1. Opening of the meeting The Chair Fabio Gargantini opened the meeting and welcomed the delegates to Bled, Slovenia. Mr. Opaškar Gorazd, Secretary of the mirror SI NC committee, welcomed the attendees to Bled, Slovenia. Mr. Gorazd noted that this is the second time TC 61 has met in Slovenia, with the last time being in Portoroz in 2013. Mr. Danilo Kraner, SI NC, echoed the welcome from Mr. Gorazd. Mr. Gargantini thanked the Slovenian National Committee for hosting the meeting, and then he commenced the 99th meeting of TC 61. 2. Mr. Gargantini noted that the CZ NC provided its position on the agenda topics in 61(Bled/CZNC)17. The CZ NC does not have comments to add for the documents under discussion.

3. Note the confirmation of the minutes of the meeting held in Busan, Republic of Korea, 61/5737/RM

Inasmuch as no written comments were received concerning corrections to the Busan, Korea minutes, they were confirmed as written.

4. Information from IEC Central Office Mr. Christophe Boyer, Technical Officer, of the IEC Central Office, provided a report from the IEC Central Office. Included in the report were the following:

5. Reports of the Chair, Secretary, Vice-Chair, ACOS representative, ACEC representative and CTL liaison member

5a. Chair’s Report [61(Bled/Chairman)02a Mr. Gargantini’s chair’s report included discussion on the matters arising since the meeting in Busan, and confirmation on the next steps to be taken.

Regarding the ACEA survey on Circular Economy, based on the results, the ACEA Secretariat is proposing to hold a workshop on Circular Economy and Material Efficiency initiatives and their consequences for standards, in conjunction with the next IEC general meeting in Shanghai on the afternoon of Saturday 2019-10-19. Mr. Gargantini emphasized that TC 61 can be a leader in defining guidance on how product safety can be influenced and must be safeguarded in the framework of Circular Economy and Material Efficiency. The reuse of components and the recycling or refurbishment of household and similar appliances may impact on the safety requirements under the responsibility of TC61 and may require some consideration from our side.

Several experts interested and available to attend the workshop in September agreed to attend the workshop representing TC 61: Mr. Vittorio Beltrami (IT), Mr. Yohann Boileau (FR), Mr. Colin Greenman (GB), Ms. Wenxiu Huang (CN), Mr. Jørn Tychsen (DK) and Mr. Dinand Van Aalderen (NL).

In addition, it was decided to form a TC 61 working group on circular economy and material efficiency. The following experts volunteered to participate: Mr. Vittorio Beltrami (IT), Mr. Yohann Boileau (FR), Mr. Per Dalgas-Madsen (DK), Mr. Chris Evans (CI/ANEC), Mr. Colin Greenman (GB), Ms. Cansu Gurpinar (TR), Ms. Wenxiu Huang (CN), Mr. Jørn Tychsen (DK) and Mr. Dinand Van Aalderen (NL). Ms. Wenxiu Huang volunteered to serve as convenor.

An AC will be circulated to announce the new working group and issue a call for members. The working group will 1) clarify the terminology (what is reuse, refurbish, recycling, etc); 2) collect and study information and documents on circular economy; and 3) consider the basic series of concepts to be applied under the conditions of reuse, refurbish, etc for IEC 60335 products to ensure that they keep the basic safety criteria.

The final document should be a Technical Report or and Informative Annex to Part1 and it will serve to draw the attention of all market operators on the main points to be covered to ensure safety of this type of appliances.

5b. Secretary’s Report – [61(Bled/Secretariat)02b] Ms. Randi Myers provided the secretary’s report.

The liaison request from IEC TC 125, Personal e-Transporters (PeTs), was discussed. The liaison was confirmed and Mr. Adam Murdoch (AU) was confirmed as the liaison representative from TC 61. Regarding the request from TC 125 for the TC 61 representative or other expert attend the first meeting of TC 125 in Brussels, Belgium in September 2019, it will not be possible for the TC 61 representative or other suitable expert attend the TC 125 meeting in person. It was agreed to ask TC 125 to consider the following alternatives to our participation in the first meeting of TC 125 (listed in order of preference).

a) First meeting of TC 125 in Shanghai during the week of 14 October 2019, the week prior to the IEC GM

b) First meeting of TC 125 in Brussels during the week of 14 October 2019, the week prior to the IEC GM

c) TC 61 liaison representative virtually attends the first meeting of TC 125 in Brussels on 24 September 2019 from 09:00 to 11:00 CET time.

The Category A Liaison with ECOS, the European Environmental Citizens Organisation for Standardisation, was discussed. According to Christophe Boyer, the request for a liaison is for both IEC TC 61 and SC 61C, and SC 61C decided to not confirm the liaison request from ECOS. Based on a poll of the delegates in attendance at the TC 61 meeting, the liaison request was not supported based on the consideration that ECOS activity is on environmental matters and ECOS is a regional organization based in Europe that is not open to members from Countries of other regions. The poll results were as follows:

5c. Vice-Chair’s Report – [61(Bled/Vice-Chairman)02c] Mr. Dejun Ma provided the vice-chair’s report.

Mr. Ma reported on the activities he is following in SyC AAL, SEG8, Communication Technologies and Architectures of Electrotechnical Systems and SEG 9, Smart Home/Office Building Systems.

He also mentioned that as convenor of WG44, some virtual and one physical meeting were organized to discuss format of new standard, risk assessment, WG work plan, scope and definitions. The activity is progressing.

In addition he treated in a detailed way some researches that are undergoing at CN NC level on appliances used at high altitudes that show the need to review the requirements concerning such products to consider influence of high altitude on some key elements of the risk analysis e.g. temperature rise, ageing, grounding.

He mentioned that research is progressing and it is the intention of CN NC to deliver a specific presentation on this matter at next IEC TC 61 meeting in Shanghai. After that it can be decided if there will be a need to set-up an ad hoc WG.

Following the report from the Vice-Chair the nomination of a new term for the Vice-Chair was discussed with the delegates. Mr. Dejun Ma was nominated for a new term, and the delegates present unanimously accepted the nomination. Mr. Ma was thanked for his continued role as Vice-Chair of TC 61. The new term of office for Mr. Ma as Vice-Chair of TC 61 will end on 2022-05-03.

5d. ACOS Representative Report – [61(Bled/ACOS Representative)02d, 61(Bled/ACOS)58, 61(Bled/ACOS)59]

Mr. Jørn Tychsen provided the report in his role as TC 61 representative to ACOS.

Due to concerns about the current test finger used for IP0XB and IP1XB, Jørn shared that TC 70 will develop a proposed new probe during the maintenance of IEC 61032 and the work will start in 2020; the new probe will be brought in as an alternative and it will be up to the relevant product TC’s to decide if it is used in alternative to the test probe B. TC 61 questions the need for a new test finger and identifying it as an alternative to the current probe. EG1 will prepare and send a letter to ACOS and TC 70 to communicate that TC 61 does not support the development of a new test finger and does not agree with making the new test finger optional.

Regarding the TC 31 request to establish a Group Safety Function (GSF) (ACOS/902/INF), it was agreed that there is no need for standards developed by TC31 to be considered as GSF and there

is no need either to have them considered as Horizontal Safety Function (HSF). The better solution is to continue working through the SC 61C, SC 61D and SC 61J liaisons with TC 31.

It was agreed the EG1 will also draft a letter to ACOS, with a copy to officers of IEC, to request to ACOS to ensure that:

1. All TCs are following the Basic Safety Publications, and in particular TC 108 on the subject of power supplies/USB, in particular underlining the need that all TCs follow the GSF developed by ACOS, in particular Guide 104 on the safety requirements for SELV construction; and

2. TC 96 is advancing its task to coordinate a clarification of differences in requirements for Switch Mode Power Supplies (SMPS) and associated safety aspects.

5e. CTL Liaison Report – [61(Bled/CTL Liaison Person)02e] The report will be discussed under Agenda Item 29, Questions of Interpretation.

5f. ACEC Representative Report – [61(Bled/ACEC)02f] Mr. Edmund Seiffert provided the report in his role as TC 61 representative to ACEC.

Mr. Seiffert advised that ACEC members will review the proposals from all TC/SCs according the Guide 107. In addition he shared that TC 106, Methods for the assessment of electric, magnetic and electromagnetic fields associated with human exposure, reported about their activities and that ACEC help to the TC develop a new guide for EMF, Compliance with Electromagnetic Exposure – Guide to the Drafting of Compliance Testing Publications. Mr. Seiffert will send the relevant documents to TC 61 once the working paper is developed.

Mr. Seiffert advised that prior to publication, the 6 Edition of 60335-1 will need to be checked to confirm the references to last edition of EMC/EMI standards according to the list annexed to his report.

Mr. Seiffert was thanked for presenting his report and his continued role as the TC 61 ACEC Representative.

31. Reports of TC 61 Maintenance Teams, Project Teams, Working Groups and Ad-hoc Groups

Important announcement: Based on observations noted by participants, Mr. Gargantini reminded all groups (WG, MT, PT, etc) that, as agreed in the meeting in Toronto, efforts shall be made to have meetings arranged to strive for participation by all members from all areas of the world. While face to face meetings are beneficial depending on particular topics, web meetings are an efficient means for accomplishing the work of the group, as has been demonstrated recently by several MTs, PTs and WGs. When web meetings are held, the scheduled times need to rotate amongst the members given the time of day by time zone and shall not last no more than three hours to allow for equal participation by all members.

31a. Reports from TC 61 Maintenance Teams

MT 4 - Temperature limits, resistance to heat and fire, use of test probes and presence of children [61(Bled/MT4)63, 61(Bled/MT4)66]The convenor, Mr. David Brière provided the report from MT 4. Regarding Commercial appliances used by the public, MT 4 requested feedback from TC 61 regarding which appliances, which may be within the scope of MT 32, 61B and 61C, could be used by the general public; toasters (-2-48), juicers (-2-64), microwaves (-2-90), refrigerators (-2-89), etc, so that MT 4 can prepare appropriate DCs. The understanding of MT 4, at this point, is that Note 101 in 2-48 suggests that appliances

So, MT4 assumes that children are not present in commercial environments, including restaurant kitchens and farms; however, it has been noted that children are often in these environments, helping the family business, starting work (such as milking cows) at early ages, etc. Should probe 18 be required in these environments?

It was agreed that when children use an appliance in commercial environments as directed by their parent, this is not a typical situation and does not mean the standard should consider such appliances to be used in an area open to the public. Therefore, for appliances used in areas not open to the public and where the children can access/ use an appliance directed by partent or careers, probe 18 is not required.

Regarding the MT 4 proposal for 2-115, the proposal will be considered in the 3 CD being drafted by PT 60335-2-115.

A decision will be made on whether to transfer 60335-2-113 from WG 30 to MT 16 once WG 30 completes its work on amendment 1 of 60335-2-113. If the decision is confirmed at that time, those members of WG 30 who are interested in joining the work of MT 16 should submit their interest.

It was agreed that with the approaching publication of Annex B in 60335-1 Ed 6, the WG will be transformed to an MT and 60335-2-29 will be included in the scope of the new MT. The decision will be confirmed at the meeting in Shanghai.

In addition, the new MT will review Annex A of 2-29 to address use by children as detailed in the report of MT 4 in 61(Bled/MT4)63 to bring Annex AA’s requirements into the body as the default and then make exclusions for various things like automotive chargers.

WG 47 – Fires in tumble dryers [61(Bled/WG47)78]The convenor, Mr. Gianluca Cecchinato, provided the report from WG 47. Regarding fire hazard on tumble dryers, four main root causes were identified: capacitors, PCBs, self combustion, and fluff accumulation. Mr. Cecchinato explained that proposals will eventually be developed as a result of the work of WG 47, including that proposals may be needed for Part 1.

The subject of the appeal submitted by the Malaysian National Committee was discussed with the delegates and with the chair and secretary of SC 61C participating via web conference. The document 61(Bled/Secretariat)75 was circulated prior to the discussion on Friday 7 June 2019 to allow delegates to be familiar with the details relating to the appeal submitted by the Malaysian NC. On Friday, the delegates were asked if they are agreeable to discussing the appeal and taking a vote on the question posed. TC 61 unanimously approved to proceed with a vote on the following question as all information was provided in the document submitted and further clarification was given by TC 61 chair at the meeting and this will allow the TC to take an informed decision during the meeting.

Question: Did Malaysian NC provide technical reasons with their negative vote on 61C/792/FDIS as reported in 61C/796A/RVD?

TC 61 Decision: The Malaysian NC did not provide technical reasons with their negative vote in 61C/796A/RVD. Therefore, and in accordance with Directives Part 1, 2.7.3, TC 61 rejected the appeal from Malaysian NC to have their negative vote accepted. The TC 61 Secretariat will inform the Malaysian NC immediately.

TC 61 rationale for the decision taken: 1) The Malaysian NC identified the comments as “Ed”2) Malaysian Comment on clause 1 was not accompanied by a proposed change3) Malaysian Comment on 6.101, where it is stated that climate classes are not

referred to in the standard, is not correct : the term test room climate classes is used and referred to in 5.7 and in 11.8

The Secretariat responded to the appeal from the Malaysian NC on Friday, June 7th.

Furthermore, during the discussion TC 61 also noticed that based on 2.7.3 of Directives Part 1, the Serbian NC vote should have been excluded for the following reasons:

1) The Type of Comment (ge, ed or te) was not identified for any of the Serbian NC comments

2) A proposed change was not provided for any of the Serbian NC comments

In addition, TC 61 decided to include in the report to the SMB the following question of principle: who is in charge of assessing if technical reasons are provided with a negative vote?

TC 61 also invites the SMB to ensure that the IEC voting system does not allow a NC to provide comments where the Type of Comment is not identified and without providing a proposed change, when there is a technical comment.

SC 61D – Appliances for air-conditioning for household and similar purposes [61(Bled/SC61D)25]In the absence of representatives from SC 61D, Mr. Gargantini reviewed the report. The report was noted and the secretary and chair of SC 61D thanked.

Any other businessRevisiting the discussion of 60335-2-41, Particular requirements for pumps and 61/5612/DC and 61/5669/INF during the meeting in Busan, it was agreed that TC 61 should contact TC 64 to request their expertise regarding touch voltage on submersible pumps for use in swimming pools when persons, including children, are fully immersed in the pool. In particular, the discussion concentrated on the risks that may arise considering the fact that swimming pools in which submersible pumps are intended to be installed may also use salt water and a person, including children, is fully immersed in the swimming pool for long time that may be, in exceptional cases, of some hours. The question to be answered was: considering the operating conditions mentioned above, can a limit of 30Vd.c. be permitted to avoid the risks of electric shock and of partial paralysis or hypo muscular tension for the persons and children in the swimming pool?

The response from Mr. Jacques Peronnet, TC 64 Chair, was that IEC 61140 is the basic safety publication to apply for the protection against electric shock in equipment. In the latest edition published in 2016, Clause 5.2.6 states that the limit is 6 V a.c. r.m.s. or 15 V ripple-free d.c. in all other cases than when the equipment is normally used in dry locations only and large-area contact of live parts with the human body is not to be expected. As you are not in dry condition, the limit is 15V DC.

In addition, the current flowing in the body depends on many parameters as the wet or dry conditions, the presence of salt water, and the surface of contact. If the limits of IEC 61140:2016 will be exceeded, use IEC 60479 to determine the exact value (not exceeding the limit of ELV) based on the intended external conditions and the path of current and the surface of contact.

40. Date and place of next meeting

The next meeting of TC 61 will be during the IEC General Meeting in Shanghai on 21 – 25 October. Ms. Shengnan Ma of the Chinese NC shared a video presentation regarding the 2019 IEC General Meeting in Shanghai. In addition, she provided an overview of the meeting in Shanghai, stating that the CN NC has been planning for the meeting for two years in order to provide a successful experience for delegates involved with the important work of the IEC. She also mentioned that the CN NC is honoured to host the General Meeting in 2019, and expressed a sincere welcome to the Shanghai General Meeting. The invitation from CN NC and the introduction by Ms. Ma were welcomed by TC 61 with acclamation.

Mr. Gargantini announced that TC 61 received an invitation from the Korean NC to meet in May 2020. Mr. Sihyun Nam / Mr. Jongnam Uhm, KR NC confirmed the meeting dates are 25-29 May 2020. The invitation of KR NC was enthusiastically accepted.

It was also acknowledged that an invitation for the first meeting of 2020 was also received from the Danish NC. Mr. Gargantini expressed regret that the invitation from the DK NC could not be considered as the invitation from the Korean NC was received first and accepted prior to receiving the invitation from Ms. Pernille Tebina. Mr. Gargantini asked if there might be a possibility that the Danish NC would be able to invite TC 61 for the first meeting of 2021.

Regarding the second meeting of 2021, the Chair explained that TC 61 was not invited to meet during the General Meeting in Stockholm. However, the Swedish NC would still like to host TC 61 in 2021 and is presently working with the officers of TC 61 to identify alternate dates at the end of October or beginning of November 2021 for TC 61 to meet in Sweden. The SE NC has advised that it may not be possible to host all interested SCs, WGs, MTs, etc for this meeting in 2021, even if this is still under evaluation.

41. Close of meetingThe Chair thanked the National Committee of Slovenia for hosting the meeting in Bled. In particular, Mr. Danilo Kraner was thanked for arranging a perfect meeting in a beautiful location; his support was greatly appreciated. The Chair further thanked the delegates for their participation and contributions for a positive meeting throughout the full meeting time. He thanked the Vice-Chair (Mr. Dejun Ma) and the Secretary (Ms. Randi Myers) for their support during the meeting. Mr. Christophe Boyer, IEC Technical Officer, was thanked for his attendance, support and contributions.

Mr. MacConnacher congratulated the chair on leading a successful and productive meeting and provided thanks to the other officers as well.

Mr. MacConnacher also announced that this would be his last meeting of IEC TC 61. He noted that he has been participating since 1991. Mr. MacConnacher stated he will remain involved in MT4 and EG1 activities for 12-18 months. Mr. MacConnacher received a round of applause for his years of contributions. Mr. Gargantini thanked Mr. MacConnacher for his many years of participation on IEC TC 61 and wished Stuart good luck in the future.

Mr. Gargantini then closed the meeting at 5:30 PM.
