fNVIRONMfNTAl AWARfNfSS PROGRAMMfS BY RfGIONAl OfflCfS PCBI 421156/AWRl2013-14 I 4391 Date: 21 November 2013 OFFICE MEMORANDUM Sub: Conducting environmental awareness programmes by Regional Offices -reg *** For effective implementation of various Environmental Acts and Rules, creating awareness among industrialist, Schools children, NGOs Other Government organization !bodies and other stack holders, is a must and also one of the main activities of the Board. Conducting awareness programme on various aspects of environment will create a platform to share opinion! suggestion/difficulties. Further, notification of amendment to Rules and enhancement of new ActslRulesl necessitates the need of awareness. In this connection, an action plan for environmental awareness for the year 2013-14 has been formulated wherein all the Regional Officers (except ROs of Blore city zone) will be carrying out 19 compulsory programmes (excluding Pari sara Mitra school prograwme) and target specific awareness programmes (ranging from 01 to 07) depending on the predominant industrial clusters in their district. The list is enclosed as Annexure -I and Annexure-Il respectively. As ROs have already carried out awareness programmes upto 31.10.2013 (including deepavali festival) the . specific and compulsory programmes that they have to conduct starting from National Recycling week Nov 2013 to March.20 14 is given in Annexure-Ll & Annexure IIIA. Totally ROs have to carry out 584 compulsory programme and 107 zone specific programmes from Nov 2013 to March 2014, as given in Annexure -IIIB. Each RO shall abide with f he following guidelines while executing the awareness programme; '" 1. Department of Information shall be contacted to ensure that the details of the programmes are published in -Iocal newspapers as news. Media shall be informed prior to the event. 2. To involve Deputy Commissioner, CEO, ZP, District Science Centre, DDPI, DHO, DFO and other important Depts Heads, prominent NGOs in the programmes. 4. Premisesl buildings of Regional Offices, Government Depts, industrial associations, schools, colleges, hospitals and other Institutions shall be utilised for conducting the programmes. 5. Whenever technical experts are called for the programme, payment shall be made as per Board norms. 6. Pamphlets, brochures, DVDs, available at Head Office shall be collected and used for the awareness programmes 7. Provisions ofKTTP Act shall be followed. 8. TA bills ofROs shall be accompanied with the list ofprogrammes conducted. 9. Submit the details of the programmes conducted to the respective RSEOs (including photographs) and to Awareness Cell of Head Office before 5th of every month. 10. Photographs in jpg format taken at the event, with a brief description shall be sent bye-mail to envf@ kspcb.gov.in, so as to publish the same in Parisara Vahini magazine. SANCTION ORDER Sanction is hereby accorded for release of an amount of Rs10,0001- per programme to the Regional Offices. Chief finance Officer shall release the amount to the Regional Offices as mentioned in Annexure IIIB immediately. ROs shall abide by the above mentioned guidelines. MEMBER SECRETARY
