CarbonAccountsshowthecapacityoftheecosystemstoproducebiomass andthewayitisusedbycropsharvestsandtreesremovalorsometimessterilisedbyartificialdevelopmentsordestroyedbysoilerosionorforestfires (inlinewithIPCCguidelines).Accountsarecompiledusingvarioussourcessuchasproductsbasedonearthobservationbysatellite(e.g.MODISNPP),oninsitumonitoring(forIPCC-LULUCF,FAO/soil,FRA2010)andofficial statistics.

• Theapproachisbasedonanoperationalmechanismforthefasttrackdevelopment ofthebiophysicalandsocio-economicdatainfrastructureofecosystemnaturalcapitalaccountinginawaythatguaranteesthesustainabilityofthismechanisminsixWestandNorthAfricancountriesaswellasitsreplicationinothercountriesoftheregion.
• Theprojectwilltakeintoaccountnationalandregionalconditions,learnbydoingandprogressinastepwiseincrementalway.
Specificobjective :
1.AENCAregionalinstitutionalstructureandacommunityofpractitionersareorganizedandanationalecosystemaccountingcouncilissetuptosteerexperimentsineachbeneficiarycountry(component:Institution);
2.Asustainableandoperational ENCAgeographicandstatisticaldatainfrastructureiscreatedineachcountryandsyntheticindicatorsformonitoringtheevolutionofthetotalecologicalvalueoftheparticipatingcountriesor/andspecificterritories,withthepurposeofcarryingoutperiodicassessments(component:Operationalization) ;

2.2Producethefirstecosystemnaturalcapitalaccountsatthecountry-levelbasedonthequickstartpackagemethodology publishedbytheUnitedNationsConvention onBiologicalDiversityinordertointegratebiologicaldiversityvaluesintothenationalaccountingsystems.

3.INTEGRATION :3.1.Developcommunicationandawarenessrisingmechanismsadaptedtothetargetedaudiences, fromInstitutionstodecisionmakersandmedia,tofacilitatetheENCAuseanditsconsiderationbythedifferentdecisionalprocesses.
3.2. Mobilizeconcernedactorsatthenationalandregionallevelstocreateapartnershipframeworkbetween ENCAdataholdersandproducerstoshareavailabledataandfacilitateaccessbyusersanddecisionmakerswiththedevelopment ofdedicateddecisionmakingprocessestools.

Theprojectinvolvespresently6French-speaking(francophone)countries:Burkina-Faso, GuineaConakry, Morocco,Niger,SenegalandTunisia.
Thisfirstsetofcountriescanbeextended inasecondsteptoincludeotherfrancophonecountriessuchasBenin,Côted’IvoireandMali andpossiblyAlgeria,Mauritania,Chad,andTogoinordertocoveracoherentregionalsetofcountries.Otherextension intheSahara-Sahelregioncantakeplaceeastwardalongsidethe“GreatGreenWall”.
Institutional Development
Themaininstitutionstoberesponsible fortheprojectexecutionaretheSaharaandSahelObservatory(OSS),mainregionalleader,theFrenchAgriculturalResearchCentreforInternationalDevelopment(CIRAD),l’Université duQuébecà Montréal(UQAM) incollaborationwithinstitutionsofeachparticipatingcountryandother internationalpartnersasthe Institut delaFrancophonie pourledéveloppementdurable(IFDD).
Thetotalprojectdurationisestimatedat4yearsforatotalamountof5million€.
