Cover Story’Tis the Season for Returns…

The Postal Service™ is greasing the wheels of its returns infrastructure, in preparation for the 2015 shopping season and the annual returns frenzy that will invariably follow.

This shopping season is likely to be even more frenetic than last year, with Forrester Research predicting double-digit growth in online shopping. USPS®, for its part, expects to deliver 10 percent more packages than last hol-iday season.

Once the sun sets on candles and tinsel, consumers will start returning items that they ordered, or that were gifted to them — and as the number of items ordered online and shipped to consumers grows, so will the demand for easy and convenient return methods that will attract repeat busi-ness.

The Postal Service is game for the challenge. In the last year, USPS has:

Continued expanding its returns processing capabilities: An extra 932 Parcel Return Service Return Delivery Units (RDUs) across the country bring the nationwide total to 9,063. This will both aid in handling that volume and help USPS position itself as the returns shipping provider of choice in a crowded market said to be worth some $3 billion.

Made it easier for businesses to receive returns with USPS: USPS increased the available insurance to $5,000 and did away with the annual permit and account maintenance fees for companies who ship outbound packages with USPS, and who use USPS Returns or Merchandise Return Service (MRS).

Created one universal returns permit: Previously, merchants had to choose from three returns permits — each with a fee of its own — and had complained that this constituted a barrier to using the Postal Ser-vice for return shipping. USPS winnowed those into one universal permit that covers Parcel Return Ser-vice, Merchandise Return Service, Bulk Parcel Return Service, and USPS Returns®.

Significantly enhanced Merchandise Return Ser-vice: MRS now only applies to three mail classes: First-Class Package Service®, Priority Mail®, and Ground Return Service. These changes simplified returns both for the Postal Service and for its cus-tomers by eliminating less cost-effective options and streamlining the manual weighing and rating of tradi-tional MRS parcels.

Made Bulk Parcel Return Service (BPRS) an endorsement: This means that mailers receiving these return packages pay the per piece fee, without paying postage fees. Consumers, meanwhile, will no

longer be required to download and print the mailer’s BPRS label, which will simplify the returns process on their end.

Increased the volume for First-Class Package Service: Commercial customers with negotiated ser-vice agreements could mail packages weighing up to one pound for a flat rate instead of the per piece price based on weight. This service targets merchants that ship high-value/lightweight products, such as jewelry or consumer electronics.

Return LabelsReturn labels can either be included in the original order

or requested via a merchant’s call center. Consumers need only affix that return label to the package, and present it at one of the 31,000 Post Offices™, drop it in one of 160,000 collection boxes (if it meets aviation mail security guidelines), or schedule a Package Pickup at any of the available 132 million domestic addresses by accessing www.usps.com.

The Postal Service also offers a number of options that help businesses create and deliver return labels to customers.

Businesses using Priority Mail Return Service, First-Class Package Return® Service, Ground Return Service, and Par-cel Return Service can use the Print and Deliver application to order return labels; USPS will then create those labels and deliver them, along with return instructions:

To one of the selected 31,000 Post Offices;

To a domestic address; or

To one of more than 2,500 self-service kiosks, where consumers can print them.

Merchants can also instruct the Postal Service to hold the labels for pickup at a Post Office.

Within the last year, Click-N-Ship® Business Pro entered into the returns arena, allowing small- and medium-sized merchants to generate Parcel Return Ser-vice or Merchandise Return Service labels that will be:

Included in the original shipment box;

Available via the cloud platform;

Available for self-service printing alone; and

Available for self-service printing in batches.

DMM Revision: Parcel SimplificationEffective January 17, 2016, the Postal Service™ will

revise Mailing Standards of the United States Postal Ser-vice, Domestic Mail Manual (DMM®) under our Parcel Sim-plification initiative. One of the primary goals of the Postal Service is the simplification of our products. The Postal Service and the parcel mailing industry are working together to restructure parcel standards to accomplish this goal.

As a result, the Postal Service is taking the first step in this initiative by clarifying that the term “outside parcel” is a “nonmachinable parcel” in various sections of the DMM for consistency.

Although this revision will not be published in the DMM until January 17, 2016, these standards are effective imme-diately.

DMM Revision: New Standards for Domestic Certificates of MailingEffective January 17, 2016, the Postal Service™ will

revise Mailing Standards of the United States Postal Ser-vice, Domestic Mail Manual (DMM®), part 503, to incorpo-rate new standards for domestic Certificates of Mailing.

The standards will include the conversion date of June 2, 2017, for mailers using current USPS®-approved PS Form 3877, Firm Mailing Book for Accountable Mail, fac-similes in lieu of PS Form 3665, Certificate of Mailing — Firm (Domestic), and PS Form 3606, Certificate of Bulk Mailing — International, facsimiles in lieu of PS Form 3606-D, Certificate of Bulk Mailing — Domestic; centralizing the USPS approval of facsimile Certificate of Mailing forms to simplify the current process; and clarifications to the stan-dards required for Certificate of Mailing facsimiles to ensure consistency for all users of this service.

Although this revision will not be published in the DMM until January 17, 2016, these standards are effective imme-diately.

1.7.2 Privately Printed Forms or Labels

Except for Certificate of Mailing service using privately printed forms (i.e., facsimiles) as provided under 5.0, if authorized, a mailer may use privately printed extra service forms and labels for domestic mail only, if the forms and labels are nearly identical in design elements and color to the USPS form, with an Intelligent Mail package barcode (IMpb) and human-readable numbers that meet USPS specifications in 708.5.0. Prior to use, mailers must send samples of their privately printed form to the National Cus-tomer Support Center (NCSC) for review and approval (see 608.8.0 for address and PS Form 5052 for details).***

1.7.3 Intelligent Mail Package Barcodes


Items for which extra services are added must bear a cor-rect Intelligent Mail package barcode (IMpb).

1.7.4 Acceptance


Mailers who use the electronic option or print their own labels must submit a copy of their original PS Form 3152 with their first mailing. Mailers should keep the certification form on file. If requested by the USPS after the first mailing, the form must be presented within 24 hours. Mailers who wish to obtain an electronic entry scan must submit either PS Form 3152 or PS Form 5630 with each mailing, to include the electronic file number associated with that mail-ing. The electronic file number on the form must be in either a barcode format (preferred) or written on the form. Mailers of single-piece price mail, with postage affixed using the electronic option price, are not required to submit PS Form 3152.

1.10 Receipts

[Revise the text of 1.10 to read as follows:]

Except for domestic certificates of mailing under 5.0, the mailer receives a USPS sales receipt and the postmarked (round-dated) extra service form for services purchased at retail channels. The mailer must provide the receipt when submitting an insurance claim or filing an inquiry. For arti-cles mailed via PC Postage or other online services, the mailer may access a computer printout online that identi-fies the applicable extra service number, total postage paid, insurance fee amount, declared value, declared mail-ing date, origin ZIP Code, and delivery ZIP Code. For three or more pieces with extra or accountable services (includ-ing international Certificate of Mailing) presented for mail-ing at one time, the mailer uses PS Form 3877 (firm sheet) or USPS-approved privately printed firm sheets (see 1.7.2)

in lieu of the receipt portion of the individual form. All entries made on firm sheets must be computer-generated or made by typewriter, ink, or ballpoint pen. Alterations must be ini-tialed by the mailer and accepting employee. Obliterate all unused portions of the addressee column with a diagonal line. USPS-approved privately printed firm sheets that con-tain the same information as PS Form 3877 may be approved by the local Postmaster or manager, Business Mail Entry. The mailer may omit columns from privately printed PS Form 3877 that are not applicable to extra ser-vice requested. If the mailer wants the firm sheets receipted by the USPS (postmarked), the mailer must present the firm sheets with the articles to be mailed at a Post Office. The postmarked firm sheets become the mailer’s receipts. For Registered Mail and COD, the mailer submits the forms in duplicate and receives one copy as a mailing receipt after the entries are verified by the postal employee accepting the mailing. Except for Registered Mail and COD items, the USPS keeps no mailing records for mailpieces bearing extra services.

5.0 Certificates of Mailing

5.1 Basic Standards

5.1.1 Description — Individual Pieces


Certificates of Mailing are subject to the applicable basic standards in 1.0; see 1.4 for eligible matter. Certificates of Mailing (PS Form 3817 and PS Form 3665 (firm sheet), including USPS-approved privately printed versions as provided under 5.1.8) may be presented only at the time of mailing and provide evidence that individual mailpieces have been presented to the USPS for mailing. Certificates of Mailing do not provide a record of delivery, and the Postal Service does not retain copies of either form. PS Form 3817 is available for fewer than three individual pieces, presented at one time at a retail Post Office, station, or branch. PS Form 3665 (firm sheet) is available for three or more pieces, as limited in 5.1.7. Each individual PS Form 3817 or each sheet of the PS Form 3665 (firm sheet) (or USPS-approved privately printed form) is postmarked (round-dated) at the time of mailing; the form(s) are then returned to the mailer and become the mailer's receipt.

5.1.3 Mailer Preparation


A Certificate of Mailing form must be completed by the mailer and all entries must be typed or printed in ink, by ballpoint pen, or computer-generated. Alterations must be initialed by the mailer and acceptance employee. Mailers must obliterate all unused portions of the addressee col-


umn with a diagonal line. The postmarked form or firm sheets becomes the mailer’s receipt. Certificate of Mailing forms must show the names and addresses of the sender and addressee(s) and may show the amount of postage paid. The mailer may also place identifying invoice or order numbers on the certificate as a reference. When the num-ber of articles presented justifies such action, the mailer must comply with these standards:

a. When the mailer requests the maximum of two indi-vidual certificates (PS Form 3817) at the same time, the forms must be affixed by the stub to the pieces.

b. When the mailer describes and lists three or more in-dividual pieces on PS Form 3665 (firm sheet) or a USPS-approved privately printed form, but does not present the pieces in the order shown on the sheets, the mailer must consecutively number each entry line on the sheet and lightly number each piece to show both the corresponding sheet and line number.

c. When the number of articles presented exceeds the allotted space on the form, use multiple sheets, and in the provided blank spaces in the lower left of the form, number them consecutively to show sheet number and total number of sheets (such as “Page 1 of 4,” “Page 2 of 4,” etc.).

5.1.6 Acceptance

Certificate of Mailing PS Form 3665 (including USPS-approved privately printed versions) with mailings of fewer than 50 pieces and less than 50 pounds of corresponding articles presented at one time must be presented to a retail Post Office, station, or branch. Certificate of Mailing PS Form 3665 (including USPS-approved privately printed ver-sions) with mailings of at least 50 pieces or 50 pounds of corresponding articles presented at one time must be pre-sented to a Post Office business mail entry unit (BMEU) or authorized detached mail unit (DMU).

5.1.7 Privately Printed Forms

If authorized, a mailer may use privately printed Certificate of Mailing forms (i.e., facsimiles) for domestic mail only, if the forms are nearly identical in design elements and color to the applicable USPS form. Prior to use, mailers must send a sample of their privately printed form to com_fac-

[email protected] for review and approval. Mailers may use their current USPS-approved privately printed PS Form 3877 firm sheets as a domestic Certificate of Mailing, in lieu of the PS Form 3665, until Friday, June 2, 2017.

5.2 Other Bulk Quantities — Certificate of Bulk Mailing

5.2.1 Description


Certificate of Bulk Mailing is subject to the applicable basic standards in 1.0; see 1.4 for eligible matter. PS Form 3606-D, or USPS-approved privately printed forms of PS Form 3606-D as provided under 5.1.8, may be presented only at the time of mailing and is used to specify only the number of identical-weight pieces mailed; it does not provide evi-dence that a piece was mailed to a particular address. Each PS Form 3606-D is postmarked (round-dated) at the time the mailing is presented and is returned to the mailer as their receipt. Certificate of Bulk Mailing service does not provide a record of delivery and the Postal Service does not retain any copies of PS Form 3606-D. PS Form 3606-D cannot be used as a Certificate of Mailing of individual mail-pieces or itemized lists. Mailers may use their current USPS-approved privately printed PS Form 3606 as a domestic Certificate of Bulk Mailing in lieu of the PS Form 3606-D until Friday, June 2, 2017.

DMM Revision: Retirement of PS Form 3816-AS, Collect on Delivery (COD) Card−Firm Mailings

Effective January 17, 2016, the Postal Service™ will revise Mailing Standards of the United States Postal Ser-vice, Domestic Mail Manual (DMM®), section 503.9.0 and the DMM Forms Glossary, to remove all references to PS Form 3816-AS, Collect on Delivery (COD) Card−Firm Mail-ings. PS Form 3816-AS is obsolete and use of this form will be discontinued.

The PS Form 3816-AS is a continuous-feed form that was developed for commercial “Firm” mailers who use pin-feed printers. However, PS Form 3816-AS does not pro-vide mailers with a means to meet current COD shipping label requirements, i.e. when an Intelligent Mail® package barcode (IMpb®) is required. Additionally, mailers who affix a barcoded addressed shipping label (in lieu of Copy 5 of PS Form 3816, Collect on Delivery (COD) Mailing and Deliv-ery Receipt) and a barcoded COD form on the same mail-piece must ensure that the barcodes on both labels match, which is not possible when using PS Form 3816-AS.

Over time, technical advancements were implemented for COD that resulted in mailer-generated, postage-paid, and barcoded addressed shipping labels, along with the availability of electronic privately printed versions of PS Form 3816, which has caused PS Form 3816-AS to become rarely used and obsolete. Therefore, the Postal Service will retire this form.

9.2.1 Form 3816


The mailer must securely affix a completed PS Form 3816 (see forms at http://pe.usps.gov) or USPS-approved pri-vately printed version under 1.7 to each article. The form must be attached (or enclosed in an accessible clear enve-lope or pouch) either above the delivery address and to the right of the return address, or to the left of the delivery address on parcels. When a mailer uses a PS Form 3816 that does not provide detachable second and third copies, PS Form 3877 (firm sheets) or a USPS-approved privately printed version may be used as provided under 1.10. The mailer must submit firm sheets in duplicate and will receive one copy of the postmarked form as a mailing receipt (in lieu of Copy 3 of PS Form 3816) after the entries are verified by a postal employee. The acceptance Post Office retains the second copy.

9.2.3 Nursery Stock

ELM Revision: Postmaster Relief Conversions to CareerEffective December 24, 2015, the Postal Service™ is

revising the Employee and Labor Relations Manual (ELM),section 363.1, to modify existing policy requiring a Post-master Relief (PMR) to be separated before a conversion to a career appointment. IMM Revision: Certificate of Mailing Service Available for Priority Mail International ServiceEffective January 17, 2016, the Postal Service™ will

revise Mailing Standards of the United States Postal Ser-vice, International Mail Manual (IMM®) sections 232.91 and 311.21, to reflect that the Certificate of Mailing extra ser-vice offering will continue to be available for Priority Mail International® service.

The article titled “IMM Revision: Changes to Pricing and Mailing Standards for International Shipping Services” in Postal Bulletin 22430 (12-10-15, pages 23–52) included revisions to sections 232.91 and 311.21 indicating that Certificate of Mailing service would not be available for Pri-ority Mail International service. However, we will not make those published revisions but instead will continue to use the wording currently in IMM 232.91 and 311.21.

This revision is an update to the POM Revision in Postal Bulletin 22429 (11-26-15, pages 12–16 and 37–38) and it includes the following:

311 Applicability

These standards found in Chapter 3 apply to all collection boxes. A collection box is a metal container that is dedi-cated to the collection of deposited mail by customers. Collection boxes come in three separate sizes: standard, large, and jumbo. Some collection boxes are dedicated to the collection of Priority Mail Express, while other boxes are dedicated to the collection of First-Class letter mail and flats. Collection boxes are under the direct control of the Postal Service. For exceptions to the applicability of these requirements, see 313.3.

The location types of collection boxes are the following:

a. Residential collection boxes: Boxes located in pri-marily residential areas. Mail from these boxes is generally collected when mail is delivered. A 25 piece daily average is needed to justify its location.

b. Business area collection boxes: Boxes located in pri-marily business areas, such as downtown commer-cial areas, office parks, or industrial parks. Mail from these boxes should be collected when mail is deliv-ered to ensure no overflow but when its average daily collected volume exceeds the 100 piece threshold, it may also be collected at or after 5:00 P.M..

313 Collection Requirements

313.1 Collection Schedules and Locations

313.11 General

The Postal Service is generally charged with providing prompt, economical, and efficient services that are respon-sive to the needs of the communities served. District offi-cials and Postmasters should determine adequate locations and schedules for collection points, including col-lection boxes in each community. Use all criteria outlined in this manual in determining appropriate locations and col-lection schedules. Balance collection locations and sched-ules according to the specific nature of customer and community needs (e.g., commercial centers, shopping centers, senior citizen housing, and public facilities), prepa-ration of collection mail, and dispatches for timely process-ing of mail at the processing plant.

Mail is collected in residential and business areas at times scheduled to connect with mail dispatches.

To meet these objectives, collection schedules and loca-tions should be established or modified by the local Post-master in accordance with the following standards:

313.12 Collection Location Standards

Collection location standards are as follows:

a. Continually review collection operations. Make ad-justments as justified by changing conditions such as the safety and security of employees, customers,

and the public, as well as opportunities to implement more efficient and economical operations.

b. For operational and security reasons, do not locate collection boxes at airports, ports, and public facili-ties inside of secure areas.

c. Boxes should be sited in high-traffic locations where they are highly visible to the public to minimize van-dalism and theft, in lighted areas, with minimal screening by shrubbery and exposed to appropriate lighting and security cameras at night and off-peak times. Grocery stores, banks, and shopping centers are examples of optimal locations for collection box-es.

313.13 Collection Schedule Standards

Collection schedule standards are as follows:

a. Arrange schedules based on efficient route planning and dispatches to the processing plant. Arrange col-lection schedules so that collections are made no lat-er than approximately 20 minutes after the posted time, taking local conditions and traffic into consider-ation. Mail should never be collected before the post-ed collection time. Collections on a dedicated collection route should not be scheduled to start ear-lier than noon. All collection points must have a col-lection box schedule decal (see 316), whether collected by city carrier, rural carrier, contract delivery service carrier, collector, clerk, postal vehicle service (PVS), or HCR driver.

b. Where collection boxes are grouped in multiple units at one street location, collections must be scheduled at the same time within the group.

c. All collection boxes assigned to delivery routes should be collected by the carrier during the time the carrier passes the box in the act of delivery except on foot routes. If the carrier passes the box on his or her return to the office in the afternoon, it may be more efficient for the carrier to collect the box on the re-turn.

d. The criterion for a box to qualify for a potential 5:00 P.M. collection or later are:

The box must generate an average of 100 pieces or more daily and should be a Business area col-lection box; or,

It is a box outside of a Postal unit that has a 5:00 P.M. or later dispatch to the Area processing plant.

e. Collection boxes that generate 25 or more pieces a day should normally be picked up by the carrier de-livering mail provided it is not a foot route. For more information on collection routes, consult Handbook M-39, Management of Delivery Services, section

234.3, for potential action. Collection boxes averag-ing less than 25 pieces a day can be relocated within the neighborhood or community to a potentially high-er volume location or removed. Boxes should be pro-vided adjacent to senior citizen housing, municipal and judicial buildings, and other public facilities. These are examples of the types of boxes that may be left in place even if fewer than 25 pieces per day are generated.

313.2 Specific Schedule and Location Standards

313.21 At Postal Facilities

Every CAG A–K Postal Service-operated retail facility and Village Post Office (VPO) should provide an external collec-tion box for customer use. The minimum size acceptable is a Standard size box. If accessible by a vehicle, this box should be snorkel-equipped for maximum customer con-venience. At CAG L offices where a letter box is not sup-plied, a slot in the outer Post Office door or other mail receptacle may be provided. Collection boxes or other alternatives for customers to deposit mail should also be provided at Postal stores and all contract retail facilities.

The standards are as follows:

a. For Non-city Delivery Postal Facilities: The District manager may utilize highway contract route (HCR) carriers, rural carriers, clerks, and/or other carriers for collections from the box in front of non-city delivery Post Offices. Pick up times should be as late as pos-sible to enhance customer service, no earlier than 15 minutes before the retail counter closes. If the facility is on a transportation route, consideration should be given to HCR collection.

b. For City Delivery Postal Facilities: Collection boxes located outside of city delivery Postal-operated retail facilities should be collected at or after 5:00 P.M., Monday–Friday. Postal-operated retail facilities may provide justification for an earlier than 5:00 P.M. pick-up time by exception as outlined in section 313.3 (e.g., AMP has affected transportation times). Collec-tion boxes located outside of processing plants must be collected at or after 6:30 P.M., Monday–Friday, in conjunction with the operating plan of the subject plant’s 010 operation. Collection boxes located at city delivery Post Offices should be collected by the personnel assigned to provide service at that facility rather than through dedicated collection runs, except at times when the personnel at that facility are not working. The final collection at a retail-only facility covered by these policies must occur either within one hour of the final dispatch of value or within 15 minutes of the time the window closes. City delivery


offices with associated city carriers located within the facility must perform their final collection within one hour of the final dispatch of value. When an office has extended retail hours beyond the dispatch of value, a collection must be conducted no later than the dis-patch of value to ensure all mails are processed daily in a timely manner.

313.22 Residential Collection Boxes

In residential areas (see 311a), collections from residential collection boxes must not be made before the scheduled time and should be made approximately no later than 20 minutes after the posted time, if possible. Locally available data, such as Customer Insight Measurement (CIM) data, should be used to determine customer preferences for box location. Actual customer demand should also be consid-ered when determining box location; density studies are a good source for this information.

The residential collection schedules are as follows:

a. Residential Collection Schedules Monday Through Saturday — Carriers should collect mail from resi-dential boxes during their normal delivery of mail to the residential neighborhood. Residential area col-lection boxes should have a posted pickup time ap-proximately 20 minutes prior to the expected arrival time of the carrier serving the route. If the foot or mo-torized carrier normally passes these boxes on return to the delivery unit, the pickup should be scheduled at the later time so as to allow the latest possible col-lection. Collection times should be scheduled as late in the day as possible consistent with efficiency; however, there are no specific collection time require-ments for residential area collection boxes.

b. Sunday and National Holidays — Scheduled collec-tion service from residential collection boxes is gen-erally not provided on Sundays or national holidays. If needed to avoid overflow conditions, to secure the mail, or to advance collections for the next process-ing day, mail may be picked up without an entry on the collection schedule decal.

313.23 Business Area Collection Boxes

In business areas (see 311b), install boxes where the great-est mail volume is generated and where boxes are conve-nient to the greatest number of businesses. Business area boxes generating lower volumes should be reviewed peri-odically for relocation within the business area to a higher volume location. Locally available data, such as Customer Insight Measurement (CIM), should be used to determine customer preferences for business box location. Actual customer demand should also be considered when deter-mining box location; density studies are a good source for this. A Saturday collection is optional for business area col-lection boxes provided they are not collected after

5:00 P.M., Monday through Friday, and mail is not delivered in the area. If mail is delivered in the area on Saturday, the carrier should collect the box as he or she passes while performing delivery duties.

313.24 Business Area 5:00 P.M. or Later Boxes

A business area box that generates a daily average of 100 or more pieces Monday through Friday may be scheduled for a 5:00 P.M. or later collection. Collection times are as fol-lows:

a. Last Pickup Between 5:00 P.M. and 6:29 P.M. (Mon-day–Friday)

These boxes should display 5:00 P.M., 5:30 P.M., or 6:00 P.M. schedule decals, as appropriate. Locate these boxes as follows:

Where needed in business areas; or,

In front of Post Offices’ main offices, classified stations, and branches, except for locations where the Area manager, Delivery Program Sup-port (DPS) has determined that a 5:00 P.M. or later collection is not viable, due to unusual opera-tional, logistics, or other community service rea-sons.

b. Last Pickup Between 6:30 P.M. and 8:00 P.M. (Mon-day–Friday)

These boxes should display 6:30 P.M., 7:00 P.M., 7:30 P.M., or 8:00 P.M. schedule decals, as appropri-ate.

These boxes will be located at offices where pro-cessing of outgoing is performed.

c. Saturday

For boxes that average 100 pieces or more Monday-Friday but average fewer than 100 pieces in a Satur-day density analysis (see 314.3), a Saturday collec-tion is not mandatory if mail is not delivered. If mail is delivered in the area on Saturday, the carrier should collect the box as he or she passes while performing delivery duties. Boxes that average 100 pieces or more in a Saturday-density analysis require Saturday collection no earlier than 1:00 P.M. unless an excep-tion has been granted in accordance with 313.3 for these boxes. In the case where a Saturday Area Mail Processing Plan has been established, the last daily collection time should be established in conjunction with the last dispatch of value in order to meet the operating plan of the subject plant’s 010 operation.

d. Sunday and National Holidays

Except at larger postal facilities, most collection boxes will not have scheduled collections on Sun-days or national holidays. Local management deter-mines if collections are necessary from specific


collection boxes to avoid potential overflow condi-tions, to secure the mail, or as needed to prepare mail for later processing. Collection schedule decals should indicate holiday collections when scheduled collections are made from the box on holidays. Where conducted, these collections should be as late in the day as possible to ensure that the mail will connect with dispatches of value to meet established standards.

Some national holidays are widely observed, and customer demand diminishes significantly on the day before the hol-iday. In such instances, usually on the eves before Christ-mas and New Year’s Day, where senior management determines that expected customer flows will be minimal, senior management may authorize early retail closings and/or early collections. Authorization for such operational changes will be communicated from Headquarters to the Areas and from the Areas to the Districts . When such oper-ational changes are authorized, Postmasters, with the con-currence of the appropriate District, will review collection operations to determine where advancing early collections are warranted. Postmasters will then implement any such early collections. Information advising the public of any early retail closings and/or early collections must be com-municated to the public via press release. Additionally, each District and Post Office must take reasonable steps to ensure that such information is timely published through local news releases, radio and television notices, and post-ings in affected Post Offices, stations, and branches. Addi-tionally, local Postmasters are authorized, but are not required, to inform customers that a collection box will receive an early collection via a posting on the affected col-lection box. The Postmaster must use his or her judgment to determine whether such posting is practical or war-ranted based on local conditions, installation location, past customer requests, and past experience.

313.3 Exceptions to Mandated Service

313.31 General

Only the Area manager, Delivery Programs Support (DPS) may authorize exceptions to collection standards. Any exceptions must be based on factors such as staffing, logistics, safety, security, volume declines or increases, operational limitations, or other circumstances that justify an exception.

313.32 Exception Documentation

All exceptions requested and granted must be docu-mented in writing by the Postmaster and/or District person-nel involved and are valid for 365 days or until completion of the next density test. Copies of all written exception

requests and approvals must be maintained at the office of the Area manager, DPS. Documentation for all exceptions granted must be provided to the manager, City Delivery, at Headquarters upon request.

313.33 Exception for Removal

The Area manager, Delivery Programs Support, must authorize all collection box removals.

314.1 General


All collection points are required to be entered in the Col-lection Point Management System (CPMS) by the respon-sible District where Internet access is available. No scheduled collection may be excluded from CPMS.

The information recorded in CPMS must be accurate and complete and must be reviewed at least annually by the District for accuracy. All exceptions must be in accordance with 313.3. CPMS is utilized to electronically verify collec-tions. Any collection points recorded in these systems and receiving electronic scan data do not require the manual test as specified in 314.2.

Collection points are defined locations where a customer drops off mail for collection by the Postal Service. These can include mailchutes, receiving boxes, firm pickups, Self-Service Kiosk (SSKs) drops, lobby drops, and mail collec-tion racks. Collection boxes are a subset of collection points.

314.2 Manual Collection Tests

In any delivery office lacking Internet access and any such office not using electronic collection management tools, the collection points process must be tested quarterly. This test is completed using plastic collection test card D-1148 and PS Form 3702, Test Mailing Record (Collection and Special Test Mailings), in accordance with Handbook M-39, Management of Delivery Services, part 133.

314.3 Volume Density Tests


Estimates of collection box volumes should only be used for preliminary information, where no changes are consid-ered, or to determine which boxes will have a density test performed. All determinations made under POM 315.3 (relocation/removal of boxes) should use the following den-sity-test process:

a. Use an actual count for letters or record a linear mea-surement of letters contained in the box.


b. Convert the linear measurement to pieces at 227 pieces per foot (or current conversion figure).

c. Add actual piece counts for flats and small parcels.

Density tests should be for a continuous 2-week period. At a minimum, density tests must be performed annually.

If the potential action under consideration involves Satur-day collection alone, only collect data from four consecu-tive Saturdays.

Where multiple boxes are collected, mail volume from all boxes must be totaled. Collectors are required to record all density test mail volumes in the scanner. Collections den-sity volume will be stored in Postal systems for use as needed.

For offices without Internet access, use locally available tools (e.g., Excel) to generate density-test worksheets. Retain data locally until a subsequent density test is con-ducted. Provide feedback to the District collections coordi-nator as needed.

315 Collection Boxes

315.1 Appearance

315.2 Number, Location Type, and Box Type

Install a sufficient number and type of collection boxes (see parts 313.1 and 322.22) within the delivery area to handle mail volume.

315.3 Relocation Before Removal

Collection boxes averaging less than 25 pieces a day should be relocated within the neighborhood or community to a potentially higher volume location. A two-week density test and analysis must occur at least annually.

Boxes adjacent to senior citizen housing, municipal and judicial buildings, and other public facilities are examples of the types of boxes that may be left in place even if fewer than 25 pieces per day are generated. Before removing a collection point, it must be considered for relocation within the neighborhood.

If after exhausting/reviewing potential relocation options, it is ultimately decided that the collection point should be removed, approval must be granted by the exception authority listed in 313.3. Before a collection box can be removed or relocated, a notice to that effect for customers

must be placed on the box 30 days prior to the removal or relocation showing the location(s) and collection sched-ule(s) for other collection points in the vicinity.


315.4 Immediate Removal

If, after a collection box has been vandalized or tampered with, the location is determined to be unsecure by the Area manager, Delivery Programs Support, the box may be removed immediately without notice.

316 Collection Schedule Decals

A correct and legible collection schedule decal, Decal 55B, displaying all scheduled collections, must be affixed at each collection point. This decal must also indicate the location of the nearest collection point with a 5:00 P.M. (or later) scheduled collection.

For collection schedule changes that eliminate a 5:00 P.M.or later collection on weekdays or that eliminate a Saturday collection, post a notice on the box at least 30 days before any changes to inform affected customers, showing the location of the nearest collection point with a 5:00 P.M. or later collection and a Saturday collection. Retain a copy of the posted notice in the local files. Before any such action is taken on a collection box with a scheduled pick-up of 5:00 P.M. or later, be sure a two-week density test was completed and it justifies the change.

317 Collection Box Types

317.1 General


These types of collection boxes are currently in service with the U.S. Postal Service and are owned and maintained only by the Postal Service. As previously stated, all box types are required to have a collection schedule as well as the current DDD-1 label. Other required decals may be found in Maintenance bulletins issued by the Maintenance Tech-nical Support Center. The boxes must be without rust, use the proper paint color and be graffiti-free. An anti-graffiti coating is now applied to all boxes when refurbishment is done.

317.2 Standard

The most common blue collection box found on the street is a standard box. Collection is made by the collector open-ing a door in the lower front of the box and using a special Arrow key. Key series are assigned by the Material Distribu-tion Center (for help call 800-2332-0317, option 4, option 4) and will vary in neighboring Post Office areas. Generally, a


white flat tub is kept in the box, and is simply exchanged by the collector after scanning the interior barcode applied there.

317.3 Large

These boxes were designed to be installed in front of medium to large Post Offices. They contain a larger mail container than a standard box, and thus hold over twice as much mail. These boxes are generally installed with a snor-kel attachment to allow for drive-up service directly from the customer’s vehicle. Guidelines for snorkel boxes may be found in Maintenance bulletins issued by the Mainte-nance Technical Support Center.

317.4 Jumbo

These boxes are designed to be used in locations of high outgoing mail generation. They are the largest box in ser-vice by the Postal Service. These boxes use a special high-security lock. The collector must have an empty Item 1046, Hamper, and he or she simply swaps the empty hamper for the full 1046 hamper located within the jumbo collection box. If necessary, the boxes may be equipped with up to two snorkel attachments.

317.5 Motorist Mailchute (Snorkel) Boxes

A motorist mailchute snorkel box is a collection box that is affixed with a snorkel attachment that permits motorists to deposit mail in a collection box without exiting their vehi-cles. Adhere to any state or local traffic regulations con-cerning placement of these boxes. Snorkel boxes are available in the following sizes:

a. Snorkel — Standard blue box with a snorkel attach-ment for driver’s deposit of mail.

b. Large Snorkel — Larger capacity blue box with a snorkel for driver’s deposit of mail. The box holds two tall bins for deposit of mail.

c. Jumbo Snorkel — Extremely large capacity blue con-tainer with a snorkel for driver’s deposit of mail. The box holds Item 1046, a large hamper, for easy mail re-moval.

318 Priority Mail Express Collection Boxes

318.1 Identification

Appropriately label these boxes as Priority Mail Express.

318.2 Location

Separate, designated boxes may be provided at all offices that accept Priority Mail Express. The requirements for the location of individual Priority Mail Express boxes will be determined by the District manager or his/her designee.

318.3 Number of Boxes

The District manager or designee must decide where there is a need for Priority Mail Express (locations inside build-

ings and external street locations) in addition to determin-ing the need for local or area-wide collection service.


32 Mail Deposit and Collection

321 Ordinary Deposit of Mail

321.1 Post Office Lobby

Letter drops are provided in lobbies of all Post Offices for the deposit of ordinary mail (see exception in 313.3). If the facility is provided with a Self-Service Kiosk (SSK), the lobby will also be provided with an SSK drop for the accep-tance of small packages. This may be a wall drum or a free-standing receptacle.

321.2 Rural and Contract Delivery Service Boxes

Mail on which postage is paid may be deposited for collec-tion in mailboxes located on rural and Contract Delivery Service (CDS) routes in rural style, Postmaster General-approved mailboxes. The customer should raise the flag to indicate that outgoing mail has been deposited.

321.3 Vertical Improved Mail and Firm Mailrooms

At vertical improved mail (VIM) and firm mailrooms, mail may be deposited in bundle mail drops where provided. Otherwise, mail may be left with the carrier on duty when the VIM call window is open.


322 Mailchutes and Receiving Boxes

322.1 General


Mailchutes and receiving boxes are not collection boxes and are not subject to the policies spelled out in other sec-tions of this chapter. Mailchutes and receiving boxes are nonetheless viable collection points that may be utilized by the public in the deposit of mail, which carriers are then obligated to collect.

322.2 Use


322.21 Determination of Installation

Mailchutes and receiving boxes may be placed, at the expense of the owner, in public buildings, railroad stations, hotels, and business or office buildings of not less than four stories and apartment houses of not less than 40 residential apartments. Buildings with receiving boxes must be open to the general public, without restrictions, during the hours specified by local postal management for mail collections. Building management must be prepared to allow for access during extended periods when weather is inclem-


ent, or collection times may be restricted to normal busi-ness hours. Keytainers must be installed when lobby hours are inadequate to provide required access.


322.22 Purpose

Mailchutes and receiving boxes are intended for the deposit of First-Class Mail. Standard Mail may not be deposited in mailchutes and receiving boxes.

322.3 Installation, Specification, and Maintenance

Requests for the installation of mailchutes and receiving boxes must be approved by the Postmaster, and he or she must be furnished the contract and specifications for any proposed chute and box. The specifications for mailchutes and maintenance procedures are covered in Publication 16, Mail Chutes, Receiving Boxes, and Auxiliary Collection Boxes: Regulations and Specifications. All maintenance is done by and at the expense of the owner.

Cooperative mailing racks may be installed by building managers in the lobbies of office buildings. All mail rack locations and equipment must be approved by the local Postmaster. The Postal Service does not provide nor main-tain such equipment.

322.4 Schedules

All mailchutes, receiving boxes, and mailing racks are col-lection points and therefore must be included in the national electronic collection point management database.

Schedules must be included for each of these collection points and should be posted on or near the collection point. It is expected that all mailchutes, receiving boxes, and mailing racks will be picked up by the regular carrier during the delivery of mail to the building. Any collection of these collection points on collection runs is at the discretion of local postal management and is based on consistent col-lection volume and building accessibility. Twenty-four hour accessibility or the use of keytainers is recommended.

322.5 Bulk Mailings

Mailings under permit indicia or in bulk must be deposited at times and places designated by the Postmaster. These mailings are prohibited from deposit in collection boxes, mailchutes, receiving boxes, or other mail collection recep-tacles or points because permit or bulk mailings must be verified to ensure proper acceptance.

Verifying U.S. Postal Service Money OrdersFollow these steps to cash a Postal Service™ money

order:

1. Check that the amount does not exceed the legal limit: $1,000 for domestic, and $700 for international postal money orders.

2. Check that the proper security features are present:

When held to the light, a watermark of Benjamin Franklin is repeated from top to bottom on the left side.

When held to the light, a dark line (security thread) runs from top to bottom with the word “USPS” repeated.

There should be no discoloration around the dollar amounts, which might indicate the amounts were changes.

3. If the money order seems suspicious, call the U.S. Postal Service Money Order Verification System at 866-459-7822.

Known mailers are exempt from providing customs documentation on non-dutiable letters or printed matter. (A known mailer is a business mailer who enters volume mailings through a business mail entry unit (BMEU) or other bulk mail acceptance location, pays postage through an advance deposit account, uses a permit imprint for postage payment, and submits a completed postage statement at the time of entry that certifies that the mailpieces contain no dangerous materials that are prohibited by postal regulations.)

All federal, state, and local government agencies whose mailings are regarded as “Official Mail” are exempt from providing customs documen-tation on any item addressed to an APO, FPO, or DPO except for those APOs/FPOs/DPOs to which restriction “B2” applies.

Prepaid mail from military contractors is exempt, providing the mailpiece is endorsed “Contents for Official Use — Exempt from Customs Require-ments.”

The G Fund is managed internally by the Federal Retirement Thrift Investment Board. Assets of the F, C, S, and I Funds are managed externally. The Board currently has contracts with BlackRock Institutional Trust Company, N.A., to manage the F, C, S, and I Fund assets. The F, C, S, and I Funds invest in commingled trust funds, in which the assets of tax-deferred employee benefit plans are combined and invested together. The F, C, S, and I Funds and the BlackRock funds are passively managed index funds.

The Adherence of Seeds and Other Matter to Postage StampsThe Postal Service™ has recently received inquiries

regarding the placement of plant seeds and other extrane-ous materials on or under postage stamps when they are affixed to a mailpiece. This is a reminder that extraneous material is not to be placed in, on, or under postage stamps on mailpieces. Any type of substance that may adulterate

the postage stamp is prohibited. This includes plant mate-rial, samples, or any type of HAZMAT material.


FinanceFederal Income Tax Withholding

Effective Pay Period 02-2016, payroll checks will reflect changes in the withholding of federal taxes. All information in this article is based on Internal Revenue Service (IRS) Notice 1036, revised December 2015. The Early Release Copies of the Per-centage Method Tables for Income Tax Withholding will appear in the IRS Publication 15 (Circular E), Employer’s Tax Guide.

The biweekly personal exemption value for each federal tax allowance will increase from $153.80 to $155.80 per allow-ance. In addition, the dollar amounts for the withholding tables have changed. The existing withholding rates (10%, 15%, 25%, 28%, 33%, 35%, and 39.6%) did not change.

* Wages are determined after subtracting withholding allowances, CPP, FEDVIP, FEHB, (USPS HB, if pre-tax in place), FSA, HSA, and Traditional (Tax-Deferred) TSP contributions from your gross earnings.

Contributions made by employees to the following are treated as pre-tax monies for federal tax computations:

Commuter Program (CPP) up to the transit/parking pre-tax limits.

Federal Employees Dental and Vision Insurance Pro-gram (FEDVIP).

Health Benefits (HB):

Federal Employees Health Benefits (FEHB), unless employee declined the pre-tax benefit.

USPS Health Benefits (USPS HB), only if employee opted for pre-tax contributions.

Flexible Spending Accounts (FSA).

Health Savings Account (HSA).

Traditional Thrift Savings Plan (TSP).

When calculating your federal taxes, remember to sub-tract from your gross earnings your withholding allowance amount as well as these pre-tax contribution amounts to determine your federal taxable wage amount.

Upon submission of your federal tax return, you are urged to review your federal tax withholdings particularly if you owed a significant amount of money or were due a large refund. If necessary, update your Federal Form W-4 (Employee’s Withholding Allowance Certificate).

To determine the amount of withholding, follow steps 1 through 10:

1. Determine biweekly gross wages from earnings statement.

2. Determine biweekly Traditional TSP employee contri-butions from earnings statement.

3. Determine biweekly FSA contributions from earnings statement. If applicable, add the amounts from both the FSA Dependent Child (FSADC) Sub-Account and the FSA Health Care (FSAHC) Sub-Account.

4. Determine biweekly FEHB pre-tax employee contri-bution from earnings statement (abbreviated as HP).

5. Determine biweekly USPS HB pre-tax employee contribution from earnings statement. Note: Gener-

9. Multiply the number of exemptions claimed by the bi-weekly exemption value of $155.80 (withholding al-lowance). The federal tax line on the earnings statement shows the number of exemptions claimed (e.g., S1 = single with one exemption, M3 = married with three exemptions).

10. Subtract the amounts in step 2 (Traditional TSP), step 3 (FSA), step 4 (FEHB), step 5 (USPS HB, only if ap-propriate), step 6 (CPP), step 7 (FEDVIP), step 8 (HSA) and step 9 (exemptions) from step 1 (biweekly gross wages). The balance is the amount subject to withholding.

11. Determine into which range this amount falls on the Federal Income Tax Withholding Table; follow the in-structions listed in the table.

The following is an example of how to compute federal income taxes for a Federal Employee Retirement System (FERS) employee who claims married with three exemp-tions, and makes pre-tax contributions to the TSP, FSA, FEHB, CPP, and FEDVIP.

Example: A FERS employee receives $3,826.35 as biweekly gross wages. The employee makes the following contributions: 11 percent of basic earnings (for this exam-ple, all of the gross $ is basic; basic X 0.11 = $420.90) per pay period (PP) to TSP; $65 per PP to FSADC; $95 per PP to FSAHC; $148.46 per PP to FEHB, $105 for this PP to the

CPP; and $57.23 per PP to the GEHA PPO High Option Dental Premium. The employee claims “married” with three exemptions (M3 on the federal tax line of the earnings statement). Using the information provided in the Federal Income Tax Withholding Table in this article, federal taxes are computed as follows:

To complete the computation, refer to the Married/Biweekly segment of the Federal Income Tax Withholding Table. The amount of wages subject to withholding ($2,467.36) falls within the “over $1,042 but not over $3,225” range. Using the information provided within that range, the final computation is as follows:

Federal Taxation Percentages for Supplemental WagesUSPS® employees are reminded that the percentages

used to tax supplemental wages are different from the nor-mal taxation percentages. Supplemental wages may include, but are not limited to, annual leave exchange, awards, back-pay awards, prizes, severance pay, and reimbursements for moving expenses. The American Jobs Creation Act of 2004 and Section 31.3402(g)-1 of IRS reg-ulations created a two-tiered taxation rate for supplemental wages, effective January 1, 2005. These regulations apply to all supplemental payments received by USPS employ-ees in the United States, as well as the U.S. territories.

With the passage of the American Taxpayer Relief Act of 2012 (H.R.8), the marginal income tax rate for high-income

taxpayers was increased for wages paid on and after Jan-uary 1, 2013.

Current regulations provide for taxation of supplemental wages up to a total of 1 million dollars within a calendar year at a mandatory withholding rate of 25 percent. Regu-lations also provide for a mandatory withholding rate of 39.6 percent (or the highest rate of income tax for the year) for any supplemental wages paid in excess of 1 million dol-lars within a calendar year. These regulations remain in effect until taxation percentages are once again changed by Congress and the IRS.

This article publishes the Stamps by Mail® (SBM) ordering and print run cut-off schedule for fiscal year (FY) 2015. Each date has a version type identified for that particular brochure. The FY 2015/2016 ordering and print cycle cut-off dates are as follows:

The cost per unit of 500 is $12.50. This cost includes overprinting the address of the fulfillment office placing the order. Cyril-Scott Company must receive orders placed by mail by close of business the day of the print run cut-off date listed here. Orders received after the cut-off date will be processed the next print run date.

Use eBuy2 to order Stamps by Mail brochures. These approved eBuy2 orders must be received by Supply Management by the eBuy2 cut-off date and approved in eBuy2 prior to a published print run cut-off date to be included in that run.

Cyril-Scott Company will deliver orders within 35 calendar days after printing. Printing begins one week after the deadline date, and actual receipt of the order will depend on the ultimate destination and the corresponding delivery service standard.

Stamp ServicesPictorial Postmarks Announcement

As a community service, the Postal Service™ offers pic-torial postmarks to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial postmarks are authorized appears below. The sponsor of the pictorial postmark appears in italics under the date. Also provided are illustrations of these postmarks.

People attending these local events may obtain the postmark in person at the temporary Post Office™ station established there. Those who cannot attend the event but who wish to obtain the postmark may submit a mail order request. Pictorial postmarks are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial postmark date.

All requests must include a stamped envelope or post-card bearing at least the minimum First-Class Mail® post-age. Items submitted for postmark may not include

postage issued after the date of the requested postmark. Such items will be returned unserviced.

Customers wishing to obtain a postmark should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others, insert a card of postcard thickness in envelopes for sturdi-ness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: Pictorial Postmarks, followed by the Name of the Station, Address, City, State, ZIP+4® Code, as listed below.

Customers can also send stamped envelopes and post-cards without addresses for postmark, as long as they sup-ply a larger envelope with adequate postage and their return address. After applying the pictorial postmark, the Postal Service returns the items (with or without addresses) under addressed protective cover.

How to Order the First-Day-of-Issue Digital Color or Traditional PostmarksCustomers have 60 days to obtain the first-day-of-issue

postmarks by mail. They may purchase new stamps at their local Post Office™, by telephone at 800-STAMP-24, or at The Postal Store® website at www.usps.com/shop.

Traditional PostmarksCustomers should affix the stamps to envelopes of their

choice, address them to themselves or others, or provide a self-addressed return envelope with sufficient postage large enough to accommodate the canceled item. Mail the request to the corresponding city of issuance. There is no charge for the first 50 postmarks. There is a 5-cent charge for each additional postmark over 50. Customers should submit a check, money order, or credit card for payment. After applying the first-day-of-issue postmark, the Postal Service™ will return the envelopes to the customer by U.S. Mail.

All postmark requests should go to the first-day-of-issue city. The first-day-of-issue city Post Office will then forward in bulk all postmark requests to Cancellation Ser-vices, Stamp Fulfillment Services, PO Box 449992, Kansas City, MO 64144-9992 by respective Post Offices.

Digital Color PostmarksOnly select stamp issues offer a digital color postmark.

Customers may submit #6 or #10 envelopes constructed of paper rated as “laser safe.” The Postal Service recom-mends envelopes of 80-pound Accent Opaque, acid-free, 9/16" side seams with no glue on the flap. The maximum

size of all digital color postmarks is 2" high x 4" long. Allow sufficient space on the envelope to accommodate the postmark. Do not use self-adhesive labels for addresses on the envelope. Two test envelopes must be included. There is a minimum of 10 envelopes at 50 cents per postmark required at the time of servicing. Customers should submit a check, money order, or credit card for payment.

The Postal Service reserves the right to not accept hand-painted and other cachet envelopes that are not compatible with our digital color postmark equipment. The Postal Service also reserves the right to substitute tradi-tional black rubber postmarks if use of nonspecified enve-lopes results in poor image quality or damage to equipment.

Customers should affix the stamps to the envelopes and address them to themselves or others for return through the mail. Or, they may include an additional self-addressed return envelope, large enough to accommodate their can-celed items, with sufficient postage affixed for return of their postmarked items. Mail the request for a first-day-of-issue digital color postmark to the corresponding city of issuance. Post Offices will then forward all customer requests for digital color postmarks to Cancellation Services, Stamp Fulfillment Services, PO Box 449992, Kansas City, MO 64144-9992.

After applying the first-day-of-issue postmark, the Postal Service will return the envelopes to the customer by U.S. Mail.
