SPRING 2014 FLOOD INSURANCE RATES TO RISE Living on the Waterways does play havoc with our Homeowners' Insurance, as most folks know by now. The latest breaking news concerning flood insurance is out. (Reported in the April Federation (F.M.C.CA.) newsletter) Federal insurance rates could rise significantly for many Florida Homeowners. Flood Insurance is mandatory for homeowners with mortgages living in areas subject to flooding every 100 years. (Florida has the highest number of policies - over 2 million and counting according to FEMA. The National Flood Insurance Program is estimated to be $24 billion in the red due to recent natural disasters, thus the introduction of the Biggert-Waters Act of 2012. However, Congress amended this law on March 13, 2014, with the "Homeowner Flood Insurance Affordability Act" and it was signed into law on March 21, 2014. As of now, around 75% of the policies in force had actuarially sound rates, meaning that these folks are paying full risk rates. The remainder of these policies falls into one of these 4 categories: (1) secondary, vacation, or non-primary homes; (2) dwellings whose flood exposure has changed over the years but are grandfathered into the flood program at older subsidized rates; (3) dwellings in areas relying on older flood maps or that have not had elevation certificates recently obtained to the new flood maps certificates; (4) severe repetitive loss properties, defined as those having at least 4 flood claim payments over $5,000 each or at least 2 separate claim payments have been made with the amount exceeding market value of the dwelling. With CAPS of Annual Increases at 18% the following scenario could result. FLOOD INSURANCE RATES TO RISE

Living on the Waterways does play havoc with our Homeowners' Insurance, as most

folks know by now. The latest breaking news concerning flood insurance is out.

(Reported in the April Federation (F.M.C.CA.) newsletter)

Federal insurance rates could rise significantly for many Florida Homeowners. Flood

Insurance is mandatory for homeowners with mortgages living in areas subject to

flooding every 100 years. (Florida has the highest number of policies - over 2 million

and counting according to FEMA.

The National Flood Insurance Program is estimated to be $24 billion in the red due to

recent natural disasters, thus the introduction of the Biggert-Waters Act of 2012.

However, Congress amended this law on March 13, 2014, with the "Homeowner Flood

Insurance Affordability Act" and it was signed into law on March 21, 2014. As of now,

around 75% of the policies in force had actuarially sound rates, meaning that these

folks are paying full risk rates.

The remainder of these policies falls into one of these 4 categories: (1) secondary,

vacation, or non-primary homes; (2) dwellings whose flood exposure has changed over

the years but are grandfathered into the flood program at older subsidized rates; (3)

dwellings in areas relying on older flood maps or that have not had elevation

certificates recently obtained to the new flood maps certificates; (4) severe repetitive

loss properties, defined as those having at least 4 flood claim payments over $5,000

market value of the dwelling.

With CAPS of Annual Increases at 18% the following scenario could result.

As one can see at the 18% Caps of Annual Increase rates will approximately double

COYOTES

There is a growing population of coyotes in the Bay Colony and Palmetto Point communities. Please be aware when you are

enjoying being outside to help protect yourselves, your families and your pets.

Follow a few simple precautions to prevent the threat of coyotes in your neighborhood: Never leave pet food or trash outside where

it will attract wildlife. Clear brush and dense weeds from around dwellings. This reduces cover for coyotes and their prey, such as

rodents and other small animals. Protect children. Although rare, coyotes have been known to seriously injure children. Do not

leave young children unattended, even in a backyard. Protect pets and livestock. These are favorite prey for coyotes. Keep pets

indoors, especially at night. When not indoors, keep dogs and cats leashed at all times. There is a Manatee County Ordinance that

prohibits dogs or cats from roaming freely. Avoid walking dogs during dawn or dusk hours, which are coyotes’ normal feeding

times. Avoid using a retractable leash. Coyotes will notice a dog walked frequently on an

extended leash. The coyote will come back, grab the dog, and leave the owner holding an

empty leash. When walking a pet, carry a stick, whistle or air horn. Use negative

reinforcement. Make sure the coyotes know that they are not welcome. Make loud noises,

throw rocks in their direction or spray with a garden hose.

NEIGHBORHOOD SAFETY AND CRIME

Lighting – Using external lighting that has been properly fitted and well positioned outside

your home can be an excellent deterrent to burglars and other unwelcome visitors. The

entrances to your home and garage service door should be well lighted, and the lights

placed out of reach from ground level. Whether you prefer regular lighting, or external

lamps that automatically illuminate in response to outside movement, they are an effective

way of providing you with a sense of security, and can also help you find your door keys,

rather than fumbling around in the dark. Installing low-level dusk to dawn lighting and

lights triggered by motion detectors is recommended. It is normally unnecessary to use a

lamp of more than 150 watts (2000 lumens). Lights with more power than this will cause

glare, create shadows and won’t be popular with neighbors. Often, floodlights are fitted

with motion detectors that activate the light when anyone enters the space around your

home. Other options include garden lights, some of which run on solar power. (Manatee

County Sheriff’s office “Residential Burglary” booklet.)

Golf Carts – Unlicensed golf carts are not to be on public roads and can receive a traffic

violation. However the police will not give tickets unless a complaint is made. If you see

underage drivers on golf carts (probably not a good idea), or reckless driving, call the

sheriff’s department, 941-747-3011.

Crime – There have been two burglaries recently in Bay Colony. Watch out for your

neighbors, watch on each side, and report any suspicious activity or vandalism (egging).
