ICTs: A New Paradigm
Create new meanings and senses of reality, processes of subjectivization, notions of space, time, future, power, pleasure.
Generate new forms of production and work.
Express hegemonic economic and political interests, but also allow the growth of previously unseen personal and social development processes.

Networked Society
Innovation Society
Linked to the concept of technological innovation.
Social, cultural, economic, political, and institutional transformation. Plural perspective of development. (Khan)
More than a technology: a means of communication, interaction, and social organization. (Castells)
Continuous development of personal and collective skills. Openness toward diversity (gender, ethnic, cultural).

Dissemination of ICTs in LAC
Internet
Cellular phones
The international digital divide is closing, and access in developing countries is undergoing a process of recovery.
In 1995 the proportion of users among inhabitants in the OECD countries was 40 times higher than in the region (4 vs. 0.1 users per 100 inhabitants). In 2004 the difference fell to five times higher (56 vs.11 users per 100 inhabitants).
Slightly more than a decade after its introduction, used by approximately one out of every two people.

Some Revealing Figures
38% of Latin American internet users were women.
2001
Between 1999 and 2000
The fastest growing group were young females (12 to 17 years), followed by women aged over 55.
Gloria Bonder Cátedra UNESCO www.catunescomujer.org
Overcoming the Gender Digital Divide?
In spite of…
The absence of sex-based data on technology use
The lack of gender indicators
Scant research in the region
it appears that…
Women are equaling men in access, although there
are inequalities in usage, in the creation of
technology and content, and in political decision-
making.
Gloria Bonder Cátedra UNESCO www.catunescomujer.org
What’s Happening in the Data Industries?
Almost no women own companies.
They are underrepresented in the highest positions: 9% of staff in medium and high-level posts 28.5% of programmers 26.9% of systems analysts 85% of data-entry workers
A large number work in exploitative conditions and without legal and social protection.

POLITICAL DECISION-MAKING
Access to computers and software
Contents: amount, quality, dominant language, cultural specificity, gender/ethnic representations and values, etc.
Production of technology and content: owners, decision-makers, and ideological gurus
Social and digital capital
Quality of available infrastructure and service costs
Socio-economic, cultural, and institutional constraints on the production and use of ICTs

Strategic Axes for Parity
Access
Ownership
Innovation
Universal access – an indicator of development, justice, and the state of rights – is inadequate for generating empowerment processes.
The ability to make useful, meaningful use of technological tools.
Productive, social, and technological. Use of ICTs, adapting them to one’s own identity to create one’s own models. (Castro García)

At the Policy Level
Incorporate all topics relating to women and ICTs into equality agendas
Invest all topics on the agenda with a crosscutting perspective of ICT
integration
