Subject': Promotion of officers .from Grade' A' To Grade 'B' and from Grade 'B' To Grade 'C'

Background:

The Board of Directors of IIFCL in its 70th meeting held on 2Qth May 2014 has a-pproved tht

proposal for promotion of officers from Assistant Manager (Grade 'A') to Manager (C ri.1dL' ' Er ,

and from Manager ( Grade 'B') to Assistant General Manager (Grade 'C). Accordingly, th~

promotion of executives to positions in next higher grade will be on the basis of merit, ·

efficiency, grade service and suitabiHty.

The eligibility crit-eria for promotion of officers from Grade' A' to Grade 'B' and from Grade

'B' to Grade 'C' is as follows:

Promotion Policy for 1IFCL Staff

Background

ln the l2111 meeting of the Board held on 2 1111 November, 2007 it wa;:; adv1sed that the Officers Service Regulations of liFCL should be formulated in line with Service Regulations of SJDBJ/NABARD and: pay scales and perks to officer~ including those on deputation in IIFCL may be fixed on the pattern of Service Regulations of above Financial Institutions. In pursuance of the above, IIFCL (Staff) Service Regulations 2007 as well as details of allowances and perquisites have been prepared in line with SIDBI/NABARD is put-up to the Board vide r\g.cii\Jct Llclll t'-nJ.).<./ 1 J l JJ(.}I ..:.VV 1-uo, 1ur appruv..!J.

It is necessary to 'ctetermine the eligibility criteria and policy for promotion

of staff in IIFCL.

Eligibility criteda for promotion of officers

As per the promotion policy for officers in SIDBI I NABARD, applicable tu the executive staff (offtcers in Grades A to F), the promotion is considered on the basis of following eligibility criteria that, inter alia, includes the following:- ·

during the panel year plus the unsuccessful candidates of the previous batches and this number would be based solely on cut-off score arrived at on the basis of overall performance score obtained by the employees.

• Selection process to be based on merit cum seniority comprising the criteria of average perfonnance score of the best 3 PARs (50 percent), interview by the Departmental Promotion Committee (30 p~rcent) and seniority, in terms of the years of service put in by the officers subject to a maximum of 20 marb (20

Proposal

Keeping in view the broad parameters of promotion policy of SIDBl i NABAR.D, it is proposed that the above mentioned criteria be adopted to r promotion of officers and staff in IIFCL. The proposed eligibility service criteria in the current scale I grade are presented in the table given below. In the ninth meeting of the Board of Directors heiCf ori 26th April 2007, the Board considered the proposal for permanent absorption of officers and staff on deputation to IIFCL from various PSBs and Fls as proposed in the Board Memorandum and approved the permanent absorption of . officers. · In the

Memorandum. it was proposed to give an offer for permanent absorption to al l the officers in the Company ::It a level hight!r to his/her present level in the Comp<Jny However, the proposal for absorption of clerks was approved by the board with tht· modification, "the clerks on deputation to the Company may be given an option {(lr absorp1ion in the same cadre '-Vith a benefit of one increment in the pay scnle at thl· time of absorption."

it is now proposed that for consideration of the absorption of officers and staff'in the Company, the above proposed promotion qualifying criteria may be adopted taking into account their service in the current scale I grade in th~ir parent organization and IIFCL. '

The draft promotion policy has been got vetted from MIS Jagat Arora and Associates (Advocates) and advocates have confirmed that the same is in order. Their suggestion with regard to marks allocated for interview by DPC. has been suitably considered and reduced from 45 marks proposed earlier on the lines 9f Fl.> to 30 marks.

Promotion of Officers: Grade 'A' and Grade 'B'

The Board of IIFCL in 701h meeting held on 201

h May 2014 has approved fast track

promotion policy from Grade 'A' to Grade 'B' and from Grade 'B' to Grade 'C'.

(Flag 'A').

As per extant approved fast track promotion policy:-

(i) Fast track promotion from Grade A to Grade B and from Grade B to

Grade C is given on completion of three years of service i.e. by ailowing relaxation

of one year in the qualifying period (from 4 years to 3years) as on cut-off date for

excellent performers.

(ii) Employees must obtain an "Excellent" rating in their last 3 annual

performance appraisal reports and. "5 mark" each in their performance ratings of

three consecutive years on five point rating scale in order to be eligible for fast

track promotion as per the policy.

The pre- requisite for making an officer eligible for fast track promotion is to

qualify in !BPS conducted written exam.

From appraisal year 2015-16, a normalization committee has been constituted in

the Company which undert~es the moderation of AP AR of officers in Grade "C"

and below. As per existing fast track promotion policy, if an· officer mis~es out

'Excellent" rating in any of the preceding three years APAR, he or she does not

qualify for Fast Track promotion process. It has been felt that to give fair chance to ";lr;,

all the officers, fast track promotion may be on the basis of performa~ce in written

examination cum three years AP AR in place of three years AP AR being only the

criterion to decide the eligibility for fast track promotion.

Detailed Board Note on the above proposal is placed at Flag 'B'. On approval, the

same may be placed to the Board of IIFCL.

promotion pol icy of the Company. A part of the policy comprises Fast Track Promotion of

Officers from Grade 'A' to G rade 'B' and fi·om Grade 'B' to Grade 'C'. (Annexure [).

marks for placing candidates in merit list are 60% for GEN/OBC & 55% for SC/ ST.

As per existing fast track promotion policy (based on performance in APAR), the basis

for eligibility for qualifying for Fast Track Promotions is only based on APARs. For '

instance, if an officer misses out 'Excellent" rating in any of the preceding three years

APAR, he or she does not qualify for Fast Track promotion process. In order to ensure

that a better opportunity be offered to the officers for competing for fast track

promotions, it is felt that the process has to be based by giving weightage to both

Performance in APAR and DPC proceedings which will include written ~est, interv iew

and weightagc for sen iority etc.

Accordingly, following modifications are proposed in fast track prumotion r~dicy : -

a) Fust track promotion may be on the basis of:-

(i) Performance in written examination.

(ii) Three years performance appraisal

( iii) Interview process for eligible candidate

(iv) Seniority, Vigil~ce and D&AR clearance

b) All offkers who have completed three years of service as on cut-off date i.e 301h June
