ADDRESSAs the country moves towards its goal ofbecoming a high-income nation by 2020in line with the National Economic Policy,technological innovation will be key to itsgrowth. We envision SIRIM as one of thecatalysts for driving the creation of a higher-income nation. A rejuvenated SIRIM will beable to lead the growth of technology firms,promotingsolutionsinqualityandtechnologicalinnovationfortheindustry.

SIRIM serves all Malaysians – companiesas well as communities. As the nation’sspearhead of research and innovation, SIRIMsupportsbusinesseswithtotalsolutionsacrossthe value chain, from ideation to prototypingandcommercialisation.Butwehaveadutytodomorethanjustdelivernewproductstothemarket;wemustcontinuetofindwaystobringtechnology’sbenefitstosocietyaswell.

Following the introduction of theSix StrategyTransformation Plan in 2012, I am pleasedto report that SIRIM has evolved to becomea more sustainable, responsive and efficientproviderofintegratedsolutions.In2013,SIRIMrealigned and refocused its developmentalactivities into three Flagships: Energy andEnvironment, Medical Technology and PlantandMachinery.

SIRIM’sflagshipsandcentreswillcontinuetobe a pivotal part of the national science andtechnology ecosystem. Through strategicpartnershipsandcollaborationswithboth theprivate sector and government, the companywilldriveinnovationinNationalKeyEconomicAreas (NKEAs) such as Oil, Gas and Energyas well as Healthcare. These collaborationsrepresent mutually beneficial opportunities:

SIRIM will gain a deeper understanding ofthe needs of the market even as it activelysupportsthecapabilitiesandoperationsofitscustomers.

Malaysia’s Ministry of Science, Technologyand Innovation (MOSTI) declared 2014 asMOSTICommercialisationYear,withthegoalofincreasing Malaysia’s commercialisation rateand fostering the growth of high-technologyentrepreneurs.SIRIMispositionedtomeetthischallengewithseveralsuccessfulprojectsthatarenowreadyforcommercialisation,includingthe BioNatural Gas (BioNG) project, and theSolaerator™, a solar-powered aquacultureaeration system launched in Simunjan,Sarawak.

These projects deliver benefits to the nationonmultiplelevels.TheBioNGprojecttapsintosynergiesbetweenthepalmoilsectorandthenational environmental and energy securityagendas.ThelaunchoftheSolaeratorsupportsMalaysia’s aquaculture industry while at thesame time benefitting the local community.Meanwhile, the research findings of SIRIM’sThinFilmPVandwindEnergyprojectsatTipofBorneo,KudatcanbefurtherdevelopedonalargescalecommerciallyandcouldcontributetowardstheuseofrenewableenergysourcesinSabah.

Meanwhile, in the field of conformityassessment, SIRIMQAS International cateredto the changing needs of the industry withthe launch of two new schemes - the IECExCertification of Personnel Competence forExplosive Atmospheres and the Road TrafficSafety Management System Certification(ISO39001).

Malaysia has identified the importance of scientific innovation in driving its transformation into a developed economy. A knowledge-based high-technology economy will require a constant stream of innovations in order to maintain a competitive edge on the increasingly globalised world stage. Having transformed itself to meet this challenge, SIRIM must continue to balance its activities to deliver positive impacts to both businesses and the community.

level. In2013,webenefited fromnetworkingand knowledge-sharing as a result of ourrelationshipswith other leading regionalR&Dinstitutesandfromourroleasthesecretariatof the World Association of Industrial andTechnologicalOrganisations(WAITRO).

SIRIM’s transformation remains an ongoingprocess. Going forward, we will strive tosustainourfocusonproductivityandefficiency,whilelearninghowtobestservetheneedsofbusinessesandcommunities.OnbehalfoftheBoardofSIRIM,IoffermysincereappreciationandthankstothemanagementandstaffoftheGroup for their dedication and perseverancein carrying out the company’s transformationagenda. It is my utmost hope that togetherwe will further develop the SIRIM brand asMalaysia’s leading light of excellence fortechnologyandinnovation.

SIRIM assisted a total of 7,658 companies in 2013. Companies gained an estimated RM8.73 billion in

revenue as a result of incremental sales generated through SIRIM’s assistance. Meanwhile, SIRIM’s

while its socioeconomic projects brought the benefits of technology to 20 communities.

Delivering expertise and insights

SIRIM has compiled concrete data intoEconomic Indicators (EI) that depict itsachievements to date. The EI system servesto clearly identify and quantify SIRIM’scontributions to both businesses andcommunities. For instance, we assisted atotal of 7,658 companies in 2013 throughvariousincubationcentres,developmentalandtechnologytransferprojects,andtechnicalandcertification services. Based on feedback onincremental sales generated through SIRIM’sassistance, companies gained an estimatedRM8.73 billion in revenue in 2013. Oursocioeconomicprojectsbroughtthebenefitsoftechnologyandtrainingto20communitiestodate,includingbutnotlimitedtotheexecutionofprojectsperformedonbehalfofMOSTI.

Malaysia’s small and medium enterprises(SMEs) will continue to be a key area ofemphasis for SIRIM. In 2013, the SME

Services Centre contributed training andcoaching services for 100 companies underMITI’sGroomBigprogrammeandanother28companies under the East Coast EconomicRegion Development Council (ECERDC).Meanwhile, our Innocraft Centre in Melakaopened up a new platform for crafts-basedentrepreneurs to expand their reach andbenefitfromSIRIM’stechnicalexpertise.

SIRIMcontinuestomakecrucialcontributionstowards the training and reskilling of thecountry’s workforce. The company providesspecialised traininganddevelopmentcoursesforworkers inmany of the industrial sectorslisted in the National Occupational SkillsStandard (NOSS) by theDepartment of SkillsDevelopment(DSD).SIRIMalsolendsexpertisein welding, tooling, robotics and automationthrough the government’s Industrial SkillsEnhancement Programme (INSEP) forgraduatesacrossthecountry.

The year 2013 saw SIRIM in constant motion. Through our research initiatives and collaborative efforts in both the public and private sectors, we delivered innovative technical solutions to serve the needs of our customers and the market. At the same time, we dedicated our internal energies towards our company’s ongoing transformation, with the ultimate goal of becoming the nation’s premier solutions provider in quality and technology innovation.

SIRIMmaintaineditsforwardmomentumfromtheverystartof2013byexecutingasmoothroll-outforthethreeSIRIMFlagshipsofEnergyand Environment, Medical Technology andPlant and Machinery. Under the flagships,SIRIMwasabletopropose,secureanddeliverprojects that are all closely aligned with keysectors under the Economic TransformationPlan(ETP),withthefullsupportofMOSTIandother stakeholders. The flagship approachheralds amore focused direction for SIRIM’sresearch teams. The flagships promotecloser collaboration not only with strategicpartners in industry and research institutes,butalsowithotherSIRIMresearchersthroughmultidisciplinaryprojects.

Promoting competitive industries

Our flagship focus has aligned our servicesto comprehensively address the needs oftoday’s businesses.More than ever, SIRIM isable to offer research, development, design,engineering and standards under one roof,supporting local enterprises throughout theentireproductcycle.Theseservicesareaimedatgivinglocalinnovatorstheabilitytocompeteat the international level, complying withinternationalstandards.

Under the Energy and Environment Flagship,SIRIM achieved a renewable energybreakthroughwiththefirsteverBioNaturalGas(BioNG)pilotplant inSoutheastAsiaandalsolaunchedasolar-poweredaerationsystemfor

aquaculture.SIRIM’sTechnoFundprojects atTipofBorneo,Kudat,SabahrepresentednewstepsforwardinresearchintosolarthinfilmPVandwindenergygeneration.Wecollaboratedwithbothgovernmentandindustryonstudies,programmesandtrainingforenergyefficiencyandrenewableenergyadoption.

To support the government’s green agenda,particularly the pending green procurementinitiative, SIRIM developed Carbon Footprint(CFP)labellingaswellaseco-labellingcriteriadocuments.WealsoexpandedandupgradedourfacilitiestoservetheneedsoftheNationalEcolabelling Programme, promote Life CycleAssessment (LCA) training and provideEcoDesignservices.

The medical device industry benefited fromourknowledgeandexpertise togainabetterunderstanding of Malaysia’s Medical DeviceAct 2012, which came into effect in 2013.Through the Medical Technology Flagship,SIRIMcontinueditsmedicalR&Dandprovidedseminars and workshops on the Act to laysteppingstonesforthefurtherdevelopmentofthemedicaltechnologysector.

Under the Plant andMachinery Flagship, weset a new milestone in integrating SIRIM’scapabilities to support the oil and gas (O&G)industry. Our experts in engineering design,software engineering, foundry, machining,materials and testing came together tosuccessfully manufacture components usinglow carbon stainless steel according tospecifications by PETRONAS, bringing theO&G industry one step closer to its goal of‘Malaysianisation.’

SIRIM’s far-reaching research activities onceagain garnered industry recognitions, thistimeintheformofsixgold,sixsilverandfivebronzemedals at national-level competitions.Our discoveries and innovations resulted innine patent applications filed and five patentapprovals received in 2013. As the nationalstandards development organisation, SIRIMdeliveredatotalof254MalaysianStandards,

comprising 156 new standards, 97 revisedstandardsandoneprovisionalstandard.Theseachievements will once again advance thestateofstandardsinthecountryandhelpmeettheneedsoflocalindustries.

SIRIM’s subsidiaries also found new ways tocater to customers. SIRIM QAS Internationallaunched new schemes for Certification

of Personnel Competence for ExplosiveAtmospheresaswellasISO39001RoadTrafficSafetyManagementSystemCertification.Thesubsidiarybecameresponsible forsupportingtheEnergyCommissionthroughtheevaluationandvalidationofTestReportsandCertificatesof Conformity on electrical and electronicequipment.

Meanwhile, SIRIM Training Services addednewservices, includingtheCustomerServiceManagement(CSM)recognitionscheme,ISO/IEC17020,ISO/IEC17021,PSMBApprovalaswellastheISO9000LeadAssessorCourse.

Ensuring sustainability

Aswemoveintothesecondyearofthefive-year Transformation Plan, we have a uniqueopportunitytodefinea‘newnormal’forSIRIMinwhichthecompanyenjoysahigherlevelofefficiency,effectivenessandstaffperformance.SIRIMwillneedtotakedecisiveactiontomeetthisgoal.

Movingahead,SIRIMwillbegin to takemoreproactive and aggressive measures to bringabout performance improvements, startingfromthetopdown.Thesemeasureswillincluderight-sizing in SIRIM research programmesand state offices and facilities; introducingmore objective evaluations to encouragesections, centres or subsidiaries that exceedtheirtargets;andfindingnewrevenuestreamsinSIRIMResearchandTechnologyInnovation,TechnicalServicesDivisionandsubsidiaries.

TheyearaheadwillshowthatSIRIMhaswhatit takes to complete its transformation goals.Insteadofsettlingintoacomfortzone,wewilltake proactivemeasures to keep us in pacewith Malaysia’s rapidly changing economy. Ihavenodoubtthatweshallsucceedintakingtheseboldmovesasweproceedonthepathtowardsbecomingahighlycompetitiveleaderinresearch,technology,qualityandstandards.

In 2013, SIRIM Research and Technology Innovation Division continued to push the envelope of R&D in many different scientific fields, resulting in technologies that have been recognised on the international stage.

SIRIM’saggressivepursuitofcommercialisationhas resulted in 10 complete solutions at theready-for-marketphaseofdevelopment.

Astheculminationofeightyearsofresearch,SIRIM’sTechnoFundprojectonBioNaturalGas(BioNG)fromPalmOilMillEffluent(POME)wascompletedonCareyIslandin2013.Theprojectwhichturnsindustrialwastefrompalmoilmillsintohigh-qualitybiomethane,isthefirstof itskindinSoutheastAsia.Followingthesuccessofthepilotstage,thetechnologyisnowreadyforcommercialisation.

SIRIM’s Compressed Natural Gas (CNG)Tankproject serves as an ideal complement tothe BioNG project as it provides strong andlightweight cylindersneeded to store thegasforvehicles.Thesecylinders,createdunderthePlantandMachineryflagshipusingafilamentwinding process, will provide a convenientalternative to difficult-to-procure foreigncomponents.

SIRIM’s Tool & Cutter Grinder (TCG 8) alsoreachedthecommercialisation-readystagein2013.Theportableandeasy-to-usemachining

workstation provides opportunities forMalaysians to break into the high-precisiontoolindustry.

TheSolaeratorisanotherMOSTI-fundedprojectthat has reached commercialisation-readystatusunderSIRIM’sEnergyandEnvironmentflagship. The solar-powered aeration systemforaquacultureproveditsvaluetosocietyinitsfirstinstallationinafishfarmingcommunityinSimunjan,Sarawak.

In2013,SIRIMbroughttwoothereco-friendlyinnovationstocommercialisation-readystatus,namely Polymer BioComposite technologyfor making green furniture and EcoDesignServices.

SIRIM’s Medical Technology flagship projectsthathavereachedthecommercialisation-readystage consist of Craniofacial Reconstructionservices, titanium implant technology andwounddressingproducts.

In 2013, SIRIM undertook R&D activitiesin several areas of environmental scienceto support the goals of the Energy andEnvironment flagship. The companyparticipated in the European FP7 FrameworkProjecttopropagatephotocatalytictechnologyinwaterandwastewatertreatment.

SIRIMsoughtoutnewopportunitiestoenhancestaff environmental expertise, including thesigning of a MOU with National Institute ofAdvanced Industrial Science and Technology(AIST), Japan and a renewal of the existingcollaboration with Korea EnvironmentalIndustry and Technology Institute (KEITI).Due to significant progress in Science Fundprojects covering environmental modellingusinggeospatialanalysisandthechemometricapproach,thecompanywillbeabletoexpanditsenvironmentalservicestoindustry.

SIRIM gave four talks on matters related toproduct safety at seminars and conferences

for the cosmetics and toiletries industry;manufacturers of industrial chemicals; theNational Pharmaceutical Control Bureau,Ministry of Health; and the NationalNanotechnologyDirectorate,MOSTI.

SIRIM partnered with the Department ofOccupationalSafetyandHealth inaseriesofseminars to raise industry awareness of theOccupationalSafetyandHealth(Classification,LabellingandSafetyDataSheetofHazardousChemicals)Regulations,orCLASSRegulations.

Environmental lab activities remained animportantpartofSIRIM’sservices.Thenumberofsamplesbeingtesteddoubledfromjustover350 in 2012 to over 700 samples in 2013.SIRIM received funding of RM1.598 millionfromMinistryofAgricultureunderNKEAEPP#1(Herbal Sector) to upgrade lab facilities tocomplywithGLPrequirementsforpre-clinicalstudiesintheareasofgenotoxicityanddermaltoxicity. The new lab capabilities include

chromosome aberration testing and bacterialreverse mutation for genotoxic studies. Inaddition,theSCFprojectonEmbryotoxicologywas completed, which added additional staffcompetency to theGLP labs andwill providesupport for thenewlydevelopedFishEmbryoToxicitytest.

SIRIM actively marketed its GLP services toindustries,governmentagenciesandacademic

and research institutes at three exhibitions(ASEANElenex, IGEMandBioMalaysia)andaseminarinconjunctionwithHerbMonth2013(ProgramBulanHerba2013).ThesemarketingeffortsprovidednewinsightregardingthelocalregulatoryandindustryneedsforGLPdata.In2014,SIRIMplans to formstrategicalliancestoclosethegapforregistrationofpesticides,whichrequiresinvivostudiesthatthecompanycannotcurrentlyprovideonitsown.

Seeking energy security

Renewable energy continued to be animportantareaofSIRIM’sstrategicR&Ddrive.SIRIMcommissionedtwoTechnoFundprojectsatTip of Borneo, Kudat, Sabah for solar thinfilm PV and wind energy generation. TheresearchfindingscouldcontributetowardstheuseofrenewableenergysourcesinSabah.

SIRIMaggressivelypromotedenergyefficiencyin commercial and industrial sectors byproviding training and energy managementconsultingforcompliancewiththeISO50001EnergyManagementSystemstandard.SIRIMsuccessfully conducted training on resourceefficiency and green production for 14participants from nine countries under theMalaysian Technical Cooperation Programme(MTCP), with the aim of promoting greenbilateral and multi-lateral business betweenMalaysiaandtheparticipatingcountries.

The company also conducted a two-weektrainingcourseinPutrajayawiththecooperationofvariousgovernmentbodies,featuringtopicssuchascleanerproduction,energyefficiency,

Clean Development Mechanism, biogasproductionandtheRenewableEnergyMapforMalaysia.

Spearheading green practices

The national initiative to implement theGovernment Green Procurement PilotProgramme and MyHijau Labelling is oneof SIRIM’s most important environmentalactivities. In2013,SIRIMcompletedaprojecttodevelopCarbonFootprint(CFP)labellingformaterials and products for greenhouse gasmanagement. The project, commissioned bytheMinistryofEnergy,GreenTechnologyandWater (KeTTHA), covered a total of 30 CFPstudies,established the firstNationalProductCategory Rules (PCRs) for three products/servicesanddevelopedapilotprogrammeforthese three PCRs.To lay groundwork for thegovernment’s pending green procurementinitiative, SIRIM developed a further 11 eco-labellingcriteriadocumentsforvariousproductcategories, using a Life Cycle Assessment

(LCA) approach to identify the environmentalperformanceaspectsofproducts.

SIRIM also worked to expand the SIRIMEcolabelling Scheme. To determine thereadiness of selected manufacturing andservicesectorsforenteringthelocalandglobalgreenmarkets,SIRIMconductedastudy thatidentified priorities, industry expectations andrecommended six strategies and 39 actionplanstoboosttheproductionofgreenproductsbytheMalaysianmanufacturingindustry.SIRIMreceivedatotalofRM5millionfromPEMANDUto develop and upgrade laboratory facilitiesthat will support the National EcolabellingProgramme and conduct R&D to improveproductenvironmentalperformance.Asofend2013,SIRIMcompletedthefirstyearmilestone

ofthepilotCFPlabellingprogrammeforlocalbuildingmaterialsmanufacturers,fundedbyagrantundertheEUSwitchAsiaProgrammeonSustainable Consumption and Production. Todate,theprojecthasestablished10PCRsforbuildingmaterials.

SIRIM remained at the forefront of LCAapplication development with its new Eco-InnovationLabandLCAtrainingfacility,whichexpected to isspureco-productdevelopmentby promoting eco-design and eco-materialresearchintheElectricalandElectronic(E&E)sector.

ThefacilityplayedanimportantroleinclosinggapsinLCApracticesamongASEANmembercountries during a workshop sponsored bythe ASEAN COST Biofuel flagship. Industryplayers in the E&E sector, printing servicesand furniture industries received the sameLCA training to enable them to conduct in-house CFP studies for future third-party CFPvalidationandcertification.SIRIMalsoreceivedapprovalforaScienceFundprojecttodevelopanenvironmentally-consciousbenchmarktoolthatwill enable product designers, engineersandLCApractitionerstoidentifyoptimumeco-designoptions.

Engineering components of life

The Medical Technology flagship focusedits research in the areas of implants andprostheses, delivery systems and medicalequipment. Malaysia’s Medical Device Act2012cameintoeffectinJuly2013,providinglegislative framework for the medical deviceindustry. SIRIM organised a total of sevenseminars, workshops and conferences,includingfourseminarsontheimplementationoftheActaswellasaninternationalconferenceon biosensors. SIRIM is currently building amedical device testing facility to support theimplementationoftheAct.

SIRIM continued its active engagementwith international and local organisations incommercial biotechnology projects involvinghigh-potential renewable bio-resources, suchas the implementation of the Osteopastesyntheticbonecementproject.

SIRIM participated in nine industrialbiotechnology projects, published four

technical papers, filed two patents andobtainedonepatentin2013.

SIRIM’saggressivepursuitofcommercialisationresulted in three different products on themarket, one product completing marketvalidation, one product in the final stage ofsigning the licensingagreement,andanotherproductinlicensingnegotiations.

Delivering industrial innovations

In2013,SIRIMcontributedcrucialtechnologicalsolutions to support the nation’s industriesunderthePlantandMachineryflagship.SIRIMdemonstrateditsproductcastingcapabilitiesbymanufacturingfour‘Y-TJoint’unitsusinglowcarbonstainlesssteelfortheMLNGgasplantinBintulu.ThisachievementpavesthewayforfutureinvolvementintheoilandgasindustryinlinewithPetronas’‘Malaysianisation’concept.

SIRIM’songoingPlantandMachineryresearchprojectsincludedthedesignanddevelopmentofamodularperforatingandfoldingmachine,as well as a real-time error diagnostic andrecoverysystemforCNCmachinetools.

Biometrics continues to be an importanttechnology for combating the growing threatof identity fraud. SIRIM, in collaboration with

SIRIMleveragedtheknowledgeandcapabilitiesgainedfrompreviousTechnoFundprojectstosecurenewenvironmentaltechnologyprojects,includingthedevelopmentofanairdepollutionsystem for recycled waste from the gypsumindustry. In another research project, SIRIMapplied hybrid solar-UV light photocatalytictreatments and phytoremediation to treatcontaminants in wastewater. SIRIM’sresearch proposal on the use of engineerednanomaterials in the aquatic environmentwasapprovedbyMOSTIand theprojectwasscheduledtocommenceinMarch2014.

A newly-approved Science Fund project onthe development of a benchmark tool foridentifying optimum ecodesign options willprovide a platform for product designers,engineers and LCA practitioners to worktogether on energy-consuming products withpotential for technological improvement,wideusageandimprovedenvironmentalimpact.

In 2013, SIRIM undertook a National ProjectSecretariat (NPS) study to assess thesteps taken by government and industryin preparation for solar thermal technology

industry partners, has incorporated biometricandsmartcardtechnologies inaSingleCardAccess project to develop a highly securedinternet transmission platform. SIRIM filed apatentonthemulti-layeredsecurityinnovationsdeveloped for thisproject.SIRIMalsoofferedIEEECertifiedBiometricsProfessionalcoursesto help raise the level of expertise in thesector. Several participating engineers andresearchers successfully became CertifiedBiometric Practitioners after completing IEEEexaminations.

SIRIMengagedexpertsfromUniversityofCairo,Egypt, to develop increase future capabilityplanning in the area of Holy Quran TajweedLearning andTeaching. SIRIM also helped todevelop an Electronic Quality ManagementSystem (e-QMS) in ISO9001 for ANGKASAformanaging all aspects of quality programsand continuous improvement all across itsbusiness.

Another collaboration involving The CarbonTrust(TCT)achievedsuccessindevelopingtheSIRIMCarbonCalculator,aweb-basedtoolforcalculatingthecarbonfootprintofproducts.

SIRIM actively promoted and marketed itsmachine and system design expertise in 12exhibitions in2013, including ITEX2013andthe11thASEANElenex. Inadditionto filingapatentontheSingleCardAccessproject,SIRIMreceived approval for the RoboKit trademarkandmadeatrademarkfilingtoMyIPOfortheSolaerator.

The results of the findings wereshared in a National Seminar organised bySIRIMandUNIDO,whichfeaturedinternationalspeakersaswellasover150participantsfromgovernment bodies, industry and academia.SIRIM utilised MOSTI funds to developnew renewable energy projects, includingpre-commercialisation of an uninterruptedbattery-generated operator (UBOG)-assisteddrying system for aquaculture, and a batterymanagementsystem(BMS).

UndertheMedicalTechnologyflagship,SIRIMreceived approval to initiate 10 new ScienceFund projects in 2013, including forgingtechnology for cobalt-chromealloy, a powderinjection moulding process for a femoral hipstem, and three chitosan-based products.SIRIM has proposed a peritoneal dialysismachineasapossibleR&Dprojectfor2014.

To support biotechnology in local industries,SIRIM installed, tested and commissioned apilotplantfortheproductionofnaturalvinegarfrompineapplefermentation.

SIRIM’sexpertiseintheRFIDsectorwascriticalto the success of three projects in 2013: aproof of concept project commissioned byMalaysian Communications and Multimedia

Commission (MCMC) to determine the rootcause of postal delivery delays, a projectcommissionedbyMCMCtodevelopthecodeof practice for edible bird’s nest traceability,and a feasibility study on the manufacturingof RFID tags and inlays in Malaysia. SIRIMalso provided support and maintenance for

a project on the Seed Production IntegratedSystem(SPITS)implementedinFELDA.

SIRIM successfully secured and delivered 10commercialprojectsinvolvingthedevelopmentofembeddedsystemsforroboticsapplicationsin 2013. The projects included activitiessuch as training and consultancy, exhibitionsand competitions, talks and workshops, andprovision of SIRIM RoboKit® to governmentagencies,industriesandtheeducationsector.These technology activities were conductedthroughawiderangeofpromotionalmedia.

The Machine and System Design Centre(MSDC) received approval by MOSTI for twoScienceFundprojects in2013, including the

development of a high-speed, high-precisionoptical dicing machine. The centre proposeda number of future R&D projects, includinghousingdemandpredictionviaartificialneuralnetwork, intelligent file tracking, near fieldcommunication (NFC), anda semi-automatedsmoke oven system in Belawai, Sarawak(undertheSocio-EconomicFund)toeliminateunsustainableopenburningproceduresintheproduction of Sesar Unjur (traditional food).In addition, the Advanced Material ResearchCentre (AMREC) was granted 22 MOSTIScience Fund projects in 2013 and receivedmorethan500requestsfortechnicalservices,testing services for ceramic materials aswell as other testing servicesusinghigh-endequipment.

Throughout Malaysia, SIRIM continued to work hand-in-hand with various government organisations to support community development.

These efforts included the ongoingcollaborationbetweenSIRIMand theMinistryof Industrial Development (MID) in Sabah topromoteproductqualityandpackagingdesignin the Sabah Entrepreneur Transformation(TRUS)programme.SIRIMalsoworkedwiththeYayasanSabahGrouptoprovidecraftstrainingtoover100youths.

InSarawak,SIRIMimplementedagovernment-funded socioeconomic project for thedevelopment of a detergent industry in thestate and collaborated with MARA for thetraining of potential cosmetics entrepreneurs.SIRIMprovidedtrainingsupportfortheGroomBig Cosmetics and Herbal Programme underMITI,whichhassuccessfullytrainedabout400cosmetic entrepreneurs throughout Malaysiaand assisted them in developing their owncosmeceuticalproductsbasedonlocalherbs.

TheSeaweedProject,acollaborationbetweenSIRIM and the Department of Fisheries, has

successfully developed 12 skincare productsandisnowmovingintocommercialisation.

SIRIM collaborated with the Ministry ofInternationalTradeandIndustry(MITI)andtheCooperativeCommissionofMalaysiatodevelopaGroomBigportal(www.groombig.biz),andprovided website training for entrepreneursunder MOSTI Innospace Sabah and NegeriSembilanEconomicPlanningUnit(UPEN).

Thecompanyalso implementedacommunityproject using the Solaerator system incollaboration with the Fisheries ResearchInstitute of Gelang Patah, Johor, to helpincreasefishandprawnproductivityandyield.The success of the Solaerator in Simunjan,Sarawakreceivednationaltelevisioncoverage.

Local entrepreneurs andmanufacturersweresome of the most important beneficiaries ofSIRIM’s automation and robotics expertise.SIRIM in collaboration with FELDA and SMECorporation organised a workshop for smallmanufacturerstoupgradetheirmanufacturingprocessesandproducts.Theagenciesinvolvedarekeentorepeat thesuccessof theprojectwithfuturebatchesofmanufacturers.

SIRIM continued to provide training to futuretrainers, technopreneurs and the public intheareasofceramics,photonics,plasticsandpolymer composites under various programssuchastheGMI-KKTM,KISMEC,MIDSarawak,MID Sabah and Socio Economy Projects.Through AMREC, SIRIM also organisedtechnological conferences, workshops andseminars on bioceramics, sol-gel, nano-characterisation, drug delivery, lithium-ionbattery,fibreglass,compositematerialsdesignand fabrication, filament winding technologyandphotoluminance.

In 2013, SIRIM provided consultancy andcoaching to SMEs through the SMEServices

Centre. The Centre delivered consultancy,coaching and training to 100 companiesunder MITI’s Groom Big programme aswell as 28 companies under the East CoastEconomic Region Development Council(ECERDC). The Centre introduced innovationconsultancyservicestoinstilinnovationculturein SMEs and coach them in implementingtheir innovations, with the aim of achieving1-InnocertcertificationfromSMECorporation.Inaddition,SIRIMservedastheleadconsultantfor theupgradingof theexistingHalalHub inPengkalan Chepa Industrial Park, Kelantan.The company will also serve as the leadconsultant for the building of the new HalalCollectionCentre.

The year 2013 saw the opening of theInnocraft Centre in Batu Berendam, Melaka,a first-of-its-kind centre for innovation-basedartistryconceivedanddevelopedbySIRIMwithfundingfromMOSTI.

The Innocraft Centre showcases local craftsthroughexhibitions,salesanddemonstrations,while at the same time supportingentrepreneurswithtechnicalexpertise.

Throughout 2013, Malaysia Design Council(MDC)organisedprogrammesincollaborationwith various agencies, including MalaysianIndustrial Authority Development (MIDA),Ministry of Education Malaysia, SarawakTimberIndustryDevelopmentCorporationandMalaysianIntellectualPropertyOffice(MyIPO).MDCcontinuedtopromotehigh-qualityproductdesign through its core activity, theMalaysiaGoodDesignMark(MGDM)programme.

MDC’s Design Innovation Exploration (DIX)programme for school children servedas yetanotherplatformtodriveinterestininnovativedesign. According to statistics gathered inKelantan,Selangor,Perlis,SarawakandKedah,90%ofattendeesreportedthattheexhibition

increased their understanding of innovationin the field of design.MDC also successfullyorganised the National University DesignChallengewiththetheme“DesigninthePublicService Sector” to encourage the sharing ofideas between university students and thepublicsector.

Asthechampionofcreativedesign,MDCalsoextended its efforts to the international stageby hosting the Asia Design Sharing CouncilMeeting, which was attended by six designorganisationsfromKorea,Thailand,PhilippinesandVietnam.MDCalsobrought40recipientsoftheMalaysiaGoodDesignMark(MGDM)totheWorld Best Design Products exhibition inGwangju,Korea.

SIRIMcontinuedtoplayakeyroleontheinternationalstagebecauseofitsexpertiseinstandards,researchandtechnologyaswellasitsresponsibilitiesastheSecretariatfortheWorldAssociationofIndustrialandTechnologicalResearchOrganizations(WAITRO).SIRIMhostedthesecondWAITROManagementProgramme(WMP)inJuneatitsheadquartersinShahAlam.ThenineparticipatingorganisationsgainedadeeperunderstandingofWAITRO’sfunctionsandactivitieswhileatthesametimelearningmoreaboutSIRIM’sownactivitiesandtechnologies.

SIRIM also hosted the Training on ResourceEfficiency and Cleaner/Green Production forSustainableDevelopmentundertheMalaysianTechnical Cooperation Programme (MTCP).A total of 14 participants from 10 countriesgained a valuable introduction to cleanerproduction topics, took part in a hands-oncleaner/green production audit and visitedthreegovernmentagencies.

In 2013, SIRIM deepened its cooperationwith the Thailand Institute of Scientific andTechnological Research (TISTR).A delegation

ledbyTISTRGovernorMrYongvutSaovaprukvisitedSIRIMinMay.TISTRandSIRIMsignedaMemorandumofAgreementoncooperationinseveralfields,includingmedicaldevicesandlaboratoryinaccordancetoISO13485,biogas,bioethanol, GLP-OECD approval certificationfor toxico- and ecotoxicity laboratory inThailand, non-destructive testing and failureinvestigation. SIRIM further strengthened thisrelationship in August by attending the 50thAnniversaryCelebrationofTISTR inBangkok,Thailand. In conjunctionwith the celebration,TISTR hosted the 10th Biomass-AsiaWorkshopwith the theme“Biomass Refineryto Community and Industrial Applications.”SIRIMPresidentandChiefExecutive,DrZainalAbidinMohdYusof presented a paper at the

workshop, which also featured reports onbiomass and alternative energy from variouscountries as well as information sharing onindustrialisationofbiotechnologies.

During the International Innovation andAchievement Matchmaking event held inHangzhou,China inOctober,DrZainalAbidinpresented a paper and also participated inthe business matching session with localcompanies. During the conference, SIRIMBerhad and Uganda Industrial and ResearchInstitute (UIRI) signed a Memorandum ofUnderstanding(MoU)oncollaborationinmanytechnological fields, including techniciantraining for petroleum operations andalternativeenergysystems.

SIRIMparticipatedinaWorkshoponTechnologyForesightco-organisedbyWAITROandIslamicEducationalScientificandCultureOrganization(ISESCO) in Indonesia in November. A totalof 30 speakers and participants sharedknowledgeandexperienceson topics relatedtotechnologyforesight.

SIRIM was among 10 organisations fromWAITRO toparticipate in theEuropeanUnion(EU) 7th Framework Biowaste 4SP Project inSouth Africa, which focused on identifyingthe right technologies for converting Africanbiowaste into value-added products. The

projectprovidedachanceforparticipantssuchas theMalaysianSMEMyagri to takepart innetworkingandtechnologytransfer.

The WAITRO Secretariat office in SIRIMBerhad, ShahAlam played host to a visit byMsChristinPfeiffer, theSecretaryGeneral forthe International Network for Small MediumIndustry (INSME). Both WAITRO and INSMEagreedtoworktogetherinactivitiesthatmayincludemembershipexchangeandinformationsharing.Inaddition,SIRIMBerhadandINSMEdiscussedpossibleareasofcooperationsuchastechnologyincubation.

In 2013, SIRIM empowered clients withservices for inspection, packaging designand intellectualpropertyservices, in linewithits role as themandated government vehiclefor technology transfer. SIRIM Joining andInspectionServicesachieved4-starstatusasa Certified Skills Centre for non-destructivetesting(NDT)courses.

SIRIM also secured a two-year contractwith PETRONAS Refinery (Melaka) Sdn Bhdfor failure analysis services, conducted awelding course for the National Youth SkillsInstitute,openedasatelliteexaminationcentreand provided a Certified Associate WeldingInspectorcourseforapolytechnicinstitution.

The Security Printing Centre (SPRINTEC)succeeded in attracting clients from new

sectors such as institutes of higher learningand supermarkets. Some clients, particularlylocalauthorities,begantoshowmoreinterestin value-added security features such asQR codes. The Selangor State Governmentappointed SIRIM to serve as consultant on

SIRIM provided intellectual property (IP)services to major clients as well as SMEsand individual entrepreneurs through theIntellectual Property Services Section.The major clients included the MalaysianAgriculture Research and DevelopmentInstitute(MARDI),theMinistryofHealth(MOH),SME Corporation, Universiti Putra Malaysia(UPM) and theMalaysian Rubber Board.Theother two sections under the Innovation andTechnologyCommercialisationServicesCentre(ITCS) were repositioned to better meet therequirementsofSIRIMaswellastheindustry,leavingonly the IntellectualPropertyServicesSectioninthecentrebytheendoftheyear.

TheSectionconducted159searchescoveringpatents, trademarks and industrial designs,

drafted 21 patent specifications coveringvariousfieldsoftechnologyandfiled53patentapplications,163trademarkapplications,fiveindustrialdesignapplicationsand16copyrightvoluntary registration applications at theMalaysianIntellectualPropertyOffice(MyIPO).

The SIRIM IP Policy entered its third year ofimplementationin2013.ThepolicyhasputintoplaceanincentiveschemetoencourageSIRIMresearcherstoproducemoreinventions.SIRIMfiled a total of nine patent applications andreceivedapprovalforfivepatentsin2013.ItsresearchersreceivedincentiveawardstotallingRM28,900 fordisclosing their inventionsandforpatentsgrantedlocallyandoverseas.

SIRIM conducted IP awareness programmesandconsultationsthroughouttheyeartohelpbuildawarenessaboutintellectualpropertyandon the use of patent information in researchwork. In 2014, the Intellectual PropertyServicesSectionwillbeplaceddirectlyundertheVicePresident’sOffice,TechnicalServicesDivisionofSIRIMBerhad.

ThenationalrepositoryofstandardscontinuedtogrowunderthewatchofSIRIM’sStandardsResearch and Management Centre (SRMC),whichdevelopedanddelivereda totalof254MalaysianStandards(MS)totheDepartmentofStandardsMalaysia (STANDARDSMALAYSIA),the national standards body for Malaysia,comprising 156 new standards, 97 revisedstandardsandoneprovisionalMS.

As the sales agent for Malaysian Standards(MS)aswellasISOandIECstandards,SIRIMcontinued to provide a valuable service toindustry. In2013,SIRIMsoldanddeliveredatotalof10,306MStocustomers,alongwitha

totalof900internationalandforeignstandards/documents. A total of 12 customers, mostlyfrominstitutionsofhigherlearning,subscribedto the MS Online System. More than 300companies and associations currently enjoythebenefitsof theSIRIMLibrarymembershipprogramme.

SIRIM organised nine workshops andMS development and was involved in 10seminars for promoting the awareness andimplementationofMSamongthegovernmentand industry sectors. In the internationalstandardisation arena, SIRIM throughDepartment of Standards Malaysia currently

The outputs from the studies werecritical to SIRIM’s future Business Plan andBudget.The Department also developed fourtechnology roadmaps for the three flagships,worked on two joint venture projects,streamlined marketing activities, enhancedtheSIRIMcustomerrelationshipmanagementsystem, provided updates forMOSTI and theCabinet,andengaged inoutreach to industryassociationsandlargelocalcompanies.

In 2013, the Group Information TechnologyDepartmentcontinued tosupport theGroup’sbusiness growth with the implementation ofe-SIRIM. By switching to cloud-based email,theDepartmentwasabletoguarantee99.9%uptime, provide greater email capacity, and

supportthemobileworkforcemoreeffectively.In addition, SIRIM replaced its fibre opticcablingandnetworkingequipmentacrossthenation inorder tomakea timelymigration toIPv6 technology.The Group was expected toachievefullIPv6compliancebythefirstquarterof2014.

The GITD completed and deployed acomprehensive procurement applicationand a fully-integrated budget system forbusinessplanning.TheDepartmentenhancedSIRIM’s project monitoring system to coverthe complete monitoring of commercial andnon-commercial/government projects. Thesesystems will enable greater efficiency inperformance trackingandmonitoring,aswellasbusinessanalysis.

TheGroup’s totalworkforcenumbered2,227as of 31 December 2013, with another 101newrecruitsintheprocessofbeingintegratedintoSIRIM.

As part of its human capital strategy, SIRIMinvested RM0.6 million on staff training anddevelopment programmes. A total of 200Development Programmes were organisedfor 2,477 staff, while 114 staff attended103 Functional Training Programmes relatedto SIRIM’s businesses. The Group HumanResources Department engaged two expertsin Biomedical Materials and one expert inDesign Engineering to expedite technologytransfer to the relevantTechnology FlagshipswithinSIRIM. Inaddition,theGroupsentstafffor attachment programmes at theAdvancedMedicine and Dentistry Institute and theSchoolofPharmaceuticalScienceinUniversitiSainsMalaysia(USM);theNationalInstituteofAdvanced Industrial Science and Technology,Tsukuba; and Korea Advanced Institute ofScienceandTechnology(KAIST).

The Group Business Assurance Departmentundertook a formal and structured riskmanagement approach by developingprocedures and guidelines consistent withthe ISO 31000 Risk Management Standard,supplementedbytheuseofriskmanagementsoftware. Risk assessments were performedand reviewed for each SIRIM division on aquarterlybasisandforeachcommercialprojectbeforesigningoftheagreement.TheGroup’scontinuous improvement methodologiespaid off in 2013 when it exceeded its

quality objectives and targets, including thecustomer satisfaction index which exceededits target by 9% and the internal servicestandard which exceeded its target by 12%.SIRIM’s occupational safety and health (OSH)performance also improved, with lost timeinjury (LTI) frequency rate improving from2.33 in 2012 to 1.12 in 2013. SIRIM’sOSHmanagementsystemwasawardedGoldClass1 in the Malaysian Society for OccupationalSafety and Health, Malaysia (MSOSH) OSHAward2013.

Since issuing ithe first certification formotorcyclist helmets in 1971, SIRIM QASInternational has assistedmore than 15,000companies in gaining greater marketaccess and in enhancing greater consumerconfidence in their products and servicesthrough its certification, inspection andtestingservices.SIRIMQAS Internationalalsocontinues to play a pivotal role in ensuringthe safety of Malaysian consumers throughits Product Certification Scheme. The SIRIMmarkisawidelyrecognisedcertificationmarksymbolising product quality and safety toMalaysianconsumers.

AlthoughtheISO9001certificationremainsthemostpopularmanagementsystemcertificationscheme inMalaysian industry, there isalsoasteadily increasing demand for sustainability-related certification and personnel-relatedcertification.

SIRIM QAS recently launched the IECExCertification of Personnel Competencefor Explosive Atmospheres, making it theonly Asian-based IECEx Certification Bodyto offer such certification. SIRIM QASInternationaldecided tooffer thiscertificationin response to requests from the Malaysianoil and gas industry to use Certificates ofPersonnel Competence (CoPC) as a meansof demonstrating personnel competency.The certification provides confidence in

operatingequipmentincompliancewithIECExrequirements and IEC standards related toexplosiveatmospheres,ensuringasaferworkenvironment. The certification also goes intandemwith international practices in the oilandgasindustry.

While helping to build the nation’s humancapital, SIRIM QAS International is alsocommittedtonurturingitsownhumancapitalby strengthening its staff competency in linewithitsvisiontobealeadingAsiancertification,inspectionandtestingbodyby2020.

SIRIM QAS International further enhancedits energy efficiency testing facility with theinstallation of Goniophotometer test and

Photobiological test equipment, enabling itto provide comprehensive testing for lightingproducts.Thestate-of-the-artenergyefficiencytesting laboratory isnowequipped toprovideenergyefficiencytestingforlampsandlighting,refrigeratorsandairconditioners.

In 2013, SIRIM QAS International launchedthe Road Traffic Safety ManagementSystem Certification Scheme (ISO 39001).The certification scheme is based on ISO39001:2012“RoadTrafficSafetyManagementSystems – Requirements with guidance foruse.” It is applicable to organisations thatinteract with road traffic systems such astransport, insurance, consultancy and carleasingcompanies.ImplementationoftheISO39001standardwillenableanorganisationtodevelopaneffectivemanagementsystemandcontrolsystemforroadtrafficsafety, improveawarenessof road trafficsafety fordrivers inthe organisation and ultimately, prevent roadtrafficaccidents.

SIRIM QAS International also introduced theBusiness Continuity Management SystemCertificationSchemein2013.Thenewschemeis based on ISO 22301, an internationalstandard that will help organisations tomanageoverallbusinessrisksanddevelopthecapability toplanfor,respondto,andrecoverfromdisruptiveincidents.

SIRIMQAS International continues to supportregulatory bodies in the implementationof technical regulations. The MalaysianTelecommunications and MultimediaCommission (Suruhanjaya Komunikasi danMultimediaMalaysia)renewedtheappointmentof SIRIM QAS International as a Certifying

Agency for communications and multimediaequipment pursuant to Regulation 11 of theCommunications and Multimedia (TechnicalStandards) Regulations 2000. Meanwhile,theEnergyCommission(SuruhanjayaTenaga)renewed the registration of SIRIM QASInternationalasaConformityAssessmentBodyunderElectricitySupplyAct1990 (Regulation97B). SIRIM QAS International added yetanother feather in its cap when the EnergyCommissionappointedSIRIMQASInternationalto evaluate and validate Test Reports andCertificates of Conformity on electrical andelectronicequipment.

TheMedicalDeviceAuthorityapprovedSIRIMQASInternationalasaConformityAssessmentBody (CAB) for the assessment of QualityManagement Systems based on ISO 13485andassessmentofGoodDistributionPracticefor Medical Devices. With this appointment,SIRIM QAS International will be able toassist the Medical Device Authority in theenforcementoftheMedicalDeviceRegulations2012 and theMedical DeviceAct 2012 (Act737).Asthemajorplayersinthecertificationofmedicaldevicesaremainlylargemultinationalcertificationbodies, theappointmentofSIRIMQASInternationalwillprovidethelocalindustrywith the choice of using the services of alocalcertificationbody,whichshouldfacilitatethe process of applying for the necessaryapprovalsfromtheMedicalDeviceAuthority.

Moving forward, SIRIM QAS Internationalwill continue to strive to provide greaterprofessional and seamless services tofacilitatemarketaccessibilityforitscustomersand to enhance consumer confidence in itscustomers’productsandservices.

In2013,SIRIMTrainingsuccessfullyorganised821trainingsessionsandcoursesattendedby13,256participantsfrom1,578organisations,including 270 SMEs. SIRIM Training alsosecured 43 new consultation projects andcollaborationprogrammes.

SIRIM Training maintained its core activitiesin training and advisory services relatingto quality, technology and best practices.Its quality services include training andconsultancy services for standards-basedmanagement systems such as ISO 9001,MS 1900, ISO 14001, ISO/IEC 17025, ISO27001, ISO 15189, ISO 13485, HACCP, ISO22000,TS16949,OHSAS18001, IntegratedManagementSystem,GMP,GHP,andHalal.

In addition, SIRIM Training offers trainingand advisory services for tools, techniquesand best practices such as TQM, TPM, 5S,Green 5S, 7QC Tools, SPC, Benchmarking,Value Engineering, ICC/QCC, 6-Sigma,Kaizen, Customer Service Management andLeanManufacturing. SIRIMTraining has alsoimplementedtechnology-relatedtrainingsuchasCertifiedProgramonAPI,CertifiedWeldingEngineers -AWS, Certified Program on NDTandCompTIA.

SIRIM Training continued its cooperationwith the ministry in developing the VendorDevelopmentProgrammetohelpvendorsfromtheautomotivepetroleumandgasindustries.

New services introduced in 2013 includedInnovation, Customer Service Management

(CSM) Recognition Scheme, ISO/IEC17020,ISO/IEC 17021, CompTIA, PSMB ApprovedISO 9000 Lead Assessor Course as well asISO 9000 Lead Assessor Course in BahasaMalaysia.

SIRIM Training supported 18 organisationsin achieving certification and recognition. SixorganisationsachievedISO9001certification,three organisations were awarded Green5S recognition, two organisations receivedMS 9001 certification, two organisationsreceived ISO 50001 certification and twoadditional organisations achieved ISO 17025certification.Inaddition,oneorganisationwasrecognisedforSIRIM’sTotalQualityFastTrackModel (TQFTM) and another achieved CSMrecognition.SIRIMTrainingalsoawardedGMPcertificationtoonecompanyin2013.

SIRIM Training also successfully organiseda Seminar on Quality, Standards and BestPractices which was attended by 263participants.

In2013,SIRIMTrainingsuccessfullyprovidedaseriesoftrainingprogrammesfororganisationsin Oman and Brunei. These programmesserved to expand the company’s business attheinternationallevel.

SIRIM StandardsTechnology Sdn. Bhd. (SST)achievedasmoothtransitionin2013,operatingfully under SIRIM Berhad Group. There wereno changes in company organisation andoperationalmanagement.

Duetoeconomicuncertaintiesatthelocalandinternational levels, the calibration businessmarketdidnotexpandasanticipatedin2013.Themajority ofmultinational companieswhoare key customers chose to implement costreductionexercisesinviewofthisuncertainty.Whiletheoverallperformanceofthecompanywas affected by the lower number of ordersfrom the defence, automotive and healthcareindustriesaswellasgovernmentdepartments,there was slight business improvement fromthe oil and gas services located at PasirGudang.Nichemarkets such as aviation andtelecommunicationalsocontinuedtogrow.

InNovember2013, the companyheadofficewas relocated from Subang Jaya to Section15 inShahAlam.Thisnewstrategic locationprovides ample space for new facilities andcapabilities to support the company’s futurebusinessexpansion.

Movingforwardinto2014,SSTintendstosetupajointventure(JV)companywithaninstrumentmanufacturing ecosystem technology partnerto expand its business market in radiofrequencycalibrationandrepairservices.ThisJVcompanywillalsoprovidesolutionstonewtechnologysectorswith tremendousbusinesspotential.Inthecomingyear,thecompanywillcollaboratewithahighereducation institutionto provide calibration services in themedicaltest instrumentsector.The implementationoftheMedicalDeviceAct in2013will createamarket for these services that will provideamplebusinessopportunitiesfortheCompany.

SST’soilandgasserviceswillexpandtoincludethe Failure Investigation and Non-DestructiveTesting Section, which was previously underSIRIM’sJointInspectionServicesSection.

SIRIM Standards Technology Sdn Bhd willcontinue to be the leading ISO 17025accredited commercial calibration serviceproviderinthecountry.

The implementation of the Medical Device Act in 2013 will provide ample business opportunities for

the Company.

National Precision Tooling Sdn. Bhd. (“theCompany”) is a special purpose vehiclemandated by theGovernment to be the leadcollaboratortoimplementthe“DevelopmentofBumiputeraAutomotiveTool,DiesandMoulds(TDM)Industry”project(theTDMProject).

The main objectives of the TDM Projectare to expedite the capability and capacitydevelopment and enhancement of theBumiputera TDM industry clusters, andincrease their participation in the TDMbusiness, specifically with respect toopportunitiespresentedbythelocalautomotivemanufacturing sector for import substitution,aswellasexportpotential.Theseobjectivesaretargetedtobeachievedthroughthefollowingdevelopmentprogrammes:

a. EquipmentAcquisitionProgrammes;

b. HumanCapitalDevelopment(HCD)Programme;and

c. TechnicalAssistance-ExpertAttachmentProgrammes

The year saw thenear-completion of the1stphase of theTDM Project which had startedin mid-2009 with an allocation of RM50million provided by the Government. Duringthis period, NPT implemented 29 EquipmentAcquisition Programmes involving theprocurementof15machineryandequipment.A total of 27 CAD/CAM/CAE Systems wortha totalofRM38,426,087wereplacedatandrentedto12beneficiarycompanies.

Meanwhile,NPTalsoimplemented10HumanCapitalDevelopmentProgrammes,comprisingfive overseas training programmes involvingthe participation of 19 trainees from fivebeneficiary companies, and five local trainingprogrammes involving the participation of 77trainees from eight beneficiary companies.The total cost of the 10 HCD programmesfunded using theTDMProject allocationwasRM3,475,644.

NATIONAL PRECISION TOOLING SDN. BHD. In addition, four Technical Assistance-ExpertAttachment Programmes were implementedinvolving the attachment of eight experts atnine beneficiary companies and participationof 114 technical staff of the companies inthe various technology transfer activitiesconducted by the experts. The total cost ofthesefourprogrammesfundedusingtheTDMProjectallocationwasRM4,273,282.

The outcome and impact of the variousdevelopment programmes was monitoredbased on seven Key Performance Indicators,namely capability enhancement, capabilityenhancement, TDM manufacturing costreduction, TDM manufacturing lead timereduction, increase in sales/output, reduction

in imports/outsourcing, and creation of poolsofTDMengineers,designersandtechnicians.

While the beneficiary companies generallyshowed marked improvement in capabilitiesandcapacities,therestillexistgapswithinthecompanies as well as within the BumiputeraTDM industry as a while. These gaps needto bebridged in order to enable the industryto provide a more comprehensive range ofservices and products to their clients. Withrespect to this, the Company is expected in2014 to fully utilise the additional allocationofRM30millionprovidedby theGovernmentto evaluate, approve and implement moredevelopingprogrammesforexistingaswellasnewbeneficiarycompanies.

clusters.
