Max Chaperon Bio I was born in Mauritius. I first came to play Petanque in Madagascar whilst working for NASA on a satellite tracking station. In 1971, I immigrated to Australia. Soccer was my passion I was heavily involved in playing and coaching until I retired from the game after 32 years. I had an A grade coaching Licence from the Australian Soccer Federation. During this time also I became a member of the WEIRD Entertainers and Petanque club. Petanque is now my preferred sport. For the past 37 years I have been working with Telstra and Comcare. The last 11 years has been as a consultant to the RMIT University in Melbourne, specializing in Work Cover. This involves dealing with all levels of workers, management and outside professionals involved in Health and Welfare. I am presently the President of the Victorian Petanque Committee and heavily involved in the development and progress of petanque in Victoria. For many years I have been actively involved in community work and believe that I have the right qualifications for seeking a position on the PFA Board. I wish to nominate as a Director of PFA believing that the Federation needs a fresh approach. There is an urgent need for directors to be more accountable and responsive to the need of its members.

My petanque life

I have been playing Petanque since 1997, which was when I joined Subiaco Petanque Club. The following year I became the Club Secretary and served as a committee member for the next 12 years the last 6 as Club President, I retired from that position in 2010.

I was also the Subiaco Petanque Club representative on the Petanque WA Committee for several years and held a number of different positions in that organisation, including Secretary, Treasurer and Vice President, I was elected President of PWA in 2010.

I have been involved in the organisation and management of all 4 national championships held in WA.

In 2002 I was a member of the committee requested to produce a new constitution for the newly named, Petanque WA, in 2008 I also was part of a committee tasked with a review of that constitution to allow for an increase in the size of the executive to improve the effectiveness of the management.

I am a State level Umpire and since 2008 have been the State Director of Umpiring.

My working life

In June 2012 I retired from full time employment, after more than 35years involved in the Management of Construction and Engineering Projects, in both the Private and Public sector. I have extensive experience in, budgeting, cost control, contract management, project management and in working with both State and Federal government departments.

My experience as a Director of PFA in 2012

I was elected to the board of PFA at the end of April 2012 and continually campaigned for more regular and improved financial reporting and the introduction of regular monthly meeting using digital media, to try to improve communications between board members. I was also involved in the drafting of the procedures for Australian team selections.

The Future

As a candidate in the forthcoming election for the board of directors of PFA I have a great deal of experience with which I will be able to contribute to the future success of PFA.

Having been president and a long term committee member of both Subiaco Petanque club and Petanque WA, I have a thorough understanding of the good governance and proper processes required to ensure the organisation is well managed and to ensure that its operations and finances are transparent to all its members.

If elected to the PFA board I undertake to work to achieve the following:

To actively work towards obtaining National recognition of petanque as a sport. To maintain PFA as a Nationally registered Federation, as required by the Australian Sports Commission To reactivate the PFA website with accurate information to ensure better communications with our members. To provide our members with improved financial reporting To work more closely with the State Leagues to obtain a better understanding of the needs of the various States. To retain our insurance policies so as to protect all our member Clubs and their players To review all PFA a by-laws to remove anomalies and try ensure they are working for the benefit of our members. To fully support our Coaching and Umpiring committees and to ensure they are adequately financed. To work at growing our membership, by listening to our members and promoting our sport at every opportunity

I believe that I will bring to the Board my international experience as an Umpire having officiated in Asia at the South East Asian Games (Laos, Indonesia) at the Oceania (New Zealand) and at the World championship in Izmir Turkey. the open category have too many tournaments to attend (Oceania’s, Asian, Pan Pacific, World championships and our National tournaments) . It has become too costly and a lot of players are having difficulties getting leave from their employer.

- Trans Tasman competition will now include a youth competition as well I believe that one of our challenges is to address and involved the vast majority of our players not interested in “elite” competition in Australia and overseas representation

My commitment to PFA is to work towards

- The recognition of Petanque by the Australia Sport Commission so to insure that Petanque became part of the Australian Sport landscape. Recognition of our sport by the Australian Sport Commission will open the door to

I think I would bring lots of clarity and simplicity in the next board. Pfa today is too complicated to understand,so I would make it a little bit simple to the members to comprehend. Expression of Interest

Nomination for Director of the Petanque Federation Australia

Grant Threadgate – Newcastle Petanque Club

In support of my expression of interest the following is provided –

Background - The PFA election presents member clubs with an ideal opportunity to change the direction of petanque in Australia. Member clubs have the opportunity to appoint a completely new executive to manage petanque in Australia on their behalf; any future board members should consider themselves as servants of the membership.

For the past decade or so there has been almost constant turmoil and upheaval in the administration of the game. These upheavals have cost member clubs and players in terms of legal expenses, insurance premiums, lack of advancement and promotion of the game and in fact a gradual decline of participants. During this period clubs have also observed the same common denominators contributing to the woes of petanque in Australia. There have been resignations, disputes, threats, tournament withdrawals etc etc…. do clubs want the Federation to continue to operate that way?

Career - Retired from the NSW Health system after nearly forty years of service in the financial and corporate service divisions of the Hunter Health Service based in Newcastle. Subsequent to my retirement I was recalled as a consultant to NSW Health to conduct a due diligence project to restructure some corporate services.

I hold formal qualifications in accountancy and health administration and experience in the management of major corporate services in the health system.

Petanque Experience – I have been involved in petanque since 1999 at the Newcastle Club and held various positions within our club committee for the past ten years. I am currently the club president and would be prepared to relinquish this role, if necessary, should I be successful in the board elections. The Newcastle Petanque Club is one of the largest clubs in Australia in terms of membership and participation.

I have visited most states and play regularly in major tournaments, represented Australia several times in the Trans Tasman Challenge and have been actively involved with PFA as a past treasurer and have undertaken projects on behalf of PFA.

I have promoted petanque through the various masters games organisations and advocate the masters games as an ideal promotion opportunity for our sport and an

event that also meets the needs of the majority of our members. I believe that this type of promotion needs to be pursued by PFA.

What Is Offered to Petanque in Australia – As a retiree I can devote my time to the administration of the federation and would be prepared to undertake the treasurers duties if successful.

The immediate priorities, as I see them; are to ensure good governance, strong financial management, establish stability in the organisation, regular communication and consultation with members, address the needs of the vast majority of social players and promote our game with some long term plans.

It is timely, I believe, to appraise Australia’s participation in overseas tournaments and consider whether in future our main focus should only be confined to representative team participation within the Oceania Federation and against New Zealand. The cost to players and PFA of participating in tournaments outside of the immediate Oceania region needs to be assessed against the outcomes and benefits. Along with this it may be appropriate to review the existing selection process in terms of its success, transparency and continuing player development.

Disclosure – I have been asked by many people to nominate for the Board and have been humbled by that encouragement. The Newcastle Petanque Club also supports my candidature.

However I must declare to members that if successful in my bid that I reserve the right to decline should I consider that the final Board membership will be incompatible and potentially dysfunctional. I do not wish to be involved in a Board that may be similar to what we have witnessed on occasions over the last decade or so.

As volunteers, Board members do not have to be subjected to that type of experience and member clubs should demand and expect professionalism in the administration of their game in Australia.

I trust members will give serious consideration when casting their vote and welcome any enquiries on behalf of clubs.
