Executive)Summary) ) ) ) ) ) ) ) ) ) ))Jewish!Family!and!Children’s!Service!of!Pittsburgh!(JF&CS)!provides!psychological,!employment,!and!social!services,!without!regard!to!race,!religion,!socioeconomic!status,!gender,!sexual!identity,!or!ethnic!heritage,!to!the!Greater!Pittsburgh!area!as!a!nonDsectarian,!independent!501(c)(3)!organization.!As!an!acknowledged!leader!of!refugee!resettlement,!we!remain!the!most!prominent!Reception!and!Placement!(R&P)!organization!for!refugees!in!this!region.!In!2015,!we!resettled!more!than!70!families,!who!had!been!granted!refugee!status!by!the!U.S.!Citizenship!and!Immigration!Service!(USCIS)!and!brought!to!our!country!for!resettlement.!!JF&CS!works!to!resettle!refugees!in!our!communities,!providing!for!their!basic!needs!and!integration!into!our!community!and!workforce.!!!Refugees!face!many!complex!challenges!during!the!resettlement!process,!such!as!communicating!with!a!language!barrier!and!being!unfamiliar!with!American!cultural!practices.!The!U.S.!places!a!higher!emphasis!on!refugees!becoming!economically!selfDsufficient!and!employed,!rather!than!focusing!on!language!learning!and!cultural!integration.!Our!belief,!that!cultural!and!linguistic!integration!should!not!be!secondary,!forms!the!foundation!of!this!grant!proposal.!!JF&CS!plans!to!create!the!Refugee!Integration!and!Community!Center!(RICC),!which!will!offer!social,!cultural,!and!educational!programming!to!refugees!living!in!the!Greater!Pittsburgh!area.!We!seek!a!grant!of!$201,429!from!The!Heinz!Endowments,!in!collaboration!with!our!partners,!the!Greater!Pittsburgh!Literacy!Council!(GPLC)!and!Economic!Development!South!(EDS).!With!this!monetary!help,!the!RICC!can!create!better!lives!for!our!refugee!clients,!promote!a!positive!perception!of!refugees!and!influence!regional!policy!on!immigration!and!refugee!resettlement.!!!EDS,!an!organization!currently!developing!a!Refugee!Housing!Complex!in!the!South!Hills!of!Pittsburgh,!will!provide!the!space!for!our!center!within!this!complex.!The!GPLC!will!provide!ESL!and!GED!teachers!to!the!center!to!help!our!clients!reach!their!full!educational!potential,!but!we!will!also!provide!many!other!facilities!for!refugee!use.!Throughout!this!project,!we!will!evaluate!the!success!of!our!integration!efforts!through!analysis!of!longDterm!indicators!of!success!for!refugees,!as!well!as!analyzing!how!perceptions!of!refugees!change!within!our!city!over!time.!!With!the!help!of!local!organizations,!companies,!and!innumerable!volunteers,!we!believe!this!center!will!spark!change!within!our!community!for!generations!to!come.!!We!also!believe!that!this!project!can!be!used!as!a!model!for!refugee!integration!and!political!advocacy!in!other!cities!across!the!nation.!JF&CS!will!continue!to!represent!individuals!and!families!who!have!fled!their!homes!due!to!fear!of!persecution,!imprisonment,!or!death,!but!with!the!help!of!The!Heinz!Endowments,!our!efforts!can!create!greater!change!within!our!region!and!reach!more!refugees!that!need!our!help.!!!!!

Overview)and)Mission) ) ) ) ) ) ) ) ) ) )Jewish!Family!and!Children’s!Service!of!Pittsburgh!(JF&CS),!a!non!sectarian,!independent!501(c)(3)!organization!(see!Appendix!A!for!proof!of!status),!aims!to!help!people!through!life’s!changes!and!challenges!by!providing!psychological,!employment,!and!social!services!without!regard!to!race,!religion,!socioeconomic!status,!gender,!sexual!identity,!or!ethnic!heritage.!Since!our!conception!in!1937,!our!purpose!has!been!to!serve!the!diverse!residents!of!Allegheny!County,!and!we!help!over!8,000!people!annually.!The!concept!of!“Tikkun!Olam”,!repair!the!world,!forms!the!foundation!of!our!innovative!programs!because!we!envision!a!community!where!all!people!have!the!opportunity!to!reach!their!potential!and!thrive.!!JF&CS!offers!programs!and!services,!while!adhering!to!the!highest!professional!standards,!within!an!environment!of!respect!and!compassion!for!all!of!our!clients.!!History)For!nearly!80!years,!we!have!operated!as!an!agency!whose!main!objective!has!been!to!help!the!people!who!live!in!our!community!through!the!varying!and!difficult!stages!of!life.!We!retain!our!relevance!and!viability!as!an!organization!by!shifting!our!goals!as!the!needs!of!our!community!changes.!In!1937,!the!Jewish!Welfare!Association!(JWA)!merged!with!the!Jewish!Big!Brothers!Association,!the!Girls!Bureau,!the!Pittsburgh!Bureau!for!Jewish!Children,!and!Service!to!Foreign!Born!of!the!National!Council!of!Women!in!order!to!create!the!Jewish!Social!Service!Bureau.!In!1950,!it!was!renamed!Jewish!Family!&!Children’s!Service!to!indicate!the!nature!of!our!services.!!Our!refugee!resettlement!program!began!in!the!late!1970s!in!order!to!meet!the!needs!of!Soviet!Jewry!escaping!the!USSR.!In!1989,!we!established!the!Resettlement!Division!of!Jewish!Family!&!Children’s!Service!to!provide!services!to!the!rising!number!of!Soviet!Jews!seeking!assistance.!However,!as!the!needs!of!this!population!decreased,!we!shifted!our!resettlement!department!in!a!different!direction!in!order!to!provide!immigration!and!naturalization!services!to!a!wider!audience.!Soon!after!this!shift,!we!renamed!the!department!to!Refugee!and!Immigration!Service!Center!(RISC)!in!1999.!!!Agency)Awards)and)Recognitions)Our!integrity!and!dedication!to!providing!social!services!in!the!Greater!Pittsburgh!area!has!been!recognized!and!praised!for!many!years!by!various!organizations!inside!and!outside!our!region!of!focus.!See!below!for!several!of!our!prominent!achievements.!

!JF&CS!continues!to!create!new!programs!and!transform!our!services!to!fit!the!current!needs!of!our!clients.!We!provide!services!for!the!elderly,!children!and!mothers,!people!with!disabilities,!those!wanting!to!adopt!and!foster!children,!and!immigrants!and!refugees.!!!Our!ISAC!partnership!helps!refugees!and!immigrants!from!all!over!the!world!and!communicates!in!over!43!different!languages.!However,!our!Department!of!Refugee!Services!needs!to!find!new!ways,!too,!to!help!our!refugee!clients.!!(Please!see!Appendix!C!for!a!full!list!of!programs!and!activities.)!!!!!!

Challenge)Statement) ) ) ) ) ) ) ) ) ) ) ) ))The!United!Nations!High!Commission!on!Refugees!(UNHCR)!describes!a!refugee!as!“a!person!who!is!outside!his/her!country!or!habitual!residence![and]!has!a!wellDfounded!fear!of!persecution!because!of!his/her!race,!religion,!nationality,!membership!of!a!particular!social!group!or!political!opinion”.!When!Bayan!Lutfi,!her!husband!Kutaiba,!and!her!three!children!Huzaifah,!AbdulDhadi,!and!AbdulDkarim!first!arrived!in!Pittsburgh,!they!were!nervous!and!hopeful!about!their!new!lives!after!fleeing!from!Syria.!Before!arriving!in!Pittsburgh,!they!spent!three!years!in!Jordan!in!a!temporary!shelter!before!being!recommended!for!resettlement!by!the!UNHCR!(See!right,!photo!of!life!inside!a!UNHCR!Syrian!refugee!camp!in!Jordan).!The!Lutfi!family!received!acceptance!into!the!highly!competitive!U.S.!Refugee!Admissions!Program!(USRAP)!and!started!a!new!life.!!!Bayan,!at!the!young!age!of!22,!has!lived!through!enough!trauma!and!disaster!to!last!a!lifetime.!“My!biggest!concern!is!learning!the!language!and!making!sure!my!kids!get!an!education”,!she!says.!Life!in!Syria!did!not!always!allow!for!the!education!of!young!girls!and!many!of!them!only!study!until!they!reach!puberty.!Bayan!reached!7th!grade,!but!soon!left!school!to!help!raise!her!siblings!and!take!care!of!the!home.!Bayan!has!found!a!new!life!in!Pittsburgh,!but!she!needs!more!than!just!a!home!for!her!family.!She!doesn't!know!the!language!or!how!to!have!a!conversation!with!her!neighbors,!she!doesn't!know!how!to!get!to!the!grocery!store,!and!the!rest!of!her!family!continues!to!struggle!halfway!around!the!world.!!!The!terrifying!transition!for!a!refugee!resettling!in!America!lies!beyond!what!we!are!able!to!imagine!for!ourselves.!According!to!a!2015!UNHCR!report,!the!refugee!crisis!caused!by!the!conflict!in!Syria,!the!worst!the!world!has!witnessed!for!decades,!has!left!nearly!4!million!refugees!in!countries!surrounding!Syria.!There!are!at!least!60!million!refugees,!asylumDseekers,!and!displaced!persons!globally!without!a!place!to!call!their!own,!more!than!any!time!ever!recorded.!The!UNHCR!also!indicates!that!more!than!half!of!all!refugees!are!children.!!!The!U.S.!remains!the!premier!destination!for!refugees!worldwide.!But,!HIAS!reveals!that!less!than!1%!of!all!refugees!arrive!in!a!third!country!for!permanent!resettlement,!and!half!of!that!1%!come!to!the!U.S..!They!usually!come!from!the!most!highly!threatened!and!vulnerable!groups!in!their!homeland.!In!2015!alone,!the!U.S!received!nearly!70,000!refugees,!as!indicated!by!the!Migration!Policy!Institute!(MPI).!Pittsburgh!has!a!growing!refugee!community!and!the!local!resettlement!agencies!are!funded!almost!entirely!by!the!

U.S.!government,!according!to!a!U.S.!Department!of!State!report.!Hatfield!found!that!refugee!families!are!often!placed!in!the!suburbs!of!Pittsburgh,!such!as!the!South!Hills,!Mount!Oliver,!Baldwin,!Whitehall,!Carrick,!and!Castle!Shannon.!Iraqi!refugees!have!begun!to!settle!in!Greenfield!and!many!Burmese!reside!in!Troy!Hill.!!Within!the!first!30!days!of!arrival!in!the!U.S.,!agencies!like!JF&CS!are!required!to!provide!refugees!with!Reception!and!Placement!(R&P).!R&P!consists!of!cultural!orientation,!referrals!to!welfare!and!ESL!programs,!employment!services,!and!assistance!with!obtaining!medical!treatment,!often!mental!health!services.!The!Department!of!State!Reception!and!Placement!Program!only!provides!resettlement!agencies!with!enough!funding!to!support!refugees!for!the!first!30!days!after!arrival,!according!to!The!Century!Foundation.!Obtaining!immediate!employment!within!these!first!30!days,!the!paramount!objective!for!resettlement!agencies,!results!in!lowDwage!work!for!many!refugees.!Considering!the!highDlevel!educational!attainment!of!refugees!in!their!home!countries,!many!tend!to!be!overqualified!for!these!lowDlevel!positions.!!The!global!refugee!crisis,!hastened!by!internal!conflict,!civil!war,!and!humanitarian!emergencies,!will!continue!to!get!worse.!The!U.S.!is!expected!to!take!on!an!even!larger!role!in!providing!refugees!with!a!new!home!and!life.!According!to!the!Bureau!of!Population,!Refugees,!and!Migration,!the!Obama!administration!proposed!a!significant!increase!in!the!number!of!refugees!the!U.S.!accepts!each!year.!As!stated!by!MPI,!plans!are!being!made!to!accept!nearly!85,000!refugees!in!FY!2016!and!by!FY!2017,!USRAP!expects!the!resettlement!of!nearly!100,000!refugees!across!America.!!!!With!rising!refugee!acceptance!rates,!we!need!focus!on!how!we!can!improve!and!strengthen!our!organizational!capacities!to!help!disadvantaged!people!and!atDrisk!youth.!Refugees!experience!isolation!from!the!greater!community!when!integration!focuses!on!shortDterm!goals,!like!immediate!employment,!and!not!on!their!full!integration!into!their!community!by!engaging!the!civic,!economic,!and!linguistic!pillars!of!society.!Hatfield!explains!that!an!emphasis!is!placed!on!economic!selfDsufficiency!and!employment,!the!legislative!priority!when!it!comes!to!integration,!and!places!the!need!for!cultural!or!linguistic!integration!as!secondary.!However,!cultural!and!linguistic!integration!remains!crucial!to!our!resettlement!strategies!and!will!become!more!essential!as!more!refugees!resettle!in!America.!!!R&P!assistance!doesn’t!allow!for!significant!language!learning!because!of!the!short!timeframe!it!is!offered!and!ESL!classes!quickly!fill!up!to!capacity.!Inferior!language!skills!impede!the!ability!to!get!a!better!job!and!considering!that!education!and!income!level!are!significant!indicators!of!how!well!a!refugee!will!do!in!the!U.S.,!we!should!place!an!even!higher!emphasis!on!ensuring!access!to!educational!opportunities!and!influencing!positive!youth!development.!Cultural!and!linguistic!opportunities!also!have!a!cost!associated!with!them;!refugees!often!have!limited!transportation!and!not!enough!time!to!work!and!take!classes.!!!Hatfield!also!discovered!that!the!languageDinstruction!organizations!that!serve!refugees!in!Pittsburgh,!the!Greater!Pittsburgh!Literacy!Council!and!the!Allegheny!Intermediate!Unit,!

receive!no!federal!funding!through!the!Office!of!Refugee!Resettlement!or!the!Bureau!of!Population,!Refugees,!and!Migration!because!they!believe!that!employment!will!lead!towards!integration,!rather!than!language!proficiency!leading!towards!integration.!However,!these!institutions!were!created!to!serve!the!native!population,!but!serves!refugees!primarily!out!of!circumstance,!and!for!this!reason!they!receive!no!federal!funding!from!agencies!that!serve!refugees.!!!The!city!of!Pittsburgh,!built!and!sustained!by!immigration!in!the!early!20th!century,!has!suffered!substantial!population!loss!over!the!past!several!decades.!This!situation!calls!for!increased!population!growth!in!our!city,!having!the!lowest!percentage!of!new!immigration!of!America’s!top!40!metropolitan!areas!(Welcoming!Pittsburgh!Plan).!Refugees!contribute!to!the!increased!diversity!and!economic!vitality!of!this!region!by!increasing!the!tax!base,!starting!new!businesses,!revitalizing!neighborhoods,!filling!labor!shortages,!attracting!investment!from!overseas,!renting!apartments,!patronizing!local!business,!and!bringing!federal!funds!to!local!schools!and!public!programs!(HIAS).!In!order!for!Pittsburgh!to!evolve!into!a!welcoming,!sustainable,!and!diverse!city,!we!need!to!increase!the!focus!on!longDterm!indicators!of!success!for!refugees,!such!as!longDterm!employment,!civic!participation,!healthy!lifestyles,!cultural!knowledge,!and!English!proficiency.!!!Goals)and)Objectives)))))))))))) ) ) ) ) ) ) ) ) ) ) ))Goal%One:%To%create%a%center%for%refugee%integration%through%the%initiative%of%JF&CS%and%Pittsburgh%partners,%dedicated%to%improving%the%lives%of%resettled%refugees%in%the%Pittsburgh%area%

• Establish!a!strong!partnership!of!local!organizations!that!will!be!involved!in!contributing!to!the!success!of!the!refugee!center%

%Program)Description) ) ) ) ) ) ) ) ) ) ))Beneficiaries)Jewish!Family!and!Children’s!Service!of!Pittsburgh!seeks!to!ensure!accessibility!to!educational!opportunities,!cultural!opportunities,!and!social!services!for!the!growing!refugee!population!in!the!Greater!Pittsburgh!area.!Integration!and!orientation!programs!aim!to!strengthen!refugees’!capacity!to!succeed!and!empower!them!to!become!selfDsufficient.!!!During!2015,!JF&CS!resettled!over!70!families!from!all!over!the!world.!As!of!April!2016,!we!successfully!resettled!nearly!20!families,!but!we!expect!these!numbers!to!rise!throughout!and!towards!the!end!of!the!summer.!JF&CS!classifies!most!of!our!clients!as!economically!disadvantaged!and!considers!them!as!one!of!the!most!atDrisk!communities.!By!improving!and!growing!our!current!integration!programs,!we!can!increase!the!number!of!refugee!clients!we!help.!!!According!to!Vibrant!Pittsburgh,!the!majority!of!refugees!resettled!in!Pittsburgh!come!from!Bhutan,!but!many!also!come!from!Burma!and!Iraq.!We!also!resettle!people!from!the!Democratic!Republic!of!Congo,!Afghanistan,!and,!more!recently,!Syria.!The!Pennsylvania!Refugee!Resettlement!Program!indicates!that!no!Syrian!refugees!were!resettled!in!Pennsylvania!in!FY!2013D2014,!but!during!FY!2014D2015,!112!Syrians!were!resettled!all!over!Pennsylvania.!!!Our!Syrian!client,!Bayan!Lutfi,!was!one!of!the!lucky!few!able!to!resettle!in!Western!Pennsylvania!and!find!success!through!our!programs.!Her!children!have!enrolled!in!public!school!and!excelled!in!learning!English!language!skills,!but!they!were!most!excited!to!visit!the!park!for!the!first!time.!(See!right,!photo!of!Bayan’s!baby,!AbdulDkarim,!visiting!the!park!for!the!first!time.)!We!expect!to!see!many!more!Syrian!refugees!like!Bayan!arriving!in!Pittsburgh!over!the!next!couple!years!as!the!conflict!in!Syria!continues!to!escalate.!!!The!RICC!not!only!directly!benefits!refugees!and!their!families,!but!also!greatly!benefits!the!city!of!Pittsburgh!because!it!improves!refugees’!social!and!cultural!integration,!increasing!the!likelihood!of!meaningful!
