DEFINITION OF ECO-BUILDING

Every building intervention (new and/or reconstruction and/or restoration) that has the following features:

made of eco-building products with a "minimo-minor" global impact (for human

beings, environment, compatibility among materials) have a ecological certification delivered by the

implementing subjects (owner, planner, building constructor, installer, manufacturer)

Kick off meeting - France 2-6 December 2013

DEFINITION OF ECO-BUILDING PRODUCTS

Every product (semi-finished, finished, material, technological, performing) for building (including plant design and furniture) that has the following features: composition (materials) and/or biological and ecological

purpose (technical, technological, plant) actually completed and certified by the person in charge for the product, including the place of production

a "minimo-minor" global impact (for human beings, environment and compatibility of materials) in particular as concerns:

DEFINITION OF ECO-BUILDING PRODUCTS

1: MATERIALS made of raw materials

Kick off meeting - France 2-6 December 2013

Natural Renewable Radioactivity-free Certified in a clear, understandable,

unmistakable way Their whole processing (attainment,

processing, recycling and disposal) is implemented respecting the NATURAL BIOPHYSICAL CYCLE (production cycles similar to the production cycles existing in Nature)

In case of presence in the product of raw materials deriving from not completely natural raw materials:

numeric indication of the quantity and/or maximum concentration of every raw material present in the product

LEGISLATION FRAMEWORK

Kick off meeting - France 2-6 December 2013

DIRECTIVE 2002/91 - Calculating the energy performance of the buildings - Minimum energy performance requirements - System of building certification - Boiler inspection and centralized systems- Enhancement renewable products

Legislative decree 192/2005 - Assessment of energy performance- Limits of transmittance- Shielding Obligation - Solar thermal obligation

DIRECTIVE 2006/32 - National Action Plan for Energy Efficiency- Objectives, mechanisms and incentives to eliminate the barriers that prevent an efficient use of energy

Legislative Decree 115/2008 - Volumetric deductions for buildings with thicker walls and floors - For thermal and photovoltaic solar, no DIA (technical permission)

Presidential Decree 50/2009 - Confirmation of requirements of Legislative Decree 192/2005 - Introduction of energy limits for summer coolingMinisterial Decree 26/6/2009 - National guidelines about energy certification

DIRECTIVE 2010/31 - Methodology for calculating energy performance- Widespread of technologies: renewables, cogeneration district heating, heat pumps- By 2019, for public buildings- By 2021 new buildings with "energyclose to zero "- Energy performance certificate required even in the ads for sale

Legislative Decree 115/2008 - Requirement for new buildings to meet the needs of thermal energy and electricity from renewable sources

EXISTING TRAINING PATHS IN THE BUILDING SECTOR (1)

Vocational training In Emilia Romagna Region

Kick off meeting - France 2-6 December 2013

Regional VOCATIONAL QUALIFICATION and EQF corresponding level

•Carpenter (EQF 4)•Building planner (EQF 5)•Structure building worker (EQF 3)•Infrastructure building worker (EQF 3)•Building site Technician ( (EQF 6)•Expert Technician in planning and management of structural interventions (EQF 7)•Technician for topographic and territorial survey (EQF 7)

EXISTING TRAINING PATHS IN THE BUILDING SECTOR (2)

At national level / Education

Technical Education Surveyor

University Architect Engineer

The existing and recognised professional qualifications and degrees do not provide a direct approach to green building as yet. Only some modules provide a first approach to the understanding of topics related to sustainable building design and green building.

EXISTING TRAINING PATHS IN THE BUILDING SECTOR (3)

First efforts:

Specialization courses or master's degree in green building: Master's Degree in “Green Building and Sustainable Project” Sapienza University.

The National Association of Green Building has structured technical / practical "green building"

courses in modules of 20/40/120 hours for technicians, companies and organizations operating in the sector.

Even the National Institute of Bio-architecture offers many opportunities to professionals in

this field. The Building School of the Province of Forlì-Cesena in collaboration with the Consortium FORMEDIL Emilia-Romagna, is organizing the Advanced Training Course for "Technician of energy savings in sustainable building."

IS IT POSSIBLE TO COMBINE THE NEW AND OLD OR ECO TECHNIQUES CONSIDERING THE NEED FOR ENERGY EFFICIENCY. WHAT ARE THE CHALLENGES IN THE NEW AND OLD AND COMBINING THE TWO?

From the point of view of building entrepreneurs:

The building sector in Italy is going through a difficult period. In particular, this affects the construction of new buildings as their market is living a hard crisis. Therefore, we assist to the opening of a new and extraordinary space for the energy and environmental retrofitting of the existing building heritage. Not only the heritage of the historical centres, but also, and above all the one we can find in our suburbs, which were born and grew dramatically in the years of economic boom.

This building heritage has an absolute need for energy and environmental retrofitting to increase their quality standards and reduce their consumption, extremely high both in winter (heating) and in summer (cooling). This is the market for the future, especially for small and medium-sized enterprises operating in the territory . Thanks to their skills, they could find here new development opportunities by playing on the double field of the architectural tradition and the technological innovation

WHEN WORKING ON AN ANCIENT BUILDING (OR JUST OLD), CAN YOU MAKE A RESTORATION THAT TAKES INTO ACCOUNT SUSTAINABLE BUILDING AND ENERGY SAVING TECHNIQUES?

From the point of view of social actors that promote sustainable building :

The fundamental task of the institutions, in this historical phase, is to achieve a proper integration between human needs and environmental protection.

The well-being (and health) of the people, in fact, is related to the environmental comfort, both at home , and in the places where they live. For this reason, the national and regional government (through specific legislation) and the municipalities ( with regulatory and planning instruments ) have to take practical action to define new policies to ensure the sustainability in the relationship between man and environment , satisfying the needs of the present without compromising those of the future. In this sense, it is necessary to invest in the recovery and redevelopment of the built environment, both historical and recent, in order to increase their energy efficiency and environmental sustainability. In particular, the most recently buildings are a major challenge as they should increase the urban quality of the poorest suburbs in terms of social as well as architectural and environmental

WHEN WORKING ON AN ANCIENT BUILDING (OR JUST OLD), CAN YOU MAKE A RESTORATION THAT TAKES INTO ACCOUNT SUSTAINABLE BUILDING AND ENERGY SAVING TECHNIQUES?

From the point of view of a trainer / teacher :

The activity sector whose objective is to raise the performance of the existing buildings still needs to be improved and developed. This means that we need to adopt technical solutions able to reconcile , although on different levels , the consistency of the original building with an adequate performance improvement . An initial program of integrated actions that the designer must necessarily adopt should include : elimination of rising damp , air humidity control , increase of the thermal insulation reduction or elimination of thermal bridges , replacement of windows with new and more efficient windows inclusion of new generation plant systems; exploitation of renewable energy sources, with particular reference to solar collectors, photovoltaic panels

and geothermal probes.
