» Critical subcontractor and small business, WAI, will manage the on-site laboratory and provide support to waste management and pump-and-treat operations Why the name “Four Rivers”? DOE executes some of the largest and most complex projects in the country. While these projects are contained within the fences of the government-owned site, the surrounding community plays a major part and is key to success. Our JV not only will ensure safe execution of the Paducah D&R scope of work, but also wants to engage with the community and be a good corporate citizen of the region. Historically, the city of Paducah, its diversity, and its economy have been driven by two major influences: the Department of Energy Site and the four navigable rivers that converge in the region. With that spirit in mind, we thought hard about our JV name and chose “Four Rivers Nuclear Partnership.” We believe that the name is fitting and we look forward to the beginning of a long relationship with DOE at Paducah, and with the larger community. We are committed to the communities in which we live and work. Our leadership team will be active members in the community and will support many important community functions. To support these goals, FRNP will commit 2% of fee earned each year over the duration of the contract and 500 volunteer hours annually from our leadership team. Why the name “Four Rivers”?

Our community commitment plan is integrated with the Forward Paducah initiative, which was designed to help economic development agencies take a holistic, modern approach to community engagement and economic development.

»Led by CH2M, the prime contractor responsible for program delivery at ETTP, ICP, Hanford PRC, and West Valley projects whose success required transition and culture change from operations to decommissioning/ remediation project delivery

3 New leadership through CH2M while leveraging lessons learned and incumbent knowledge from Fluor and BWXT

3 Parent companies have 180 years of combined DOE and predecessor agency experience and have completed 11 successful DOE transitions over the past 10 years

3 Implemented and brings lessons learned from the QSNDA Program at Portsmouth

»Treatment of C-400 Source, and Opportunity for Accelerated Removal

• Our C-400 strategy implements a cost-effective C-400 source reduction and Tc-99 treatment

• Meanwhile, we prioritize and accelerate C-400 deactivation, enabling DOE to authorize the C-400 demolition task, which would allow more aggressive removal of source contamination

• Strategy is integrated with and enabled by our Utilities optimization approach

» Fit-for-purpose, Minimal-Cost, Sustainable S&M and Utility O&M

• S&M and Utility O&M transitioned to support of Deactivation and Remediation mission

• Utilities optimization approach that achieves and sustains: 55% reduction in sanitary water S&M costs 65% reduction in sewage 95% reduction in natural gas usage

• Site optimization eliminates unnecessary systems and facilities, reduces landlord costs: 36% reduction in occupied facilities
