Scope and Contents The varied activities of Gilbert E. Carmichael are reflected in this collection of his papers, dating from 1947 to 1980. Carmichael is a Meridian, Mississippi, businessman who has been deeply involved in Republican politics, running for several state offices. In addition to documenting his political activities, the collection serves as a record for Carmichael's strong interest in transportation, as shown through his own businesses, his work with transportation organizations, and his service on national boards such as the National Transportation Study Commission. Carmichael's activities with local, state, and national groups are also represented in the collection. The collection is arranged in the following series: I.Political, II.Transportation, III.Organizations, IV.Personal/Business, V.Speeches, VI.Clippings, VII.Harvard Institute of Politics, VIII.Photographs/Slides, IX.Films/Tapes, X.Miscellaneous, and XI.Publications. In addition to

the types of documents indicated above, the collection includes correspondence, press releases, reports, financial records, and memorabilia. The 1984 Addition concerns Carmichael's campaign for Lieutenant Governor in 1983. Much of the material concerns the Mississippi Constitution of 1890, which Carmichael wanted to replace. The 1990 Addition contains a mix of materials from the 1970s and 1980s related to politics and transportation.

Biographical Information

Gilbert E. Carmichael was born June 27, 1927, in Columbia, Mississippi. He served in the U.S. Coast Guard, 1944 - 1945; 1951 - 1953. He graduated from Texas A&M University (B.S., 1950). He was also a fellow at the John F. Kennedy School of Government at Harvard University in 1976. From 1961 Carmichael was an automobile dealer in Meridian, Mississippi, and actively involved in real estate development. He ran for the state Senate in 1966 and 1967 and, as the nominee of the Mississippi Republican Party, he ran for the offices of U. S. Senator (1972), Governor (1975, 1979) and Lieutenant Governor (1983). He also served as a delegate from Mississippi to the Republican National Convention. In 1973 he was appointed to the National Highway Safety Advisory Committee; and became Chairman of the Advisory Committee, 1974 - 1976. From 1976 to 1979, he was a Federal Commissioner for the National Transportation Policy Study Commission. In 1989 he became Administrator of the Federal Railroad Administration, Department of Transportation, serving until 1993. He later served as chairman of the Amtrak Reform Council.

SERIES I. POLITICAL The Political Series, 1963-1980, constitutes the largest section of the Gilbert E. Carmichael papers. Among the types of documents represented are correspondence, notes, financial records, computer printouts, campaign literature, memorabilia, speeches, and newspaper clippings. Pictorial and audio materials, such as photographs, slides, tapes, and films, have been grouped into separate series. Shortly after moving to Meridian, Mississippi, in 1961, Carmichael became active in the Republican Party, first locally and later at the state and national levels. He initially worked to elect others, such as with Rubel Phillips' gubernatorial bid in 1963, and then ran as a candidate himself in two regional and three statewide elections. In 1966 and 1967, Carmichael campaigned for a seat to the Mississippi Senate. In 1972 he challenged Democratic Senator James O. Eastland in the general election for the U. S. Senate, after winning in the state's first Republican primary. In 1975 and 1979 he was the Republican nominee for governor. Carmichael served as a delegate to the Republican National Conventions in 1968, 1972, and 1976. The latter two presidential elections had a deep impact on his political career. During the 1972 election, which coincided with Carmichael's campaign for the U. S. Senate, the Republican administration's Committee for the Re-election of the President refused to endorse Carmichael, choosing instead to court the Democratic candidate Eastland. Four years later Carmichael supported the nomination of Gerald Ford and was instrumental in building support for Ford in the Mississippi delegation, which also included many supporters of Ronald Reagan. The delegation's ultimate endorsement of Ford was a crucial factor in his nomination. Following the convention, the Mississippi Republican Party continued to split over the Ford-Reagan issue. The Political Series is divided into six groups; General Political and the five campaigns. The General Political Subseries, 1963-1980, is arranged chronologically. Each of the five campaigns, especially the three statewide races, are arranged according to the following broad categories: campaign organization, financial records, correspondence, press and advertising, speeches, election activities, research, clippings, and memorabilia. GENERAL POLITICAL The General Political Subseries, 1963-1980, reflects Carmichael's involvement with the Lauderdale County Republican Party, the Mississippi Republican Party, and the Republican National Conventions in 1968, 1972, and 1976. Included is correspondence with President Gerald Ford; Vice President Spiro Agnew; Senators John Stennis, Thad Cochran, Howard Baker; and others. Both the General Political and the 1972 Election Subseries involve the 1972 Committee for the Re-election of the President, which did not support Carmichael in his campaign to win the U.S. Senate seat held by Democratic Senator James Eastland. Included is correspondence of the Mississippi Committee for the Re-election of the President, headed by Jesse Brent. Related topics are the resignations of Vice President Agnew in 1973 and President Nixon in 1974. The subseries also contains much material relating to the Ford presidential campaign in 1976. 1966-1967 MISSISSIPPI SENATE ELECTION In 1966 Mississippi State Senator G. V. "Sonny" Montgomery was elected to the U. S. House of Representatives. In the special election held to fill Montgomery's vacant Senate post for Lauderdale County, Carmichael made his first political race. The election was scheduled for December 1966 with a run-off in January 1967. Henry Eugene Damon, as he did several times later, served as finance co-chairman for the Carmichael Campaign Committee. Campaigning on the slogan, "If You Want a Job Done--Send a Busy Man."", Carmichael finished second in a field that included nine Democrats. In the January run-off election, he was defeated by Fred Rogers, the Democrat who had led in the first election.

1967 MISSISSIPPI SENATE ELECTION In 1967 a new Mississippi Senate seat was created to serve the counties of Clarke, Kemper, Lauderdale, and Newton. Carmichael announced as a Republican candidate, promising that "Gil Carmichael Will Represent the People in ALL Four Counties." The November election for Senate Post Three coincided with the gubernatorial and other statewide elections. Carmichael was defeated in the general Democratic landslide across the state.

1972 U.S. SENATE ELECTION In 1972 Carmichael campaigned for the United States Senate seat that had long been held by Democratic Senator James O. Eastland. Prior to the November general election the Republicans held their first statewide primary, in which Carmichael opposed James Meredith, who in 1962 had become the first black to enter the University of Mississippi. Carmichael defeated Meredith to become the Republican nominee. The Mississippi Senate campaign coincided with the presidential race between President Richard Nixon and Senator George McGovern. The Committee for the Re-election of the President, in accordance with its strategy of seeking the support of Southern Democrats, refused to support Republican nominee Carmichael for fear of offending Eastland. Thirteen Republican Senators, led by Lowell Weicker, endorsed Carmichael's candidacy in opposition to the administration's strategy. In spite of the lack of national party support, Carmichael drew 38.6 per cent of the vote to Eastland's 58 per cent. After the election the Carmichael for Senate Committee continued to operate until it was replaced in May 1973 by the Carmichael Committee. The new committee coordinated contributions, payment of campaign debts, and organization until the beginning of the next Carmichael campaign, the 1975 Mississippi gubernatorial race. Items relating to the Carmichael Committee during the period between the 1972 and 1975 campaigns have been filed with the 1972 Election. The 1972 Election files are arranged in the following categories: campaign organization, financial records, correspondence, press and advertising, speeches, election activities, research, clippings, and memorabilia. The campaign organization section concerns the staff, financial, county and regional organization; volunteers; schedules and agenda; and voter polls and canvasses. Budgets, quota systems, contributions, bills, and bank statements, dating from 1972 to 1974, make up the financial records. The correspondence section is divided into general, financial, and county files. The press and advertising section includes biographical data about the candidate, press releases, press conference transcripts, advertising rates and schedules, and campaign literature. Following the speeches is the election activities category, which involves state and federal governmental campaign regulations. Included are affidavits, receipt and expenditure forms, and election returns. The research division contains information about Eastland and various issues, such as campaign spending. Closely related is the clippings section, which concerns Eastland and other subjects. Additional clippings, arranged chronologically, are filed with Series VI (Clippings). The memorabilia consists of a cartoon of Carmichael and Eastland and a guest book. 1975 MISSISSIPPI GUBERNATORIAL ELECTION Following his first statewide campaign in 1972, Carmichael decided to seek the office of governor of Mississippi in the 1975 election. He was unopposed for the Republican nomination. Six men competed for the Democratic nomination: Maurice Dantin, Cliff Finch, John Arthur Eaves, Leman Gandy, David Perkins, and Lieutenant Governor William Winter. In the first Democratic primary, Winter led the field with Finch in second place. In the second primary, held on August 26, Finch defeated Winter to win the nomination. Carmichael and Finch were joined on the ballot in the November general election by Independent Henry Kirksey. Campaigning on the slogan "It's Time", Carmichael stressed the need for a businessman governor. In a close election Finch received 52.1 per cent of the vote while Carmichael received 45.1 per cent. The Mississippi Republican Party printed an analysis of the election returns (folder 512). After the election the Carmichael for Governor Committee was changed to the Carmichael Committee. Items pertaining to the Committee during the period between the 1975 and 1979 elections have been retained with the 1975 Election. The 1975 Election is the largest of the five election subseries. It is grouped into the same broad categories as the 1972 Election: campaign organization, financial records, correspondence, press and advertising, speeches, election activities, research, clippings, and memorabilia. The campaign organization section constitutes a major part of the election files. Among its subdivisions are staff, volunteers, advisory and steering committees, financial and county organization, legal file, schedules and agenda, and voter polls and canvasses. The financial records, 1975-1978, concern both the Carmichael for Governor Committee and the post-election Carmichael Committee. The correspondence section is divided into general, financial, and county. Candidate biographical data, press releases and conferences, advertisements, and campaign literature compose the press and advertising section. Closely related is the speech section, which includes interview questions and speech texts and notes. The election activities section concerns Mississippi election and contribution laws, reports of poll watchers, election returns, and the election analysis of the Mississippi Republican Party. In preparation for the campaign, the Carmichael staff conducted research on a number of topics, such as agriculture, energy, and the state constitution. The staff also compiled the statements of all major candidates on the issues. The topical files, consisting of notes and publications, and the candidates' statements make up the research section. Complementing the research files is the clippings section, arranged alphabetically by name of the candidate. The most complete file concerns William Winter, who was regarded at the beginning of the campaign as the most probable Democratic nominee. Additional clippings, arranged chronologically, are filed in Series VI (Clippings). The 1975 memorabilia consists of several sketches and cartoons, including the one prepared by The Clarion-Ledger for use if Carmichael defeated Finch.

1979 MISSISSIPPI GUBERNATORIAL CAMPAIGN In 1979 Carmichael became the Republican nominee for governor after defeating Leon Bramlett in the primary election. His opponent in the November general election was William Winter, who won the Democratic nomination by defeating Richard Barrett, Charles Deaton, John Arthur Eaves, Lieutenant Governor Evelyn Gandy, and Jim Herring. The election campaign featured a television debate between Carmichael and Winter. A partial transcript of the debate is filed in folder 209; the debate videotape is part of Series IX (Films and Tapes). In the general election, Winter received sixty per cent of the vote, defeating Carmichael. The 1979 Election Subseries is arranged similarly to the earlier elections, with the following major categories; campaign organization, financial records, correspondence, press and advertising, speeches, election activities, research, clippings, memorabilia, and Memorex cards and typescripts. The first category includes staff, volunteers, financial and county organization, schedules, polls and canvasses. Financial statements and several bills make up the financial records, which are incomplete at this time. The correspondence section is divided into general, financial, and county. The press and advertising section is more detailed than in previous elections. Included are biographical sketches, a partial debate transcript, position papers, press releases, advertising, a media plan, and campaign literature. The speech section is arranged alphabetically and in addition to speeches contains questionnaires, an interview, and talks by others. The election activities section includes financial disclosure forms, a Winter contribution report, and Republican primary election returns. As in the case of the 1975 Election, the Carmichael staff conducted research on various topics and the other candidates; these files form the research section. The staff also compiled detailed clipping files on each of the candidates, trips to Mississippi by Ronald Reagan and John Connally, and political columns. The Winter files form a substantial part of the clippings. Additional clippings, arranged chronologically, are filed in Series VI (Clippings). Included in the memorabilia section are banners, sketches, car tags, a T-shirt, a hat and visor, and song lyrics. During the campaign the staff used an IBM memory typewriter and stored the information on magnetic cards (Memorex cards). The final section of the 1979 Campaign Subseries consists of 226 Memorex cards and typescripts, which were made by the MSU Library and added to the collection. The cards and typescripts include newsletters, speeches, letters, memoranda, and miscellaneous information. SERIES II: TRANSPORTATION

Transportation has been a major interest of Carmichael's, as reflected by his appointments to the National Highway Safety Advisory Committee (NHSAC) in 1973, the National Motor Vehicle Safety Advisory Council (NMVSAC) in 1976, and the National Transportation Policy Study Commission (NTPSC) in 1976. The Transportation Series, 1955-1979, is composed of correspondence, minutes, hearings, reports, press releases, and newsletters relating to transportation. The series has been arranged in eleven subseries: American Imported Automobile Dealers Association (AIADA); Amtrak; Department of Transportation .(DOT); Miscellaneous, which encompasses a variety of topics ranging from alcohol/automobile safety to inland river ports; Mississippi Automobile Dealers Association (MADA); National Automobile Dealers of America (NADA); National Conference of Governors' Highway Safety Representatives (NCGHSR); NHSAC; National Highway Traffic Safety Administration (NHTSA); NMVSAC; and NTPSC. SERIES VII. HARVARD INSTITUTE OF POLITICS In February 1976 Carmichael was named a Fellow of the Institute of Politics at the John F. Kennedy School of Government, Harvard University. During the spring term of 1976 he commuted between Meridian and Harvard, where he lectured on Southern politics. The Harvard Institute Series includes correspondence, press releases, lecture notes and transcripts, and published material. The tapes of Carmichael's lectures are filed in Series IX: Cassette Tapes. SERIES IX. FILMS/TAPES Series IX, 1972-1979, is divided into four parts: cassette tapes, reel-to-reel tapes, videotapes, and sixteen-millimeter film. Before the items were listed, the cassette tapes, reel-to-reel tapes, and videocassette tapes were played and identified. The two-inch videotapes and the sixteen-millimeter film were not played; descriptions were compiled from unverified information written on their containers. The 86 cassette tapes are arranged in the following categories: political (1975-1979), transportation (1977-1978), Harvard Institute of Politics lectures (1976), and miscellaneous (1976). Included are interviews, speeches, press conferences, radio advertisements, debates, lectures, and meetings. The 156 reel-to-reel tapes concern the political campaigns of 1972, 1975, and 1979. In addition to the list of tapes in this guide, the researcher should consult the notecards for each tape, which indicate the varying recording speeds, the sides of the tape used, and the appropriate speakers on the tape player. The notecards are filed with Tape #1. The videotapes consist of 15 three-quarter-inch videocassettes, which concern the 1979 campaign, and 54 two-inch videotapes, 1972-1"79. As noted above, the two-inch videotapes are described on the basis of information written on their containers. Most of the tapes concern the 1975 campaign; the rest are miscellaneous.
