San Francisco; 400 electric scooters ridden by thousands of users which are at over 75 locations.

Milan; motorbike sharing with 150 three-wheel Piaggio MP3 scooters priced by the minute.

Paris; electric motorbike sharing starting in June 2016 with 150 motorbikes, aiming to deploy 1,000 of them by the end of 2016.

Barcelona; electric scooter sharing that started officially in March 2016 and has now 250 vehicles covering an area of 40 square kilometres.

Main findings: • National governments usually don’t have specific regulation for vehicle sharing services

and, if they include any mention to them, it is to delegate that competence to local authorities.

• The measures coming from national governments that concern vehicle sharing services only affect those using electric vehicles, and relate to the nature of the vehicle, not to the nature of the service.

• Most of the public actions specifically affecting in some way vehicle sharing are taking place at a local scale.

• Most usual local actions to support vehicle sharing services consist of helping them with communication campaigns, providing permissions to operate, and making available on-street parking spots for shared vehicles.
