South Haven Area Regional Airport Authority
South Haven Regional Airport is located at 73020 CR 380, South Haven. David Orr, 269-427-2521, represents
Geneva Township on Airport Authority Board & serves on the Executive Board of the Airport Authority. Thankyou Dave for service to the Geneva Township & Airport boards. SHARA Authority was formed in1983 with Casco, Covert, Geneva & South Haven Township’s & cities of Bangor & South Haven. The Airportwas owned & operated by South Haven City prior to Authority formation. Dave Johnson serves as AirportManager - 269-637-7343. Officers: Ren Wright, chair; Don Woodhams, Vice-chair; David Johnson, secretary;Nancy Kelley, treasurer. Geneva supports this authority with .25 mill annually based on taxable value & this.25 mill comes out of Geneva’s .7823 operating millage. In 2008 & 2009 the airport only levied .008/mill &2010 .no levy for operations to authority municipalities.
OTHER: Adopted 2010-11 budget with no operating funds needed from authority members. Jet A fuel tankinstalled by Ron Christy Construction & Carl Stone Electrical. Terminal Drive named honoring “DonWoodhams Drive”. MDOT funds provided upgrading runways. New Corporate Hanger built by Olson Bros.Snow removal bid to deBest. Fuel sales are up. Electrical work on runway for upgrade.
Annual Fly-In held in August annually. 2010 Fly-In well attended considering weather. Rotary breakfastserved 1300. 2011 Fly-In (8-13) Planning for the only B-25D-35 Yankee warrior to be here. Sponsors are beaccepted, call Dave Orr or S.H. Airport for more information and sponsoring.

South Haven Area Emergency Services Authority - continued.History: South Haven Area Emergency Services Authority was formed through combined efforts of Casco,Geneva, South Haven Townships and South Haven City, through many brainstorming meetings held from1992-1995. The Authority was formed January 1, 1996 and is served by a 5 member board, Supervisors ofCasco, Geneva & South Haven Townships, South Haven City Manager & Mayor. Authority Board meets firstWednesday each month at Station 3, (South Haven Fire Complex). Representative on S.H.A.E.S. Board isNancy Whaley - phone 427-7607. All meetings are open to the public.
2010 CALLS for SERVICE: Geneva - 287 calls, 76 fire, 211 ambulance; Casco 241 calls, 105 ambulance, 136fire; S.H. City 803 calls; 168 fire, 635 ambulance; S.H. Twp. 362 calls, 90 ambulance, 272 fire; Mutual aid 38calls, 28 fire, 10 ambulance, total authority calls of 1731, 467 fire, 1264 ambulance.
2011 SHAES Budget: Adopted 2011 Budget at 1.62% overall increase. Geneva contribution for fire andambulance service is $203,605.00 in 2011. Geneva was able to retain Fire & Ambulance millage levy at 2.65mills for the 2010 tax year. Authority agreement amended in 2010 due to debt retirement plan to five (5) yearwithdrawal by any municipality of SHAES. Credit card payments are now being accepted for ambulance bills.Work continues for direct dispatching from 9-1-1 system to SHAES personnel./
SHAES Fire Inspection on all commercial buildings requires plan review & approval by Fire Inspector prior toany new commercial building or renovation. SHAES municipalities have put in place process format thatrequires signed plan reviews by Fire Inspector before issuance of any commercial building, electrical,mechanical or plumbing permits. SHAES Fire Inspectors: Owen Ridley, Tony Marsala & Ron Ridley. SHAES &Authority municipalities have adopted the 2009 International Fire and Building Codes.
Personnel: Ronald L. Wise, Director, serves on Van Buren Medical Control Board, Allegan Fire Chief & WestMI Fire Chief Association. Ron is an outstanding asset to SHAES. Shawn Smith was placed on full time staffas paramedic/fire fighter. Staff retirements this year Jerry Sajewski, Allan Hosier & Robin Madden.
Honor Guard: Provides support throughout the community with many events including: Training for Nationalcompetition in 2011; participate in Firefighter services; Annual Fire Department Banquet & other events thatrequire their service. Honor guard placed 4th in national competition, first time participating in competition.
SHAES Paid On Call Volunteer Association - THANK YOU for all your assistance in all you do to enhancethe health, safety & welfare of both SHAES personnel & community.

New Equipment: Zoll monitors & AED’s, used monitors given to Geneva Township Deputy; South HavenTownship deputies, Michigan State Police - Casco; Thermal imager on Ladder 1; Jaws cutter on Rescue 1;Water rescue equipment; Hi-visibility coats; Hydrogen cyanide HCN monitors; fire hose.
Vehicle Maintenance: Keith Bierhalter, Tony Marsala & Brandon Hinz are certified vehicle mechanics.Vehicle maintenance continues to be done in house by personnel with cost savings to SHAES.
Casco Fire Station - Completed & open. Donations received: include four oak trees; table from EmilWessling Memorial Fund; 17 trees; Kitchen cabinets, counter tops, tile including all installation. SHAESpersonnel & board THANKS the donors for these donations & support. Station located on 66th Streetsouth of 109th Avenue next to Casco church. Open house being planned. License agreement for Entergy fordecontamination Center at Casco station, if ever needed.
Continuing Education & Ungoing Training: Aircraft fire; Juvenile arson classes, firefighter safety classes;water rescue techniques; fire boat operations; S. H. Police on life vest; Propane emergency; Submergedvehicle at MSP training facility; EMS on new medications & State Model Medical Treatment Protocols; Firetraining; Confined space, fire drill w/Albemarle; Hazard Zone management; Advanced cardiac life support;Firefighter survivability with Mayday training.
Fire Prevention Week - Fire Safety Fair at Station 3 held annually in October. Thirty local business providingfunding for Safety fair with 500 adults & children attending. Public education in 2010 covered 2597 adults &children with 423 donated firefighter hours. Paul Quinn does an excellent job overseeing the preventionprogram with cost provided by donations.
Grants received: Albemarle Grant - new jaws cutters, fire extinguisher training & Hi-visibility jackets; Entergy- 4 ice rescue suits. THANK YOU TO Albemarle & Entergy for continuing to support SHAES with grant

funds. AFG Federal grant of $893,000 for 800mg radio transmissions for Van Buren county with SHAESportion of $154,809 with 20% match.

History: September 12, 1961 Geneva township voted on a proposal to form a joint hospital authority with totalvotes of Yes 144 and No 26. We pay .4 mill (rolled back for 2010 to .3588) and have since 1961. On April 12,1977 a proposal to levy 1 mill for three years (1977-8-9) for the SHCHA remodeling was passed. GenevaTownship provides representation on the SHCHA board since forming of the Authority. In 2007 GenevaTownship passed resolution supporting $4,500,000 Revenue Bond procurement by SHCH Authority for theWellness Center with Geneva’s responsibility at 6.56% in the event the Hospital was unable to meet the bond.SHCH Authority consists of townships: Arlington, Bangor, Casco, Columbia, Covert, Geneva, South Haven,and cities of Bangor and South Haven. In 2010 South Haven Community Hospital changed name to “SouthHaven Health System”.
Hospital Board: In 2010 the Hospital is .1% budgeted goals; 2011 Strategic planning - catalyst that directsSHCH. 2011 budget being developed. Reception for Roger Thomas in February at Wellness Center honoring45 years of service to SHCH Board of Trustees for Bangor Township.
Services Available: Annual Heart to Heart Screening annually in February; Yoga, Tai Chi, skin care, Reiki &Massage therapy; Pulmonary & Cardiac Rehabilitation programs; Better Breathing Tele-Health Presentations;CPR classes; Flu Clinics; Sleep Clinics; Cancer Care; Diabetes support; Occupational Medicine; InfusionCenter; Sensible options for good health. Service areas continue to be enhanced with Wellness Centeractivities. Mammograms offered at special price annually in October - National Breast Health AwarenessMonth. Mammography program passed all Federal & State guidelines. Water birthing option available formothers-to-be, call 639-2720 for more information. SHCH is only hospital in Van Buren County that deliversnewborns. On-Line bill payments with email receipts (www.sh-hs.org).
SHCH Home Care Service provides traditional care ordered by a physician and private duty service providedat client expense. Call Traditional home care 639-2888; Private Duty 639-2882. Lifeline personal responsesystem available by calling 639-2888.
12th Annual Harvest Food Drive - Hospital personnel hold annual Food Drive in October to supply We Carefood pantries. In the 12 years the Food Drives have contributed 75,391 pounds of non-perishable food itemsto food pantries.
Shoreline Wellness & Rehabilitation Center - Programs & usage of the Wellness Center continue to be anasset to the community. For more information: Community events contact: Kim Wise at 269-639-2805;Membership contact 269-639-2648. SHCH gives Wellness Center Scholarships annually, this year eight weregiven 100% & seven were given 50% scholarships. Three Hundred Six participants for the free cholesterolscreens, one hundred attended health fair & ninety five attending the speaker program. SHCH Auxiliary awarded $1000 Scholarships to Nicole Dotson, S. H. High School; Samantha McNealy,Bangor High School to further their education in health care.
Volunteer Recognition Volunteers assisting at Hospital provided 15,000 hours to SHCH with 100 volunteers.Volunteers provide many services, including but not limited to: coffee and gift shop, front desk, surgery waitingarea, clerical work as needed. The Hospital Auxiliary gave $18,000 to SHCH this year. Auxiliary holds a bookfair in Hospital lobby twice annually as a fundraiser. Congratulations to Hannah Schlecker celebrating 25years of volunteering at SHCH Auxiliary. “Make a difference in someone’s life and be a Volunteer”.Volunteers are always needed, call Hannah Schlecker 637-5271 #2203 for more information.

South Haven Area Senior Services coverage area includes Arlington, Bangor, Columbia, Geneva & SouthHaven Townships & Cities of South Haven and Bangor. Ronald Palumbo, 269-427-5540, is Genevarepresentative on the SHASS Board, which meets the third Wednesday each month at 4:30 p.m. at the WarrenCenter. Thank you Ron for your time & effort you expend on behalf of our Seniors.
SHASS Board Officers: President, Dennis Palgen, Vice President, John Kneeland, Secretary. Nancy Whaley;Treasurer, Cheri Brenner. Other Board Members, Arlington Township, Mark Thomas; Susan Ellis, BangorTownship, Columbia Township, Laura Beckwith; Geneva Township, Ron Palumbo; Member at Large, MaeLinderman; Dick Curtis. City of Bangor & South Haven Township are un-represented. Financial status isconsistent without accessing the line of credit prior to tax collection in December, 2010.
History: In 1998 Geneva, Casco, South Haven Township & City passed .25 mill to support South HavenSenior Services, then in 2002, Arlington, Bangor, & Columbia Townships and City of Bangor passed .25 milland joined South Haven Senior Services. Prior to 1998 Geneva Township seniors were taking part in activitiesat the Warren Center in South Haven and continue that regime today. Expansion Area: Coverage as ofJanuary 1, 2011 covers all of Van Buren County. New by-laws have been written and adopted. Budget forJanuary thru June, 2012 has been amended to include these areas. SHASS name has now been changed toVan Buren Senior Services. Office has been opened in Paw Paw with numerous activities using locationsthroughout the county. This process is coming together quite well with lots of Senior participation.
Dreams for Seniors: Eight ramps have been built using three ISD students and other volunteers with MonteBrenner doing design work. Grant funds have been providing the funds to buy material. Labor has all beendonated. Funds for future ramps is always welcomed.
Senior Assistance: If you know Seniors that need assistance or would benefit from SHASS programs havethem contact Senior Center at 637-3607 or Geneva Township representatives. In-Home Service beingoffered by SHASS, providing light housekeeping, etc. for seniors.
SHASS Senior Sentinel will now be enhanced to cover all of Van Buren County and will be an insert intovarious publications throughout County. Watch the monthly calendar publications for events and activities.
Geneva residents take advantage of the many programs and activities for Seniors offered at the WarrenCenter in South Haven, including meals, trips, computer training. In the last fiscal year 408 seniors took part inprograms of SHASS. Currently Geneva has 70 Care Watch clients. Many Geneva Seniors spend timevolunteering and helping others. Services include, but are not limited to: Employment assistance; equipmentloan rental; exercise; food programs; health programs; prescription assistance; hospice; housing; legalservices; Medicare/Medicaid assistance; tax form assistance; transportation; home delivered meals;Community caring, Care Watch; computer classes, Smoke Free program and numerous other activities.
Tax Form AssistanceSHASS offers basic income tax assistance for seniors. Served 146 people so far for 2010 tax forms.
South Haven Area Senior Services - continuedTransportation - Van Buren Public Transit is providing transportation for seniors. This service is working wellfor Senior Services. Saturday trips are being offered through Van Buren Public Transit. Tokens for rides canbe obtained from SHASS office in South Haven.

RSVP Grant - Federal grant for retired and senior volunteer program received by SHASS covering up to 3years at $93,000 per year. Working to recruit 300 volunteers county-wide help seniors with critical needs.Office is located at the Paw Paw location.
Growth & Budget; Growing pains continue as services & needs expand for Seniors in all areas involved.Office space is needed to ease operations of SHASS. Office facilities and programs are being provided inBangor, Columbia, Arlington, Bangor City & Covert to enhance the outlying coverage areas. SHASS continuesto add programs & opportunities for Seniors throughout the service area. Computer labs are being updatedwith newer computers. Volunteers provide training to Seniors,
Fundraising events are ungoing to enhance the programs of SHASS. United Way Funding; Making & sellingpasties in fall is a fundraiser which requires lots of volunteers. Donations of time, service and money arealways welcomed. Fundraising committee is planning a number of events this year, watch for opportunities tosupport Senior Services.

EMERGENCIES CALL 9-1-1Van Buren County Sheriff Department serves Geneva Township 40 hours a week through contract. DeputyRomeo is assigned to Geneva Township & has office & car located in township hall. Geneva started thiscontract in 1996 with 20 hours per week through a COPS Grant which covered the (50%) first three years ofcontract & we were served by Deputy Scott Schmidt who also did code enforcement which deputies continueto do. Scott went into K-9 policing & Deputy Tony Evans spent two years serving us, as well as Deputy JasonStasienko both of which are now K-9 deputies. Deputy Romeo continues to serve us with expertise &compassion for all our residents. When & if needed Deputy Romeo gets assistance from other policeagencies, including V.B. Sheriff Dept deputies, Michigan State Police, & others. All 9-1-1 calls go to V.B.
Sheriff Department for Dispatch. Do not hesitate to contact Deputy for any help andquestions.

Al-Van Humane Society (AVHS) was founded in 1968 as a non-profit animal welfare organization dedicated toproviding emergency food & shelter for homeless pets. The AVHS also finds good, adoptive homes forcompanion animals that can no longer remain with their families. Al-Van provides food & shelter for over 3000animals yearly, offers community education on humane, responsible & compassionate pet ownership, & is amicrochip scan & placement center. The humane society also focuses on helping to reduce the number ofstray & unwanted animals in our county by encouraging pet owners to spay & neuter their pets & supporting aspay/neuter program for pets of low-income owners. Al-Van Humane Society is a tax exempt organizationserving surrounding townships & working closely with Van Buren County Animal Control. Al-Van Humane Society does fundraisers throughout the year. “Paws on the Pier” in June at South Beach inSouth Haven; On-line shopping through www.igive.com and register for Al-Van Humane Society and theyget percentage of purchase. The Re-Sale Shop located on LaGrange Street in South Haven, open summers,is an asset in fundraising for the animals. Choco-Mania in February, Cookie Caper in November both held atthe First Congregational Church. Watch for other fundraisers throughout the year and support our animalfriends. Dog food, paper towels, blankets, etc. are always needed at the shelter.
Funding is through donations and contributions. Send your donation to Al-Van Humane Society, P.O. Box421, South Haven, MI 49090. Geneva contracts annually for service to residents.
Al-Van suffered some financial set backs due to an embezzlement. The board has put many policies in placeso that this does not occur again. We have received money from the insurance company and restitution wasordered by the court. Mark Kolas and Kelly Elvin spent numerous hours on this & in so doing we are in muchsafer position financially. Thanks to all of you that continue to support Al-Van Humane Society. Van Buren Public Transit isalso offering Saturday trips for Senior Trekker Club, and have provided transportation on this to Turkeyville,Theatres, Casinos, etc. Nutrition runs on demand. Working on Medicaid transportation could be paid for byMedicaid for qualified participants. Daily dial a ride available to all, with reservations. Geneva users averagesup to 10 per day. Vehicles are wheelchair accessible with curb to curb service.
HOUSEHOLD HAZARDOUS WASTE PROGRAMGeneva Township participates in the Household Hazardous Waste Program through Van Buren CountyResource Recovery Office at 269-657-8213 or email [email protected]. County Wide collection June 19at 801 Hazen Street in Paw Paw & September 17, South Haven DPW by appointment only. Contact BethClawson, 269-657-8213, for details as to drop off sites for household hazardous waste; electronic collections;tire collections. Last year 7092 pounds of household hazardous waste was collected. Miscellaneous othersolvents, pesticides, automotive fluids; batteries, alkaline, Ni-Cad, silver; aerosol cans, fluorescent bulbs, etc.and cleaners were collected. All collections are free for the first 75 pounds to all clients in participatingmunicipalities. After the 75 pounds the fee is $1.10/pound.
State take back laws make recycling home computers even easier. Home computer recycling is now FREEstatewide. Remember the HHW and electronic waste year-around by appointment only by calling ResourceRecovery at the MSU Extension office 269-657-8213 or email [email protected].

Geneva Township has three cemeteries - Monks located at 62nd Street & CR 380; Chambers at 66501 CR388; Lacota at 60601 Baseline Road. Grave sites are available in all three cemeteries. Many hours are spentin the upkeep of these burial grounds and your help is needed in complying with the rules for the planting ofshrubs, trees. Contact Township Nancy Whaley 427-7607 before placing any shrubs and or trees on anygrave site or for any issues regarding Cemetery operations. We are currently working on job description forSexton position.
CEMETERY RULESAll flowers, wreaths, and decorations of any kind must be placed at the head of the graves.NO trees, bushes, shrubs, private burial structures, or foundations shall be placed WITHOUTAPPROVAL of the Sexton or the Cemetery Board.NO excavating or grave openings shall be done WITHOUT attendance of Township Sexton.NO motor bikes, horses or snowmobiles permitted in cemetery.The Cemetery Board reserves the right to trim or remove trees, shrubs and bushes without notice.The clean up of the Cemeteries will be May 1st each year, which includes flowers, wreaths anddecorations.The Cemetery shall be in a neat and orderly condition at all times.All Cemetery operations are under the jurisdiction of the Cemetery Ordinance #34, the TownshipSexton and the Geneva Township Board.

Special Assessment paving is done on a first come, first serve basis and as road
funds permit. Since 1987 in Geneva Township 29 special assessment paving projects
have been completed, covering 29+ miles. Special assessment for roads is spread
over six years with 25% of the cost of paving is paid by property owners with no
interest. The township pays for all road preparation and 75% of the paving cost.

In 2010 needed maintenance was performed on various roads. Three miles seal
coat, three miles crack seal, 3 miles fog seal and other general maintenance.
Construction 62nd Street - Baseline to CR 388 - Reconstruction, mill and pave. Failure
of cross culverts replaced in three areas. Drainage work Church Street/CR 681.
In 1984 Geneva Township voters approved 3 mill levy for road work. This millage
has been renewed consistently by voters and current renewal expires 12/31/12. THANK YOU for SUPPORTING the ROAD MILLAGE RENEWAL.

Geneva Township & General Taxing InformationSTATE EQUALIZED VALUE (SEV)
State Equalized Value should be 50% if the Market Appraised Value. 2011 some residential propertiesrealized an average 18% decrease in SEV. Since 1994 (Proposal A adoption) and you have not removed oradded any real property to your assessment, you have seen your SEV and TV spread reach up to a 20%lesser TV than SEV. In 2011 your SEV may have increased or decreased and your TV increased the 1.7%CPI for 2011.
TAXABLE VALUE (TV)Taxable Value is number used to calculate property taxes. Formula is Taxable Value times the millage rate foryour property. Millage rate is different in each school district, as well as whether property is exempt underPrincipal Residence Exemption or non-Principal Resident Exempt. Increase in Taxable value is limited to 5%or the CPI for the current year. Formula used in figuring Taxable value is: example:

STATE EQUALIZED VALUE (SEV) - TAXABLE VALUE (TV) CHANGESWhen property changes ownership, the first year of new ownership the SEV now becomes the Taxable Value(TV) which could see adjustments up or down from the current SEV based on property and land values. Whenbuying property you cannot assume you will be paying the same amount of taxes of the previousowner. Properties are “uncapped” when ownership is changed which normally sees an increase in Taxablevalue and TAX DOLLARS.
Taxable Value Rates of IncreasePROPOSAL "A" became effective in 1994 by vote of the people in Michigan. It changed the structureof value that taxes are levied against. In 1994 the State Equalized Value became the Taxable Value.Since 1995 significant raises have occurred in the State Equalized Value, however the Taxable Valuecan only raise with the following limits:
