June I3th, I931, and in pursuance of instructions from my Government, I have the honourto forward you herewith, in triplicate, several tables containing the information supplied bythe Government of the Republic with regard to Portuguese armaments and certain technicalinformation connected with these questions. Matters concerning the army and the navyare dealt with separately in these tables.

I am instructed by my Government to transmit to you in triplicate the information relatingto budgetary questions referred to in the above-mentioned note.

As you will see, this information refers exclusively to the army, as particulars concerningthe navy have already been given in the previous documents.

I. Effectives.

(2) The air effectives of the land forces are included in the total effectives shown for theland armed forces stationed in the home country, since they are not independent of them.

(3) This table includes the Republican National Guard, the mobilisation of which dependsupon certain measures; the formation of several more companies of this force is contemplated.

(4) This table also includes the forces at the disposal of the revenue authorities, themobilisation of which depends upon certain measures.

(5) Of the total figure shown, 5,612 are non-commissioned officers. Of these, 4,76I formpart of organised units. The remainder (851), whose existence is due to the requirements of thegreat war and of later organisations, are being reduced in number gradually, pending theirfinal discharge.

(6) In the year I930-3I, as an extraordinary measure during thirty days, about 5,000men were called up daily. These effectives are included in the total effectives in these units,calculated in accordance with the provisions of Article 3 of the Draft Convention.

(7) Under the terms of Decree No. I20I 7 of August 2nd, 1926, the army in the homecountry is intended for the recruiting, instruction and preparation for mobilisation of the unitsand formations which are to form part of the field army, and to supply the colonial army withthe effectives and services necessary to it and, if necessary, to assist in the maintenance ofpublic order.

(8) Of the total strength shown, 3,087 form part of organised units. The remainder,1,814 officers, are being reduced in the same manner as the N.C.O.s.

These are divided into two companies recruited from the Colony of Mozambique andreturning thither after two years.

(2) Of this total strength, 566 are N.C.O.s.

(3) Under the terms of Decree No. 19220 of January gth, I93I, the colonial army consistsof the whole body of the military forces in each colony, intended, in principle, to garrison anddefend such colonies. If necessary, the military forces of each colony can be used for actionin any other colony, in the home country, or in foreign countries, as national requirements maymake necessary. The colonial troops include European and native effectives. In principle,neither Europeans nor natives are recruited by conscription for military service.

(4) Officers and N.C.O.s are sent from the home country and paid out of the budgetof each colony.

II. Duration of Service.

I. - Land Forces stationed in the Homne Country.

In principle, the period of compulsory service with a permanent unit is fifteen months,after which the men are discharged.

These discharges take place annually after the first three months of training of the recruitswho have joined the colours during that year, and who are regarded as mobilisable after thisperiod. Those other ranks who have been longest with the colours are discharged first and,later, further discharges of mobilisable conscripts are carried out until only the budgetaryeffectives remain.

The National Republican Guard and the force at the disposal of the revenue authoritiesare organised on a voluntary basis.
