Dear Friends of Catholic Charities,

The image on the cover of Poor for the Poor: The Mission of the Church, written by Cardinal Gerhard Muller, Prefect of the Congregation for the Doctrine of the Faith, is a portrayal of the Good Samaritan.  The message of the story of the Good Samaritan as told by Jesus calls us to the care of the unfortunate in our midst. The story also reminds us that it is necessary to change the focus of our institutions so they can be effective and efficient in serving those with physical and emotional needs.   In this Annual Report, I am happy to share with you how Catholic Charities here in Brooklyn and Queens is restructuring itself to meet the needs of our clients in the 21st Century. As you read through the report, you will come in contact with those we serve, families and children, senior citizens, those afflicted by emotional and psychological difficulties, formerly homeless individuals, young people struggling to find their place in this new world, and all, like the victim in the story of the Good Samaritan, in need of assistance.  In their name and the name of the dedicated staff of Catholic Charities Brooklyn and Queens, I want to thank you for your support enabling us to act in the image of the Good Samaritan.

AGENCY RESTRUCTURING

CORPORATE RESTRUCTURINGCatholic Charities Brooklyn and Queens is the parent

corporation of a number of subsidiary corporations. The restructuring is designed to increase our ability to meet the

needs of individuals and simplify access to services that are offered by the corporations connected to Catholic Charities Brooklyn and Queens.

SERVICE RESTRUCTURINGAll direct social services are provided under the Catholic

Charities Neighborhood Services Corporation. We connect people with services by holistically assessing needs in multiple areas. Services are now centralized under the newly-created Catholic Charities Call Center and Walk-In Centers, where staff members perform assessments and direct individuals to the appropriate programs and services.

S ince 2013, Catholic Charities Brooklyn and Queens has been undergoing a comprehensive restructuring of our services, corporations and internal supports in order to better serve the residents of Brooklyn and Queens. This process has been managed by our Board of Trustees and agency administrators, who have solicited feedback from a variety of stakeholders in

developing our strategic directions, including community focus groups, elected officials, pastors and agency staff. This process resulted in the following strategic directions:

COMMUNITY PROGRAMMING Our Community Programming has been expanded to help individuals and families move beyond emergencies to more stable and stronger home lives. Workshops, trainings and support groups are conducted throughout the year on topics such as employment, financial literacy, women’s initiatives, veteran support groups and parenting. In addition, over 680 Thanksgiving meals were provided to

families in need in 2015, as well as more than 3,000 toys and gift cards during the holidays. In partnership with parishes in the Diocese of Brooklyn, Catholic Charities operates a network of 21 food pantries and helps distribute more than one million meals to 115,000 people.

OFFICE OF MISSION A newly-established Office of Mission will

ensure that the agency remains connected to its Catholic mission of serving the most vulnerable. The Office of Mission offers training and resources for parish leaders and volunteers to engage in outreach to the elderly and homebound. Programs within the department include bereavement services, community services, disabilities services and deaf ministry, Vincentian outreach and Witnesses of Mercy.

At Catholic Charities, we know that there is a direct connection between physical and mental health. As such, we have regrouped our network of programs and services under the umbrella of Integrated Health and Wellness Services Division, focusing on clinics, care coordination and housing. These services, aimed at keeping individuals healthy and well-adjusted, include behavioral health centers, substance use treatment centers, outpatient clinics and supportive programs. Highly trained staff members oversee medication management, rehabilitation counseling, and a wealth of social and recreational activities for our neighbors throughout Brooklyn and Queens. In addition, persons with developmental disabilities living in the community are provided with service coordination and one-on-one life-skills building.

For those who are seriously and persistently challenged

by mental illness, Catholic Charities offers supportive and transitional housing programs to help individuals in their quest to live as independently as possible within a structure of supportive services. The overall goal is to provide a safe home that meets the needs of all of our residents.

To provide immediate mental health services to those in need, our Behavioral Health Centers in Jackson Heights, Jamaica and Far Rockaway offer “open access” days. Walk-ins are welcome during open access hours, with skilled staff members on hand to treat common mental health issues and offer support groups for young children and teens. Additionally, the clinics serve as an entry point to other services at Catholic Charities. As a partner with the state, our primary goal is to lower health care costs while improving the quality of care and client satisfaction.

T hrough the Integrated Health and Wellness Services Division at Catholic Charities, staff members help vulnerable individuals get back on their feet in a variety of ways. Our recently overhauled Community Centers feature a Call Center and Walk-In Centers run by licensed social workers and case workers. Staff is trained to assess needs in multiple areas and refer

individuals to the appropriate services, both within and outside of Catholic Charities.

Robin Holmes, a single mother of two, was experiencing rejection and stress as she searched for a family child care provider for her young son. At the time, her two-year-old son Joshua was receiving Early Intervention Services and needed both Occupational Therapy and Speech services. Robin Holmes finally found what she needed for her

son through our Early Head Start Network. Joshua got the care he needed, and Robin was connected to additional resources, from dental care and screenings to behavioral health services for the entire family, including treatment for post-partum depression, attachment issues, peer pressure and parenting skills training. Today, Robin is an active volunteer in

Head Start and has served as both the Early Head Start Chairperson and Policy Council Chairperson. Meanwhile, Joshua has transitioned to a center-based program. “Joshua has become more sociable around children his age and shows a lot more confidence,” says Robin. “He has grown socially and emotionally, and that is all thanks to Catholic Charities.”

Our Homebase Homelessness Prevention Programs help people in danger of losing their homes, while our WIC Programs provide support and nutritional services to women, infants and children. Families obtain access to a wide array of services geared towards building self-confidence and independence, such as counseling, parenting classes, life skills training, adult literacy, job readiness training and career counseling.

For young adults, Catholic Charities offers specialized programs to keep them off the streets and give them hope for the future, including the Young Adult Internship

Program and the Summer Youth Employment Program.For young children and their parents, the Early

Childhood Services at Catholic Charities offer comprehensive quality programs. Staff members foster the social, emotional, physical and cognitive development of preschoolers through Head Start, Child Care and Family Child Care. Our Early Head Start programs provide services to low-income pregnant women to promote healthy prenatal outcomes. In addition, our Family Child Care Head Start offers quality programs providing preschool children with a family-oriented child development program.

At Catholic Charities, seniors can improve the quality of their lives while continuing to live in their own communities. Programs include senior centers, senior housing, social adult day programs for seniors diagnosed with dementia or Alzheimer’s disease, transportation services, friendly visiting, home-delivered meals, depression and substance abuse screening, intensive case management and home care services. In addition, more than 2,800 older adults live in one of our affordable senior apartments.

At our senior centers, older adults receive nutritious meals and participate in numerous activities including exercise classes, computer classes, cultural activities and trips. In 2015, Catholic Charities was pleased to reopen the Riverway Innovative Senior Center, a beautifully renovated facility.

FAMILY and COMMUNITY SERVICES DIVISION

T he recent reorganization at Catholic Charities has resulted in the creation of a Family and Community Services Division encompassing Early Childhood Education, Family Stabilization and Senior Services. Our Family Stabilization programs within Catholic Charities are geared toward strengthening families and helping young people and other adults find real purpose in life.

When Onid McCray-Peterkins arrived in the U.S. from her native Panama at the age of 18, she immediately began immersing herself in American culture and language by taking English classes at Kingsborough Community College, where she eventually obtained an Associate of Arts degree. In the summer of 2015, she was hired through the Catholic Charities

Summer Youth Employment Program, and eventually was selected for the Work, Learn, and Grow Program. She started to work in the Catholic Charities Refugee Resettlement Program in the fall of 2015. Through this experience, her commitment to becoming a social worker was reinforced. Today, at the age of 22, she continues to volunteer in the Refugee

Resettlement Program, while she pursues her Bachelor of Arts in Sociology and a minor in Spanish Language from Hunter College. “I am looking forward to starting my Master’s degree and fulfilling my dream of becoming a social worker,” says Onid. “Working at Catholic Charities made me realize how much I want to be able to help others by encouraging and guiding them.”

Currently, CCPOP is working on a major renovation project in its Caring Communities building at St. Joseph’s. Family and senior housing buildings are a priority, and Catholic Charities remains committed to creating homes throughout Brooklyn and Queens. Most of our buildings for older adults also include senior centers, enabling the residents to connect with their neighbors through activities and events.

In 2015, Catholic Charities celebrated the opening of the newly-renovated Bishop Joseph M. Sullivan Residence. The facility, formerly known as Our Lady of Good Counsel, features 76 apartments for the formerly homeless and 22 new

apartments designated specifically for formerly homeless veterans. Located in the Bedford-Stuyvesant area of Brooklyn, the Residence was renamed in honor of Bishop Sullivan, who was a proud member of the Catholic Charities family for over 50 years.

Catholic Charities also dedicated the John J. Farrell Residence at Most Holy Trinity in Brooklyn. John J. Farrell is a longtime supporter and member of the Board of Trustees of Catholic Charities. The residence recently underwent a major renovation and now provides 75 units of housing for single, formerly homeless adults.

CATHOLIC CHARITIES PROGRESS of PEOPLES DEVELOPMENT CORPORATION

S ince 1975, Catholic Charities Progress of Peoples (CCPOP) Development Corporation, the affordable housing developer of Catholic Charities Brooklyn and Queens, has been transforming vacant land and buildings into affordable housing units and transforming the lives of individuals and families. In the past 37 years, CCPOP has completed more than 3,745 units of housing for

low-income older adults, families and supportive housing for formerly homeless individuals.

For many, the senior years can be a time of isolation and loneliness. However, for the older adults at the Sr. Lucien Senior Apartments, their residence provides them with a sense of community and friendship with their fellow tenants. Carmen Polygach, a resident of the building for 29 years, and Carmen Garcia, a

resident for 13 years, share a similar devotion to the building and to their neighbors. Both women are active in a variety of Sr. Lucien activities, and volunteer to run everything from parties and bingo nights to casino trips and group activities. The women, both devout Catholics, also serve as Eucharistic ministers at

the Sr. Lucien Mass and at nearby St. Brigid’s. “I thank God for this apartment and for my neighbors and friends,” says Carmen Polygach, who was one of the first tenants in the building. Carmen Garcia adds, “This building always looks nice and people here are happy. I am so thankful to God for this wonderful home.”

Catholic Charities is the largest provider of affordable housing, currently offering 23 senior housing buildings with 2,186 units, five family housing buildings with 1,068 units, four residences for formerly homeless adults offering 433 total units and over 60 units of housing for formerly homeless veterans. Residents take part in a wide range of activities and events, including health fairs and workshops, providing residents with opportunities for education, socialization and recreation.

Mayor Bill de Blasio recently visited the Catholic Charities Bishop Joseph M. Sullivan Residence to announce the formation of

a Supportive Housing Task Force to help the city implement its plan to create 15,000 units of supportive housing. “The work of Catholic Charities represents everything that Pope Francis has been talking about,” said Mayor de Blasio. “Bringing people in from the cold with compassion and understanding – that’s what’s happening here in this beautiful facility. The Bishop Joseph M. Sullivan Residence epitomizes the idea that people can be reached. Here, 98 residents’ lives have turned around. What’s happened here has made all the difference in the world for these individuals.”

C atholic Charities believes that a safe and affordable home is not a luxury; it is a necessity. Through the Catholic Charities Progress of Peoples Management Corporation, residents are able to live independently and affordably. Our residences offer a vital link to social services and instill a sense of home, community and family, with opportunities for socialization, including educational and personal growth activities.

Catholic Migration Services sees its mission as welcoming the stranger in our midst by our commitment to empowering underserved immigrant communities in Brooklyn and Queens regardless of religion or ethnicity. Highly trained staff address the needs of immigrants in Brooklyn and Queens by providing legal assistance

on immigration, housing and workers’ rights. Catholic Migration works directly with the various Ethnic Ministries of the Diocese to ensure that pastoral needs of immigrants are being addressed. Catholic Migration Services is now affiliated with Catholic Charities in order to better meet the needs of immigrants in parishes.

I n 1971, the Most Reverend Francis J. Mugavero established the Catholic Migration Office in the Diocese of Brooklyn to serve the needs of immigrants and refugees living in Brooklyn and Queens. Since then, the agency has served thousands of immigrants – regardless of religion, race, or immigration status and from at least 167 countries – who collectively speak more than

80 languages. From a small storefront office, Catholic Migration Services has grown to become one of the City’s most respected and effective organizations serving immigrants, with offices in Downtown Brooklyn and Sunnyside, Queens.

The center was founded and developed by Catholic Charities, motivated by a mission-driven commitment to maintaining the dignity of the individual at all of life’s stages and challenges. It has undergone several renovations and boasts an oceanside café and a large landscaped garden allowing residents a beautiful panoramic view of the Atlantic Ocean.

S aints Joachim & Anne Nursing and Rehabilitation Center is a 200-bed, seven-story home overlooking the Atlantic Ocean in Coney Island,

and is the only Catholic nursing home in Brooklyn. Elderly residents receive 24-hour high-quality nursing and medical care from board certified physicians, including post-acute and short-stay, long-term care, rehabilitation services, general medical care and medical subspecialties, bariatric care and holistic therapy, specialized diet, recreation and pastoral care. Our experienced staff and helpful volunteers are every bit as caring and compassionate as they are highly skilled.
