vessel. the seller must contract for and pay the costs and freight necessary to
bring the goods to the named port of destination.
CIF (Cost Insurance and Freight): The seller delivers the goods on board the vessel or procures the goods already so
delivered. The risk of loss of or damage to the goods passes when the goods are on
board the vessel. The seller must contract for and pay the costs and freight necessary to
bring the goods to the named port of destination.
C&I (Cost and Insurance):The price invoiced or quoted by a seller for a shipment includes insurance charges, but
does not include freight charges. In comparison, CIF includes freight charges.
EXW (Export Work):The seller delivers when it places the goods at the disposal of the buyer at the seller’s
premises or at another named place (i.e.,works, factory, warehouse, etc.). The seller
does not need to load the goods on any collecting vehicle, nor does it need to clear the
goods for export, where such clearance is applicable.

1) Why do I need to declare my
export shipment?
Shipments, baggage and postal items shall be declared to the Customs by
the owner or his agent when entering or leaving the border, and the
relevant bill of lading, packing list, invoice and relevant export/ import permit
shall be submitted for inspection.
2) What is Clearance?
Also known as customs clearance, it means that import and export goods,
transshipment goods into/out of a country's customs or borders must be
declared to the customs, go through the prescribed formalities, fulfill various
legal obligations, and handle customs declaration, inspection, taxation,
release, etc. After the goods can be released, the owner or the applicant
can pick up the shipment.
Likewise, all kinds of transportation vehicles carrying goods for import and
export must also be declared to the customs and approved by the customs.
During the customs clearance period, whether it is import, export or
transshipment, it is under the supervision of the customs and is not allowed
to circulate freely.
3) Why do I need to provide
power of attorney (POA)?
It is required based on Article 22, Item 1 of the Tariff Law
Customs declaration, tax payment, etc. of the goods shall be entrusted to
the customs broker for processing. The applications submitted to the
customs shall be reviewed by the special customs declaration personnel.
