EAB Field Feeding Background• 2008 EAB Field Feeding lost scalability during Force Design Assessment

EAB cooks not managed as Sustainment SRCs Proponents divested of 92G to meet directed reductions ~1000 92G eliminated in Compo I No change in field feeding concept No change to required equipment Dependencies created without resources

• 2009 Field Feeding assessed as too difficult to adjust to meet 520K AC force structure requirements• 2010/11 Field Feeding assessed as too difficult to adjust to meet 490K AC force structure

requirements

• 2012 Field Feeding initiative undertaken to identify operational and force sizing options Create a modular field feeding capability to address (Title 32, homeland defense, disaster relief, humanitarian aid, log cap

alternatives, etc) Develop scalable field options to mitigate 2008 FDA reductions Assess Home Station Dining Facilities Effort tabled 2 QTR FY14

• 2014 (4 QTR FY14) Field Feeding initiative identified as viable Army Force sizing option

• 2015 (2 QTR FY15) CSA Approved Field Feeding Force Design option (execution FY18)

• 2015 (4 QTR FY15) Field Staffing of FDU

ARNG Stationing Recommendation

• Reorganized 92Gs while retaining approximate existing Culinary Specialists authorizations

• Added platoon headquarters and company headquarters using ratios (one platoon HQ per 4 teams and one company HQ per 3 platoons)

• ARNG senior representative supports, but requires staffing w/the states

• ARNG likely requires a SOG deviation based on stationing requirements (supports ARNG leader development)

ARNG has significant Geographic Dispersion• ARNG Soldiers assigned to ~ 1,000 NG locations• 548 locations (679 units) have 92Gs assigned• ARNG 92G utilization rate is high and is cost effective:

• 85% of units report cooking every IDT and AT (mostly in DFACs)• Contracts and vouchers are used minimally (for travel days, ADVON/small

populations and for units that lack their own culinary specialist authorizations)

FDU consolidates EAB field feeding capability and effects most Army formations except Brigade Combat Teams & other exemptions include: Special Forces and Ranger Watercraft companies The Old Guard Force Provider Staff and TDA

This FDU consolidates EAB 92G & field feeding equipment into a modular organization (companies/teams).

What, Who, and Why

Investment Strategy

Benefits: Provides modular, scalable field feeding capability as

area or dedicated support Enhances Army Title 32 capability Decreases requirements for contracted feeding during

deployments Field feeding becomes a commodity; increases

effectiveness Provides leadership opportunities for 92Gs Achieves required personnel savings in Compo 1

Standard DesignThe Field Feeding Company (FFC ) provides field feeding to an area and/or for echelons above brigade (EAB) organizations

Maintenance Study Overview

Current documentation guidance for motor pools is based on a rule that motor pools with less than 10 mechanics are not authorized tool sets (beyond tool boxes), SAMS or a 92A. Exceptions to this rule are based on an outdated methodology developed in 2006 and is no longer being followed. The Army’s mitigation for units that have less than 10 mechanics is to document code 58 which means they augment the maintenance capability of their supporting unit.

Motor Pool Criteria:• Mechanics• Motor SGT• Tool Set• SAMS-E/GCSS-A• 92A

.

Study Problem Statement Current two level maintenance documentation guidance

is an obsolete and ineffective methodology to guide EAB Field Level maintenance organizational designs

TLM challenges have been masked by contractor support, excess equipment (Tools & Log STAMIS) and frustrated by the lack of

updated documentation guidance from CASCOM

Two Level Maintenance Next Evolution

This effort:• Provides documentation guidance for units with 4-9 mechanics

− CASCOM has not provided updated TLM guidance since inception (2006)

• Retains/grows motor pools in 232 units with 4-9 mechanics− This equates to providing ~14,710 trucks and trailers with an organic maintenance capability

• 232 motor pools will retain/grow the ability to conduct dispatching, drivers licensing, order repair parts, and perform basic maintenance management functions

• Adjusts the SMC design in two critically short MOSs – 91B & 91D– Increase capacity

• Result - Increased maintenance effectiveness, Increased SMC Capacity, Mitigates loss of capability through documentation guidance

FDU Solution:Documents units with 4 or more MARC generated mechanics a complete maintenance capability (Motor SGT, 92A, tool set, GCSS-A). Units currently documented with three or less Code 58 mechanics are removed and those spaces are re-allocated to grow critical capability in the SMC. ARNG growth: 315 spaces grows SMC, Motor Sergeants, 92A, GCSS-A Licenses, tool sets…has the potential to significantly decrease tool set shortfalls.
