E2E Opportunity Fund – 2017 Overview

Opportunity Fund serves “From Education to Employment” to support three types of employment and employability projects: 1) Innovative Approaches for Increased Youth Employment and Employability; 2) Work-based learning Programs and 3) Non-formal training programs for hard-to-place youth.

In May 2017, the teams jointly called for proposals and received 106 of them. One top priority in upcoming months will be to facilitate and advise the implementation of the following selected 43 projects.

o Innovative Approaches for Increasing Youth Employment and Employability (led by SIPRU): 15 innovative youth employability projects of CSO across the country, such as activation of NEET group, testing of traineeship models, support to youth entrepreneurship, support to up-dated curricula meeting private sector needs, Roma work integration, traineeships for youth with disabilities and youth leaving institutions of social protection. Six projects are a continuation from the pilot phase.

o Work based learning Programs (led by IP Consult): 22 training programs with work-based learning (WBL) in the pilot regions, involving 56 companies in partnership with (public) training providers. 350 young people will benefit a traineeship and will be accompanied by skilled in-company mentors.

o Non-formal training programs for hard-to-place youth (led by IP Consult): 6 ALMP for hard-to-place youth (HPY) in the pilot regions, implemented by brokers in a project-based partnership with a public institution. Brokers en-visage the traineeship placement of 110 HPY. The activity will also require raising awareness campaign targeting the employers.

1. Work-Based Learning

Through IP Consult and five local partners (brokers), E2E creates new opportunities for young people from Novi Pazar, Knjaževac, Pirot, Kruševac and Kragujevac to learn skills required on the local market. Therefore, the E2E promotes modern trainings in companies, career counselling and other labor market mea-sures (provision of labor market information, job search and traineeship placement assistance) that give better chances for young people entering a career.

In June 2017, 38 applicants (companies or training providers) from our five test cities and municipalities – Kruševac, Kn-jaževac, Pirot, Novi Pazar and Kragujevac - have submitted of proposal for our Work-Based-Learning Program. After thorough evaluation, our E2E evaluation committee selected 22 projects; 13 selected projects have been proposed by the companies, clusters or trade associations, nine by training providers (five public, four private). Around 15 projects can be considered as public-private partnerships.

The preliminary estimated average duration of the trainings is 100 working days, whereas 70 days will be spent for work-based learning in the applying companies. All in all, E2E will provide internships for around 350 young people.

All of the projects E2E selected follow the same implementation approach:

First phase: Developing or re-viewing an occupa-tional profile and identification of the prioritized needs for Skills, Know-How and Attitude (SKA Needs analysis), supported by the trained local implementing partners (brokers) of E2E

Second phase: Developing a training program based on the SKA Needs Analysis. All projects foresee more than two third of work-based learning in companies.

Third phase: Selection of candi-dates to attend the training program and realization of the program. Some applications explicitly target disadvantaged youth such as people that are registered at the NES or inactive (NEET).

During the selection process IP Consult negotiated with most of the applicants to improve their initial project proposals before contracting. We have set requirements for support, and negotiated budgetary amendments. In addition, we ask inclusion of disadvantaged youth to be included in trainings. We also asked for specification of a minimum educational standard rather than target youth that don’t fulfil required qualifications and asked for the introduction of a gender-specific approach in selection of the beneficiaries. Finally, IP Consult coordinated between some applicants that proposed projects in the same occupation to merge where possibly.

2. Non-formal training programs for hard-to-place youth:

In June 2017, 12 NGOs and one public institution (Center for Foster Care and Adoption Kragujevac) have submitted proposals for different training programs for their respective target groups. Based on the evaluation of the committee and additional strategic and political considerations, the IP Consult selected the following six projects (see chart), including also the one from the above mentioned public center.

All the applicants have an agreement with a public institution (respectively in the case of the Center for Foster Care with an NGO) to form a Public-Private Development Partnership (PPDP). A total of 350 young people will be assessed and 155 will profit from soft skills training in our five test municipalities – Pirot, Novi Pazar, Kruševac, Kragujevac and Knjaževac. E2E will support training programs with work-based elements for 110 young people. E2E will support these programs with CHF 193,708.

All projects follow the same implemen-tation approach:

First phase: Developing vocational profiles respectively personal assessment for each potential beneficiary of a training. This in-cludes a definition of the individual career opportu-nities and the prioritised training needs, signed by both the granted appli-cant and the individual beneficiary.

Second phase: Identification of relevant training opportunities for the individuals that have been assessed, and ensuring the access to them; approach em-ployers for vacancies in work based trainings or internships. If relevant, developing or improving tailor-made training or mentoring programs for all or some of the clients, including supporting interventions towards work integration. Elaborating individ-ual training plans.

Third phase: Realisation of the trainings/ interventions according to the plans (upon approval of IP Consult).

Successful applicants have amended their propositions in accordance with recommendations. By August 2017, IP Consult contracted all 6 of the proposed projects. Interventions for hard-to-place youth will be implemented in all of the targeted locations, and, with exception of youth returnees, cover all of the vulnerable groups targeted by the HPY Call for Proposals.

3. Innovative Employment Models

Under the lead of the SIPRU, E2E facilitates the policy dialogue between key national stakeholders, thus contributing to the implementation of the ESRP. By testing innovative models at the local level, the E2E advocates for changes in the policy framework and contributes to an inclusive and sustainable position of youth on the labor market.

The SIPRU published specific call under opportunity fund covering national level and 54 applications were received in line with IPA/PRAG rules. Out of total number, 9 successful proposals were awarded for Lot 1 and Lot 2 and their experience in local commu-nities will provide policy interventions with relevant input in 2018.

LOT 1 - Under the Lot 1, potential models will be developed for the next phase of implementation covering following topics:

1. My career from zero to hero – Centre for Youth Work

2. Better opportunities for youth living in rural areas – “Sunce” Association of Citizens for Social Development

3. Eco chance – “Mome” Local Community Support Centre

4. Analysis of possibilites for improvement of conditions and provisions of support for youth employment and entrepreneurship – Center For Development of Entre-preneurship and Innovation Smart Connection.

In the previous period, six project propo-sals from the pilot phase continued their activities in the main phase. Selected projects are following:

1) Association for Local Development Ka-menica (testing innovative traineeship mo-del combining involvement of local SMEs and faculties of University of Nis) - market value of the goods/services delivered by the trainees has already reached level of grant for implementation of this project;

2) Roma Association “Romkinje Vojvo-dine”, Novi Bečej (developing model for

Roma employment based on bridging the gap between skills of target population and qualifications/needs of local employers) - the bridge between CSO and NES is upgra-ded with better targeting and outreach;

3) Business Development Centre Kra-gujevac (update of a curriculum of the Polytechnic School for two education profiles: computer design and computer control technicians to better match bu-siness needs of local metal processing sector companies) - final version of the curriculum for these two profiles is still in process of development by November 2017.

4) European Movement in Serbia from Leskovac (develop and implement ca-pacity building for CSO and cluster for scaling up of the tested model for youth employment programs) and its capacities are strengthen enough for broader scaling of very successful model for increasing youth employment;

5) Regional Education Centre Banat, Zre-njanin (scaling up successfully tested model on youth entrepreneurship in 3 different local self-governments in Vojvodi-na: Kikinda, Novi Sad, Stara Pazova) - first results are showing excellent potential of this model;

6) Fenomena, Kraljevo (further work on improving the educational profile for agribusiness start-up and evaluation of sustainability mechanism) - educational profile is improved and new start-up com-panies in agribusiness are ready to take a market race.

Program informationThe E2E program supports evidence-based approaches in the youth employment policies in Serbia and facilitates employment and learning opportunities for young people in Serbia. Work-ba-sed learning of skills required on the labor market helps young people find a decent job easier. The E2E is a partnership program between the Government of Serbia and the Swiss Government that creates alliances between public, civil and private sector involved in youth employment.

Work integration of socially excluded youthE2E supports the work integration of young people that have a difficult stand on the labor market: Young people that are not in employment, education or training (NEET), rural youth, Roma, youth from young offender institutions, youth without parental care, young people with disabilities and victims of domestic violence.
