License of Right (LOR) & RANDMany national patent laws provide a mechanism

allowing a patentee to voluntarily file a statement with the patent office that he is prepared to allow any person to use the invention as a non-exclusive licensee. Such a statement will be published in the official gazette, and the patentee typically enjoys a reduction of the maintenance fee. (cf. WIPO SCP/13/2*)

The LOR could ensure access to the technologies incorporated in standards at a reasonable cost (RAND) even after the patents are assigned to other parties.
