November 2003 – July 2004: Considered the revisions made to the ITU-T’s Declaration Form and confirmed alignment with TTC’s Form.

May 2004: Participated in GSC9 held in Seoul.

August-September 2005: Participated in GSC10 held in Sophia Antipolis.

May-June 2006: Participated in GSC11 held in Chicago.

July 2007: Participated in GSC12 held in Kobe

May 2008: Discussion with IEEE-SA

External Activities of TTC on IPR since 2004


IPR as Industrial Property Right is being handled. Trademark not handled.Only the copyright of TTC Standards and Specification considered, not other types of documents.IPR Policy specifies basic principles. (TTC Board of Directors approves and publishes IPR Policy.)Operation Procedures specify detailed procedures regarding IPR Statements and their maintenance, including IPRs owned by non-members. (IPR Committee approves and publishes Operation Procedures.)

Almost all changes are editorial improvements. Reviewed the structure and order of chapters.

Basically maintained, however enhanced the non-member's chapters for clarification.

IPR Seminars have been held almost once a year to disseminate the global and domestic trends of IPR studies including TTC activities on IPR:

TTC IPR committee members have periodically held group sessions to study current trends of intellectual property in the U.S., including discussions with a member, who is an attorney (NY):

Study on possible introduction of Software Copyright Guidelines and Trademark Guidelines. License of Right (LOR) & RAND

License of Right (LOR) & RANDMany national patent laws provide a mechanism

allowing a patentee to voluntarily file a statement with the patent office that he is prepared to allow any person to use the invention as a non-exclusive licensee. Such a statement will be published in the official gazette, and the patentee typically enjoys a reduction of the maintenance fee. (cf. WIPO SCP/13/2*)

The LOR could ensure access to the technologies incorporated in standards at a reasonable cost (RAND) even after the patents are assigned to other parties.
