Introduction

In this project, we students have to work in a group of 2 people and find a specific empty land between 900m2 (30m x 30m) – 1200m2 (30x40m) in Malaysia. We have to propose one small construction project that serves one of the following purpose. Purposes such as recreational area, commercial area, industrial area, agriculture area, tourism area and residential area.

To do with this, we students have to study the type of the building development. While learning we have to include suggestions, rationale,

benefits, impacts, analysis, observation, ideas and other relevant information.

We also chose the same site plan and required to propose the same area which is commercial.

Our site is located at Jalan Op 1/5, Bandar Puchong Jaya, 47160, Puchong, Selangor. It is next to the Petron petrol station along with shoplots beside it and next to LDP highway. There is also a university called Binary University next to

the Petron petrol station. To get to this site, you can find it by going to IOI Mall in Puchong as it is close to that shopping centre.

Size of our site

We have decided that we choose the same size of our land. The size of our land is 35m in height and 30m in length. The reason for this is we felt that we should share our land together and but we have different ideas for our buildings on it.

From this site analysis, the sun will face the site from east to west. The wind often blows from the west. The best view to look at this site is the highway, which people can see it clearly while driving through. With this fact, it makes the site more beneficial, which can attract more people to come over there. It also has some good views from the road on the other side of the site, making it easier for people to see it.

Trash and grass everywhere on the land.

I chose this type of area because I felt that this space is wasted as this space is completely empty. When this land is isolated, people will pollute it, as you can see that there are lot of rubbish and land pollution covering the place. As a part of working in this construction industry, I would highly suggest that this area should be used. I strongly believe that space has a purpose and its own function for us rather than leaving it empty.

The reason why I chose this site because this empty land is just right beside the Petron station. Therefore, people who went to the Petron station can drop by and have their breakfast, lunch or even dinner at the fast food restaurant.

The type of area I am going to use for this empty piece of land is a commercial area. I felt it is not a very good idea to include other types of areas as this part of Puchong is too noisy for people to spend time there. Not only that, since it is next to the highway, there will be traffic congestion occurring there often. This can disrupt a recreational, residential, tourism, industrial and agricultural area through pollution.

In terms of the surrounding buildings nearby, this building is well suited there. The buildings that are close to this piece of land are also commercial as there are shoplots, a hotel, restaurants and a petrol station.

The type of commercial building I am going to put onto the land is a drive through café. I decided to make this café as it will be built next to the petrol station and the highway. With this way, it enables people to access this café easily by driving through the petrol station to get there. While doing this, they can take a rest stop nearby and grab a bite or a drink quickly.

Rather than using a common fast food restaurant, I would suggest a café for people to drop by. As you can see that there are many other fast food restaurants like McDonalds and KFC nearby especially in shopping centres with drop off areas. Despite the fact that Starbucks or Burger King can be placed there as well, Starbucks too expensive for people to stop by. It is also not common to see a drive through Burger King near a highway. From analysing these facts, a drive through café is more suitable for people to pick up or drop by.

This building will not have its own small carpark as it has a surrounding car park next to this land.

This drive through café will only have one storey rather than two storey. The reason for this is that there are 2 storey commercial buildings nearby. If I made my building have 2 storey, it will block the shops on the floor including the views from its high floors

After doing the research,I decided to propose this site as commercial area, a fast food restaurant. The commercial area is designed accordingly to the concept of my site that I found. The site is surrounded with the commercial area, which is the office shop-lots and a café called Asia Café Puchong. People come to this café less often due to its location found inside so less people would see it. There's a lot of commercial shop opposite there.

The reason why I propose a cafe because I want to make the life easier. Therefore people no need have to U-turn again with buying any foods from the opposite side.

I had studied that commercial is used for commercial activities include the buying and selling of goods and services in retail business, wholesale, financial establishments. In spite of these commercial activities use only a small scale of land, they are also important to a community’s economy.

I had imported some of my basic ideas into my own proposal. My commercial area is a small fast food restaurant. Its height about 2.6m and the site is one storey building height. The reason why I want the site as one storey building height because I want it to make it the same height as the Petron station. In addition, there’s few rows of 2 storey commercial building behind of the site. Therefore, it won’t block the commercial building.

Rationale, Benefits and I mpacts

Benefits

This drive through café will benefit the other commercial buildings nearby. From seeing the surrounding buildings towards the right, there aren’t many restaurants for the citizens to come and eat. Placing this café will attract more people to come to these commercial areas. By doing so, customers will sit inside the buildings and look at the surrounding buildings. Therefore this may likely build up their interests to other shops nearby as I felt that less people will come to these shop lots often.

Also, people who are working in the shop lots beside the café, can take a break by eating or drinking there. Since there is also a hotel in one of the shop lots, visitors who are staying there can come to this café for breakfast.

Considerable Impacts

However, the commercial areas close to this site is a little bit isolated, as there are less people coming there often. This was seen that most of the shops sell fixtures and housing related products. When this area is mostly empty, it might not be safe for people to wander around those small streets if they move far from the café.

Besides this, if I placed a one storey building there, it may block the shops on the first storey on the other side. Therefore people who are driving through the highway won’t be able to see these buildings clearly as they pass by. Having this condition may cause a conflict between the shop owner and the employees in the drive through café. This is due to the fact that the owners of the shops won’t be able to make business as his or her shop won’t be seen by customers.

Rationale & Benefits

There are few rationales and benefits based on the site i have chosen a fast food restaurant.

This site will enhance the scenery of the land, because it looks empty if there’s no anything.This fast food restaurant is open for 24 hour, so people can drop by anytime. This site will become more convenient for the residents who live nearby than going to the opposite road of the shopping mall complex. And also, I believe that the addition of a drive through fast food restaurant in this area, which has a large population community, will be a great benefit to them.

Impacts of the project to the surroundings

I think that the impact of the project to the surrounding is there will not have enough parking areas to park, if the fast food restaurant become more popular. I’m worry that the surrounding of the condition will become more serious such as air pollution. Due to the traffic congestion, it happens all the time. Other than that, I also worry about the traffic congestion will cause accident happens.

This is my site plan of my building. It will be built on a piece of empty grassland with commercial buildings and a petrol station nearby. It will be connected to the road, Jalan Op 1/5. It is 35m in height and 30m in length.

This plan shows the building of the drive through café. It is surrounded by the empty land with a road created around it for people to drive around it.

In this café, it will consist of:

- A large sitting area on the left: It’s where customers would eat and drink.

- A kitchen on the right: It’s for employers to cook

- A staff room below: Employees will able to manage the building.

- A restroom above: To make the customers more comfortable.

Rather than using more lighting in the room, I will create more windows around the building to use light more sustainably. Therefore instead of using more electricity, the employees can use more sunlight instead. The big window on the left, will provide a good view of the highway and lake to provide more leisure to the customers. As forthe windows on the right, it helps the workers to serve food and drink to the people who are going through the drive through.

Since this a drive through café, I will add footpaths surrounding it, which makes it easier for people to walk around it. In this way, people who want to reach the shoplots can walk through the footpaths from the Petrol station,

As for the road, I also decided to connect it to the road (Jalan Op 1/5) next to the shoplots. People who went through the drive through can have the options to go to the other commercial buildings or back to the highway. Since not a lot of people go to these shoplots, I thought of building people

interests’ of entering them by making this connection. Plus, it may give them the advantage to reach other places, by passing the shoplots to reach other side. In case, if there is a traffic jam occurring on the LDP highway, people can use this as a shortcut to avoid the jam.

Step 1

Applicant submits application to the secretarist of One Stop center. The One Stop Centre (OSC) Secretariat shall check and examine all documents submitted based on the checklist prepared. If the application is incomplete, the OSC Secretariat will request the applicant to submit the necessary or addition documents and plans. The OSC Secretariat shall register the application, receive the receipt of processing fees, key in data for electronic submission, if applicable and issue letter receipt application to the applicant.

Step 2

The OSC Secretarist Distributes Application to the relevant department. For example, the submission of building plans, the technical departments/agencies that shall be referred to Department of Fire and Rescue Services, Water Supply Corporation, Department of Sewerage Services, Tenaga Nasional Berhad, Internal technical departments (Department of Planning, Landscape Department, Department of Engineering, Department of Health) and other relevant agencies.

Step 3

The processing of building plan application by the department of Town Planning Local Authority.For example, the building plan approval, the officer in the Building Department shall undertake the following process and procedure. For example, receive application letter with complete documents from the One Stop Centre Secretariat and open file, check fee payment, check Form A (Schedule II Uniform Building By Laws 1984), check the building plan based on detailed checklist, receive comments from technical departments/agencies and coordinate comments with the agreed layout plan, prepare written directions to the applicant and ensures applicant comply with conditions, prepare recommendation paper to the One Stop Centre Secretariat, the Director of Building Department shall table the recommendation paper in the OSC Committee Meeting.

Step 4

Complied and coordinate recommendation papers. For example, the One Stop Centre Secretariat shall compile and coordinate all recommendation papers, issue letter of calling for meeting attached with meeting agenda to all members of the OSC Committee, and distribute recommendation papers.

A technical department/agency should not able to provide comments within the stipulated time without a valid reason, the One Stop Centre Committee shall proceed to consider the application and make decision.

For applications that had submitted the pre-computation plan at the early stage, any differences noted between the pre-computation plan and the layout plan, the OSC Secretariat will have to inform the applicant to make the necessary amendments.

Step 5

The OSC Committee Meeting shall undertake to consider and make decisions on the applications for planning permission, building plans, earthworks plans and road and drainage plans.

The committee shall make recommendations for pre-computation plan, application for simultaneous subdivision and conversion under section 124A NLC in accordance with subparagraph 136 (1)(c)(i) NLC or application for surrender and re-alienation section 204D NLC in accordance with paragraph 204D(1)(d) NLC.

The decision of the planning permission in the OSC Committee Meeting shall be issued through,

Form C1, Schedule I Development Control (General) Rules, 1986 - Award Planning Permission to Applicant, and

Form B, Schedule IV Development Control (General) Rules, 1986 - Notice to Person who Object the Planning Permission; or

Form C2, Schedule I Development Control (General) Rules, 1986 - Reject to grant planning permission

These documents shall be signed by YDP or empowerment to the Director of Planning Department Local Authority.

Step 6

The OSC Secretariat shall prepare the necessary documents to be submitted to the Land Administrator to approved documents (layout and pre-computation plans that had been signed), the Form C1, Schedule I Development Control (General Rules), 1986 - planning permission approval and letter of confirmation of approval.

Step 7

The Land Administrator shall prepare a recommendation paper to the State Director of Lands and Mines to be tabled at the meeting of the State Exectuive Council for decision.

The State Director for Lands and Mines shall inform the State's decision to the Land Administrator and make copy of the decision to the One Stop Centre Secretariat.

The Land Administrator shall inform the applicant of the following under section 124A

the subdivision that has been approved;

for every subdivision, the category, conditions and expressed conditions (if applicable) as directed by the State Authority;

additional premium rate and quit rent for every subdivision as well as other payments that need to be made;

the period for the payment of additional premium, quit rent and others; and

other conditions of approval as imposed by the State Authority.

As the same time, the Land Administrator need to present the notice in Form 7G requesting the applicant to make the necessary payments within the stipulated time as follows:-

Surveying fees if the survey is to be done by the Department of Land Survey; and

Payment for the preparation and registration of the Qualified Title for every lot in the subdivision.

For section 204D, the Land Administrator shall inform the applicant of the following:-

The terms of the approval for each unit that shall be re-alienated;

The additional premium and tax rates for each unit that shall be re-alienated;

Period of payment of the additional premium, tax and other payments that is charged; and

The amount of premium in Form 5A in relation with each unit. The survey charges shall not be included in Form 5A if the survey is to be undertaken by a licensed surveyor and the Land Administrator has been given the assurance by the Board of Surveyors.

Step 9

The OSC secretariat shall prepare decision paper of the One Stop Centre Committee to be acknowledged at the Full Council Meeting of the Local Authority.

Step 10

The One Stop Centre secretariat shall inform the Approval to the applicant:

collect the approved documents signed by the YDP or through empowerment to the Director of Planning, Director of Building and Director of Engineering.

inform the applicant the on the decision of the application enclosing the approved layout plan, building plan and other related plans.

The total time frame for the processing of simultaneous application is suggested as 92 days (3 months and 2 days).

If the application falls within an area with the gazetted local plan, the normal time to process shall be 67 days (2 months and 7 days)
