Member Attendance: Brandi Hunter, Chair; Michael Fitzgerald, Edward London and Royce Morris. Salma Ahmed was not in attendance. Staff Attendance: DeWayne Pinkney, Secretary/Deputy Chief Appraiser; Dwight Robinson, Chief Appraiser; Curtis Broden and Tara Parker, Deputy Chief Appraisers; Vincent Clark, Brian Gardner, Corey McDaniel and Kevin Whitman, Appraisal Managers; Henry Brigham, Information Systems Manager; Jacqueline Davis, Administrative Coordinator, Reginald Elder, Database Specialist. County Attorney’s Office: Kimberly Alexander; Office of Communications: April Majors
Chair Brandi Hunter called the meeting to order at 12:45 p.m.
Approval of Agenda – 18-0111-100 – Motion to approve adding a discussion item for Residential Transitional covenants and an executive session: London, Second: Fitzgerald. The motion passed unanimously. Invocation – 18-0111-101 – Brandi Hunter gave the invocation. Election Of Chairman – 18-0111-102 – Brandi Hunter was nominated by Edward London and Royce Morris was nominated by Michael Fitzgerald. Royce Morris declined the nomination. Edward London made a motion seconded by Michael Fitzgerald to close the nomination on said name. The vote was unanimous to elect Brandi Hunter as chair. Election of Vice-Chairman – 18-0111-103 – Brandi Hunter nominated Salma Ahmed and Royce Morris nominated Michael Fitzgerald. Edward London made a motion seconded by Royce Morris to close the nomination on said names. Brandi Hunter and Edward London voted in favor of Salma Ahmed. Royce Morris and Michael Fitzgerald voted in favor of Michael Fitzgerald. With a tie vote, the item was tabled until the next meeting. Appointment of Secretary – 18-0111-104 – Michael Fitzgerald nominated DeWayne Pinkney as secretary. Edward London seconded the nomination. Edward London made a motion to close the nomination on said name. The vote was unanimous to appoint DeWayne Pinkney as secretary. Approval of December 21, 2017 Minutes – 18-0111-105 – Motion to approve: Fitzgerald, Second: London. The motion passed unanimously. 1. Appeal Status Report was distributed. 2. The 2018 budget is being reviewed by the Board of Commissioners. They should approve the budget at
the January 24th meeting. 3. Accenture will be contracted by the Board of Commissioners to do a property tax system review. A
copy of an overview of the scope of work is included with the minutes of this meeting. 4. A quarterly staff meeting was held on January 9th at 10:00 a.m. 5. A meeting will be held with the Georgia Revenue Commissioner on January 12th to discuss the 2017
digest.
Discussion Items: 17-1221-D001 – County Customer Service Survey (Morris) – Mr. Morris asked that this item be removed. 17-1221-D002 – Residential Transitional Covenants (Morris) – Steve Pruitt explained how these covenants work and the qualifications for taxpayers to apply. After discussion, it was determined that this type of covenant would not be applicable for residential areas where gentrification exists. Edward London suggested that staff look into how residential transitional can be used for properties near the Atlanta Beltline. Executive Session: Michael Fitzgerald made a motion to have an executive session to discuss litigation and personnel matters. Edward London seconded the motion. The motion passed unanimously. Royce Morris made a motion seconded by Michael Fitzgerald to end executive session and return to the regular session. The motion passed unanimously. Royce Morris made a motion seconded by Michael Fitzgerald to appeal parcels 12-2370-0605-050-7, 12-2380-0590-032-0, 12-2480-0641-038-5, 12-2490-0640-029-3, 13-0125-LL-054-1, 14-0218-LL-131-3 & 14-0253-LL-070-9 to Superior Court. Staff appmiser has carefully reviewed subject parcel alter meeting with
Homeowner Association Manager, Michelle Alsbrook. She informed us that the subject property was a common piece ofland owned by the association. While reviewing her concern, I discovered that the FMY has been serto a minimal value for the past 5 years and the override was removed which increased the value. Moreo.ver, staff appraiser has made the appropriate corrections in the lAS system as an economic adjustment rather than an override to prevent this incident from happening in the future.
