Embraer’smarketingphilosophycomesthroughinitstwonewjets,theLegacy450and500,nowunderdevelopmentwiththe500dueinserviceinthesecondhalfofnextyear.Embraerdescribesthemasmid-lightandmidsizejetsrespectively–competingwithaircraftsuchastheLearjet75andCitationSovereign.Inreality,however,althoughthey

fallintotheserangecategories,theyhavefeaturesofmuchlargeraircraft.Forinstance,theLegacy500,whichisnormallyconfiguredforeightpassengers,hasacabinthatisvirtuallyaslargeasthatofthesuper-midsizeChallenger300withaflatfloor,6-foothighceiling,afullgalleyandrestroomandacabin-accessiblebaggagehold.The450and500bothhavefullyreversibleseatssothatseatpairscanberealignedtocreatefull-sizedbeds.Additionally,accordingtoEmbraer’sAugustoSalgadodaRocha“the450and500aretheonlyaircraftinthisclasstohavefly-by-wiresystemswhichbringaddedsafety,improvedperformanceandasmootherrideforpassengers.”TheseaircraftwillalsobeavailablewithahUD(head-UpDisplay)andmulti-scanweatherradar.

AmongfeaturesnewlyannouncedbyEmbraerareaside-facing,forwardtwo-placedivanforthePhenom300andnewgalleyoptions,whilethesuperiorseatsfittedtothePhenom300willbeanewoptionforPhenom100customers.Additionally,theLineage1000isnowavailablein“green”conditionforinteriorfittingoutbythird-partycompletioncentresalthoughEmbraerpointsoutthatnocustomershavespecifiedthisanditwouldprobablyaddupwardsof$15milliontothestandardfactory-completedcostandtwoyearsoffitting-outtime.

Across-the-board budget cuts to US federal spending, brought about by the so-called sequester, required the Federal Aviation Administration (FAA) to

make a $637 million reduction in its budget. The FAA chose to include in its cuts controller furloughs and the abrupt closure of 149 contract control towers – only to have Congress, in response to massive public outcry and travel delays, give the transportation secretary the flexibility to shift $253 million to the air traffic control system and return the system to full strength. This time, safety and politics made for strange bedfellows. ByIanOlsen

TheFAAneverthoroughlywarnedtowermanagementofpossibleclosuresorjustifiedwhycertaintowersmightbeclosedandothersspared.Inadditiontojoblosseswithinbusinessandcommercialaviation,greatercostsforlocalcommunities,aslowdownincommercialactivity,areductionintourismanddecreaseineducationfornewpilots,theparamountissueostensiblyaddressedbyallsidesandtheforemostprinciplestilltobeaddressedinfuturepolicydecisionsistheprimaryreasoneachofthecontroltowerswasoriginallybuilt:Safety.Butthat’snottherealreasonCongresssteppedin.Theyweretakingabeatingovernearly900delaysperdaycausedbythecontrollerfurloughs.

Whiletheissuewasstillboiling,USSecretaryofTransportationRayLahoodreiteratedthatsafetyisthetop

priorityandthattheFAAwoulddoitsbesttomakesurecommunitiesandpilotsknowofthepotentialchangesattheirlocalairports.Pilotswereinstructedtoanticipateaneventualneedtooperatewithouttheassignedpathsofacontroller.Butasidefrombeingawareofthechanges,manyexperiencedpilotslackunderstandingoftheintricatesystemofoperatingwithoutacontroltowersystem.

FAAofficialshadrequestedmoretimetoconductsafetyanalysesandtoresolvemultiplelegalchallenges.Yetittookpassageofthe“ReducingFlightDelaysActof2013”byCongressonApril25toputthefurloughedairtrafficcontrollersbacktoworkandpreventclosureofthe149contractcontroltowers.

FAAofficialsestimatedthatthe$253millionshouldbeenoughtostopfurtherfurloughsandkeeptheairtrafficcontrolsystemoperatingatanormalpacethrough30September,theendofthecurrentfiscalyear.Themoneywillcomefromairportimprovementfunds.

Theconsequencesofnotconsideringthenecessarystepsinfoodpreparation,sourcinganddeliverycanbeimmense.ConsidertheCEOofamultinationalcompanywho’shourlyworthisvaluedataround$400,000;alittleupsetstomachcanliterallycausemillionsofdollarsoflostrevenue.Incidentsareontheincrease,foodrecallsseemmorecommonandallergicreactionsabound.Yetmanyaviationcompaniesignorethepotentialforcrisisandreputationdamagethatcanresultfromfoodborneailments.Ifanyfurtherevidenceisneeded,in2012Medairereportedthat30%ofitscallswererelatedtogastronomicproblems.

Sowhyisn’tmorefocusbeinggiventotrainingthoseinvolvedinthefood-handlingchain?Costisoneexplanation.Anintensiveone-daytrainingcoursecoveringthefullrangeofelementsoftheCateringSMScancostupwards

of$1,500,makingitprohibitiveforsome.Unfortunatelyflightattendants/techniciansareoftenunder-valuedandinvestmentforthistypeoftrainingisnotdeemedimportantenough.Butwhatpotentialcosttoclientsandtheremainingcrewexist?The“ithasn’thappenedtous”rationaleisafurtherbarrier,butsomefood-relatedillnessesdon’tmanifestsymptomsuntilafewweekslaterandarenotreported,sothisrationaleisinaccurate.IntheUS,anofficial‘outbreak”needsthreepeopletosufferthesamesymptomsatthesametime,yetasexecutivejetflightsoftenhavelowpassengervolumes,incidentsgounrecorded.

Itappearsthatitfallsonafewtovoiceconcernaboutthetopic.TheNBAAFlightAttendantCommitteehasbeensuccessfulinraisingawarenessoftheimportanceofsafety-relatedtrainingbutstillwantstoseemoreinvestmentinthisarena.InEurope,therecentlyformedEuropeanCorporateFlightAttendantCommitteewillalsobedebatingthissubjectatthisyear’sEBACEconvention.

Thereisnodoubtthatfood-handlingstandardsneedtomirrortherigoroussafetystandardsappliedtoaircraftmaintenance,butuntilsomethingtragichappens,thisimportantissuewillnotbetakenasseriouslyasitshouldbeanditwillbeuptosingleambassadorsandtrainingcompaniestomakethechangeshappen.

Increasingly operators and flight departments are required to invest significantly in Safety Management Systems to ensure operations run in accordance with regulations.

Yet it is a completely different matter when it comes to handling catering. Although the meal is often a key element of the flight, the amount of attention given to food sources or water origins is minimal.

chartercanbestdotoensureasafeflight.Somemadeseveralsuggestions,whichincludedaskingtoseeacopyofthecharteroperator’sAirOperating

Certificate(AOC),insurancedocuments,

aswellaslookingathowcrewsaretrained,

whattheirlevelofexperienceis,andwhethermaintenanceon

theiraircraftisconductedin-houseorsub-contracted.Thistypeofadvicemayhavebeenvalid10yearsago;however,

wecanexaminewhyfollowingthesesuggestionsdoesn’tmakesensewithcurrenttechnologicaladvancesindatacollection,computercapabilitiesandWyvernprogrammes.

TheAOCforUSCharteroperatorscomesintwoforms,andbothareissuedbytheFAA.OnecomesfromtheNationalVitalsdatabasewhichisknownastheCertificatedatabase.Theotherisacertifiedcopyoftheoperator’sAOC,whichistheA999,andcomesfromtheOperationalSpecificationsorOpSpecsdatabase.Theproblemisthatneitheroftheseformsshowsanexpirationdate,sohowwouldsomeoneoutsidetheaviationworldknowwhetheritisvalid?Asfarasinsurancedocumentsareconcerned,manyhaveaddendums,indicatingwheretheaircraftregistrationsarelisted.Unlesstheparticularinsuranceaddendumwasgiven,acustomerwouldnotknowiftheaircrafttheywerecharteringwascoveredornot.

On 9 December 2012, a US-registered Learjet 25 crashed in Mexico killing all seven people aboard

the aircraft. Mexican aviation authorities originally indicated that this flight was being conducted under FAA part 135 regulations; however, the aircraft’s owner contends that it was being flown as a Part 91 flight. Among some of the concerns are questions about the pilot’s certification and qualifications, maintenance of the aircraft and its operational history.

Thisraisesthequestionofhowmuchinsuranceissufficient.Tellingorshowingacustomerpre-flightthatcrewhavebeensenttoCAEorFlightSafetyprobablywouldn’tmeanmuchbecausethecustomerhasnowayofknowingwhetherthecrewtrainedonthesamemakeandmodelfortheflightinquestion.Crewexperienceisanotherquestionbecausethecustomermaynotknowwhatbenchmarktousetounderstandthevalueofthatexperience,orlackthereof.Inordertounderstandacrew’squalificationthereneedstobeabaselineofexperiencetocompareagainst.Finally,therearemanyquestionspertainingtoaircraftmaintenance:In-houseorsubcontracted?Whatkindofmaintenance?Frequencyofmaintenance?Certificationofmechanics?And,ifsub-contracted,whetherornotthesubcontractorisfullyFAAcompliant.Achartercustomerwouldn’tknowhowtodecipherallofthis–itbecomes“informationoverload.”

Inourcurrentenvironment,Wyverndeliversanswerstoallofthesequestionsandhelpsthecustomerunderstandthefullpicture.Wyvernhastwoprogrammesavailable.ThefirstistheSafetyIntelligenceReport(SIR),whichstartsbyconfirmingthattheoperatorinquestionhasanactiveAOC.Itthenshowscurrentinsurancebyspecificregistrationnumberandcoverageamount.Itlistsallaircraftthatareundertheoperator’soperationalcontrolwithdocumentation,displayspilotsandtheirexperience,licensesandcertificates,andhasacompletelistofkeymanagementpersonnel.ItalsocontainstheirOperationalSpecifications.Additionally,ithascompleteoperator,pilotandaircraftbackgroundchecksforaccidents/incidentsand/orenforcementactions.Finally,theSIRiscurrenttowithin24hours,andistheonlysourceofcurrentinformationintheaviationindustry.

ThesecondprogrammeisthePilotandAircraftSafetySurveyorPASS.ThisprogrammeallowsustotaketheinformationcontainedinanSIR,andapplyoneofseveralexperiencelevelsorstandardsagainsttheactualtripthatacustomermayhavebooked.Thisiswhereweverifythattheoperator,pilots,andaircraftarecertified,legalandproperlymaintained,respectively;aswellincompliancewithallregulationandexperiencerequirements.YouwillhaveselectedanauditedoperatorwhoholdstheWyvernWingmanratingwhenusingPASSandselectingtheWyvernStandard.Notonlywillyouhavecheckedalloftheitemsmentionedabove,butmanyadditionalitemsthateventheFAAcannotcheck.Thoseitemsincludepilotcurrencyandtraining,andaircraftrequiredmaintenanceitems.ThisalsobringswithittheknowledgethatWyvernWingmanoperatorshavebeenauditedtothepublishedWyvernstandard.

Individualsplanninganychartertripwouldbelostattemptingtounderstandallofthecompliancerequirementsastheyapplytospecificregulationsunlesstheyhaveanextensiveknowledgeofaviation.Whenusingtheseproductsthough,theycanbeassuredthattheWyverndataiscurrent,verifiableandaccurate.

Last October at NBAA, you announced the rich-interior ACJ318 Enhanced, with elements like a domed ceiling, high-def IFE, humidifiers and other customisable elements. How important as a differentiation point is it that Airbus offers this range of customisation in the interior? It’sclearthatourmaincompetitorsaretheBoeingBBJs,butwealsocompetewiththetop-of-the-rangebusinessjetsliketheBombardiersandFalcons.Wehavethewidestcabinintheskyinthiscategoryandareabletoleveragetheengineeringadvancementswemakewiththeairliners,resultinginacabinthatisoneofthemost-developedandsophisticatedinthesky.Asyousaid,wehavethenewhigh-definitionBlu-RayIFEsystem,theplushdesign,thedomedpanels,thenoisecancellation,theLEDlightingthroughouttheentirecabin.ForsomecustomerswehaveevendevelopedLEDlightinginthecarpet.Wehavealotoftechnologythatisnowavailableandthatgivesourcustomersachoicetheydon’thavewiththecompetition.Thatdifferentiationthenbecomesatrademark.Peoplechooseouraircraftbecausetheyknowtheycanhaveawidecabinwithalotofnewtechnologygizmostoworkefficiently.Butallthesefeatureshavetheirfunction.Forexample,ifyouflyformorethan8or9hours,you’dliketohaveagoodcinema.You’dliketohavegoodfood.You’dliketohaveagoodbed,agoodshower.Youhavetohavegoodairquality.Youneedeverythingthatmakesyourflightcomfortable.Andthisisexactlywhatwe’reoffering.Therefore,yes,thisisveryimportantinourstrategy,andwedidthattomakeourselvesuniqueinthemarket.

Who is your target customer for that aircraft?Frankly,theyareeverywhere.Thisaircraftiswellsuitedforthetop-of-the-rangeclassicbusinessjetcustomersinmanyregions:China,Russia,Europe,MiddleEast.Thereforewecansaythattheprospectsareverywellspreadovertheworld.Let’ssaybasicallythisyearandnextyearwe’retargetingtheChinesemarket,theRussianmarket,theMiddleEasternmarket,and,yes,Europealittlebitalso.Butitisquiteaspreadbecause,asIsaid,it’scompetingwiththetoprankoftheclassicbizjetand,therefore,ithasalotofattraction,especiallyforpeoplewhohavetotravelwiththeirfamilies,abignumberofpassengers,morethan20,withtheirluggage.Thesepeople,frankly,they’realwayslookingforthesizeofouraircraft,andwithitsnewfeatures,itbecomesveryattractive.

Deliveries of new and used aircraft in Europe have been fairly stagnant for a couple of years now. Not just for Airbus, but for all of the OEMs. As a European-based OEM, can you tell us a bit about how you see the market in Europe developing over the next five years?ForAirbus,theEuropeanmarketwasoneofthefirstweenteredandsawgoodactivity,includingrepeatorders.Sincethen,ofcourse,thingshavesloweddownforeverybodyduringthelastfewyearsduetothecrisis.Butit’simproving,andwearespeakingagainwithalotofoperators.WearenegotiatingwithsomeoperatorsinWesternEuropeandthingsarenowmorepromising.Wearecommittedtobeinghere.

Looking at Russia, Airbus’ latest global market forecast went into detail about the strong growth prospects there. How much of a priority is the Russian market for Airbus?historically,theRussianmarkethasbeenatthecentreofoursalesactivityand,togetherwithChinaandtheMideast,formsoneofourlargestblocs.Wehavedecided,inordertobestserveourVIPcustomers,tolocateadirectorandateaminMoscowtoservetheRussian&CISmarket.Therefore,it’sanimportantmarket,sowearededicatingalotofeffortthere,andweanticipatepromisingprospectsintheupcomingyears.

What are some of the unique challenges you see in the Russian market? IthinkRussiaisbecomingwhatyoucallastandardmarketintermsofsalesoperation.ManyairlinesinthecountryarealreadyupgradingAirbusproducts.ThereforetheoperationAirbushasinRussiaisnotanymoresomethingunique.It’sroutine.ThemarketismuchmoresuitablefortherangeoftheACJ318,319,320,321aircraft.Consequently,wearefocusingourattentiononthisrange.Thereisalsoamarketforthelong-rangeaircraft,thewide-body,whichissomethingthatwecanalsoservewithourpreferredACJ340product.hereagain,thereisnospecialchallenge,becausethisaircraftisalreadyoperating.TheRussianmarketisgoodforallourproducts,particularlyforthesingle-aisle,or320-family,typeofaircraft.

The Airbus product line runs from the narrow-bodied jets seating about 8 passengers with range of maybe 8,000km, all the way up to the ultra-long-range VIP class, seating maybe 50 passengers with a range up to around 17,000km. So where do you see ACJ’s main growth occurring in the next decade?WecanseethatthereisandwillbestrongdemandfortheACJ320family[includingtheACJ319,ACJ320andACJ321]becausethatstyleandpricerangeisverypopularworldwide.Therefore,thatfamilywillleadourmainmarketandwe’llseealotofsalesthere.Nevertheless,wealsohavealotofdemandfromhigh-net-worthpeopleandfromcorporationsforwide-bodies.Thuswecanpredictthatdemandforbothwillcontinueatasimilarleveltotoday.Todaywehavesoldroughly170ACJaircraft:about110inthesingle-aisleandaround60ofthewide-bodied.Weseethatratiocontinuingforthenextfivetotenyears.PeoplearemuchmoreinclinedtobuytheACJ318andtheACJ319becausetheyarecheaperandcanservethepurposeforpeoplewhoarelookingfor15to18passengers.Peoplewhoarelookingfor50passengers,havetolookforthelong-range,wide-bodiedaircraft.AndyoucanseethedemandhasbeenhistoricallyaroundthefigureIgaveyouearlier.

How difficult is it to develop a product with a development time of as long as a decade? How are you able to look that far forward?Asamanufacturer,thatisourwholeexistence,keepingupwiththatchallenge.Itmeans,evenfortheairliners,thatwe

havetodevelopnewproductstocopewiththedemandandfulfiltherequirementsofthecustomers,becausewhetheritisacorporatejetorasimpleairliner,thefirstdemandcomesfromyou,thepassenger.Youliketotravelmorecomfortably,cheaper,longerdistancesand,therefore,yourrequirementsaretakenintoconsiderationbytheairlinesorbythecharteroperatorofthecorporatejet.Thesepreferencesaretakenbyusintheaggregateandleadtothecontinuousimprovementoftheproduct,likewedidwiththeACJ318.Weimproveprogressively.Ifyoutake,forexample,theACJ319throughtheACJ320fromthebeginningtotoday,wehavemademanyimprovements.Orwhenweseethatthereisaneedtohaveakindofabreakpointandmovetoanewgenerationofproducts,wedoit.It’sourbusinesstoworkwiththesedevelopmentcyclesandthereforewhenthereisaneedforanewcorporatejet,wewillsellthenewaircraftaspartofthelineofdevelopment,orwehavetodelivernewimprovementsinthecabinorinthesystemfortheexistingaircraft.Thisisourbreadandbutter.Wehavetodoiteveryyear,everymonth,everyweek–bechallengedbycustomerstobringimprovement.

Letmegiveyousomeexamples.Suchasthecabinpressure,theconnectivityorGSMonboard.Noneoftheseelementsexistedtenyearsago.Wehadtoupdateitcontinuously.Today,whenyoubuyanACJ380,youhavethings[onboard]thecustomercouldn’thavein1998or2000.Andthisisthechallengewerisetoeveryday.It’sinourDNA.Tobetheleader,wehavetobeabletocopewiththechallengesandallthenewdevelopmentsasquicklyaspossible.

You have more than 25 years of experience with Airbus. In addition to serving as Head of the Corporate Jet Division, you’re President of Airbus Middle East. How do you compare the two roles?Intermsofresponsibilities,it’snotabigdifference.Youhavetospendthesametime,thesameeffortwhetheryousell10aircraftor15or100,orifyouselloneaircraftforaVIPcustomer.Theonlydifferenceis,ontheairlinerside,youdealwithacorporation,youdealwithteams.Idealwiththecorporateplanning,Idealwiththefinancier,Idealwiththetechnical,withtheoperation,andthereforetherearebigteamswhomeetwithotherbigteams.Whenwedealwithcorporatejets,we’rejustworkingwithindividuals,withalimitednumberofpeople.It’samuchmorepersonalrelationship.Youhavetotrusttheperson.Butitisthesameforairlines,inthatyouhavetohavetrust.Theonlydifferencewiththeairline,Ihavetohavethetrustoftheteam.Youhavetohavetheoperationsguybelievingyourfiguresforperformance,youhavetohavethetechnicalmanbelievingyourfitnessformaintenance,youhavetohavetheCEObelievingyourcommitmentsandwhatyoupromisedhim,andsoon.Butthiscomesdowntoconfidence.Intermsofhumanrelations,there’snodifference.Ihaveagoodrelationshipwiththemajorityofthebosses

oftheairlinesinmyregion,andwehavetobuildalevelofconfidenceandrespect,whichenablesustoworktogetherforconfidenceandtransparency.AndthesamewiththeVIPcustomers,wedeveloppersonalrelations,trust,confidence.Theonlythingisthatfortheairlineside,it’shugeworkintermsofthemachinery.It’sbigger.Yougothroughthingsthatthecorporatejetpeopledon’taskfor.It’snotbecausethey’relesssophisticated.No.They’resophisticated.Withanairline,youhavemanypeopleinvolved.Withcorporatejets,theprocessisabitsimplerbecausetherearefewerpeopleinvolved.Thatbeingsaid,thecorporate-jetpeoplearemoredemandingintermsofcomfort,intermsofsophisticationofthecabin,andthatleadstosomechallengeswhichwedon’tfacewiththeairlines.TheairlineshavebeenaninnovatorintermsofcabindevelopmentandalltheairlinesintheMiddleEast,havebeenpioneeringandproducingalotofinnovationsinthecabinwhicharequitesimilartowhatweseeinthecorporatebusiness.Inthisrespect,I’vebeenalsochallengedwiththelevelofcomfortandthecabinsophisticationofferedbytheairlinesin[theMideast]asmuchasbythecorporatejets.Therefore,wecansayoverall,thetwosidesofthebusinessareaboutthesame,otherthanthefactthattheairlineshavelargerteamsandmorelengthyprocesses.

ShellAircraftInternationaloperatesafleetofthreeDassaultFalcon7XsoutofRotterdam,about25kmfromThehague,aDassaultFalcon900EXEASyinTexasintheUS,plusaDornier328turbopropandanEmbraerE175jetinAlberta,Canadatoshuttlemanagementandmineworkerstotheoilsandsfieldsabout500kmtothenorth.

Morethan60%ofShellflightsarelong-range,accordingtoMedved.Thisrepresentsashiftinrecentyears,especiallyfromRotterdam,whereflightsusedtobeveryEuropean-focused.

Shellwasoneofthefirsttoembracecorporateaviation.InApril1927,amonthbeforeCharlesLindberghsoloedtheAtlantic,Shell’sfirstaviationmanagerJerryShawflewtonorthernEnglandtocalloncustomers.OneleaderoftheEuropeanoperationwaslegendaryUKRAFfighterpilotDouglasBader,whowasanaceinWWIIfourtimesoverdespitehavinglosthislegsina1931crash.BaderrejoinedShellafterthewarandwasanadvocateforsafetyandefficiencyinbusinessaviation.

“We’reveryproudofthelegacyofShellAircraftandthepassionforaviationadvancementandsafetyestablishedbyourpredecessors,”Medvedsaid.hehasbeenwithShellforfiveyears,initiallydirectingShellAircraft’sgroup,whichoverseesglobalaviationstandards,thenshiftingtothecorporatefleetwherehefliesmoreregularly.

Shellfliesabout750hourseachyearoneachoftheirsixbusinessaircraft.Shell’soffshorehelicopteroperationisseparatefromthebizjetside,thoughsharingthecommonadvisoryservice.Thehelicoptersrackupabout60,000hourscollectivelyviaannualcontractservicesandareoperatedbyBruneiShellPetroleum.

“WeflygloballywhereverShellisoperating,”Medvedexplained.“TherearealotoftripstotheFarEast–Bangkok,KualaLumpur,manyplacesinChina.Australiaisbecomingveryimportantfromabusinessperspective.It’sdifficulttogetaroundthere.It’saboutthesizeoftheUS,butdoesn’thavethesameairtrafficnetworkduetothelowerpopulationdensity.Makinguseofcorporateaircraftallowsourexecutivestoachievemuchmorethanwouldotherwisebepossibleinthelimitedtimetheyhaveonanyonetrip.”

FlyingtosomelocationsinAfrica“canbequitedifficult”,Medvedacknowledged.Itcangetchaoticwithvariouspeoplewantingtoboardtheaircraftforservicing,customs,immigrationclearance,andsoforth,withoutthelevelofsupportandserviceswe’vebecomeaccustomedto.Occasionallythepilotsflyintoairportswithoutnormalairtrafficcontrolservices,weathersupportorevenJeppesenplates.“Wecheckthingsoutasmuchaspossibleinadvance,askingourselveswhatweneedtodotocompletethetripsafely,legallyandefficiently,andthentakingthetimeandresourcestodoso.”

Inareaswheresecurityisaconcern,suchasIraq,theflightcrewmaystayinasecurecompoundratherthanalocalhotel.Ortheywillrepositionaircrafttoanotherlocationovernight,eliminatingtheneedforasecurityteamtoprotectthecrewandtheaircraft.

WhentheearthquakeinJapandestroyedtheFukushimanuclearreactorin2011,aShellflightfromCanadaroutedwelltothenorthtoavoidaradiationcloudintheNorthPacific.Then,afterde-planingitspassengers,theaircraftwasmovedtoalocationwhereitwouldnotbestrandedincaseofshiftingwinds.

The Jet Advisor staff of 11 is also very well trained. All seven

of Jet Advisor’s dispatchers are EASA licensed with more than

a decade of experience. Plus, rigorous standards in Romania

require flight dispatchers to renew their licence every two years

by passing three exams (Meteorology, Aviation Legislation,

Operational Procedures). This is comparable to licensure

requirements in the rest of the world, which are typically valid for

five years, with a less-demanding testing regimen.

Growth of the Business FleetDespitethisstagnantsituation,thefixed-wingturbinebusinessaircraftfleetinEuropecontinuestogrowandEBAAstatisticsshowasteadyincreaseeveryyearsince2001withatotalEuropeantallyof3,078businessjetsandturbopropsrecordedattheendof2012.Brianhumphriespointsoutthatthefleethasdoubledoverthe12-yearperiod,provingthevalueofbusinessaviationtoEuropeancompanies.DetailedfiguresgeneratedbyinternationalinformationspecialistsJetNet/AvDatashowthatthelargestfleetsareinGermanywithjustunder700jetsandturboprops,followedbytheUK(588)andSwitzerland(304).ItisworthrememberingthattherearealsoaircraftontheUnitedStatesregisterandonconvenienceregisterssuchasTheIsleofMan,BermudaandtheCaymanIslandswhichareresidentandregularlyflowninEurope.

Spain,PortugalandGreecehavealsosufferedbutTurkeyisbuckingthetrendandhasnotonlyseenagreatervolumeofbusinesstrafficbutagrowthinitsaircraftfleet.Furthernorth,Francesufferedareductioninbusinessaviationactivityofmorethan15%duringthepost-2007periodbutthereisagradualimprovementinvolume.France’sprincipalbusinessairportsareLeBourgetandToussusleNobleinParis,BasleMulhouse,NiceandCannes.BusinessisstillslowinPariswithLeBourgettrafficdown5.5%,buthigh-profiledestinationssuchasNicearestillpopulardestinationsforprivateaircraft.

During2012,therewasgreatoptimismthatthesummerOlympicsinLondonwouldstimulatebusinesstrafficandUKairportsmadeextensivepreparationsforhandlingandparkingbusinessjets.TheUKauthoritiesalsoputinplaceelaboratepreparationsforallocatingslotsandcontrollingmovementsofhundredsofextraaircraft–buttheendresultfellfarshortoftheexpectedvolume,partiallybecauseoperatorsweredeterredbythecomplexityofthesystem.Nevertheless,accordingtoRobertWalters,BusinessDevelopmentManageratBigginhillAirport“WehandledarespectablenumberofbusinessjetsandtheseincludedanumberofcustomerswhowereusingBigginhillforthefirsttime.Theyhavenowbecomelong-termcustomersforus.”TheUKandIrelandareimportantstoppingpointsfortransatlantictrafficand,withthemostpopularhubatLutonAirportbecomingovercrowded,otherairportssuchasBigginhill,Farnborough,Cambridge,OxfordandCranfieldhaveallexpandedfacilitiesandareagoodalternativearrivalpoint.

ForbusinessaircraftleavingEuropefortheUnitedStates,ShannoninwesternIrelandisbecomingabusystoppingpoint.JoeBuckley,DevelopmentManagerforShannonAirportexplainsthat“WeoperateaportofentryfortheUnitedStates,sobusinessaircraftcanstophereforrefuellingandtoclearUSImmigrationandCustoms.Thebriefstop,whichcanbeaslittleas40minutes,providesamuchquickerclearancethroughUSformalitiesandallowstheaircrafttoflydirectlytoitsultimateAmericandestinationwithoutanintermediatestop.”

InFrance,wherethebusinessfleettotalsjustover1,500aircraft,therewasadipinactivityafter2007butvolumeshaverecoveredalittleandcharterdemandisshowingsomeimprovement.FortheimportantGermanmarket,businessactivityhasbeenmoreresilientand,whiletrafficvolumeatMunichandGermany’sothermainairportshasfallen,charteroperatorssuchasMunich-basedMhSAviationarestillreportinggoodbusiness.ThisisalsoreflectedinFBOactivity,notablyfromGAS(GermanAviationService),whichprovides

serviceateightGermanairportsincludingMunich,Frankfurt-EgelsbachandBerlin.TheyhavereportedsomegainsalthoughMarketingManagerMatthiasDlugoshreflectstheexperienceofmanyEuropeanbusinessairportoperatorswhenheexplainsthatday-to-daytrafficismuchlesspredictablethanitusedtobe.

Business Aviation ChallengesTheEBAAhighlightsincreasingfuelcostsasoneofthemainthreatstogrowthinbusinessaviationbutalsohighlightstheincreasingregulatorycostsofflyinginEurope.TheEuropeanEmissionsTradingSystemisasignificantburdenonoperatorsoflargeraircraft,bothintermsofcostandadministrativecomplexity,despitesuccessfulnegotiationsforthereportingthresholdtoberaised.IntheUK,EBAAhasfoughtabattleoverAirPassengerDuty(APD)forGeneralAviationaircraft,resultinginachangetotheproposedcalculationbasewithtaxratesbeingrelatedtoaircraftsizeandeliminationoftheproposedautomaticmaximumAPDrateforbusinessaviation.

Morebroadly,EBAAcontinuestolobbyfortheEuropeanUniontopressforwardwiththeSingleEuropeanSky(SES)initiative.TheEBAA’sChiefExecutive,FabioGamba,hassaidthat“Therecanbenoarguingthatairtrafficcontroldrasticallyneedsmodernisinginordertocreatecost-efficientcapacityforfuturegrowthandhelpreducebothfuelburnsandemissions.”AccordingtoGamba,implementationofSEScouldhavearealimpactoncurbingCO

2emissionswhichwouldhaveafargreatereffectontheenvironmentthananythingtheEuropeanUnion’sEmissionsTradingSchemecouldeverdeliver.

AnothermajorpreoccupationinEuropeistheproblemof“illegalflights.”Itisestimatedthatupto8%ofallbusinessaircraftflightsinEuropeareoperatedwithprivatelyownedaircraftwhichdonotflyunderavalidairoperator’scertificate(AOC).Inmanycases,aircraftcharterbrokersmaybetoblameforclientsunwittinglytravellingonaircraftwhichdonotcomply.Theimplicationsforaircraftownersandpassengersareserious–butoftennotfullyunderstood–andincludecausingaircraftinsurancetobeinvalidandinfringementofaircraftfinancingcontracts.BrianhumphriesofEBAAexplainsthat“theAOCisnotonlyalegalrequirementbutitestablishescompliancewiththeregulatorysafetystandards.”

Despiteallthesechallengesthereissomeoptimismforthefutureand,asBrianhumphriesobserves“ItisnosecretthattheEurozonehasmanychallengebut,whilewemaybeexperiencinganewlevelofactivity,wedefinitelydon’tthinkthereisableakfutureforbusinessaviation.”

TheneedforbusinessaircraftdevelopedfollowingthedissolutionoftheSovietUnionwhenthestateassetbasewastakenoverbynewnon-statecompaniesandacompletelynewstructureofbusinessenterprisesemerged.Complexrestructuringoftheairlineindustrymeantthatbusinessesneededtohavereliableindependenttransportation.Initially,formerairlinerssuchastheTupolevTu-124wereconvertedintocorporatetransportsforcompaniessuchasGazpromandtheStolichniiBankCereshenii.Particularlypopularwasthesmallthree-enginedYakovlevYak-40whichflewfororganisationssuchasLukoil,InterpipeandFBMEduringtheearlyyears.however,bythemid-1990sthefirstDassaultFalcon900sandhawker800swereappearingandmostoftheageingandinefficientRussianaircrafthaddisappearedbytheearly2000s,givingwaytomodernbusinessjets.Duringthefollowingyears,thebusinessaviationfleetgrewatabout15%annually,butglobalpressureshavecauseddemandtoflatten,althoughnewaircraftarestillbeingsold,partiallytoreplaceolderequipment.

ForRussianusers,theemphasisisonlonger-rangebusinessjetsbecausecity-to-citydistancesarerelativelylonginacountrywith11timezonesandalandmassof17millionsquarekilometres(6.6millionsquaremiles).Inaddition,thereisconsiderableneedfortraveltotheMiddleEast,AsiaandEuropeandestinationssuchasParisandLondon.BombardierhasbeenparticularlysuccessfulwiththeChallenger300,600-seriesandthe850.DassaulthassoldaconsiderablenumberofFalcon900sandisdeliveringnewFalcon7XsandtheEmbraerLegacy600and650arealsoindemand.ManyoftheaircraftareusedforcharterandRussianclientsgenerallypreferlargertypesratherthanthesmallerCessnaCitationsorLearjets–althoughthereiskeenpricingintheairtaximarkettocompetewithfirstclassairlinefares.

Officialgovernmentfiguresshowbusinessaviationmovementsin2012of154,000,whichissomewhatlessthaninthemid-2000s.ThemainfocusisonMoscow,whichgeneratesover60%ofbusinesstraffic.Since2002,thenumberofbusinessaviationflightsintheMoscowregionhasbeengrowingby30-45%annually,accordingtoAviaGroup.St.Petersburg(PulkovoAirport)isthesecond-busiestplaceatjustover20%oftraffic.AsmallnumberofbusinessaircraftwilloperatethroughMoscow’sDomodedovoAirportand,accordingtoaspokespersonfromAviaGroup,thereisincreasingtrafficthroughSheremetyevowherethebrandnewTerminal-Abusinessaviationterminalwasopenedforuseinearly2012.however,themajorityofmovementsgothroughthebusyVnukovoAirport.ThenewVnukovo-3executiveterminalwasopenedin2006and,accordingtoAnnaKislovaofFBOoperator,VIPPORT“thetraffichasexpandedfrom7,352movementsin2005to18,933in2011.”Kislovagoesontosaythat“wecanhandle100peopleanhourthroughourstate-of-the-artterminal,amountingto128,000passengersin2011.Withtheairportrunwaysrecentlyreconstructedandwithnewhigh-speedtaxiwaysweexpectourvolumetocontinuetoexpand.”

WithrespecttoEurope,Zanettofeltthatthecombinationofthecrisisandlackofinterestininvestinginlargeaircraftmadeothermarketsmoreattractive.“Europeismorereserved.Theyhavenointerestintravellinginlargeaircraftanddonotinvestinthem.ThesameistruefortheUS.”

RichardKoe,ManagingDirectorofWingXAdvance,struckasimilarnote.“Theglobalcharterindustryisgrowingbutnotbymuch,”hesaid.“ThedecisivefactoristheUS,wherecharteractivityhasmarginallyimproved.InEurope,ontheotherhand,activityhasfallenineachofthelasttwoyears.GrowthhasresumedinsmallermarketssuchastheMiddleEastandRussia.Asiaisapromisingmarketbutstillembryonicintermsofactivity.”

Brokers Have their SayWiththemajorityofoperatorsrelyingonbrokersforchartercustomers,themoreexperiencedspecialistssuchasChapmanFreebornhaveaneagle-eyedviewofthemarket.Offeringhisownqualifiedtakeontheprospectsforcharter,AlexBerry,GroupExecutiveSalesandMarketingDirector,agreedthat“EuropemaybeflatbutLatinAmerica,especiallyBrazil,isparticularlyvibrantforus.”Berrybelievesthatasidefromtaxissuesandsomeprotectionistpolicies,Brazilisa“perfectstorm”forbizavgrowth,unfetteredbypoliticalintrusion.“Itisthesixth-largesteconomy,oil-andgas-richandcoveredwithairportsusefultogetthroughallthatjungleterrain,”hesaid.

Bycontrast,BerrycommentedthatRussiaiscapableofgrowingrapidlyfollowedbyunexpectedslumpsindemand.healsofeelsthat“Chinawillseemoredemandasbusinessaviationgrowsandbrokerswillhaveanimportantroletoplayasthemarketmatures.”

TheUSchartermarketremainsthelargestbyfar,Berrysaid.“Itismatureandanynewoperatorsneedtobeniche-oriented,totheextentthatoneoperatorhastoleavetomakeroom[foranewentrant].With17,000planeswewouldliketodobetterasthepotential[intheUS]canbehugeforus.”

Interestingly,BerryidentifiesAfricancharteraspotentiallythemostpromisingwiththecontinent’swealthofnaturalresources,personalwealth,andheavyChineseinvestments.

Airlines Versus Charter?Charterflightsallowcustomerstopaymoreandsavetimeversusflyingcommercial.ButJetAviation’sPeerthinksthatcustomersdecidingbetweencharterandcommercialneedtoalsoaccountforflexibilitygains.“Somecustomerswanttoflyaccordingtotheirownschedules,orprefertoconductconfidentialmeetingsinprivacy.Neitherispossibleonscheduledairlines.”

ForFlyComlux’sclientdemographic,travellingfirstclassbycommercialairlinerisnotanoption.“headsofstate,royaltyandhNWtypesneverusecommercialairlinesandtakeforgrantedtheneedtoflyprivately,”explainedZanetto.

Proposingthecaseforcharter,KoeofWingXAdvancesaid:“Flyingnon-scheduledcouldcompetewithbusinessclassifcharterfeesareassociatedwithaverylightjetorturbo-prop.AGenevatohamburgsingle-dayreturn[trip]onaCitationMustangretailsaround€5,000or€1,250perpassengerwithallseatsoccupied.Ashort-noticebusinessclassticketwithLufthansawouldcostover€1,500.”

Withairlinesreducingnetworkcapacity,Koeindicatedthatbusinessaviationofferstheonlypoint-to-pointlink,asover90%ofEuropeancitypairingsarenotservicedbyairlines.

Tostayinthechartergame,bothZanettoandPeerwarnthatoverexpansioncanposeariskofreducedcustomerfocuswhenservicestandardsslip.Overcapacitymightcausesomeoperatorstocashintheirchips,howevernicheopportunitiesandenhancedcustomerservicemodelsdrivenbytechnologywillencouragenewentrantstotakeacalculatedrollofthedice.

Boeing’s MD-83 is a workhorse aircraft that has been in operation for decades, flown by commercial airlines around the world in a

standard, two-class configuration seating 155 passengers. Building on these fundamentals, Europe-based business aviation operator and aircraft management company Amjet Executive recently completed a yearlong refurbishment of the well-known plane to create a VVIP business aircraft – the only one of its kind in the world.

Amjet Executive’s Refurbished

Boeing MD-83 One of a Kind

Re-configuring the MD-83 into this unique large-capacity

narrowbody, optimised for business use, presented Amjet Executive’s

engineering team with some significant challenges. Having to greatly

reduce the aircraft’s noise level was just a starting point. Their clever

solution entailed totally re-thinking the plane’s core design, according

to the company’s Chairman, Captain Abakar Manany.

Extensive UpgradesThe company’s engineers overhauled the aircraft’s interior,

configuring at the fore a lounge, eight first-class seats, and a private

office with direct access to the master bedroom and lavatory. This

means the principal passenger can now hold meetings with their

executive team in the first-class lounge.

The complete cockpit-to-fuselage refurbishment took over a year

and required more than 25,000 person-hours for all specialties. The

result: a stunning VVIP-configured MD-83 – a truly bespoke Bizav

aircraft that seats 42 passengers. “The new configuration allows

heads of state or business to bring a full staff on board, making

even long journeys more comfortable and productive,” says Captain

Manany. “Now you don’t hear the engines at all onboard. You can

take an 8-hour flight and there is no noise – it is a unique experience.”

Extended RangeThis VVIP MD-83 also has a total of 12 fuel tanks (9 are

auxiliary), meaning the aircraft’s range extends to 4,000nmi

(6,400km) versus the “classic” MD-83’s 2,504nmi (4,635km).

Despite the longer reach, the VVIP MD-83 remains a

narrowbody at its core – but one with larger capacity (space for

100 pieces of luggage) and the amenities typically associated

with larger jets. The narrow footprint means the aircraft can

access more airports autonomously, without the landing

limitations facing most widebody airframes.

This all adds up to a one-of-a-kind jet that will put pressure

on competitors. “There is only one MD-83 VVIP in the world

and we expect strong demand from our charter customers

for it,” says Captain Manany. “This aircraft will have a greater

capacity than a BBJ, which maxes out at 35 passengers; and

will have a price tag about one-third that of a 767. It is the

ideal combination of what the VVIP passenger wants (comfort,

attractive cabin, IFE) and what charter companies need (good

capacity in a VVIP configuration and competitive price). Above

all, it delivers what we call ‘Efficiency in Privacy’ – a unique

business aviation experience.”

Born from OwnersExtensive refurbishments and

attention to detail are nothing new to

Amjet Executive, which has offices

in Geneva and Athens. Though only

founded in 2010, the company’s

top management has accumulated

decades of experience in business

and commercial aviation. “We focus

first and foremost on the needs of the

owners, because that is how we got our

start,” said Lasson. “We added aircraft

management and chartering to the mix

only in response to the needs of our

owners who wanted to charter their

aircraft when not in use. Many owners

contacted us, indicating they were

having difficulty finding operators who

fully understood their needs and who

they trusted to manage the aircraft they

had invested so much in. That’s how

we got into the charter business and

we remain an owner-focused company

totally dedicated to our clients and

meeting their needs,” Lasson adds.

Amjet Executive’s owners may have to

wait in line, however, for their chance

to board the VVIP MD-83, as the

refurbished aircraft will be dedicated to

charter customers.

Recallinghisexperiences,Brenninkmeyersaid“Itspannedfrommytimeinretail,basedinVienna,flyingtoPragueandotherremotelocationsintheCzechRepublicandacrossthecontinent.Suchmultiplestagejourneyswouldnotbepossibleusingscheduledairlines.Italsooffersyoucompetitiveadvantagesas‘firstmover’opportunitiesarise.”

BelievingthatbusinessaviationenhancesproductivityBrenninkmeyersurmised,“Itwasmoreefficientwhenvisitingretailoutlets,especiallyfortheEuropeanexecutiveboardbeingferriedrapidlytostoresinfar-flungpartsoftheCzechRepublic.Thisgavethemamorerepresentativeflavourofthelocalretailmarketasitexisted.”

BeingdisillusionedwiththespirallingcostsandfrustrationsofflyingonUSdomesticairlinesledWilliamherptoestablishLinearAir.AsBrenninkmeyer’sbusinesspartner,herphasfaithintheVLJairtaximodelasacost-effectivealternativetoflyingwithincreasinglyvolume-basedairlines.“Flyingtosecondaryandtertiaryrouteswiththede-regulatedUSairlinesisveryexpensive.EconomyticketpricestoSyracuse,[NY]orClevelandcouldbe$1,000perpersonwiththreepeopletravelling.Alongwithhotel,thecostsrisetoinexcessof$4-5k.”

Expandingontheissueofaccesstounconventionalcitylocationsheremarked:“Citypairingisakeycomponentandgettingintosmallerprivateairportsisahugetimesaverthatbringsmeclosertothedestination.”

Acrucialpartofhisairbornetimeinvolvesaccesstohigh-speedInternetasonboardmeetingsandclientdiscussionsarefrequent.Viewingitasapracticaltoolforhisbusiness,theownerconcluded.“Itisessential,asIwouldbelessproductivewithoutit.”Furthermore,theneedfortimelyface-to-facemeetingsmakesbusinessaviationafacilitatorfor“sealingthedeal.”

Legitimising Business AviationUK-basedGamaAviationhasbeenprovidingcharter,aircraftmanagementandmaintenanceservicesfor25years.Offeringaperspectiveofthetruecomplexionofatypicalbizjetuser,GeneralManagerTomWellssaid:“Mostarecorporatecustomersnegotiatingimportantdealsandnotjustcelebritiesorpopstars.”Gama,recognisingtheneedforclientproductivity,isinvestinginthelatestSwiftBroadbandupgradestoitshawker1000andLearjet45fleets.

Flyingchartercanoffereconomiesofscalewhencomparedwithmultipleairlinefares.Citingacomparison,Wellsexplained:“Somelast-minuteeconomyticketsondomesticroutesareveryexpensive–eightpeopletravellingtoEdinburgh(dayreturn),thetotalcouldbeover£5K.YoucouldprobablytakeaLearjetatacomparablecost.Thecostofcharterisalotlessthanmostwillappreciate.”

Despitetheadvantagesofusingbusinessaircraft,Wellsfeelsthattheindustryneedstodomore.“Notenoughisbeingdonetopromotebusinessaviationasbothemployerandgrossdomesticproduct(GDP)contributor.”

Gamaemploysover350staffmembersatitsFarnboroughairportbase.Combinedwithotheron-siteaviationbusinessestheairporthasover1000professionals,allsourcedlocally.Theairportitselfindirectlysupports4,000furtherjobsinthesurroundingarea.Stressingsuchoverallbenefitstolocaleconomies,Wellsstated:“Thiswillbetrueforothercentresofbusinessaviationanywhere.”

Asidefromnegativeheadlines,businessaviationhasalsoreceivedamplifiedattentionfromgovernmentsproposingharshtaxregimes.IntheUKtheairpassengerduty(APD)wasintroducedonallprivateaviationflightsasof1April.Voicinghisconcernwithregardstotheimplicationsofsuchlevies,Wellscautioned:“TheAPDandtheETS(EmissionsTradingScheme)meansthatoperatorswillhavetoabsorbthecostwithoutputtingpricesupasuserspayingmorewouldmeanthatthattheywouldflylessandthiscouldslowtherecovery.”

The European GambleWheneconomiesboomed,businessaviationwasseeninafavourablelightandEuropeanpolicymakersacknowledgeditsimportance.The2009double-diprecessionchangedtheEuropeanCommission’sstancewithbizavbeingtaggedasafat-catperk.

AtthefrontlineoftryingtomediatewithECpolicymakers,EuropeanBusinessAviationAssociation(EBAA)CEO,FabioGamba,takesaholisticview.“Thebusinessaviationsectormaybesmallbutweprefertoportrayourselvesasanengineofgrowth.OurresearchstudiessuggestthateachbizjetuserisworthninecommercialbusinessclasstravellersintermsofGDPcontribution.”

OnthesubjectoftaxationacrossEurope,Gambafeelsthatthiscouldbeseenasrecognitionofthesignificanceofbusinessaviationtowardseconomicoutput.“Ithinktheywentforasolutionthatsimplyextendstaxationfromcommercialtobusinessaviationsincetheindustryhasgrownconsiderably,andasitrepresents7.2%ofIFREuropeantraffic.ButtheluxurytaxinItalyisasteptoofarandhasstifledtheirdomesticmarketwithan18%lossintraffic.WearedisputingthisasbeingunfairundertheChicagoConvention.”

Gambastressedthatabalanceneedstobefoundwithpoliticians.Recognisingthatbusinessaviationisimportantforeconomicgrowthandnotsubjectingittopunitivemeasuresiscritical.

The Bizav Renaissance AccordingtotheEBAA’ssponsoredresearchstudyin2012,“TheRoleofBusinessAviationintheEuropeanEconomy,”sponsoredbyOxfordEconomics,thebusinessaviationsectoremploys164,000peopleinEuropewiththeaircraftmanufacturingsectorworthahealthy€9billion.Italsoaccountsforover88,000citypairings,ofwhich96%arenotservedbycommercialairlinesascarriersprogressivelyreduceroutes.

Thenumbersareimpressivebutmostintheindustryprefertokeepalowprofile.Brazenly,theFarEast,MiddleEast,andotheremergingmarketshaveembracedtheutilitariannatureofbusinessaircrafttoreinvigoratetheindustry.ButharkingbacktotheDetriottrio,LinearAir’sherpsaid:“Itwasasliverofthebusinessaviationcommunitythatdidalotofdamage.hopefullyastheeconomyturnsaroundtheeventsof2008willbecomeadistantmemory.”

Attitudestowardsbusinessaviationmayneverchangeaslongasitremainstheprovinceofthoseabletoaffordsuchtravelevenforlegitimatebusinessreasons.Negativeheadlinesmightforeverchaseit,butatleasttheelephantintheroomisgettingalittlemoremediasavvy.

Dillon-Godfrayfeelsthathelicoptersinterlinewithjetsperfectlybyofferingvaluabletimesavings.“Formostusinghelicopters,timeisveryexpensiveandtheyneedtobeproductive.”

Onthehighercostofflyingtwin-enginedbusinessairframes,Dillon-Godfraysaid:“SeventypercentareprivatelyownedbutmanagedbyanothercompanyandthepreferenceisfortheAugusta109,ashighperformanceandsafetyduringIFRflightsisapre-requisite.”

Ontheprofileofusers,mostarewealthypeoplewhoalreadyownajetandviewhelicoptersasanecessaryadditionforcommutingpurposes.

however,charteractivityisalsorisingandLondonheliportisattemptingtoattractlower-costsingle-enginedrotorcrafttoalight.Thismayencouragecost-consciousbusinessaviationuserstoshunthecarinfavourofashortairbornerideintothecity.

Inshort,Dillon-Godfrayagreesthathelicopterusageandbizjetsarenaturalpartners.“With1,500movementsperyearconnectingwithbusinessjets,busyexecutivesseethevalueofhelicoptersasabusinesstoolthatenhancestimeandproductivity.”

The numbers are impressive but most in the industry prefer to keep a low profile

We’re all familiar with the Latin phrase, caveat emptor, let the buyer beware. That’s especially true in

aircraft purchases, where the credentials of some would-be dealmakers may be suspect, as RickAdams reports.

Ausedbusinessjet,evenwithcurrentdepressedmarketvalues,cancosttensofmillionsofdollars.Andwhentherearecommissionsinvolvedforsuchtransactions,therewillbeplentyofunscrupulouspeopleseekingtocashinonthesale.With2,500businessjetsontheblockonanygivenday,morethan13%ofdeployedaircraft.

That’spotentiallybillionsofdollarsreadytopassthroughmultiplehands.

Thus,itisnotuncommontohearphrasessuchas“gangsters”orotherepithetsfromaircraftbrokerswhoviewwithconsiderablesuspicioninterloperstryingtobenefitfromasale.

TheUS-basedNationalAircraftResaleAssociation(NARA)saysitwas“organisedforthespecificpurposeofpromotingaconsistentlyhighsetofethicalstandardsinbuyingandsellingbusinessaircraft.”Thisimpliesthereisaneedtodistinguishitsmembersfromaircraftsalesmiddlemen(orwomen)who

donotapplyhighstandards.NARA’s14-pointCodeofEthicsincludessuchitemsas,

“shallaccuratelyrepresenttheirauthority

toshow,

demonstrateandsellanaircraft”and“shallavoidexaggeration,misrepresentation,orconcealmentofallknownpertinentfactsrelatingtoatransaction.”Barbersays,“LinkedInhastoomanyopportunistspurportingtobebrokerswhoaremerelytryingtoedgetheirnoseintoadeal.TheindustryisawashwithsuchpeoplebuttheyundoubtedlyfindLinkedInaneasyplacetohunt.”

Range, Runway and BaggageBuyinganaircraft,particularlyausedaircraft,isacomplexprocess.PrivatAir’shatjesaysittakesfullytwoweekswiththeclient–usuallytheprincipalofthebusiness–toreviewthevariousfactorsandestablishthetypesofaircraftthatmightbesuitableforthe“missionprofiles.”Whatdestinationsdotheyplantoflyto?Whatrangeisrequired,andwhattypeofairportsandrunwaylengthsdotheyexpecttorequire?howmanypassengerswilltheytypicallytransport?Whatkindsofamenitiesareexpectedinthepassengercabin,includingthelatestinbusinessconnectivitytechnology?hatjesaysthatsomeaircrafttypesmaynotmaketheshortlist

simplybecausetheycannotcarrysufficientbaggage.JetEurope’sBarberbelievesthat“understanding

theirintendedmissionprofileisimportantbecausealltoooftenthebuyerhasa

preconceivedideaofwhattheywantandalltoooftenitisn’tactuallythe

aircraftforthejob.Buyershaveseenthepaincausedduring

therecessionfromwrongdecisionsinthegoodtimes,”hesaid.

Oncetheaircrafttypeisdecided,therearetaxandtimingimplications.IntheUS,forexample,thereareentireseminarsonthenuancesofInternalRevenueCodeSection1031(IRC1031).Runningafoulofthoserulesregardingthestructureofsellingoldandbuyingnewcouldcostmillionsofdollarsintaxrecaptureonadepreciatedaircraftor,underbettertimes,whenthevalueofusedaircraftexceedsthatofnew.Theremayalsobefinancingconsiderations.“Everyfinancingcompanyhasdifferentriskprofiles,”noteshatje.Barbersays,“Mostbuyerswedealwiththesedayscanaffordtheaircraftandthereforeneedguidanceontheirchoice.Therearefewerpeopleouttherethinking,‘ShallIbuy,canIaffordit?’”Thebroker’srole,headds,is“tosupportthebuyerorthesellerthroughoutthesaleorpurchaseprocess.”

Separating from the PackWithquestionableagentsalsojockeyingforapieceoftheaction,legitimateaircraftsalesbrokersseekwaystostandout.ForJetBroker’sBarberthisincludes“consistencyandfollow-up,honestyandintegrity,globalnetworks,multipleandtransatlanticoffices,andcontinuousadvertisingonlineandinprintmedia.Andideally,thebrokerwillhavenoconflictingsourceofrevenuefromtheaircraft.Weonlyhandleexclusivesalesorpurchasemandates,althoughthisnowappearstoputusintheminority.”JetBrokerhasacurrentsalesinventoryofabout45aircraft.

“TechnologyhelpsimmenselyandtoolssuchasAMSTAT,JETNET,VREFandBluebookareinvaluable,”Barberindicates.“Socialmediaisincreasinglybeingusedaswellbutnotallbusinesseshaveembracedthisfully.”PrivatAir’shatjeis“stillsurprisedathowmanyleadsarecomingfromtheWeb.”PrivatAirconsidersitscomprehensiveexpertiseastrongpoint–scheduledservices,aircraftmanagement,charter,groundservicesandfuel,trainingandsales.“Wenowcovertheentirespectrumofbusinessjets,”hesaid.Becausetheymanageafleet,hatjesaystheycanleveragetheengineeringdepartmenttoevaluatecandidateaircraftforpurchase.“Or,ifweseeastrangelayout,wecanbringinourseniorcabincrewtohelpevaluatechanges.”hatjehimselfhasanengineeringbackgroundandmorethan20yearsincommercialaviation,whichhesayshelpshimunderstandtheinteractionsbetweenmanufacturersandoperators.
