WEA LAUNCHES $30,000MATERICK PROMOTIONWEA Music (Canada) has launched whatcould be the most expensive and extensivehigh energy promotion ever afforded aCanadian act. The firm's president, KenMiddleton, has allotted $30,000, in pro-motional funds alone, to be used in amulti -media campaign to launch RayMaterick's new Asylum album. Materickis the first Canadian artist, signed to WEA,and assigned to the Asylum label. It wasshortly after this when he began to ex-perience chart action on his initial singlerelease "Linda Put The Coffee On", nowestablished on the RPM chart.The Materick album, "Neon Rain", wasproduced by Gene Martynec, one of thebetter-known progressive young Canadianindependent record producers. The ses-sion was produced at Toronto's MantaSound, and contains all original Materickmaterial.Excitement is high in the WEA camp onthe release which was scheduled for Jan23, with the $30,000 expenditure makingthe release that much more important.Larry Green, national promotion managerfor WEA, points out that the large amountof funding for the promotion "is only onthe release of the album. It has nothingto do with production costs - nothing todo with other promotional activities thathave gone thus far on Ray. It has nothingto do with single promotional costs - oreven future costs at this point. What ithas to do with, is the initial release ofhis album".The Materick promotion campaign willbe multi -media and national in scope,with the ultimate goal, of course, tomove the album out at retail level. Forthe latter there will be a heavy concen-

have to deal with from WEA - and listento everything that comes in, I would saythat Ray's album, in quality of sound, inquality of arrangements, backup musicians,writing and music, and in just about inany way I want to cut it, is comparable tojust about anything that's coming in.Everybody that we've played it for hasgiven us positive feedback. I haven't hadone neg since they heard any pre -hype onthe album by getting a chance to hear itbefore it's actually formerly released.We've had an expert in sound say that it'sthe best Canadian pressing, bar none, thathe's ever heard. Feedback from the re-viewers, people who are interviewing him,have all agreed that the Materick album isan excellent piece of work. So, initially,from what I can gather, taking otherpeople's comments as well as the internalcomments - promo people, branch mana-gers, sales force and right down to thegirls in the office - it has all been excep-tionally positive".WEA will be concentrating on all formatsfor the Materick album. Green noted:"Materick is such a versatile performer,who am Ito start pidgeon-holing his music",adding, "I think that may be a problemthat has been catching up to a lot of per-formers because of library (radio) setupsthat are not restructured as yet. A lot oflibraries haven't changed over their conceptof rock, jazz, blues, folk, whatever, andit's about time. There are contemporarycountry records that can easily cross over.There's just too much crossing over topidgeon-hole any artist, unless it's blatant".

It's interesting to note that Materick'ssingle release, "Linda" was accepted bycontemporary rock, pop and country pro-grammers, which leaves the door wideopen for his new album.

BEAUCHAMP ACTIVE WITHCANCON ARTISTS IN L.A.Pete Beauchamp, A&R Director for A&MCanada, has just returned from Los Angeleswhere he co-ordinated the recording sessionfor Bruce Miller's new album at A&M's westcoast studios. The session was produced byGay Delorme who was the guitarist on thelast Cheech and Chong album. Othermusicians in on the session were: LarryKnetchel, bass and Jim Keltner, drums.While on the U.S. west coast, Beauchampalso promoted new album releases by Valdyand Ian Tyson. The Valdy album has alreadysold more than 15,000 units.

This letter is beingwritten to condemn an aspect which I sin-cerely consider immoral and insidiouslydangerous.

First, perhaps, I should clarify my interestsand position. As a rule, letterwriting is anunpleasant effort for me - particularily aletter of this nature. The anger I feel, how-ever, necessitates some sort of release that I

hope this provides (quite apart from, thepossibility of reaching a sympatheticlistener.)As for my point of view: I consider myselfa part of the Canadian music scene in asmuch as I write contemporary music andhave performed as a singer. This has affordedme the opportunity to meet or be aware ofmany excellent artists. My qualitative judge-ment is based upon the style and personalitywith which they imbue the raw talent andproficiency which they developed..It may be a significant interjection to notethat most of them have not been able toappreciate the recognition and rewardsof recording, let alone being presented onthe air recorded or live.There are many reasons why Canadian musicis in the shape it is. It is not my intentionto elaborate on the conditions or thosereasons. Even from my vantage point, I'mfar too ingenuous to delve into the multi-faceted implications. The concern I wishto express is involved in the observationthat, with the little Canadian music thatis heard, an important presentation hasshed a bad light on the genre as a whole.

Many Canadians are concerned with develop-ing and preserving something of an identifiabCanadian culture. To our advantage we havethe C.B.C. It is free from the need to playthe American -dominated top forty formatemployed by a number of other radiobroadcasters. Here, with the opportunityto play Canadian music (granted it's elusiveto define) I cite this important example ofderivative (read "bad copy") music. Well,that's not just immoral ... it's stupid.Following is a list of songs performed byDiane Forsythe:1. A Joni Mitchell song (admittedly she'sa Canadian, although her career is definitelyAmerican.) Why not play her more subtleand unique recording rather than a cleverimitation that lacked even a spark of originalcreative force to add some life and interest?2. James Taylor and Carly Simon; 3. BarbraStreisand; 4. Gilbert O'Sullivan; 5. CarlosJoabim.

Again, to reiterate, all these are talentedand justly acclaimed writers and/or perfor-mers. Diane Forsythe and her cohorts arecertainly accomplished and (in the case ofPeter Appleyard) renowned musicians. Myquarrel is with the manner in which theypresented the material. Derivative foreignmusic took the time of Canadian musicwithout adding anything at all to the original.In my terms, this is a loss of time available toalready embattled Canadian music.My thesis is that American records cannotreally hurt the Canadian music industry.(They're merely competition.) What hurts ispoor translations of American music by oursingers. This is especially the case when youconsider the eager availability of Canadiansingers with a unique style.In the incident causing my chagrin, I merelywonder why they,didn't play the originals .or present Canadian singers who are stylistic-ally themselves? What a waste of time; andwhat an insult to the Canadian music scene!Of course it's nice to have live performingguests on a radio show. And of course it'snice to employ the performers. And we allrealize that, of course, many of us enjoylistening to popular music. (My record collec-tion includes a number of records by three

le of the listed people.) But we don't needunoriginal imitations. Such paeans to stars -have a place (in bars and lounges wherethey are demanded and expected.) I con-tend, however, that not only was this notthe right place; but this was a dangerousand irresponsible performance.If those indivIduals involved feel there'ssome validity to these remarks, that particu-lar show might lobby to present (say, per-haps on their New Year's day show) a plat-form for performers (just a few in town whorandomly come to mind) who can do anexciting job of both original and establishedmusic: Myles and Lenny; Brent Titcomb;Anne Murray; Keith Hampshire; KeathBarrie; Mary Lou Solomon; Andy Kim;Dianne Brooks; Shirley Eikhard, and lotsof etc's.Veronika Marthnova

COLUMBIA DELETESHARMONY LINE

Coinciding with Columbia's announcementof a medium price range line, the label willdelete from the catalogue, all Harmonyproduct. This will include the Children's CRseries. Retailers will be protected however,with exchange privileges under exchangeprivilege earnings January through March of1975. -

Further to the announcement of the newmedium priced category, Bert Dunseith,Columbia's Director of Distributor sales,points out that all album product listed inthe company's catalogue under the seriesC, CS, BN, E, ELS, FLS, and FOS haveundergone the price reduction from thesuggested list of $7.29 to the new suggestedlist of $4.98. All corresponding eight tracktape configurations carrying a suggested listof $7.98 will now become $5.98.

To compensate for mark downs that someretailers may encounter, Columbia is offeringan additional 10% discount during the monthof January. Says Dunseith: "This will enableour customers to purchase product at aprice sufficient to include their presentinventory in the new price range". Productin this new category, of course, will only beexchangeable within this category.

RCA RELEASESMILLER TRIBUTERCA has commemorated the 30th anni-versary of the WW II disappearance oforchestra leader Glenn Miller with a 2 re-cord set, "Glen Miller: A Legendary Per-former". The album contains twenty-fourMiller performances previously unreleasedon record."On -the -spot" performances taken fromtapes of Miller broadcasts range from hisdebut broadcast at the Glen Island Casinoto his farewell on his final Chesterfieldbroadcast and subsequent departure formilitary service.George Simon, noted swing era authorityand author of the best seller "Glenn Mil-ler and His Orchestra" was instrumentalin picking the album selections. He wasassisted by David McKay, Miller's closefriend and lawyer, as well as veteran RCAproducer Herman Diaz.Included in the album are three perform-ances released for the first time on record.Miller's voice is heard in

McLEAN AND SMILEDIG IN FOR BATTLEThe Smile crew are confident they have ahit with tan McLean's "Has Anybody SeenAmerica" and they're successfully transfer-ring their enthusiasm to several Canadianprogrammers. The key for this type ofrecord however, obviously lies south of the

The Smile/PI KS deal was firmed by Couttsand Harvey Korman, general manager ofPIKS. David Prescott, of PIKS, will workwith Smile in promotional activities in amarket larger than the entire Canadianmarket.

TORONTO IS SETTING FORMCA MANAGERS' MEETINGRichard Bibby, vice president and generalmanager MCA Records (Canada) andScott Richards, national promotion maha-ger, hosted a meeting (16-17) for the firm'smanagers. Theirlatest album, "Cook", has built up largeadvance orders and a special promotioninvolving Sam's stores will run over CFTRduring their Toronto date.Junior Walker is set for a week at the ElMocambo in Toronto (20) with negotia-tions now underway for a possible Feb 6date at Toronto's Maple Leaf Gardensfor Marvin Gaye.Motown's national promo, Ken McFarland,reports good acceptance to several releaseswith Stevie Wonder taking top positionswith his single, "Boogie On Reggae Woman"and his album, "Fullingness", topping thebest album sellers list. Just behind Wonderwith "Don't Cha Love It" are the Miracleswith single action and their album "Do ItBaby" doing it on the album lists.

SIMPKINS TO WEANEW PRODUCT POSTBrian Simpkins has been appointed mana-ger, New Product Services with WEAMusic of Canada Ltd. The appointmentis effective immediately.Simpkins was formerly with WEA in 1972as head of production control in the oper-ations department. He now rejoins thefirm after service with Columbia Recordsin their mail order division.Following the official appointment, KenMiddleton, president of WEA Canada,noted: "The increasing number of newalbums our company is releasing eachmonth has created the need for improvedco-ordination of release schedules andspeedier service of new product supportmaterial". He went on to assess Simpkins'importance with: "Brian Simpkins'broad experience in the record businessmakes him ideally suited for this task,and we are delighted to have him backwith our company".

DIANA OFF WITHLOGAN RELEASEDiana Records, a newly formed Ottawalabel, have moved into the record businesswith an initial single release from MauryLogan, "Oh Babe" (Parts one and two).Both sides are Logan originals and publishedthrough Joe Music (BMIC). The session wasproduced for Bullseye Productions byRoger Loiselle.Logan is well known throughout the OttawaValley. It was back in 1964 when he first,tried the record business with "Just OneOf Life's Little Tragedies" and "AloneWithout Love". Much has happened toLogan since then - one of them being hisyoung son Mike becoming a talented bassman and part of the Logan group.There is no information available as towhere the session was taped or if there isnational distribution.. The group is currentlyplaying the Orleans Hotel in Ottawa.

AFM'S LOCAL 149 EXECUTIVERETURNED BY ACCLAMATIONFor the first time in their history, Local149, of the American Federation of Musi-cians, returned, by acclamation, theirentire Board, headed up 139 J. Alan Wood,who has been President of the local forthe past fourteen years and a member of theInternational Executive Board of theAmerican Federation of Musicians since1965. Wood is currently one of the inter-national group's Vice Presidents of whichthere are two and is regarded as one of themost skillful and knowledgeable negotiatorswithin the A.F. of M.Wood's Board comprises fourteen members,twelve of whom are fulltime musicians. It'sinteresting to note that the Board numberstwelve rather than fourteen in that Wood andhis Secretary Treasurer, Vic Bridgewater,are not permitted, by virtue of the fulltimeoffices they hold, to compete with themembership they represent - an addition tothe pronto Musicians' Association constitu-tion instituted by this administration.Second in command is Sam Levine who, asfirst Vice President since 1961, has thelongest tenure on the Board, and also is along-time member of the bass section ofthe Toronto Symphony. As first Vice Presi-dent, Levine represents the local in placeof Wood when the latter is called away onnational or international affairs. SecondVice President is Mickey Shannon, well-known as a drummer through his manyradio, television and club dates. Bill Richardsis Assistant Secretary and has the longestconsecutive tenure on the Board. A violin-ist of note and often as concertmaster ofradio and television shows, Richards is oneof the most active of Toronto musicians inthe recording field. His credits includeviolin backup for recordings by AnneMurray, Gordon Lightfoot and Gary and.Dave and many others.

And I really did get right into the budgieworld. I lived for almost nothin' else. It wasa heavy number. I started out with a nicely -shaped hen bird given by a guy up the roadwhose aviary I used to hang around and lookafter when he went away. Then I nickedthe bread to buy a cock bird from anotherbreeder, sold a couple of crates of stolenpop bottles to a corner shop which yieldedenough for a pair bf younguns. Pretty soon Iwas zipping along building cages out of teachests, dunnies and fence comers, a regularjuvenile breeder studying those Pommyaccounts of b000dgie breeding and evenentering some of my backyard progenyin official budgie breeders' shows and land-ing a couple of first prizes in kids' categories.It really was far out stuff. I even connedmy father into constructing a large aviaryin which I maintained about three dozenbudgies and behind which I habitually usedto sneak a few morning drags on the deadlyweed, the Big T with a filter tip, then chew-ing gum tree leaves to deaden that giveawaysmell.

I loved those budgies very deeply sometimesI considered them all that was -worth livingfor. I can still remember the bitter tears andritual burials when there was a death in myflock. Each departure provoked a tumultuousemotional upheaval. You can snigger butthose birds were like brothers and sisters.One night my astounded father gave me -tenbob after I'd dived into the aviary armedwith a cricket bat autographed by that great-est of great wicket -keepers Wally Grout andproceeded to smash the backbone of a veno-mous black snake which was about to gorgeits evil coils in a couple of my best hen birds.I left the long thin carcass hanging over theback fence for a couple of days until itstunk so much that it had to be dumped intoa nearby creek.For his part, my old man had preferredcanaries as a kid but we budgie freaks alwaysconsidered canary fanciers of the snobby,stuffy sort. Nonetheless, to demonstrateopenmindedness, my flock of budgiesregularly shared their space with an assort-ment of finches, quail and the odd duckling.And a couple of packets of Craven A fagsburied in the seed bin with miscellaneoushot goods.This obsession with budgies was a profoundexperience I consider jt among the moreilluminating incidents of my infancy. Isuppose I learnt more about life and livingfrom the budgie association than throughany other indulgence of my speckled, unfettered and shameless youth. I have always implicitly believed that indeed,people are just dying for the truth and theycan't get enough of it. I may be wrong aboutthat but at least I'll go down knowing that Iwas in damn good company in accepting thepremise ... if for no other comparativereason. Charles Darwin, the man who showedus where we came from, was roasted andridiOuled by the gongstrikers of the religiousestablishment for his shockwaves of TheTruth. Similarly several thousand othervisionaries and artists have been choppeddown for attempting to introduce The Truthinto a complacent society. Our past isscarred by the poison of artistic suppressionand censorship, much of it administered inthe unseemly disguise of the love of God.The Truth can be an awful heavy lump ofluggage.Such tragedy notwithstanding, The Truthremains the Holy Grail to the artistic spirit.Each of us, armed with brush guitar cameradrum -stick typewriter microphone or what-ever, our ultimate aspiration must be to some-how capture even a few specks of The Truth.So that we may humbly dare to tell othersabout it. We know they need to know. Eventhough it can be a depressing shock of self -enlightenment, The Truth must be pursuedat all costs.

Through it all and above it all, far beyondthe meagre, imagined idols of some 20,000present day Earth religions, as far into thefuture as our minds can imagine, The Truthwill survive. Given the current apocalypticcourse of mankind, The Truth may be allthat does survive the millehium. It willoutlast us all. The Truth is The Eternal.The mathematician and scientist ask how todefine it. "Knowledge is truth", some fam-ous American educator once said. We knowthat's not true. How much knowledge wasthumped into our heads at school, only todisintegrate later in a blast of The Truth?In a way, I suspect we were the first genera-tion ready to handle The Truth. We soonfound that there wasn't much else aroundworth believing in. Everything else is bull-shit. Our quest for The Truth led us intorock 'n' roll. Twenty years later, in theplugged -in control' room of electroniccommunication, our passage remains virtuallyundocumented. Yet what a staggering jour-ney it has been: the most exciting time inhistory, chant the elders, still trying to snareour interest and to erase their own crimesagainst Nature and humanity. To be sure, wehave endured a voyage of fantastic propor-tion.We're still in there, trying to keep on keep-ing on, chiselling away at the mountain ofTruth, dreaming of getting our claws arounda handful that we can take away to showpeople what it looks like. And how it feels.As it happens. The Truth, I remain convinced,is the most precious gift an artist can reveal.From it are constructed the pillars of wisdom.I've just begun to write a new book. It meansa lot to me, more than anything I've everwritten. In this book, I am keenly hopingto isolate a few flakes of Truth. As scrapedfrom the eyes, ears and noses of rock 'n'roll. regarding the new regulations. One thing youcan expect is a very complicated set ofregulations that will require a great deal ofreading and understanding. It will beimpossible for the Commission to make itvery simple. At first reading, I predict thatthe regulations will be misunderstood andonly after careful analysis will the mediaand the broadcasters really be able to givea sincere reaction.

On October 29,1973 at the FM hearings inOttawa, Walt Grealis read a brief suggesting"Programmers should be left to arrive atand state the amount of Canadian contentthey can provide on FM."It is hoped the CRTC will not set down anyspecific figure for Canadian content on FM,

but will allow programmers to indicate theamount of Canadian content they feel thestation can promise according to their mar-ket, their format, and the amount of pro-duct available for the kind of programmingthey will provide.

Monday could be a historic day in broad-casting. The FM policy could set a prece-dent for programming and radio content.Anything you read until then is mere assump-tion. Monday will tell the whole story.

According to reports, Rolling Stone Magazines'1974 Music Awards listed three Canadianenterprises. Gordon Sinclair's "America"and Terry Jacks' "Seasons In The Sun" werelisted among the six "Worst Listening ofthe Year". Paul Anka scored "Lowest Con-sciousness of the Year". Ted Randal movesWith an amazing track record of workingwith Canadian radio stations from coast tocoast as a consultant for sixteen years, TedRandal, one of the better known in hisprofession, has moved to Canada. He andhis wife, Mary, have bought a farm justoutside of Toronto where they will work asa team, basically to fill the needs of Cana-dian broadcasters and continue on an inter-national scale as well.

Born in Los Angeles, Randal moved intothe radio game at an early age - workingthe menial jobs, stockpiling as muchinformation as possible - much of it duringthe formative years of "Top 40". He grad-uated from one station to another - eachsupplying him with valuable informationthat would eventually benefit him as oneof the most important radio programmersin the U.S.It was in 1956 when he became programdirector for KOBY, San Francisco, one ofthe first and most popular "Top 40" stationson the coast. He also took on the chore ofhosting a local dance -type show on KPIX-TV under the title of the "Ted RandalShow".Although being a radio and televisionpersonality was important, Randal waslooking toward the future in programmingand had been arming himself for the daywhen he could branch out into his ownbusiness. January of 1959 saw him makethe plunge. He became the first independentradio program consultant, forming T.R.Productions and successfully programmedmore than thirty radio stations over thenext two years. He joined KEWB San Fran-cisco that same year, becoming musicdirector and on -air personality but main-taining his own business. That stationbecame the No. 1 San Francisco station in ashort period of time.He was then called upon to take over theprogram director's job at KDWB, Minneap-olis, and in less than a year took that stationto its highest ratings ever. Shortly after thatthe Crowell -Collier group moved him toLos Angeles and sister station KFWBwhere he became mid -morning personalityand music coordinator for the entire group.In his fifteen years as an air personalityRandal acquired the No. 1 position in themarket for every radio station for whichhe worked.Randal decided, in 1962, to fold up hismike and become more involved in program-ming consulting. He formed Ted RandalEnterprises and began publishing the TIPSHEET, an industry newsletter that wasso popular its name has been adopted as ageneric term for all radio newsletters. Healso developed a unique record servicesupplying radio stations with records inNorth America, Australia and New Zealand.During the past sixteen years Randal hasworked with virtually all formats in assistingstations, at all market levels, to attaindominance in their markets. With this

The latter part of 1974 saw Randal and hiswife, Mary, negotiating to sell out his suc-cessful Hollywood business and move toCanada. They are now settled into the Cana-dian way of life and RPM asked Randal toappear on RPM Music Week, hosted by StanKlees. The interview follows, with an intro-duction by Klees.Ted Randal is a radio programming expert.He wears no sword, no boots, no costumes.He is very highly regarded throughout NorthAmerica and throughout the world. A manwho can come in, program a radio stationand make it very successful.When a broadcaster has a licence does itmean he has all the answers to what thepeople want to hear?I don't think anyone will ever have all theanswers for any particular time becauseabout the time he thinks he has a fairshare of the answers, he has to change histhinking and go at it in an entirely differentway. So, the answers are probably morethe result of what is going on at the mom-ent and how do you handle the problems ofthe moment - how do you make sure therecommendations you make are the rightones, and how do you make sure the endresult is what you're looking for.You've been referred to as a radio doctor,is that a good term?Well, you can call us anything you want,when I started they didn't have a name forus. We're called consultants, or radio pro-gram consultants is generally what I callmyself. Radio doctors came about fromBroadcasting Magazine, an Americanindustry magazine when they did an articleon us and called us radio doctors because,primarily, they thought we cured the ills ofa radio station that had problems.Let's say that I've just acquired a radiostation licence and my station goes on theair and six months later, the revenue iscoming in, the station is doing well, andsuddenly I have the feeling I should contactyou, regardless of the fact that the revenueis coming in and ... can we establish thatmost radio stations do make a profit?Well, it would depend on where they areand actually what country they are in. I'dsay the greater percentage of them do make aprofit but some do not.So the problem isn't that the station islosing money but I pick up the phone andcall Ted Randal because of his reputation inimproving radio stations. When you come in,what is it that you'll do? Is there anythingthat you guarantee?Well, guarantee is an extremely difficultword when you're talking about services -no, I don't guarantee that I can change theentire world, or that I can create miracles.What I do requires a great deal of time and

an unusual amount of energy - a great deal

of background, know-how, and enough timeand backing by owners and managementto give us the oppot amity to get the jobdone that they're looking for.I believe you're asking what really is thejob we are doing? It varies with the individ-ual markets and with the individual ownersand managers. Many times I'm called into areal problem station because other stationsin the market are doing considerably betterthan they, and a graph or a slide wouldindicate that very shortly they are going tobe in terrible problems and usually be infinancial trouble. So they call me in tocorrect that ill and hence the name radiodoctor. But, what I try to accomplish isto make as good a radio station, as higha quality radio station as I can. This is a

very complex thing and again, depends onthe individual radio station - their require-ments - the market requirements - thecompetition, how good they are and whattype of programming is best for the radiostation that I'll be working with. Again,even that is terribly complex because itdepends on the type of programming that'salready going on in the market and whatniche a particular radio station can andshould put itself into to properly do thejob that it's been licenced to do.Do you always put the same format intoevery station that hires you?Absolutely not. As a matter of fact it ismy belief that every radio station requiresits own special format, so I never use thesame format twice. Each station is complete-ly different, and each market is also differ-ent, so it's necessary to look at the wholepicture and then decide what is the bestanswer for each situation ... that may be

Popular music, Adult music, Good musicor even Country music.That brings us up to a very interestingpoint and that is with this particular marketwhich is Toronto and which is a metropolitanmarket where there are so many stations andeach one seems to be offering somethingdifferent but there seems to be a sameness... how can they compete ... what can astation do next to offer something distinct-ively different ... is there an area open?Well actually there are always areas open inany market and with any number of radiostations. In Los Angeles, where I am mostrecently from, there were seventy-two sig-nals (radio stations) heard in the market,forty-eight of them are rated by a ratingsurvey, such as the Canadian survey BBM.With forty-eight very competitive signals inthe market, each of them is doing somethinga little bit different from the other, indicat-ing there's plenty of room for a lot ofradio stations to do a lot of different things.Now, in Toronto, you don't have nearlyas many signals coming in, so the spectrum,while relatively full in types of stations,has more areas open in which you can pro-gram a radio station so that it will bedifferent.Basically, it consists of music off records,newscasts, sportscasts, time, weather?

In an era of crossovermystique, producer Jack Richardson hastaken the guessing out of the hands of theprogrammers and laid bare, in the studios,the exceptional rock and roll, pop, country,what -have -you talents of his favourite group.

AMers will have some diffi-culty on timing - but they should give thetitler a try - a definite winner. There's evena side for the pop programmers looking fora little jive to get them out of the straightimage - a dynamite side, "Mother Mild"in at 3:55 but lots of room for editing.

The reviewer tries to be objective,tries to put aside his own personal prefer-ences as much as possible in order to be fairto the creator of the work. We're notalways successful at being objective, orhappy with the result.That's why "Children of the Unicorn" issuch a total delight to yours truly. In read-ing Millar's joyous celebration of the IrishRovers, it isn't even necessary to attemptbeing objective. You just lie back and let thebook take over. The result is a deliciouslyentertaining trip through the streets ofBelfast and the boulevards of NorthAmerica.The style of the book is so perfectly keyedto the Rovers' image, happy go lucky andall for fun, that one is tempted to think

that there is an extraordinarily clever ghostwriter at work here. But if "Children of theUnicorn" is the work of a third party, hehas so successfully captured the flavour ofthe Rovers' childhood and subsequent adven-tures that he must be a first rate fellowindeed. The supposition must be incorrect.One of the most interesting things about"Children of the Unicorn" is that it is socompletely unlike any other book about orby entertainers. Not for a moment is any-thing taken seriously, it's all part of a gameto be played out until the end.The book maintains a hectic pace fromfirst page to last, taking the reader on ajourney from Belfast, across the snow riddenPrairies of the winter to a leaky trailer inNorthern California. One which can beenjoyed by fans and non -fans alike.

If you're looking for some light reading,written by an author with an obvious gift ofthe gab and a keen perception of life's pit-falls, "Children of the Unicorn" is for you. JW

Weknow there's a number one station inToronto that draws a great many listeners... we know there's a number two stationand we know there's a number seven station... what hasn't that number seven stationdone to keep it out of the numbers oneand two league?

Incredible sophistication makes it impos-sible to answer that question without a verylengthy period of time and dissertation, butlet me see if I can clarify it a bit for you.Besides just music there are a multitudeof types of music available to be playedthat run all the way from classical up towhat we call hard rock and progressive.In. the middle of all this from the classicalclear up hard rock and progressive, youhave varying degrees of the same. You alsohave albums and 45 r.p.m, singles -to choosefrom. You also have country, and you can.even throw in rhythm and blues or blackmusic if you want, and varying degrees ofthat. in the middle of all this is,again, incredible sophistication within theindustry which gives you an unlimitednumber of possibilities of music formats'that can be played on a radio station. Theexpertise with which one utilizes thismusic in his own format frequently is avery large part of what makes up or getsthe radio station ratings ... that is, acquiresa larger audience than his competitor. DidI say anything77777You did, but most of it was about music.Does your service include the other aspectsof programming?My responsibility, and I think I can clarifythis rather simply ... my responsibilityis to put a good sound into the radio ...that is, sound that comes out of the box,and that sound must be of high enoughquality in this format to attract listenersof the particular type and age group, sothat the radio station can then say, we haveX number of listeners, therefore we are1,2,3 or whatever position they may be.They have X number of listeners - thenadvertising agencys and advertisers andclients want to place advertising onthe radio station.

We have to develop enough of a product,the sound that the station has, to be entic-ing to the audience who will buy theproduct that advertisers put on that radiostation. That is, of course, what makes itfinancially worthwhile.What you've said sounds like a long drawnout process. It isn't something that can behalf done. You have to have completecooperation from the radio station?It must be done 100% - it must be donevery very properly. We have examples of allof that right here in Toronto. CFRB, theleading radio station in town, as far asoverall audience is concerned, convincespeople in the Toronto area to listen about12 million hours per week. That's a hugeamount of listeners for one radio station,but if one -listens to the radio station hecan determine almost immediately thatan incredible amount of ingredients havegone in to that radio station, all the wayfrom Wally Crouter, in the morning, tothe various people who surround WallyGrouter. It isn't just Wally Crouter, it'severything and everyone around him. Whenwe start naming names, we can see that ithas become quite sophisticated.But wouldn't you have people argue thatthose are hardcore listeners and that it

took X number of years of consistency?There are stations in Toronto that haven'tbeen consistent for more than three months.You just mentioned one of the key ingred-ients that goes into making a good solidradio station - that's consistency obviously,so that one cannot wave a magic wand andhave that particular ingredient happen. Yes,we can play music, and we are very capableof putting together the most competitivemusical sounds on a radio station you canfind anywhere. We can do that almostinstantly, but a station has to develop animage of having that and other things overa long period of time so that they can bedepended upon. The listener wants to beable to depend on a station before he writeshis name down on a ballot or in a diary.So you can't come in and say instantsuccess?

It will be a lorig period of time; I can sayinstant improvement.Doesn't the program director who has beenhired to program that station rebel immed-iately and say why do I need this man overme telling me what to do?

No, not always. Frequently he does, butthere's an interesting thing - if a man isconfident and capable and has a lot ofability, he welcomes assitance. If he isincompetent, he's frightened to death andhe doesn't want me around, because he'safraid that his incompetence will be recog-nized and it usually is. So, it's like anythingelse, if he's good at what he does butneeds more help, I come in to give hini anextra arm, give him extra knowledge, givehim extra backing and he welcomes it. Myrecommendations are frequently, if notmost of the time, accepted by managementbecause they are logical and they are builton knowledge. They're built on' many yearsof being in the industry and on the require-ment that they must be right for the radiostation. They must be good for the radiostation. So, frequently management acceptsthem. Not infrequently, some of theserecommendations, are the same ones thatthe hapless program director has been try-ing to convince management they should do.They'll believe me but they won't necessar-ily believe the one they have hired to do thejob. So, in that sense, I'm a great help tohim and the two of us can make that radiostation a great deal stronger as a team.Actually, if he stays long'enough and worksunder your guidance, in essence he's becom-ing a prodigy of Ted Randal?

Well, he's learning, probably, better techniquesthan he's learned himself. He hasn't beenaround in the industry for as long as I have.He hasn't fought as many battles. I'vefought over a hundred and twenty-fivedifferent times all over the world, andwhen you fight that many competitive radiobattles you learn a few short cuts and a fewdifferent things that will assist you inwinning.Why is it then, that some broadcasters don'twant to have consultants around?

For one reason, some broadcasters have beenburned by consultants who came in, fireda lot of people, dropped cute little program-ming packages on the station and then leftthe market leaving only problems and dis-aster in their wake. Others have been hiredwho didn't know what they were doing,and their primary accomplishment was toleave a bad name for other consultants. Ihave been called an axe -man by some in theindustry because it has been necessary toreplace a few people at various radio stationsbut, again, we must go back to the compe-tency of each individual. There are com-

petent and incompetent consultants justas there are capable and incapable managers,program directors, Djs and newsmen. Un-fortunately, if a radio station has someproblems, those problems probably havebeen caused by people, and in many casesit is necessary to replace those people withothers who can do a better job. But none ofus wants to replace an individual who cando a good job for him. That would bestupid. To develop consistency and a goodsolid image you must have the best peopleyou can find in positions they can properlyhandle and a good spirit of competition andteamwork.Have there been any spectacular stories ofsuccess that you've encountered over theyears?One that I enjoy talking about is one inAustralia. I was the first and the originalradio consultant to ever go into Australia.At that time they were about five yearsbehind in their broadcasting technique. So,I was asked to assist putting together a radiostation in Perth. They informed me byletter that they were last in the market ofsix radio stations and wondered what theyshould do. So, I told them everything to do.I assisted them. I gave them the format andthe technique they should use. I suppliedthem with all the music, and in threemonths we gave them the highest ratingsin the shortest period of time in the historyof Australian broadcasting - totally bymail. They maintained their number oneposition and they became quite competent.They held that number one position forover eight years. it was a most unusualthing.After becoming one of the most respectednames in radio progtamming in the UnitedStates, recently you decided to move toCanada and you are now living just outsideof Barrie and you'll be living'and workingin Canada full time. How come you leftthe United States to come to Canada?

Well, there are many reasons. I have beenworking with Canadian, radio stations forsixteen years - since 1959 and I've devel-oped a great friendship and a great kinshipwith Canadian broadcasters. I've workedand spent an awful lot of time in Toronto,and I suspect that's the main reason thatwe decided to buy a farm not far fromToronto. We have a lot of friends here. Weknow an awful lot of people in the industry,but I wanted to specialize in just consulting,and with the people that I really have agreat deal of friendship toward. After agreat deal of thought my wife and I said,"Canada is where we want to be". So ...I sold my business in Hollywood, and wepurchased a farm outside of Toronto not farfrom Barrie where the location is ideal fortravel and the type of work that I do.We'll be here for the rest of our lives.You've no idea how many years I waitedeach week for the Ted Randal Tip Sheetto come in which was six or eight pages oflistings of records and what radio stationswere playing them. It was like a bible andwas a bible to anyone in the record businessand in the radio business. It showed whatwas happening on, the record scene and therewere portions dedicated to radio program-ming. Is theTip Sheet going to continueout of Canada?No, the Tip Sheet will not continue outof Canada, but it is being continued. I soldthe company I had in Hollywood to a for-mer employee who is a very close friend,Mike Lundy. He wanted to continue, andhe's actually continuing, exactly the same

The scopeof it will not be just the United States,but full North American coverage. He'sfamiliar with all formats, all types of musicand all types of programming. Avery cap-able, a very talented young man.Is there a vast difference that you've noticedwhile you've been up here between Canadianradio stations and American radio stationsfrom the standpoint of the quality ofprogramming?I must state, one of the reasons for mycoming to Canada and having the feeling Ihave about Canadian broadcasters, is thatoverall, I think Canadian broadcasters area far more dedicated group. I think theyare far more professional in their broad-casting aim, in their broadcasting beliefsand the dedication they have for theirindustry. Now, this is not to say that therearen't a large number of highly dedicated,highly qualified professional broadcastersin the United States, but there are so manybroadcasters - there are six thousand radiostations in the, United States, considerablyfewer here - and it isn't possible for thatlarge a number to be highly dedicated orbe fairly close knit in their profession. Theyare quite closely knit here and perhaps it isa bit easier to accomplish those thingsthat one has the ideals or desires to.

A radio station in a metropolitan area likeToronto retains your services and standsnumber four or number five and doesfollow your dictates, your suggestions andworks very closely with you - in a certainperiod of time that station would see someincrease in their ratings?

Improvement is the primary thing we'relooking for. In most cases considerableimprovement is necessary and desired, butimprovement is the major thing that moststations need when they call on my services.Now, that may mean they require a largeraudience or they require a more efficientoperation to make their dollars work better.It may mean a wide variety of things. It mayrequire creative innovation. It may requirespecific understanding of the CRTC rulingsand requirements and how best to fill those

and how best to fulfill the responsibilitythey have as holders of a very importantlicence. But the improvement that we reallywork on, to get right down to it, is to makeit a far better radio station. Make it thebest'radio station we can possibly make it.Not just make it the most financiallysuccessful. Make it the best.

Do you see the 30% Canadian content rul-ing as a real problem to programmers?No. I think it's a challenge to find thetechnique that will make the requirementthe m,ost appealing to the audience. Now, itdoes serve a useful purpose, and that's beenproven. But it is here, and whether we disa-gree with it or not, that's not the case. It'slikely that it's going to stay and that beingthe case, I feel that one shoulcilook at itand make out of that the most appealing,the greatest' attribute we can possibly makefor the listeners. In that spirit we willaccomplish the most for the listener andfor the country, which was the intention ofthe CRTC, who set up the ruling. I don'tfind it any problem. I initially found it achallenge, but I think Anne Murray is notunhappy that it came about. She's gottenall the exposure in the world because of it.I don't think BTO - Bachman -TurnerOverdrive - are too unhappy about iteither, or quite a few other Canadianartists. It's been a boon to some.If the reverse occurred in the United States -95% of thd music programming in theUnited States was foreign - how longwould it take the Americans to legislatea content ruling?Well, you see you can't ask that as a realisticquestion because it's impossible for it to,happen. The industry in the United Statesis so large - it's such a homogenous mixtureof the entire world, there is no way that anykind of ruling of that type could come tobe because the United States probably hasthe finest recording studios in the entireworld, and producers from all over theworld flock to those various studios to maketheir recordings. So, content legislationbecause of an overabundance of foreignmusic is not a logical possiblity or consider-ation.Now that you are settled on your farm inCanada, what are your immediate andfuture plans?I plan to become quite deeply involved inradio in Canada, but this time I will primarilybe working as a consultant rather than offer-ing several diversified services as well. Iintend to work with only a limited numberof clients and stations, but I would like tobe working in most of the major markets. Tosum it up qUite simply, I love Canada and theradio business and I want to give my bestto both.
