1 INTRODUCTION
RSK Ireland Limited (RSK) was commissioned by George Best Belfast City Airport (GB
BCA) to carry out a Phase 1 Preliminary Risk Assessment (PRA) for lands within GB
BCA.
The aim of this study was to establish the potential sources of environmental risk and
liabilities associated with the soil and groundwater contamination at the site. This has
been achieved through desk-based research of publicly available information and a site
visit. This report presents the information associated with the PRA and makes
recommendations relating to the condition of the site and implications with respect to its
potential end use, where required.
The report focuses on lands which may be required for potential development in the
future. We understand that the following potential physical changes may occur.
• Zone 1: Potential works within Zone 1 include staff car parking, taxi waiting area and
reconfiguration and extension of aircraft parking;
• Zone 2: Potential works within Zone 2 including the re-configuration of the short stay
car park and relocation of the pick-up / drop-off area; and,
• Zone 3: Potential works within Zone 3 including the reconfiguration and upgrade of
the car hire parking / drop off area and the works associated with the long stay car
park.
1.1 Objectives
The objectives of this Phase 1 PRA are as follows:
• To provide information on the site setting;
• Undertake a site walkover survey to characterise the extent and severity of any areas
of potential concern (APC) in relation to contamination;
• Produce an initial Conceptual Site Model (CSM) to identify and assess any potential
pollutant linkages; and
• Provide recommendations for intrusive investigation, if required to quantify the
potential risks and liabilities associated with the site.
It is important to note that a PRA is essentially a qualitative risk assessment that
considers the ‘potential’ risks and liabilities associated with a site, and for most
‘Brownfield’ sites a PRA is likely to conclude that a follow-up site investigation is
necessary in order to provide data on the actual levels of soil and/or groundwater
contamination. Without site-specific data it is difficult to quantify the risks and associated
environmental liabilities. The benefit of a PRA, however, is that it enables any follow-up
site investigation and associated Quantitative Risk Assessment (QRA) to be designed
accordingly in order to target the identified APCs and to tailor the analytical testing suites
to match the anticipated contaminants of potential concern (CoPC).

1.2 Scope of Works
The assessment is being undertaken to identify potential contamination sources on the
site and to assist GB BCA in identifying potential environmental liabilities that may be
present which will have consequences for the site’s potential future development. The
scope of the investigation and layout of this report has been designed with consideration
of CLR111 and BS 10175: 20112, plus guidance on land contamination reports issued by
the Environment Agency (2010)3.
The risk management process comprises up to three stages of risk assessment:
preliminary, generic quantitative and detailed quantitative (PRA, GQRA and DQRA). The
basis for the risk assessment is a conceptual site model (CSM) that is produced as part
of the PRA and is updated throughout the risk management process.
The scope of works for the PRA includes:
• Review of published geological, hydrogeological and hydrological data;
• Review of historical maps to ascertain previous land use and identify potential historic
sources of contamination;
• A review of previous site investigation and contaminated land assessment reports
undertaken within the subject and adjacent site;
• A review of publicly available environmental information pertaining to local land use,
sources and receptors;
• A review of information pertinent to the site supplied by the client;
• Site walkover (including photographs) to confirm existing land use at, and
surrounding the site;
• Production of Initial Conceptual Site Model identifying pollutant linkages that might
require further investigation.
1.3 Limitations
The comments given in this report and the opinions expressed are based on the
information available during the completion of the PRA. However, there may be
conditions pertaining to the site that have not been disclosed by the assessment and
therefore could not be taken into account.

2 SITE DETAILS
2.1 Site Location
The subject areas are situated within GB BCA located adjacent to A2 Sydenham Bypass,
Belfast, Co. Antrim. The GB BCA site is surrounded by mixed commercial, recreational
and industrial land use. A site location plan is presented as Figure 1.
2.2 Site Description
The subject areas comprise three zones located within the eastern section of the larger
GB BCA site. The main areas which may be subject to future development within the
airport site are provided in Figure 2. Due to the size of each of the zones, this report will
focus on potential development areas (subject sites) within each zone as per parameters
plan presented as Figure 2.
2.2.1 Zone 1
Zone 1 comprises an area of hardstanding and lies at elevations 2m above Ordnance
Datum. The subject area includes the northern section of the Victoria Building and
associated hard standing to the north and west of the building. The land uses
surrounding the potential subject site include a fuel farm to the northwest, aircraft catering
unit to the northeast, roadway to the east, car parking area along the eastern section and
the Alpha 3 taxiway and No.4 Runway with associated green areas to the east of the
subject site. The potential works within Zone 1 include the demolition of an existing
building to accommodate additional aircraft parking and roads.
2.2.2 Zone 2
Zone 2 comprises an area of approximately 400m2. The land uses surrounding the
potential subject site is terminal building to the south, terminal walkway to the aircraft
stands to the west, service yard to the north and east of the subject site.
2.2.3 Zone 3
Zone 3 comprises an area of approximately 12,338m2 (A1- 3,027m2, A2 – 10417m2, A3 –
9303m2). The subject area includes an area of Greenfield land (A1), an area of
hardstanding (A2); and an overflow car park to the south and a storage area for
stockpiled material to the north (A3). The stockpile comprises approximately 2500m2 of
site won material understood to have been deposited in this location during various
phases of development in other areas of the site. The southern section of A3 has gravel
blinding layer with concrete paving kerbs denoting the car parking areas. The land uses
to the south and east of the subject site comprises a long stay car park, with green areas
and Alpha 1 taxiway and No 4 runway located to the west. IKEA retail store and car park
is located to the north of the site. Tillysburn stream, Sydenham by-pass railway line and
Tillysburn Urban Wildlife Reserve are located to the east of the site. Site photographs are
included in Appendix B.

2.3 The ‘Project’
The ‘project is defined in chapter 4 of the environmental statement; the potential physical elements contained within the above three zones are set out below.
2.3.1 Zone 1
• Staff car parking – The existing overflow parking area could be reconfigured to
provide 376 spaces. This would require the provision of new white lining to the
existing surface with some miscellaneous works such as fencing, provision of access
control barriers etc.
• Taxi waiting area – The existing taxi waiting area, adjacent to the existing overflow
car park, could be reconfigured to allow up to 72 vehicles; works would require the
provision of new white lining.
• Aircraft Parking – The existing aircraft parking area adjacent to the old terminal
building could be extended and reconfigured to accommodate additional aircraft
parking. This would require the part removal of an existing building. The aircraft
parking area would consist of heavy duty pavements.
2.3.2 Zone 2
• Short stay car park – The internal layout of the existing short stay car park could be
reconfigured to provide 395 spaces. The existing entry and exit points could be
reconfigured and tie in the new road layout.
• Pick-up / drop off area – The existing pick-up / drop off area could be relocated from
inside the existing short stay car park to outside the car park area. Works could
require:
o Resurfacing - where a suitable existing road construction exists ;
o New construction - where a suitable existing road construction does not
exist, new surfacing will be required comprising excavation to 1mbgl,
placement of 600mm stone capping layer, construction of stone sub-base
and stone road-base finished with bitumen macadam and asphalt.
2.3.3 Zone 3
• Car Hire parking/drop off – Both the car hire drop off and parking areas could be
located to the north of the main terminal building. The car hire drop off area would
remain in the same location as the existing drop off area. The existing layout could be
reconfigured to accommodate an additional 21 spaces. The car hire parking area
could also occupy a similar area as per the existing arrangement.
• Long stay car park –To facilitate an additional 893 long stay car parking spaces the
existing internal layout could be reconfigured together with the re-configuration and
re-surfacing of the existing overflow car parking area, hardstand areas and small
areas of grassland. A small pre-fabricated building may also need to be demolished.
Areas of new car parking would consist of excavating approximately 750mm of
topsoil and soft clays, provision of a geogrid and a 350mmm deep crushed rock
capping layer overlaid with a 300mmm deep stone road base and 100mm of bitumen
macadam and asphalt.

2.4 Previous Work
2.4.1 Alpha Environmental Systems Ltd - 1999
A previous site investigation and report was undertaken across the Site by Alpha
Environmental Systems Ltd (Alpha) in 1999. Alpha was commissioned to assess
environmental conditions in specific areas of the site which included the lands identified
for the potential additional car parking in Zone 3 (see figure 2). The report does not
include any borehole or trial pit logs, however it is reported that the land is reclaimed and
levels have been achieved by the placement of hydraulic fill and by importing waste
materials from town gas production in Belfast.
It is reported that the site has historically been used by the military. The Alpha
assessment primarily provides information in the vicinity of the potential car park in Zone
3 (which comprised 1 borehole (BH7) and 4 Trial Pits (TP7, TP8, TP9 and TP10) and
Zone 2 (TP5). A review of the data for the Zone 3 (A3) indicates a significant hydrocarbon
impact which is reportedly from a historical diesel spillage however; the report also refers
to the potential source of the impact coming from the neighbouring site, D5 (now
occupied by IKEA). Within TP5 two shallow soil samples within the upper 0.60mbgl were
analysed for heavy metals and total TPH. Minor TPH and heavy metal concentrations
were recorded.
All groundwater samples recovered from the site are from trial pits and therefore the data
is unlikely to be representative of the groundwater conditions at the site, primarily
because sediment in the sample will exaggerate the concentration of contaminant in the
water. Notwithstanding this, a concentration of 33,000mg/l recorded in TP9 would
suggest free phase product is present. The report also suggests some limited remedial
measures have been undertaken. The extent of the impact is also not clearly defined and
the hydrogeological regime has not been defined; it is therefore unclear if there is
potential for the contaminants to have migrated.
2.4.2 Generic Quantitative Risk Assessment & Remediation Strategy: UK Borders Agency Accommodation, George Best Belfast City Airport Report – Doran Consulting 2011
A GQRA was undertaken by Doran Consulting (Doran) in 2011 within a portion of site
immediately adjacent to the main terminal building which was previously occupied by a
baggage handling area and service yard.
The PRA identified several potential sources of contamination including infilled land,
potentially gassing natural alluvium, historical airport infrastructure and nearby railway
land. It was determined that the identified contamination sources could potentially pose a
risk to human health, the proposed on-site building and third party sites. A targeted site
investigation was undertaken in order to determine the ground conditions across the site
and to obtain quantitative data on the contaminant concentrations in the subsurface.
The intrusive investigation comprised the drilling of 5 boreholes; laboratory analysis of 12
soil and groundwater samples; and monitoring of ground gases on 8 occasions. The
investigation and subsequent GQRA revealed that:
• Elevated ground gases were present at the site which could pose unacceptable risks
to future site users and the on-site building;

• Soils at the site were generally not of significantly reduced quality with respect to the
proposed commercial development. The presence of an isolated occurrence of
asbestos was not likely to pose any significant risks to the proposed development;
however, it could represent a health and safety issue for construction workers during
development works;
• Shallow groundwater was of reduced quality which is typical of the reclaimed lands in
the vicinity. However, this was not likely to pose a significant risk to deeper
groundwater resources or surface waters given the environmental setting of the site.
Reduced quality groundwater was also unlikely to pose a significant risk to third party
sites. A single occurrence of the volatile contaminant, aliphatic TPH fraction C12-C16
could pose a risk to future site users through vapour release.
It is reported that a suitable remediation strategy to negate the risks posed to future site
users, the proposed on-site building and construction workers was implemented during
the construction phase. The mitigation measures included the following:
• Installation of gas protection measures meeting the requirements of Characteristic
Situation 3; the gas membrane used was also capable of providing resistance to
hydrocarbon vapours and was installed in line with the manufacturer’s
recommendations / details and current good practice, ensuring that; seams, joints
and service penetrations are lapped and sealed;
• Implementation of health and safety standards at the site during the construction
works.
• Provision of a Verification Report collated and presented to meets the standards of
the EA Evidence Report SC030114/R1 Verification of remediation of land
contamination to confirm that remediation works have been satisfactorily completed.

3 PRELIMINARY RISK ASSESSMENT
The following sections describe the results of the review of available information for the
site and the findings from the site walkover. This information, together with that presented
in Section 2, has been used to identify potential contaminant sources, sensitive receptors
and migration pathways from which an initial CSM has been developed.
3.1 Ground conditions
3.1.1 Geology
The Geological Survey of Northern Ireland Special Engineering Geology Sheet, Solid and
Drift (1:21120) indicates the site to be underlain by reclaimed material and Estuarine
Alluvium. The solid geology underlying the site consists of the Sherwood Sandstone
Group. The sandstone is generally described as red, purple and brown cross-stratified
sandstones and siltstones with minor clay beds and partings. There were no exposures
of rock on the site to confirm the solid geology.
A review of intrusive investigation report by Alpha advises that the land is reclaimed and
levels have been achieved by the placement of hydraulic fill and by importing waste
materials from town gas production in Belfast.
The Doran report identified made ground to a maximum depth of 1.90mbl which
comprised of gravel with concrete fragments and ash & cinder deposits. The site
investigation identified estuarine alluvial deposits of sand; silt and clay to a depth of
approximately 10mgl. The deposits include soft to very soft sandy silty CLAY underlain by
silty, fine to medium sand. It is reported that these deposits were underlain by firm red /
brown, slightly sandy, thinly laminated CLAY was encountered to c.20mbgl. This was
underlain by medium dense red brown silty fine to coarse SAND to c.22mbgl. The sand
was underlain by stiff to very stiff, high to very high strength, red brown slightly sandy
SILT to a terminated depth of 25mbgl. Copies of 2011 site investigation borehole logs are
included in Appendix C.
RSK undertook a review of historical borehole data for the area held by the GSNI. A
review of the Glover historical borehole (Ref 130S/W/2218 Plan 130-140NE) located 1km
south west of the Zone 1 indicated that the following stratagraphic sequence may be
encountered in the vicinity of the site. A copy of the geological map is included in
Appendix C.

A recent site investigation in Victoria Park (750m south east of the site) undertaken by
RSK in 2013 encountered made ground consisting of a layer of topsoil mantled over
recent alluvial material / hydraulic fill. Glacial material consisting of silty clay with
occasional sand bands was encountered at approximately 3m below ground level in the
three boreholes. Bedrock was not encountered during the site investigation. A copy of
borehole log of BH1 from the RSK 2013 investigation is included in Appendix C.
3.1.2 Ground Gas
Given that made ground & estuarine alluvial deposits were encountered during the
previous site investigation, and elevated methane concentrations recorded during the
2011 monitoring rounds, the risk associated with ground gas is considered moderate/high
in accordance with CIRIA C665.
3.1.3 Site Drainage
It is believed that the site has a conventional drainage system, with surface runoff
collected in gullies and channels. Flow is conveyed in pipes to arrangements of sampling
chambers and oil interceptors prior to being conveyed to the respective final point of
discharge. There are five points of discharge from the site for surface runoff to the
receiving watercourses. Further details of the site drainage are presented in Chapter 10
(Water Environment) of the ES.
3.2 Hydrogeology
3.2.1 Aquifer characteristics
The hydrogeological map of Northern Ireland classifies the underlying Sherwood
Sandstone aquifer as a high to moderate potential productivity aquifer reliant on fracture /
inter-granular flow – Bh (I-f) with regional flow.

3.2.2 Groundwater vulnerability
The groundwater vulnerability map on the ‘Geoindex’ website
http://www.bgs.ac.uk/geoindex/index.htm represents an assessment of the vulnerability
of groundwater within the uppermost aquifer. The map indicates that the site is given the
classification 1 on a vulnerability scale from 1 (very low) to 5 (very high).
3.3 Hydrology
3.3.1 Surface watercourses
Information from the Rivers Agency indicates that no watercourses directly affect the site.
There are a number of watercourses identified within a 1km radius of the zones.
Connswater Channel (Kinnegar Water) is located c.160m south of Zone 1. The
Connswater River (c.800m south west of Zone 1) generally flows in a northern direction
along the southern boundary of Victoria Park before entering Connswater Channel, which
then flows into the Musgrave Channel c.500m west of Zone 1 and subsequently flows
into Belfast Lough. A designated area of Belfast Lough is located c.1km to the north west
of the Zone 3.
A designated culverted unnamed watercourse from Inverary Playing Fields approximately
100m north west of Zone 1, flows in a south westerly direction parallel to the Sydenham
by pass road, before flowing under the road and into a Connswater Channel.
Tillysburn stream is located c.90m east of the A3 in Zone 3. Two designated unnamed
rivers flow in Tillysburn Urban Wildlife Reserve c.110m east of the A3 in Zone 3.
Tillysburn stream flows in a north easterly direction parallel to the depot road for 2.4km
and then flows into Belfast Lough.
It is noted that Belfast Harbour, Connswater Estuary & Lagan Estuary waterbodies are
hydraulically connected to the Belfast Lough. Correspondence obtained from the Rivers
Agency and NIEA Water Management Unit (WMU) is presented in Appendix D.
3.3.2 Consented Discharges
The WMU provided information regarding all known NIEA Operational Assets and
Industrial Discharge Consents within a 10 km radius of the site. Four Industrial Consents
and two NIW Operational Assets are located within or adjacent to the site boundary:
• Armstrong Meats discharging unspecified private sewage to a waterway.

• (Holywood Road CSO and Inverary Road CSO operational assets are located along
the western site boundary.
An industrial consent exists for discharge of stormwater drainage from the GB BCA site
at several locations.
3.3.3 Abstractions
The WMU and the Drinking Water Inspectorate (DWI) provided information regarding all
known non-potable abstractions and discharges within a 10 km radius of the site.

WMU data showed one current surface water abstraction point along the site boundary
(Bombardier Aerospace) the company abstracts from a surface water source on the
western site boundary; upstream of the GB BCA site. Only one historical abstraction was
also noted within 2 km of the site; it is located upstream of the site. All other WMU current
and historical abstractions from surface water or groundwater are greater than 2km away
from the site and therefore unlikely to be impacted.
Information from the DWI indicates that there are no Private Water Supplies (PWS) or
Dairy Farms abstracting from a PWS within 1 km of the site.
3.3.4 Flooding
Anecdotal evidence obtained does not suggest any history of flooding at the site.
Information obtained from the Rivers Agency Strategic Flood Map NI (Rivers & Sea)
www.riversagencyni.gov.uk indicates that no areas in the vicinity of the site have been
affected by historic flood events. No significant natural fluvial floodplain or flood storage
areas have been identified on the site.
3.4 Sensitive Land Uses
The GB BCA site is not situated within a Natura 2000 site, however, it is situated adjacent
to Belfast Lough Special Protection Area (SPA), Area of Special Scientific Interest (ASSI)
& Ramsar Site (approximately 390m), and in proximity to Outer Belfast Lough SPA/ASSI
(approximately 510m).
Belfast Lough falls within the North Eastern River Basin Management Plan for WFD
purposes, and a duty exists upon the Department of the Environment to restore the
status of the Lough to good status and/or ecological potential.
Inner Belfast Lough ASSI encompasses the southern part of Belfast Lough and is
classified as an ASSI primarily due to its fauna. It includes areas of intertidal foreshore
which form important feeding / roosting sites for wildfowl. Outer Belfast Lough ASSI is
primarily important for the geological features of the area. Wildfowl are also supported
and Outer and Inner Belfast Lough ASSIs are closely linked.
Belfast Lough ASSIs are designated for their geological features and fauna, and as such
are not receptors subject to the effect of freshwater quality or rates / volumes of runoff.
As such, no further consideration is required at these sites in relation to surface water
hydrology.
The Inner Lough has been declared as a Eutrophic Sensitive Area, and has been
designated as shellfish water for the purposes of the EC Shellfish Waters Directive.
Areas of the Outer Lough are designated under the Nitrates and Bathing Waters
Directives.
The following Sites of Local Nature Conservation Importance (SLNCIs) located within
2km of the proposal site. The following Sites of Local Nature Conservation Importance

3.5 Local authority environmental health department information
Correspondence with Belfast City Council Environmental Health Department has
indicated a number of potentially contaminating sites within a 250m radius of the site.
Potentially contaminating land uses within/adjacent to the GB BCA site include:
• The GB BCA site was previously reclaimed from Belfast Lough.
• Lands adjoining the north boundary were previously used as a refuse tip.
• Lands adjoining the east boundary were formally used as a railway line.
• Lands adjoining the northeast boundary were previously used as a refuse tip.
• Lands adjoining the east of the site were previously used for infilling with domestic
waste.
3.6 NIEA Land & Resource Management Unit information
Correspondence with the Land and Resource Management Unit of NIEA has indicated a
number of potentially contaminating sites within a 500m radius of the site. Potentially
contaminating land uses within/adjacent to the GB BCA site include:
• The presence of Military Installations (Strongpoint) within the southern portion of the
GB BCA site.
• Lands adjoining the western boundary were previously used for vehicle fuelling / oil
depot.
• Lands adjoining the eastern boundary were previously used as a landfill / refuse tip.
The correspondence also confirms that the site was previously reclaimed from Belfast
Lough. A copy of the correspondence is presented in Appendix D.
3.7 Site history
A review of the site history has been carried out through a study of Ordnance Survey
maps dating from late 1902 and information from the regulatory authorities. The review is
designed to identify potential historical sources of contamination that may have impacted
soil or groundwater quality beneath the site and to identify any potentially contaminative
land uses in the area that may have impacted the site.
3.7.1 Historical Maps
A review of the historical maps for the site from 1902 was undertaken. Selected maps are
reproduced in Appendix E. The earliest available historical maps of the area (1902) show
the sites as undeveloped mudflats on East Bank.
The site was reclaimed from Belfast Lough and was opened as “Belfast Harbour Airport”
in 1937 and subsequently became known as RAF Belfast during World War II. The
runway area was extended to its current 18,288m in 1952 requiring in excess of 500,000
tons of filling due to the nature of the reclaimed land.
The site has important links to military aviation research. Anecdotal information from a
former employee of Shorts/Bombardier and information in the Alpha Environmental report
identified that land uses in the area of the potential car park in Zone 3 included fuel
storage, storage of ordnance and hazardous chemicals storage. We also understand a
paint shop was located in the area.

3.8 Site Walkover
A site walkover survey was carried out by RSK on Tuesday 23rd October 2013. The
findings are summarised below and supported by the site photographs presented in
Appendix B.
3.8.1 Zone 1
Zone 1 comprises an area of approximately 5,786m2 including the northern section of the
Victoria Building and associated hard standing to the north and west of the building. The
surrounding land uses are fuel farm to the northwest, aircraft catering unit to the north
east, roadway to the east, car parking area along the eastern section and the Alpha 3
taxiway and No.4 Runway with associated green areas to the east.
3.8.2 Zone 2
Zone 2 comprises an area of approximately 400m2. The surrounding land uses are
terminal building to the south, terminal walkway to the aircraft stands to the west and
service yard to the north and east.

3.8.3 Zone 3
Zone 3 comprises an area of approximately 12,338m2 (A1- 3,027m2, A2 – 10417m2, A3 –
9303m2) and lies 2m to 4m above Ordnance Datum. It includes an area of Greenfield
land (A1), an area of hardstanding (A2); an overflow car park to the south and a storage
area for stockpiled material to the north (A3). The stockpile comprises approximately
2500m2 of site won material understood to have been deposited in this location during
various phases of development in other areas of the site. The southern section of A3 has
gravel blinding layer with concrete paving kerbs denoting the car parking areas. The land
uses to the south and east of the subject sites is hardstanding long stay car park, with
green areas and Alpha 1 taxiway and No 4 runway located to the west. IKEA retail store
and car park is located to the north of the site. Tillysburn stream, Sydenham by-pass
railway line and Tillysburn Urban Wildlife Reserve are located to the east of the site. Site
photographs are included in Appendix B.
The surrounding land use for each zone is summarised in Table 3 – 5 below.

4 INTIAL SITE CONCEPTUAL MODEL
The following describes the results of the review of available information for the site. This
information, together with that presented in Sections 1 and 2 has been used to identify
potential contaminant sources and sensitive receptors, from which an outline conceptual
model has been developed.
4.1 Summary of Potential Contaminant sources
A routine review of historical maps of the area has identified that the site has been
subject to infilling to achieve current levels. The site was previously owned by Short
Brothers / Bombardier; it is understood that buildings within Zone 2 and 3 were
historically used to store paints, solvents, toxic and flammable chemicals, including
Trichloroethylene (TCE).
Table 6-8 outline the Potential sources and types of contamination for each zone.

4.2 Summary of Potential Pathways
The following potential pathways have been identified assuming the site were to have the
end use detailed in Section 2.3:
• Inhalation of ground / soil gases, vapours and dust;
• Leaching of contaminants from soil to perched/shallow groundwater;
• Lateral migration of contaminated perched/shallow groundwater to the off-site surface
watercourse and/or off-site receptors; and,
• Vertical migration of contaminated perched/shallow groundwater to deeper
groundwater resources.
4.3 Summary of Sensitive Receptors
The following potential receptors have been identified:
• Current & future site users and adjacent site users to the north of Zone 3;
• Shallow groundwater and deeper bedrock aquifers;
• Surface watercourses including Connswater Channel, Tillysburn Stream and Belfast
Lough; and,
• Adjacent sensitive land use including Tillysburn Urban wildlife Reserve, Belfast
Harbour Estate and Belfast Lough.
Please note that construction workers have not been identified in the conceptual model
as receptors because risks would be managed through health and safety procedures
including CDM regulations.
4.4 Conceptual Model
The above information has been used to compile an outline conceptual model. The
potential for the principal identified contaminants to impact upon potential receptors have
been considered below in Tables 9 – 11 where pollutant linkages have been identified.
The risk classification has been estimated in accordance with the methodology in
Appendix F.

5 CONCLUSIONS AND RECOMMENDATIONS
5.1 Risk Evaluation
The initial CSM has identified potential pollutant linkages in each zone, which require
further assessment. These can be summarised as follows:
Zone 1
• Moderate / Low Risk of contamination in shallow soils from historic infilling leaching to
perched/shallow groundwater;
• Moderate / Low Risk of contaminated shallow groundwater migrating laterally to
impact surface water bodies.
Zone 2
• Moderate / Low Risk of contamination in shallow soils from historic infilling / historic
storage of hydrocarbons & chemicals leaching to perched/shallow groundwater;
• Moderate / Low Risk of contaminated shallow groundwater migrating laterally to
impact surface water bodies.
Zone 3
• Moderate / Low Risk of lateral migration of impacted groundwater and subsequent
inhalation by offsite site users;
• High risk of previously identified contamination in shallow soils from historic infilling /
historic storage of hydrocarbons & chemicals leaching to perched/shallow
groundwater;
• Moderate / Low Risk of identified contamination in shallow groundwater migrating
laterally to impact surface water bodies.
5.2 Future Site Development
Based on the findings of the assessment it is likely that prior to any intrusive works taking
place on site in zones 1 or 3 it will be necessary to undertake a Generic Quantitative Risk
Assessment (GQRA) as part of a targeted intrusive site investigation to further assess the
potentially complete pollutant linkages that have been identified. This approach would also
clarify any uncertainty associated with the underlying soil and groundwater conditions.
Given the nature of the ‘project’ in Zone 2, an intrusive investigation is not considered
necessary at this time.
The pollutant linkages identified as part of this PRA are unlikely to constrain the sites
potential end use; however, depending on the levels of contamination on site, it may be

This PRA report has addressed a number of uncertainties related to the site, however,
there remains uncertainty with regards to the extent and nature of infilling on site, the
ground gas regime1, the extent of previously identified hydrocarbon / heavy metal
contamination and the potential risk(s) to perched/shallow groundwater, surface water
bodies and/or human health. This uncertainty can be addressed by undertaking further risk
assessment prior to any intrusive works in zones 1 or 3, GQRA and/or implementing
remedial measures, if required.
5.3 Recommendations
Based on the findings of the PRA the following work is recommended in order to quantify
the potential risks and liabilities associated with the site prior to any intrusive works taking
place in zones 1 or 3. The objectives of the recommended site investigation and GQRA are
as follows:
• Targeted sampling locations using window sampling techniques / excavation of trial
pits to confirm the site geology and the extent of any infilling;
• Recovery of soil samples for laboratory analyses to confirm soil quality and levels of
soil contamination;
• Installation of groundwater monitoring wells and groundwater sampling to assess
perched/shallow groundwater quality and to determine the hydrogeological regime;
• Undertaking a GQRA to quantify the risks to human health and environmental
receptors; and,
• Preparation of report presenting the findings of the GQRA and including any
recommendations for further work and/or remediation.
A detailed scope of work for Zone 1 & 3 is presented in Appendix G.
Any site investigation should be targeted in accordance with BS 10175 - Investigation of
Potentially Contaminated Sites: Code of Practice and CLR11 - Model Procedures for the
Management of Land Contamination.
1 It should be noted that information from the 2011 Doran Consulting report provides detail on the ground gas
conditions that can be expected on the site. The implementation of appropriate mitigation measures will ensure that the site has no significant effect on identified receptors.

APPENDIX A SERVICE CONSTRAINTS
RSK ENVIRONMENT LIMITED SERVICE CONSTRAINTS
1. This report ((together the "Services") were compiled and carried out by RSK Ireland (RSK) for George Best Belfast City Airport (the
"client") in accordance with the terms of a contract between RSK and the "client", dated October 2013. The Services were performed
by RSK with the skill and care ordinarily exercised by a reasonable environmental consultant at the time the Services were
performed. Further, and in particular, the Services were performed by RSK taking into account the limits of the scope of works
required by the client, the time scale involved and the resources, including financial and manpower resources, agreed between RSK
and the client.
2. Other than that expressly contained in paragraph 1 above, RSK provides no other representation or warranty whether express or
implied, in relation to the Services.
3. Unless otherwise agreed the Services were performed by RSK exclusively for the purposes of the client. RSK is not aware of any
interest of or reliance by any party other than the client in or on the Services. Unless expressly provided in writing, RSK does not
authorise, consent or condone any party other than the client relying upon the Services. Should this report or any part of this report,
or otherwise details of the Services or any part of the Services be made known to any such party, and such party relies thereon that
party does so wholly at its own and sole risk and RSK disclaims any liability to such parties. Any such party would be well advised
to seek independent advice from a competent environmental consultant and/or lawyer.
4. It is RSK's understanding that this report is to be used for the purpose described in the introduction to the report. That purpose was a
significant factor in determining the scope and level of the Services. Should the purpose for which the report is used, or the proposed
use of the site change, this report may no longer be valid and any further use of or reliance upon the report in those circumstances
by the client without RSK 's review and advice shall be at the client's sole and own risk. Should RSK be requested to review the
report after the date hereof, RSK shall be entitled to additional payment at the then existing rates or such other terms as agreed
between RSK and the client.
5. The passage of time may result in changes in site conditions, regulatory or other legal provisions, technology or economic conditions
which could render the report inaccurate or unreliable. The information and conclusions contained in this report should not be relied
upon in the future without the written advice of RSK. In the absence of such written advice of RSK, reliance on the report in the
future shall be at the client's own and sole risk. Should RSK be requested to review the report in the future, RSK shall be entitled to
additional payment at the then existing rate or such other terms as may be agreed between RSK and the client.
6. The observations and conclusions described in this report are based solely upon the Services which were provided pursuant to the
agreement between the client and RSK. RSK has not performed any observations, investigations, studies or testing not specifically
set out or required by the contract between the client and RSK. RSK is not liable for the existence of any condition, the discovery of
which would require performance of services not otherwise contained in the Services. For the avoidance of doubt, unless otherwise
expressly referred to in the introduction to this report, RSK did not seek to evaluate the presence on or off the site of asbestos,
electromagnetic fields, lead paint, heavy metals, radon gas or other radioactive or hazardous materials.
7. The Services are based upon RSK's observations of existing physical conditions at the Site gained from a walk-over survey of the
site together with RSK's interpretation of information including documentation, obtained from third parties and from the client on the
history and usage of the site. The Services are also based on information and/or analysis provided by independent testing and
information services or laboratories upon which RSK was reasonably entitled to rely. The Services clearly are limited by the
accuracy of the information, including documentation, reviewed by RSK and the observations possible at the time of the walk-over
survey. Further RSK was not authorised and did not attempt to independently verify the accuracy or completeness of information,
documentation or materials received from the client or third parties, including laboratories and information services, during the
performance of the Services. RSK is not liable for any inaccurate information or conclusions, the discovery of which inaccuracies
required the doing of any act including the gathering of any information which was not reasonably available to RSK and including the
doing of any independent investigation of the information provided to RSK save as otherwise provided in the terms of the contract
between the client and RSK.

The abstraction site information within this dataset was compiled as part of a Northern Ireland water body characterisation study in accordance with Article 5 of the Water Framework Directive (2000/60/EC). The study report was published by EHS in 2005 and can be viewed at www.ni-environment.gov.uk/article5report.pdf. Prior to the advent of the Water Abstraction & Impoundment (Licensing) Regulations (Northern Ireland) 2006, which came
into effect in February 2007, there was no formal register of abstractions within Northern Ireland, as a result the information in this dataset was sourced from a number of historical datasets held by Government Departments and external agencies including; NI Water Service (now NI Water Limited), Drinking Water Inspectorate and Geological Survey Northern Ireland. It should therefore be noted that the accuracy and currency of any information held within the dataset cannot be stated with any confidence. The information lists locations of possible abstractions but it does not accurately reflect locations of current authorised abstraction activity within Northern Ireland. Marine There are 4 Water Framework Directive (WFD) monitored water bodies within the 10km search radius. These are: Belfast Lough Inner Belfast Harbour Lagan Estuary Connswater Biological and chemical quality elements within these water bodies have been monitored and assessed to determine the water quality as required under the Water Framework Directive. The first formal classifications were produced and published in 2009. They are available on the NIEA website: http://www.doeni.gov.uk/niea/ne-coastal It should be noted that these are from 2009 and do not represent the most current data available. Please see attached updated 2012 water quality classifications for these water bodies. WFD Classification Data The NIEA River Basin Plan Map Viewer displays the Water Framework Directive classifications for water bodies as published in the 2009 River Basin Management Plans and Local Management Area Action Plans. These classifications were reported to the European Commission in 2009 and will be next reported in 2015 following a 6 year cycle. NIEA also produce annual update classifications which reflect current data; however these are subject to change as new data becomes available prior to the next classifications to be reported to the EC in 2015. The RBP Map Viewer displays the 2009 Water Framework Directive classifications together with the update classifications which have been reported on in the annual Northern Ireland Environmental Statistics reports. The most recent Northern Ireland Environmental Statistics report was published in January 2013 and it reported on the 2012 update classifications which were based on monitoring data up to the end of 2011. The Map Viewer includes the 2012 update classifications in the Reasons for Status section. As the update classifications on the Map Viewer are updated on an annual basis, they may not be as up-to-date as those presented in the water quality response spreadsheet. The Map Viewer doesn’t include recent classification updates for marine water bodies. The updated classifications for the four marine water bodies within 10 km of this site have been attached (see the response for the Marine sites below).
Water Framework Directive Improvement Plans The River Basin Management Plans published in December 2009 are being implemented through Local Management Area (LMA) Action Plans during the Water Framework Directive planning cycle 2010 to 2015. The location you have requested water quality status information on is located within the Lagan LMA. Only river waterbodies, lakes, coastal and transitional waterbodies are monitored. Interbasins are not monitored but we recognise that interbasins can have an impact on the status of a receiving waterbody. You also requested information on Kinnegar Water, Connswater River and their tributaries and other water courses in the vicinity of the site. A number of the watercourses near the site lies within coastal interbasins and as stated before, monitoring does not take place. I’ve included both of the Interbasins adjacent to the site.

NIEA – WMU – WQU08533 – WATER QUALITY - RESPONSE
Since the early 1990’s NIEA and its predecessors classified rivers using the General
Quality Assessment Scheme (GQA). It took over from the earlier National Water Council
(NWC) scheme and was used throughout the UK. With the publication of the draft Water
Framework Directive (WFD) River Basin Plans in December 2008, GQA has been
superseded by WFD classification.

NIEA is also responsible for compliance monitoring for Directive 2006/44/EC ‘on the
quality of freshwaters needing protection or improvement in order to support fish life’,
commonly known as the Freshwater Fish Directive (FFD). This Directive remains in
force until it is repealed by the Water Framework Directive at the end of 2013.
WFD classifications for river waterbodies within the requested search radius about the
grid reference supplied are recorded in the attached excel spreadsheet along with
details of monitoring stations and how they were used in classification.
Individual classifications of quality elements for each site and river waterbody are
available if required.
The excel spreadsheet also contains FFD compliance where available for the last 5

Risk Assessment
Methodology
CLR11 outlines the framework to be followed for risk assessment in the UK. The framework is
designed to be consistent with UK legislation and policies including planning. Under CLR11, three
stages of risk assessment exist: Preliminary, Generic Quantitative and Detailed Quantitative. An
outline Conceptual Model should be formed at the preliminary risk assessment stage that collates
all the existing information pertaining to a site in text, tabular or diagrammatic form. The outline
conceptual model identifies potentially complete (termed possible) pollutant linkages (source–
pathway–receptor) and is used as the basis for design of the site investigation. The outline
Conceptual Model is updated as further information becomes available, for example as a result of
the site investigation.
Production of a Conceptual Model requires an assessment of risk to be made. Risk is a
combination of the likelihood of an even occurring and the magnitude of its consequences.
Therefore, both the likelihood and the consequences of an event must be taken into account when
assessing risk. RSK has adopted guidance provided in CIRIA C552 for use in the production of
conceptual models.
The likelihood of an event can be classified on a four-point system using the following terms and
definitions based on CIRIA C552:
• Highly likely: the event appears very likely in the short term and almost inevitable over the
long term or there is evidence at the receptor of harm or pollution;
• Likely: it is probable that an event will occur or circumstances are such that the event is not
inevitable, but possible in the short term and likely over the long term;
• Low likelihood: circumstances are possible under which an event could occur, but it is not
certain even in the long term that an event would occur and it is less likely in the short
term; and
• Unlikely: circumstances are such that it is improbably the event would occur even in the
long term.
The severity can be classified using a similar system also based on CIRIA C552. The terms and
definitions relating to severity are:
• Severe: short term (acute) risk to human health likely to result in ‘significant harm’ as
defined by the Environment Protection Act 1990, Part IIA. Short-term risk of pollution of
sensitive water resources. Catastrophic damage to buildings or property. Short-term risk
to an ecosystem or organism forming part of that ecosystem (note definition of ecosystem
in ‘Draft Circular on Contaminated Land’, DETR 2000);
• Medium: chronic damage to human health (‘significant harm’ as defined in ‘Draft Circular
on Contaminated Land’, DETR 2000), pollution of sensitive water resources, significant
change in an ecosystem or organism forming part of that ecosystem (note definition of
ecosystem in ‘Draft Circular on Contaminated Land’, DETR 2000);

• Mild: pollution of non-sensitive water resources. Significant damage to crops, buildings,
structures and services (‘significant harm’ as defined in ‘Draft Circular on Contaminated
Land’, DETR 2000). Damage to sensitive buildings, structures or the environment; and
• Minor: harm, not necessarily significant, but that could result in financial loss or
expenditure to resolve. Non-permanent human health effects easily prevented by use of
personal protective clothing. Easily repairable damage to buildings, structures and
services.
Once the likelihood of an event occurring and its severity have been classified, a risk category can
be assigned the table below.

Definitions of these risk categories are as follows together with an assessment of the further work
that might be required:
• Very high: there is a high probability that severe harm could occur or there is evidence that
severe harm is currently happening. This risk, if realised, could result in substantial liability
and urgent investigation and remediation are likely to be required;
• High: harm is likely to occur. Realisation of the risk is likely to present a substantial liability
and urgent investigation is required and remedial works may be necessary in the short
term and are likely over the long term;
• Moderate: it is possible that harm could arise, but it is unlikely that the harm would be
severe and it is more likely that the harm would be relatively mild. Investigation is normally
required to clarify the risk and determine the liability. Some remedial works may be
required in the longer term;
• Low: it is possible that harm could occur, but it is likely that if realised this harm would at
worst normally be mild; and
• Very Low: there is a low possibility that harm could occur and if realised the harm is
unlikely to be severe.

Well Development
Post construction of the monitoring wells RSK will develop the wells by removal of up to 5
well volumes using a disposable plastic bailer or submersible pump. Water removed
during this process will be discharged to an intermediate bulk container (IBC) for collection
by a waste water disposal company or within the site.
The RSK site representative will log borehole arisings in accordance with Eurocode 7
(recently superseding the existing BS5930 before it is updated), take photographs of the
arisings and undertake soil sampling.
Samples will be taken approximately half metre or as appropriate for testing on site with a
photo-ionisation detector (PID). The PID readings will be recorded on the logs and the
results plus observations made by the engineer used to determine which soil samples to
analyse at the laboratory.
Soil samples will be taken in amber glass jars and vials for subsequent analysis at RSK’s
MCERTs and UKAS-accredited laboratory.
The soil samples will be taken at the discretion of the supervising engineer but as a
minimum will include one of each strata where no impact is observed and PID readings
<0.1ppm. Where impact is observed a sample of material with the greatest impact will be
taken plus samples every half metre with at least two samples being taken from underlying
cleaner material (providing such material is encountered in the hole).
A monitoring well will be installed at each borehole location to facilitate subsequent
groundwater sampling. The installations will depend upon the ground conditions
encountered and the purpose of that particular hole but in general terms boreholes will
target any water bearing strata plus observed contamination (i.e. if water is perched in
made ground above the Estuarine Alluvium/Hydraulic Fill the monitoring well would be
screened in the made ground if hydrocarbon odours or staining were observed either by
site staff or recorded on the PID the screened section would target this impact). The Lead
Engineer will be expected to contact the Project Manager by telephone to confirm the
details of installation at each location.
The wells will be constructed using 50mm HDPE pipe as appropriate to the drilling method
and purpose of the hole with a screen size of 1mm. The filter pack will comprise 2-5mm
sand and gravel which is likely to be more permeable than the surrounding strata. The
monitoring wells would be completed with a gas valve and a metal cover fitted flush with
the ground surface. All the monitoring wells will be constructed with effective surface seals
(using bentonite and concrete) to prevent surface water from combining with shallow
perched water.
It is anticipated that if groundwater is present it is likely to be perched at the interface
between made ground and the natural ground/hydraulic fill. Therefore any groundwater
monitoring installation will be constructed to account for this.

Wells will be dipped using an interface probe to determine for the presence of free phase
hydrocarbon and allow for the measurement of the thickness of free phase. The purged
water will be assessed visually and the data recorded for inclusion within the report for the
works.
A laser level will be used to gauge groundwater monitoring locations; the data will be used
to determine the hydraulic gradient associated with perched groundwater encountered at
the site.
Groundwater Sampling and In-situ Hydrogeological Testing
Approximately one week after well development, RSK will revisit site to undertake
groundwater monitoring/ sampling. However, dependent upon the findings, it may be
necessary to undertake additional groundwater monitoring to provide further confidence in
the results, e.g. to satisfy regulators.
Where FFP is encountered RSK will undertake product bail down tests on the impacted
boreholes. A bailer will be used to remove the FPP and the recovery of the product in the
monitoring wells will be recorded using an interface probe. This information will be used to
better understand the behaviour of the FFP in the strata encountered and will also assist in
determining the requirements for remediation.
Soil and Groundwater Analysis
Soil and groundwater samples obtained will be analysed for polycyclic aromatic
hydrocarbons (PAH) total petroleum hydrocarbons split into aliphatic and aromatic
compounds (TPH), Product ID and TOC. Limited analysis will also be carried out for the
Monitored Natural Attenuation (MNA) suite in groundwater. This suite of analyses has
been determined based on our knowledge of the site to date and findings of the previous
investigation. The suite identified will help GBBCA to understand potential environmental
liabilities associated with the site. It should be noted that upon completion of the PRA and
from observations made in the field it may be necessary to amend the suite of analyses or
increase the number of samples tested. Any requirement to do so will be agreed with the
client in advance.
The location at which samples are taken will depend on the findings of the investigation
and the presence of groundwater.
Providing enough water is present in the monitoring well RSK will obtain a sample using
low-flow sampling equipment since this method results in fewer disturbances to the water
column and hence provides a better determination of the actual dissolved phase
concentrations of contaminants in groundwater. Low flow sampling also enables water
quality parameters such as dissolved oxygen, pH and redox conditions to be measured in
the field that can help in the risk assessment and in designing any future remediation.
We will also undertake insitu groundwater hydraulic conductivity testing in the various
strata, this will comprise both rising and falling head tests in accordance with BS 5930
using electronic water level loggers and a fixed volume “slug” (to minimise waste water and
ensure an instantaneous change in water level is induced at the start of each test). The
information will be utilised to develop the Conceptual Model for the site and gain a better
understanding of the hydrogeological regime, as well as contributing to the controlled
waters DQRA.

The soil and groundwater analyses will be undertaken at Envirolab, an in-house UKAS and
MCERTs accredited laboratory, where feasible.
Specialist Equipment
The following equipment will be taken to site:
• Photo-ionisation detector (PID) with 10.6eV lamp;
• Bailers for well development;
• Interface probe and dip meter;
• Ground gas monitor – GA2000 or similar;
• Peristaltic pump and multi-parameter groundwater probe, for groundwater sampling
and disposable bailers to enable free-phase product sampling if free-phase product is
found; and
• Laser level to enable elevations of monitoring wells to be ascertained and enable
groundwater flow direction to be identified – note elevations will be tied into topographic
survey that is to be provided by the Client.
1.5 Quantitative Risk Assessment and Reporting
• Factual results of the investigation including borehole logs, drawings, observations in
the field, photographs and groundwater monitoring and groundwater sampling;
• Generic quantitative risk assessment for human health by comparing laboratory results
to the Soil Guideline Values supplemented by RSK in-house GAC for a commercial end
use. RSK will agree the GACs to be used in the assessment in advance as it may be
necessary to use more conservative criteria. An allowance for statistical analysis has
been made for the assessment of non-targeted borehole locations and will be utilised
only if the ground conditions and results are considered part of the same dataset;
• Generic quantitative risk assessment for controlled waters by comparing laboratory
results to generic assessment criteria (GAC). The GAC will comprise the Environmental
Quality Standards supplemented by other criteria (predicted no-effect concentrations
for PAH compounds, laboratory detection limit or drinking water quality standards) as
appropriate to the nature of the contaminant. The regulators may require the use of
laboratory detection limits or Environment Agency minimum reporting values for
hazardous substances in accordance with recent guidance following revision of the
Groundwater Regulations;
• Updated Risk evaluation identifying areas of uncertainty in the investigation and
assessment, this will include an update of the Conceptual site model using the site
specific data gathered during the site works;
• If required Preparation of a Remedial Strategy to address the removal of Free Phase
Product following the additional site works. The remedial strategy will be developed in
accordance with CLR 11. There may also be a requirement to undertake a Detailed
Quantitative Risk Assessment (DQRA), the scope of which will become clear upon
In order to assess the data associated with the site the following will be prepared:
• Review of information provided to date to inform the initial conceptual site model;
• Description and rationale for the intrusive investigation, sampling and analysis works
undertaken;

completion of the GQRA, RSK will agree additional costs associated with the client in
advance of undertaking this site specific assessment
• Detailed Quantitative Risk Assessment for Controlled waters (in the event this is
required) will be undertaken to derive site-specific target levels (SSTLs) against which
determination of the potential need for remedial actions can be assessed. The
assessment would utilise the Environment Agency Remedial Target’s Methodology
(RTM) spreadsheet, although the potential advantages of using a probabilistic model
such as ConSim (also approved by the EA) would also be considered and discussed if
required. The assessment will be carried out with regard to the requirements of the EA
Groundwater Protection, Policy and Practice (GP3), as well as the EU Water
Framework Directive and its daughter directives. Furthermore, in accordance with EA
guidance, sensitivity analysis of the modelled results would also be carried out.
• Updated Risk evaluation identifying areas of uncertainty in the investigation and
assessment.
