Structural changes

The main structural change in the questionnaire is the regrouping of the questions under two headings: Energy

System Transformation and Energy Security. The SLT in June 2016 agreed to focus in-depth reviews on these two

themes. Another structural change is that countries are requested to check their last submission to regular IEA

questionnaires. On page 3, an overview table is therefore added which reminds the country of all the national

data submissions (by different government departments) to the IEA. If the last submission was recent, the

information submitted does not have to be duplicated in answering the IDR-questionnaire. A last structural

change is that all annexes on energy statistics questions have been deleted, thereby reducing the questionnaire

from 53 to 22 pages. This was done as countries are required to send energy statistics questionnaires through

regular reporting channels.

Content changes

A few questions were added on climate change policies related to the energy sector, notably resulting from the

Paris Agreement at COP21. For instance about National Determined Contributions (NDCs), air quality policies,

RD&D, and investment projections. On the other hand, the number of questions on oil, gas, coal and electricity

has been reduced.

IDR QUESTIONNAIRE: 2016-2017 CYCLE

Purpose

1. The questionnaire will be used to prepare for individual country reviews and other studies in

the IEA. It is particularly important to follow up member-country implementation of

recommendations from previous In-depth Reviews. The countries to be reviewed in the

2016/17 review cycle are:

Australia, Denmark, Greece, Hungary, Norway and United Kingdom

Guidelines

2. The questionnaire consists of Part I (Energy System Transformation) and Part II (Energy

Security) with 11 sections and all sections should be completed with in-depth descriptive

answers, comments and additional tables/data/links where relevant.

3. Countries are requested to send their submissions to Mr. Aad van Bohemen, the Head of

Country Studies Division ([email protected] ) and the country desk officer (see list

below) at least two months before the team visit.

PART II ENERGY SECURITY

Energy security relates to the uninterrupted availability of all required energy sources at an

affordable price. Energy security includes mid- to long-term energy security which deals with

timely investments to supply energy in line with economic and energy markets developments and

sustainable environmental needs and secondly, short-term energy security which focuses on the

ability of the energy system to react promptly to sudden changes of the supply-demand balance.

IDRs focus on the mid- to long-term energy security of natural gas, oil, and electricity.
