4 day Course – Onsite sessions

Day 1-3: Official E317 CDMS training course

Day 4 : Interactive session highlighting the State’s specific needs related to data development, geospatial governance and the development of tools to streamline workflows.

Trainers: Kevin Mickey and David Coats from the POLIS Center at Indiana University Purdue University

Course Outcomes: Delaware

• DEMA and DSHS will coordinate to determine data needs for the Hazus risk assessment that will beutilized in the next Delaware Hazard Mitigation Plan.

• DEMA will develop a business case and data schema (including stakeholders) for EmergencyManagement and deliver to DTI. DTI will develop the applications for DEMA to use for their projects.

• DEMA will identify broader needs for Emergency Management and attributes needed to be maintainedand collected

Pennsylvania

• Cynthia delivered a letter to the Federal Representative on the newly formed GIS advisory board,expressing the need for Statewide geospatial collaboration and governance through an active GIO.

• PA GIS Professional Association will be coordinating their needs directly through their representative onthe board, to Inundate them with information on requirements and make them understand the importanceof what needs done.

West Virginia

• Development of a FME tool to translate local data for Hazus consumption

• West Virginia University coordinating with WV EM-DHS to support the development of Hazus RiskAssessments for future PDC Mitigation Plan updates.

• 1970’s and 1980’s coordinated efforts State Mapping

Advisory board (SMAB) established many of the early

standards.

• 1989 Georgia Planning Act

• 1993 SMAB sunset and the Information Technology Policy

Council recognized the need.

• 1998 ITPC and GISCC secured funding to develop

Georgia's most detailed base maps for transportation,

hydrography and wetlands. Georgia Clearinghouse.

WHY ARE THEY SUCCESSFUL?

THEY ‘GENERALLY’ DO NOTTHINK THINGS LIKE…

• WE are county government and YOU are state government and we don’t like state government.

• WE are the state and WE do not need the county data

• Where were you when we were trying to fund our GIS project? GIS cost us $X million and you want it for free?

• We think our GIS data is a latent gold mine so we do not want to give it away.

• Privacy concerns make it impossible to share anydata.

• ‘Risk’ – creating more than one version of the same data may be inefficient, but it guarantees I have the data when I need it.

HOWEVER, THEY DO…

• know how to

collaborate

• recognize that

collaboration is in

the best

interests of our

communities and

for the state

importance of

• Codify the existing Federal guidance

documents that created the Federal

Geographic Data Committee (FGDC) and

NSDI.

• Provide FGDC with the authority to make

other agencies follow the rules.

• Provide Congressional oversight to make

FGDC and the other agencies accountable.

track progress on the NSDI and find out

where the money is really being spent.

• Provide a great deal more ‘clout’ to National
