 The  NCAGT  Advocacy  CommiMee’s  primary  focus  at  present  is  to  advocate  for  the  reversal  of  2013  NC  General  Assembly  legisla,on  that  allows  LEA’s  to  transfer  funds  from  AIG  program  budgets  (034  funding)  with  no  restric,ons  or  mandates  that  such  transfers  may  occur  only  when  LEAs  have  fully  implemented  their  AIG  plans.  This  altered  the  original  intent  of  Ar,cle  9B,  and  diminishes  the  quality  of  services  by  not  holding  LEAs  accountable.      Please  con,nue  to  write  or  call  (email  is  NOT  effec,ve!)  your  members  of  the  NC  House  and  Senate  and  request  that  the  funding  provided  to  Academically  and  Intellectually  Gi>ed  programs  be  alloMed  only  to  those  programs  without  transferability.      For  the  name  and  address  of  your  legislators,  go  to    hMp://www.ncleg.net/representa,on/whorepresentsme.aspx

TALENT  Act:  (“To  Aid  Gi=ed  and  High-­‐Ability  Learners  by  Empowering  the  NaOon’s  Teachers”  Act;  S.363)  was  reintroduced  in  the  Senate.  It  is  expected  to  also  be  introduced  in  the  House,  and  is  intended  to  become  part  of  ESEA.  It  focuses  on:    1.  Support  Educator  Development  to  Ensure  Academic  Growth  for  High-­‐Ability  Students    2.  Confront  and  Address  Excellence  Gaps  3.  Provide  Public  Transparency  of  Student  Achievement  Data  4.  Con,nue  Research  and  Dissemina,on  on  Best  Prac,ces  in  Gi>ed  Educa,on    

Javits  Act  Funding:  Thanks  to  the  leadership  of  Maryland  Senator  Barbara  Mikulski,  funding  for  the  Javits  Gi>ed  &  Talented  Students  Educa,on  Act  was  doubled  to  $10  million  for  fiscal  year  2015.    The  increase  means  that  there  will  be  addi,onal  research  grants  and  support  for  the  Na,onal  Center  for  Research  on  gi>ed  Educa,on.    Advocates  will  need  to  focus  on  retaining  this  important  funding  when  the  Congress  begins  delibera,ons  on  fiscal  year  2016  funding  levels.  Note  that  the  President's  fiscal  year  2016  budget  request  to  the  Congress  included  $9.7  million  for  the  Javits  program,  the  first  ,me  this  President  has  requested  funds  for  gi>ed  learners.    NAGC  is  very  pleased  to  see  the  support  and  looks  forward  to  working  with  Congressional  leaders  to  con,nue  the  $10  million  funding  level.
