BACKGROUND INFORMATION: This is a renewal expenditure request. The staff and students in Grades 3-12 utilize a series of curriculum software tools and assessments that measure student growth in the subjects taught, as well as general student achievement growth in reading and math. The software included in these services includes FASTT Math, SRI, SMI, and System 44 Read 180, as well as Reading Inventory curriculum and assessment systems. The systems are hosted virtually by Houghton and Mifflin.

The systems are used to support lower-performing students and to assess achievement for all students through the use of grade level-appropriate assessments. These programs and assessments have been integral components of the school district’s instructional programs and educational decision-making processes for individual students and building wide interventions for several years. Staff and administrators wish to continue using the courses and assessments.

CURRENT CONSIDERATIONS: In order to assess and address individual student instructional needs and to provide instructional intervention and support, USD 443 Dodge City is requesting the renewal of Houghton Mifflin Hosting Services for FASTT Math, SRI, SMI and System 44 Read 180 and Reading Inventory.

The suite of services allows individual student performance and diagnostic testing to determine student performance growth and needs for interventions. Technology support will continue at all locations. New staff will be trained at district cost.

FINANCIAL CONSIDERATIONS: The following funds from Bilingual, At Risk, and Title III will be used to cover all expenses of $71,608.50.

• 8-10-1000-321-00-000 Bilingual $ 50,000.00 • 8-52-2200-320-00-000 Title III $ 17,000.00 • 8-21-1000-321-00-000 At Risk $ 4,608.50

STAFF RECOMMENDATION: The Board of Education is respectfully requested to approve the renewal of the Houghton Mifflin Hosting Services for FASTT Math, SRI, SMI, System 44 Read 180 and Reading inventory curriculum and assessment systems for the period April 1, 2018 through March 31, 2019 at a cost of $71,608.50, as recommended by the district leadership team.

Reviewed By: Administrative Cabinet BACKGROUND INFORMATION: In October 2012, USD 443 endorsed a partnership with the Dodge City Family YMCA for an application for a 21st Century Community Learning Center grants that would offer after-school activities for the school district’s elementary students. That grant, which was for five (5) years, was successful, resulting in after-school programs at elementary sites throughout the school district since that time. CURRENT CONSIDERATIONS: With the expiration of the previous grant award, the YMCA is applying for two additional 21st CCLC grants to continue the programs and services currently offered. Due to changes in the grant award limits, two grants are needed in order to continue the programs and services at all elementary schools. Endorsement by USD 443 for the grant applications by the YMCA is a critical to its success. While USD 443 assumes no fiduciary or administrative oversight for this program, the services provided through the 21st CCLC program would not be possible without the support of the school district and the use of USD 443 facilities. For this reason, action by the Board in support of the grant applications by the Dodge City Family YMCA is requested. FINANCIAL CONSIDERATIONS: There are no financial considerations. The primary obligation by USD 443 in support of the grant applications is the donation of the use of school facilities in support of the after- school programs. STAFF RECOMMENDATION: The Board of Education is respectfully requested to approve a partnership, as outlined above, with the Dodge City Family YMCA in its applications for 21st Century Community Learning Center grants to continue the after-school programs currently being offered at the district’s elementary schools. Reviewed By: Administrative Cabinet BACKGROUND INFORMATION: At the November 7, 2017 election Joyce Warshaw was elected to both City Commissioner for the City of Dodge City and board member on the Board of Education for USD 443. It was determined these are incompatible positions, which means a person cannot serve on both. Subsequent to the election, Mrs. Warshaw took the oath of office and was sworn in as a City Commissioner for the City of Dodge City. She also sent a letter to the USD 443 Board of Education of her intention to not serve on the school board. At the January 15, 2018 board meeting the Board declared an opening on the Board of Education and directed administration to publish the legally required notice in the Dodge City Daily Globe. The notice was published in the January 19, 2018 edition of the Globe. According to K.S.A. 25-2022, a qualified elector may be appointed by the remaining board members to fill the unexpired term, in this case until the next election. Kansas statute does not specify a process for the appointment of a new board member. The Kansas Open Meetings Act indicates that the selection process must be done in a public session, and may not occur within fifteen (15) days of the publication of the vacancy. CURRENT CONSIDERATIONS: At the January 29, 2018 Board of Education meeting, administration was directed to accept applications. At the February 12, 2018 Board of Education meeting, administration was directed to notify the five (5) applicants of interviews at the February 26, 2018 Board of Education meeting. FINANCIAL CONSIDERATIONS: There are no financial considerations at this time. STAFF RECOMMENDATION: The Board of Education is respectfully requested select an applicant to fill the open seat on the USD 443 Board of Education. RECOMMENDED ACTION:

10. Special Olympics Volunteer and Parent. 10. Please describe the preparation, skills, education and/or training you would bring to an appointment to the Dodge City USD 443 Board of Education. I have been active within the Dodge City community since 2006. I was born and raised in Greensburg, KS and spent a great deal of time in Dodge City, prior to moving here. While working as an RN at WPMC and Family Care Clinic of Western Kansas I encounter many children and families and hear their needs and concerns. As I have transitioned into my role as a Nurse Practitioner I understand the importance of strong medical and school communication and support. Whether identifying developmental delays and sending referrals, or helping children and teenagers struggling with medical, social, or psycho-social problems the medical providers and school must work together. I am also a parent of a second grader with special needs and my husband is a special education teacher at DCHS. I started my education at Lamar Community College then advanced my education through the University of Kansas so I understand the pros and cons of both community college and larger universities. During my nursing career I have been a supervisor and understand the responsibility of managing budgets while meeting the needs of staff and patients. 11. In your opinion, what are the three biggest challenges facing Dodge City Public Schools USD 443? 1. Remaining fiscally responsible with an ever changing budget and state funding cuts. 2. Referral process, resources, and interventions for early childhood ages 3-5. 3. Continuing to find ways to increase community involvement and understanding of the challenges and needs USD 443 is facing each year. 4. Bridging the gap between 613 special education and 443. The need for a strong foundation of common goals and increased communication for children, families, and educators receiving special education services. 12. The strong commitment of staff, administrators, and board members to the safety and education of all students within the district. 2. I am very passionate about children and their education. When I decided to run for USD 443 last summer, I knew it would be a challenge but I was/am very ready for it. I was very honored to receive the amount of votes that I did in the election. Had Ms. Joyce Warshaw been able to step down as she wanted to before the election I would have been able to fulfill the third seat, voted on by the people. I would still like that opportunity if the Board choses to do so. I have one daughter that graduated from DCHS last spring, I have one son that is a 3rd Grader at Northwest, and a daughter that is three. Dodge City is where my roots are and all I want to do is make USD 443 stronger for this community and my children. 9. Through High School I was on of the founding board of The Alley, and participated in many school activities. I attended college at Washburn University and then finished my bachelors degree at FHSU in Business Administration with emphasis in management. I currently serve as Vice President of Lewis Automotive Group. We are a New/Used Automotive Dealership group with home offices here in Dodge City. In 2006 Lewis Automotive Group consisted of 4 dealerships in Western KS and in the past 12 years we have grown to 9 dealerships throughout Kansas. Along with my career, I have been on a number of boards and committees. I have served on the Chamber of Commerce

Over the past 5 years I have also participated in volunteer activities at Dodge City High School, including Hero Day, Guest Speaking for the Youth Entrepreneur's class, Work Force Advisory Panel for Senior's, and attended a meeting on the Pathway 360 Program and toured the Pathway Advisory Team around our business. Currently I sit on the Corporate Board for the YMCA of Southwestern Kansas and Branch Board for the YMCA of Dodge City. I have also donated my time for the past year as Co-Chair of the Salvation Army's Campaign Steering Committee to raise approximately $4M for new facilities. In my professional life, I sit on an Advisory Board for Lewis Automotive Group as well as the Family Shareholders Board. 10. Please describe the preparation, skills, education and/or training you would bring to an appointment to the Dodge City USD 443 Board of Education. As Vice President of Lewis Automotive Group I have the motivation, organization, and ability to work as a team with other Board Members to make the best decisions for USD 443. Lewis Automotive Group employs close to 400 people, and my message to every single one of them is that we are here for the customer. We are here to provide a service and the best possible customer experience inside our dealerships, and that is exactly what I would bring to USD 443. We are here for the students and children of USD 443. We are here to do a job, and that is to give these children the best education and experience we possibly can. We have a tremendous community and we need to utilize these people and resources to help grow our future. Financially, I run a company with Sales of around $200 Million and a budget of $26 Million. I understand financial responsibility, and trust myself fully in dealing with big and small budget items. I will be very responsible with taxpayers money and do my best to allocate funds where I see the most need. Although I will have a great deal to learn on this Board, I feel I am a quick learner, and will put the time and effort in to be prepared, educated, and ready to make decisions. 11. In your opinion, what are the three biggest challenges facing Dodge City Public Schools USD 443? 1. The first challenge I see facing USD 443 is the rapidly growing ESL population and the need for more Bilingual Teachers and Para Professionals. 2. In my opinion there are a lot of misunderstandings with the General Public and USD 443 which creates disconnect. 3. Not everyone in the Senior Class can attend, afford, or get into college. I believe USD 443 needs to focus in on these students to help prepare them for full time employment. 12. What do you feel are the school district’s greatest strengths or assets? I believe just as in my business, people are your number one asset. I have dealt with a lot of staff over the years through USD 443 and there are some amazing people that work for our school district. I was very excited to meet the new Superintendent this year, as he seems eager to bring new exciting things to our schools. The district has a strong foundation of administration, principals and teachers.

I was also glad to see the 2016 Bond pass to expand the current schooling facilities. With a lot of these projects nearing completion we should have the proper sized facilities to accommodate the growing number of students. This was a huge win for USD 443 in my opinion as those schools desperately needed expansion. The last strength I see for us as a district is the amount of diversity we have. With diversity, we are able to offer a broader range of learning for each culture. It allows students to experience this diversity from a young age so they are not learning to deal with it when they enter the workforce. 13. At the January 15, 2018 meeting, the Board of Education approved the bid specifications for two (2) route buses, two (2) activity vehicles, and one (1) maintenance vehicle. The School district has the option of either trading in the 1997 Chevy truck or selling the truck. CURRENT CONSIDERATIONS: Bid specifications were written in such a way that the 1997 Chevy truck could either be used as a trade-in or sold via public bid. If the public bid came in higher than the trade-in it would be sold to the highest public bidder. Several community members approached administration showing interest in the truck. Bids were received from two individuals. FINANCIAL CONSIDERATIONS: With the public bid coming in higher than the trade-in value the truck will be sold to the highest public bidder.

The Board of Education approved an updated scope of facilities improvements at the February 8, and April 11 board meetings. At the November 15 Board of Education meeting the board approved the Guaranteed Maximum Price for Soule Elementary CURRENT CONSIDERATIONS: A change order on the construction project at Soule Elementary is presented as follows:

Soule Elementary Removal of drywall and finish on east and west perimeter walls on the lower level

Deduct $9,260.00 (Owner’s Reserve)

Relocate electrical receptacles to avoid interference with tack boards

Add $2,582.00 (Owner’s Reserve)

Change the kindergarten water closets to standard-height fixtures

Reviewed By: Administrative Cabinet BACKGROUND INFORMATION: USD 443 Administration has been working with Victory Electric to move two district facilities to RTP (Real Time Pricing). The concept of RTP is to establish a customer base load with new electricity priced at the whole sale cost. To achieve that goal is was necessary for the school district to purchase part of the distribution equipment from Victory Electric, including wiring and transformers. The wholesale cost of electricity is projected to be significantly cheaper than the cost through the large commercial tariff. In effect customer base load will be charged under large commercial tariff, with the remaining electricity charged under the RTP tariff. CURRENT CONSIDERATIONS: The school district has received an invoice from Victory Electric for the work done at Dodge City High School in the amount of $171,217.00, of which $30,806.00 was for work that had to be completed due to the expansion. $140,411.00 is related to work that allows us access to the RTP tariff. The school district also received an estimate from Victory Electric on the annual savings from RTP showing $30,042.09. An analysis of this estimate leads administration to believe it is a very conservative savings estimate. We anticipate more savings by successfully moving the school districts electrical usage to non-peak hours through the ice storage system. FINANCIAL CONSIDERATIONS: The invoice from Victory Electric in the amount of $171,217.00, which includes $30,806.00 for the work needed as a result of the expansion, and $140,411.00 for work that allows access to the RTP tariff, will be paid from Capital Outlay. It should also be noted the school district will receive an estimated pay back of $30,042.09 annually. STAFF RECOMMENDATION: The Board of Education is respectfully requested to approve the expenditure on the invoice from Victory Electric in the amount of $171,217.00, which includes $30,806.00 for the work needed as a result of the expansion, and $140,411.00 for work that allows access to the RTP tariff to be paid from Capital Outlay. BACKGROUND INFORMATION: In compliance with Board of Education Policy CG: Administrative Personnel, and in accord to the Administrative Policies and Procedures Handbook approved by the Board of Education in July 2016 (pp.5-6), administrator contracts are renewed annually in February. “Administrator contracts shall be for a term of one, two or three years as determined by the Board of Education. At the end of three years’ service in the district, administrators are eligible for a two-year contract, renewable annually.”

CURRENT CONSIDERATIONS: Administration recommends that the current terms of service for administrators and other exempt employees employed during the 2017-2018 academic year be extended by one-year, as indicated on the attached table, except where the employee’s resignation has been approved by the Board or otherwise noted. This year, there are two administrators eligible to move from a one-year to a two-year contract, under the terms of Board of Education-approved Administrative Policy and Procedures Handbook.

FINANCIAL CONSIDERATIONS: There are no additional expenses associated with this recommendation. Administrative and exempt employee salaries will not change until a new salary recommendation is approved by the Board of Education at a later date.

STAFF RECOMMENDATION: The Board of Education is respectfully requested to approve the extension of administrative and exempt employee terms of employment, as recommended.

Board Policies Series C - General School Administration Administrative Personnel

Policy # CG The board shall employ administrative personnel as needed. Compensation Guides and Contracts Administrative personnel shall be compensated for their services in conformity with an administrative salary schedule or other salary as determined by the board. Administrative contracts shall be reviewed annually. The board shall determine the terms and length of each contract. The board’s attorney may develop and review administrator contracts. (See KB) Qualifications and Duties The superintendent shall develop appropriate job descriptions for each administrative position. When adopted by the board, job descriptions shall be filed in the central office and may be published in the appropriate handbook. Recruitment The board delegates to the superintendent the authority to identify and recommend the appointment of individuals to fill vacant administrative positions. The superintendent shall screen all applicants and may use other staff members to assist. The superintendent shall make recommendations to the board. The district may pay preapproved expenses incurred by candidates interviewed for an administrative position. Assignment The board shall solicit the superintendent’s recommendations in appointment, assignment, transfer, demotion, termination or nonrenewal of any administrative personnel. Orientation The superintendent shall conduct an appropriate administrative orientation program. Supervision The superintendent shall be responsible for supervising all administrative personnel. Administrative Intern Program The board may establish, by contract with an approved administrator training institution, an administrative intern program. Travel Expense and Reimbursement Travel expense for administrative staff shall be provided in accordance with CEF and GAN.
