Dear Colleagues,
As your 2015 event chair, I’d like to welcome you to the National Contract
Management Association’s World Congress. This is considered the premier
education event for contract management, procurement, and acquisition profes-
sionals and we anticipate this being one of our most attended years ever! This
year’s theme, The Innovative Edge to Contract Management, will come to life
as we come together to hear fresh ideas, share new practices, and break down
barriers for the future of the profession.
The key to World Congress is your participation. We invite you to engage our
speakers with your questions and thoughts. In every general session, there are
notecards available for you to write your questions for the speakers and panels
to answer. In every breakout session, the last 15 minutes are reserved for Q&A.
We also have a number of networking and social events for you to make new
connections or catch up with old colleagues.
If you haven’t already, be sure to download the event app. (See page 6 for
instructions.) And join us in our dialogue on innovation via social media.See
below for more information.
Innovation abounds in our Exhibit Hall, which features over 70 exhibitors with
products and services directly relevant to you and your mission. Hear about the
latest products, discover proven solutions, and meet suppliers who can help your
organization achieve results.
It’s your profession and your career. NCMA brings you World Congress 2015 to
help you make the most of both!

Maximize on education— attend a National Education Seminar!NCMA OFFERS TWO CONCURRENT SEMINARS ON THURSDAY, JULY 30.
SUBCONTRACT MANAGEMENT FROM A TO Z Speaker: Roy Nyquist, CPCM, Fellow
Room: dallaS 5
Subcontract Management From A to Z is a one-day National Education Seminar (NES) that presents subcontract management in the U.S. federal government environment. Subcon-tract management under a government prime contract is a hybrid between the company’s commercial subcontracting requirements and
the federal government’s subcontracting requirements. This seminar is unique in its focus on the topics that make sub-contract management different under a prime government contract.
NEW! CONTRACT CHANGES, DISPUTES, AND TERMINATIONS— MASTERING THE FUNDAMENTALSSpeaker: Donald Shannon, CPCM, CFCM, Fellow
Room: dallaS 7
Contract changes are inevitable and must be anticipated and properly managed. Contract Changes, Disputes, and Terminations—Mastering the Fundamentals provides the information you need to handle any and all ambiguities, differences of opinion, or poten-tial and real conflicts between the parties.
These can arise by verbal discussion, letter, the proposal, the basic contract, or any of its subsequent modifications. They can involve everything from the interpretation of the statement of work to the minutes of a meeting. Changes can also come from various sources—some with the authority to make them and sometimes not. They can impact the success of your contract as well as the relationship between the parties.
NCMA Member: $345
Nonmember: $395
Choose one of the two seminars below. Every National Education Seminar participant will receive a copy of the seminar’s book and corresponding workbook.
The significance of the practice of subcontract management cannot be understated. It is an essential function of the American contracting system. The reasons for its importance are many, as are the responsibilities of subcontract managers.
Subcontract Management From A to Z examines the subject of subcontract management in the U.S. federal government environment, and is unique in its focus on the topics that make subcontract management different under a prime government contract.

Agency mission success depends upon, among other things, a healthy, mature, efficient, and effective procurement office. An effec-tive procurement office, in turn, requires a strong policy framework as a foundation. Developing a policy framework that enables an effective procurement office requires a number of things, including defining the policy development process, developing a “policy on policy,” engaging stakeholders, proper training, and capturing research and findings.

The basis of estimate (BOE) is too often treated as a “nice-to-have” part of a proposal. The seminar will explain the difference between the two, how to negotiate mutually beneficial solutions, and describe the appellate process when agreement is not possible. As ever-tightening procure-ment budgets result in more contracts with claims and litigation, this is must-have information.

Understanding and complying with this clause requires collaboration between the contracts, IT, and industrial security teams. Hear an explanation of the provisions and tools for compliance.

The Office of Federal Procurement Policy has identified category management as one of the administration’s key initiatives. STRATEGIC SURVIVAL TIPS FOR WEATHERING THE LPTA STORM!Session G14 « CoST & pRiCe analySiS « Texas C « Intermediate
Jacob George, CEO/Managing Director, JACOBS Management Consultants
In this day of trade off and lowest price technically acceptable (LPTA) sourcing, pricing is simply more than just a completion exercise—it is the most important component. Creative pricing strategies win you the contract, but can you sustain the contract with the rates you have won? This session explores the answer to this question by using pricing as a long-term sustaining activity that will provide the greatest value for both government and contractor, as opposed to just a exercise.
USING ORAL PROPOSALS IN SOURCE SELECTIONSession G15 « SouRCe SeleCTion poliCieS & BeST pRaCTiCeS (new) « Texas D « Intermediate
Victoria Strycharske, Senior Proposal Manager, Skyway Acquisition Solutions
Today’s contracting professionals are constantly trying to find ways to reduce the workload and shorten the timeline for source selections. The use of oral proposals can do just that for the right procurement, with the bonus of improving government/industry communications and understanding of what it will take to get the job done right.
