According to the police spokesperson, Cap- tain Mlungisi Mathidane, the 25 people ap- peared in the Mbizana Magistrate’s Court last week Friday and were each granted R500 bail. They will appear again on April 1. Mayor Twabu said people should stop what they were doing as it was inconveniencing people who had to travel on the R61. Protesters were, however, demanding to see change before the national elections, and if not, they were not going to vote, and they would carry on protesting until they could see a truck of bricks and builders in their villages. Twabu said that they had asked the MEC for Local Government and Traditional Affairs, Mlibo Qhoboshiyane to intervene and they were still waiting for a reply from his office. THERE is no end in sight yet to theservice protests in theMbizana Lo-cal Municipality, with more areasjoining the protests and the R61road again blocked by protesters

THE Umzimvubu Local Municipality (ULM)which had been receiving a qualified audit re-port for the past three years, was enthusiasticabout changing their audit opinion.

This was announced during a media brief-ing held in the Umzimvubu Municipalityboardroom, Mount Ayliff last week Tuesday.This was held to inform the public about theirplans for the short period left in their finan-cial year. Present at this briefing were theUmzimvubu leadership, together with theUmzimvubu managers for various depart-ments.

This municipality had been receiving aqualified audit report for the last three finan-cial years and the leadership said they wereenthusiastic about changing their audit opin-ion in the 2013/14 financial year.

The Mayor of ULM, Khulukazi Phangwa,said they were working hard this year so thatthey did not find themselves with the sameaudit opinion. “We are aiming for a clean au-dit this year.”

Xoliswa Venn, the Chief Financial Officer(CFO) at ULM backed Phangwa, said the only

challenge that caused them to stay in one posi-tion in the audit report was the history of themunicipality as it had issues concerning landclaims. But they were working on fixing theissues that they had.

“Our budget challenges are not mainly be-cause of money mismanagement but are dueto the fact that we get a small amount of moneythat does not cater for all the needs of our com-munities. But we are trying hard to prioritiseeach financial year and use our money wise-ly,” said Venn.

Among the successes is the fact that morethan five access roads were under construc-tion with some already finished. A total ofR450 000 had also been set aside for bursarypurposes, R2 million for grant funding andR703 000 for waste management.

The speaker of ULM, Zolisani Sisilana, saiddespite their audit report, they offer servicesthat go to the people as it was their duty as theleading party to use their budget for the benefitof the people, and not of individuals.

THE Eastern Cape Auditor General,Sithembele Peters, praised the Alfred NzoDistrict Municipality (ANDM) during acouncil meeting recently in Mount Ayliff,for its positive change and commitment toachieving its goals.

Peters applauded the municipality on itshard work after having struggled in thepast.“We have noticed that since the last visit

from the former Auditor General, TerrenceNombembe, themunicipality has had a pos-itive change and is committed to reachingits goals towards the end of the 2013/2014financial year.”Peters spoke a great deal about how the

municipality could change their disclaim-er audit opinion to a clean audit towardsthe end of the financial year, reiterating on

the importance of investing in people byhaving them skilled.“People with skills and qualifications

should be hired at all times so that they cando their appointed jobs correctly,” said Pe-ters.The Executive Mayor of the ANDM, Eu-

nice Diko, said it was not the first time thatthey had received a disclaimer, but heardwhat was being said by the auditor general.She said they would work hard towardsachieving a clean audit at the end of thisfinancial year.

SCHOOLS in the Alfred Nzo District did nothave a good start to the new school year, afterhail stormsdamaged some schools in theAlfredNzo District leading to weeks of repair work.

The storms, which left ten people dead, alsoresulted in pupils crammed in classrooms,while damaged classrooms were being fixed.In a council meeting that was held recently

by the Alfred Nzo District Municipality(ANDM) it wasmentioned that the governmentfacilities that were damaged as a result of thestorm still need to be fixed.ANDM mayor, Eunice Diko, said that at the

moment, pupils and teachers were still work-ing and learning under uncomfortable condi-tions. Those pupils whose classrooms wereblown away, had to sit outside on sunny daysand be crammed in one or two classes on rainydays.Parents around Bizana were worried that

their children’s education would be disruptedby this situation but at the same time under-standing that a natural disaster always hitswhen everyone is least expecting it.The spokesperson for the Department of Edu-

cation, Mali Mtima, said officials were sent toinvestigate the damage caused by the hailstorm and after those reports were back, the de-partment would be able to start planning.“We are going to start our intervention ac-

cording to the severity of damage of the affectedschools. Those which were affected lightly willbe dealt with first and those have big problemswill be put in our financial budget which willstart in April,” concluded Mtima.

THE Ntsizwa Community Park in MountAyliff had to be closed after a bridge col-lapsed in a hail storm that hit theAlfredNzoDistrict recently.

TheMount Ayliff community is now com-plaining that nothing is being done to recon-struct the bridge to the park where theirchildren often play and cannot access now.The Citizen and Community Services

Manager inUmzimvubuLocalMunicipality(ULM), Mzubanzi Sineke, said that contrac-tors were working on repairing the bridgeas soon as possible so that communitymem-bers would be able to use it again.A communitymember fromMountAyliff,

Sihle Jojo, said the Ntsizwa Park seemedto be abandoned but the one inMount Frereis still open.Sineke said the park was not abandoned.

In addition they are also busy with the con-struction of another river park, in Mount Ay-liff, to give people an alternative place to go toif one of the other parks was not open.The speaker for ULM, Zolisani Sisilana, said

as a local government they do not ‘play theircards on their chests’ but they work throughthe policies and procedures, which is why theydon’t always have a budget at hand for fixingthings immediately.“People should understand that the National

Government knows every challenge that wehave in our jurisdiction andwewait from themto give us a way forward,” said Sisilana.

A SHORTAGE of lecturers at Ingwe FurtherEducation and Training (FET) College,Siteto Campus in Bizana, has led to a week-long protest by students which caused a lotof havoc.

Almost all the Ingwe FET college studentswere locked out and were forced to stand be-hind locked school gates, as lecturers didn’tknow what to do after the Campus manager,known as ‘Ndamase’, allegedly decided notto pitch up for work until the protest wasover.Siphe Mtshutshisi, who is a student at the

college, confirmed that there was a protestand said that it was sparked by the shortage

of teachers. The student bodyof theFET, saidthey were tired of having to suffer becauseit had a huge negative impact to the studentsas they were losing out on their school work.Mtshutshisi said Ndamase decided to run

away from the students, refusing to respondto their questions.“We will strike until we see that there is

some movement happening. Right now, werefuse to go back to classes until new teach-ers have been appointed,” he added.Ndamase could not be reached on his cell

phone before going to print as he kept drop-ping his phone and Nompiliso Ngozi who isthe communications officer of all Ingwe FETcolleges in the Eastern Cape refused to talkand said the matter was out of her hands asshe was on leave.

THE Ntabankulu Local Municipality(NLM) is employing agroup of 60 unem-ployed youth from thecommunity to gavethem work place expe-rience.

This internship pro-gramme was fundedfrom the ActingMunic-ipal Manager’s (MM)salary budget whichwas to be paid to an act-ing MM when appoint-ed. The Department ofLocal Government andTraditional Affairs de-cided, however, to sendan official rather toprovide municipal sup-port. That gave the mu-nicipality extra moneyand they decided to useit wisely.This programme tar-

gets unemployed ma-triculants, as well asthose who were en-rolled at universities ortertiary institutions inorder for them to have pocket money.Monde Sondaba, who has been second-

ed from the MEC’s office as an ActingMM, welcomed the young people of Nta-bankulu in the working world and ex-

plained to them thetasks that would have tobe performed in each de-partment.“Good behaviour is

very important for theselected individuals asyou are now represent-ing the municipality.We do not want to havea bad reflection,” saidSondaba.He said the youth

were being taught onhow they should carrythemselves in the workenvironment.Sivuyile Msokana

from Mfundisweni Ad-ministrative Area un-der the NLM said the ex-perience he had re-ceived was theopportunitiy of a life-time and that this expe-rience in their curricu-lum vitae’s would makeit much easier for themwhen applying for jobs.He said he had been

grateful for the opportunity he was af-forded by the municipality.

ALLEGATIONS by parents of a no-fee schoolthat they were forced to pay money in orderto receive their children’s reports are beinginvestigated by the Department of Educa-tions.

The investigations follow a report pub-lished inUvo LwethuExpress on January 23,inwhich parents fromSikhumbeni village inBizana claimed that the school was demand-ing school fees from them in return for theirchildrens’ school reports.These allegations were made by parents

who came to the offices of the Express claim-ing that they were not given 2013 school re-ports for the children when they refused topay R200.More than five parents, who asked not to

be named, confirmed that they paid betweenR150 and R200 per child every month atMzamba Combined High School which is a“no fee” paying (section 21) school.Parents who were not paying the money

did not get their children’s reports.Especially parents who have more than

one child at this school were worried as theycould not afford it while living on a govern-ment grant only.The principal of the school, Yoliswa Mag-

idela, denied these allegations and said theywere just accusations.“This matter was discussed with parents

during ameetingwhereparents offered to do-nate money towards paying salaries for thetemporary teachers who are teaching Physi-cal Science and Mathematics,” added Mag-idela.She said they did not withheld childrens’

reports and did not force anybody to pay aspecific amount since the donationhadno setamount as people give what they have.Spokesperson for the Department of Edu-

cation, Mlamli Mtima, said they would con-demn it if this was going on at the school asthe government gives enough money to sec-tion 21 schools.“We are currently investigating thematter

and a report will be published when investi-gations are over,” said Mtima. The SchoolGoverning Body (SGB) chairperson, Tho-zamileNzimela could not be reached for com-ment at time of going to print.

INGQUZA Hill Local Municipality (IHLM)held a Business Day Seminar in Ibisi Com-munity Hall in Flagstaff last week Thursdaywhere different stakeholders were able to dopresentations for the Ingquza community.

The stakeholders included organised busi-nesses and labour, government departmentsand entities, community-based organiza-tions and local SMME’s. The seminar gavethem the opportunity to share different ide-as and to also empower the people of Inqguza

to think, eat and live business.IHLMMayor, PatMdingi, stressed the fact

that the municipality wants to engage thebusiness sectors in various municipal pro-grammes which included the by-laws andpolicies of the municipality to guide busi-ness people onmunicipal regulations and re-quirements.

The mayor also said that there was a needfor the municipality to strengthen its exist-ing relationship with the business commu-nity. “I hope that the vision of themunicipal-ity finds expression in the local businessworld.” To grow the Business community of

Ingquza Hill, the municipality launched itsBusiness Chamber the same day of the semi-nar and the newly launched committee is go-ing to operate within IngquzaHill specifical-ly, looking and pursuing to develop skills ofIngquza Hill business community.

The municipality expressed its sinceregratitude to South African Breweries (SAB)who donated a computer, printer and t-shirts for the newly launched businesschamber.

The South African National Roads Agen-cy, (SANRAL) also made a presentationabout the opportunities which would be pre-

sented by the construction of the coastal N2.It did not only give an overview of the oppor-tunities during the construction stage,which was due on August 2014, but also theopportunities that would be available afterthe construction phase on an ongoing basis.

A futureworkshop, earmarked forMarch/April 2014, will be held to train local entre-preneurs on tendering with SANRAL.

The Ingquza Hill community membersand business people seemed excited aboutthe outcomes of the seminar as they prom-ised to participate in every business devel-opment which will come their way.

THE Bass Entertainment is to host a dancecompetition at Jerico Community Hall inZikhuba Village, Bizana, on March 21 bring-ing something new in entertainment for theyoung people of Bizana.

Mahlubandile Thole (26) and Yonwaba So-mi (25) are young people from Bizana whostarted Bass Entertainment not only toshowcase their own talents in entertainingpeople but most importantly to also help de-velop the young people of Bizana to takepride in showing everybody their abilities.These two gentlemen started their compa-

ny over a year ago, but this is the first majorevent in their hometown.Thole said that their main aim with the

dance competition was to bring young peo-ple together to help themdeal betterwith thechallenges and pressure that young peopleare faced with.“We may not be able to save every young

person but we can try to make a differencein our community by helping young peoplediscover their talents and make them theirhobbies and pastime instead of being outthere exposed to drugs and criminal activi-ties,” said Thole.Young people who can break dance, do hip

hopmoves and also local kwaito and pantsu-la dancing can participate in the dance com-petition.The competition is sponsored by the Wild

Coast Sun and more sponsors are still ex-pected to join in. Somi said theywant to growcompetitions of this kind so as to bringdevel-opment in the small town of Bizana and,most importantly, to end up having someonerepresenting their province in the nationaldance competition.

AmaMpondo United increased their chances of win-ning the log title by beating the log leaders 2010Storm Breakers by 2-0 at the New Rest Stadium inLusikisiki during their SAB Regional League,Coastal Stream fixture last Sunday.

Going into the game, Amampondo United hadplanned well and had studied the 2010 StormBreakers to find out where they can be punished.This is why they were able to take the game

to the Breakers during the first half and capitalizeon the counter attack to score their first goal.United was all over the Breakers’ defence during

the first half, which resulted in themmaking stupidmistakes at the back.United again capitalized on those mistakes which

gave them a second goal. The half time score was2-0.During the second half the Breakers tried to tie

the score in vain as United’s defence was too strongand they managed to hold onto their lead for a full-time score of 2-0.TheCaptain ofAmaMpondoUnited, LethuSimayi

said hewas happy that their teamwon the game andthey played according to what they had planned be-fore the game. “We had planned to take the gameto them, which we did, and that is why we managedto win today.”The Coach of the 2010 Storm Breakers, Lucky

Madikane, said he had not expected the bad resultsand he blamed the central defence, saying that theygave the game away. This gave United the opportu-nity to close the gap in the log table.“Their other advantage is that they have a game

in hand and the difference counts to their favour.”Madikane said they need to change their game

plan if they still want to remain at the top of theleague.He said his team needed to score goals in order

to win the league and they should also maintain mo-mentum.He said their next tough game would be against

He started playing football with a plastic ballat the age of 7 with the local boys until he gotpromoted to the senior team of the NaughtyBoys, a team from Nomlacu that tried severaltimes in playoffs for promotion league.The school forced him to leave Naughty

Boys sincehehad to attend senior classes else-where and he started his matric at St John’sCollege. This gave him the opportunity to jointhe Happy Brothers which was a feeder teamfor BushBucks. He played along soccer greatslike Clinto, Norman, Barhaza, Nceba “Ma-bobo” Gqoza and many more.Chikoya played in the middle of the park

and the player who gave him the hardest timeon the field was Juluka of Thembu Royals. He

believed that therewas a lot of potential in theplayers at that time, but that the environmentand lack of exposure hampered their chancesto become popular in South African football.The opportunities tomove to big clubswere

very slim, in contrast to nowadays where thegates are even open to people from ruraltowns. He said the passion of the game wasall that was important in those days becausethere was no money. “We just played for thelove of the game,” he said.The highlight match of his life was when
