National Education Foundation (NEF), since its inception in the year 1993, has actively engaged in promotion of higher education in the entire North East India. NEF has been looking ahead for expansion, extension and dissemination of education with more and more courses of modern studies. In its efforts to encourage and inspire the young generation to opt courses of human and professional interest, the Foundation has maintained constant touch with the modern trends in the fields of educational exploration and thus, it has maintained its pace and progress unabated in realizing its aims and objectives. It now stands as one of the premier organisation of the North East Region of the country by virtue of its devotion and service to the society as a whole.

NEF Law College established in 2007, offers a Five Year Law course - B.A. LL.B. (Honours), B.B.A. LL.B. (Honours), B.Com. LL.B. (Hons), Three Year LL.B. and LL.M. under Gauhati University. The courses will meet the long standing demand of students of the entire NE Region, who want to opt for Legal profession ‘by choice’ and not ‘by chance’. Above all, introduction of such a course in a College at Guwahati has reduced migration of students from this region to other states thereby minimizing ‘brain drain’ and at the same time can be deemed as a small but significant contribution towards the State Economy as it would reduce the outflow of resources- both human and financial. Thus, NEF’s endeavor in this regard is hoped to be visualized as a pioneering step in popularizing and modernizing legal education in this part of the country.

NEF Law College established in 2006, is one of the finest centre for the promotion of Legal Education in the entire North Eastern region. It has a dynamic motive to fulfill the long standing need and dream of a “Law College of Excellence” in this part of the country in uniformity with other reputed National and International Law Colleges. The College has undertaken the uphill task of promoting Legal education in this region, with an aim of developing new genre of efficient and new-generation legal professionals.

The College is recognized by University Grants Commission (UGC) under section 2(f) of UGC Act, 1956 and is a minority educational Institute u/s 2(g) of NCMEI Act, 2004. The College is promoted and run by National Education Foundation (NEF) Trust, a pioneer Non-Government Organization in the North Eastern region engaged in promoting and popularizing professional education.

NEF Law College is affiliated to Gauhati University and approved by the Bar Council of India (BCI), New Delhi. It is duly approved by the Deptt. of Higher Education, Govt. of Assam.

LAw – A MoDERN outLooK

In his book ‘The Lawyer’, Martin Mayer describes Law School as the ‘crown jewel’ of the educational system, in part because Law School is the ‘last generalist professional degree’. Today, law is a field of study that offers the recipient a wide range of career options, each requiring different skills but also possessing common characteristics. The options are endless in terms of practice areas and work environments. Lawyers might find themselves arresting a ship or zoning a playground, working independently in their home or with others in high rise corporate offices. Lawyers can practice law by helping clients plan to avoid and solve problems once they develop, by representing and counselling businesses in a particular industry, by representing individuals sharing a common status or problems and by appearing (or not appearing) in court.

FIVE YEAR INtEGRAtED CouRSES

The College offers following Five Year Integrated Law programes under Gauhati University. The courses are :

l B.A. LL.B. (Honours)l B.B.A. LL.B. (Honours) l B.Com. LL.B. (Honours)

The duration of the above mentioned degree course shall be for a period of five academic years respectively. Each academic year is divided into two semesters, each semester having an average of 100 working/ teaching days. The academic terms shall ordinarily be between July to December and January to June.

The Five Year Integrated course is a full-time course and no student is permitted to purse simultaneously any other course. Admission of a student can be cancelled at any stage for violation of this rule.

ELIGIBILItY FoR ADMISSIoN

As per Bar Council of India (BCI) Rule, a candidate opting for admission to the Five Year Course must have passed the Higher Secondary Examination (10+2) or an equivalent examination securing in aggregate not below 45% of the total marks in case of general category applicants, 42% for OBC and 40% of the total marks in case of SC and ST applicants.

Admission into the First Semester shall be on the basis of an Entrance Examination conducted by the College. Admission will be purely on merit basis. Candidates who have appeared for the qualifying examination i.e. 10+2 are also eligible to appear in the entrance examination, provided they fulfill the eligibility criteria at the time of admission.

Student seeking admission into the College should apply online at www.nefcollege.org. While filling of the online application form students are required to furnished all the relevant information correctly and pay the requisite fee electronically.

Further, Admission Form & Prospectus can also be obtained from the College Office on payment of Rs. 500/- Admission Form & Prospectus can also be downloaded from the College website. A Demand Draft of Rs. 500/- (Five hundred only) has to be enclosed with the downloaded Form.

Off-line applicants desiring to appear in the Entrance examination should fill up the enclosed Application Form and submit the same to the College Office on or before the mentioned last date of submission of Application Forms. Along with the duly filled in Application form, the student should submit 5 (five) recent stamp size photographs and 2 (two) self addressed envelops. They should also obtain their Admit Card / Hall Ticket after submitting their Application forms.

The Examination is to be answered in English only .The result of the Entrance Examination and the merit list will be put up in the College Notice Board.

Admission of NRI / Foreign Nationals will be made as per norms laid by Ministry of HRD, Govt. of India & UGC.

a) An Entrance Examination shall be conducted by the College for the purpose of admission to the First Semester B.A. LL.B. (Hons) / B.B.A. LL.B. (Hons) / B.Com. LL.B. (Hons) course. The Examination will be held in Guwahati as per the date and venue mentioned in the Admit card/ Hall ticket.

b) There shall be one single paper of 2½ Hours duration consisting of Multiple Choice & short answer type Questions of a standard expected of 10+2 students. The weightage given to different sections are as under (the figures within bracket show the tentative number of Questions in each area):

Part I – English including Comprehension (40 questions), Part II – General Knowledge/ Current Affairs (40 questions), Part III – Elementary Mathematics (30 questions), Part IV – Legal Aptitude / Awareness (40 questions), Part V – Logical Reasoning (30 questions) and Part VII – Long Questions (2 questions)

c) There shall be a total of 182 questions with 1 marks for each question. The question shall be multiple choices/ objective type. For each correct answer, 1 (one) mark will be awarded. There is no negative mark for a wrong answer. This rule is applicable for question No. 1 to 180 only.

d) There shall be multiple sets of Test Booklets (Series A, B, C & D), each set containing same 182 questions in different sequence.

A Merit List shall be prepared on the basis of marks obtained in the Entrance Examination. Based on the Merit list, students shall be admitted.

1) HSLC or equivalent Examination Admit Card for age proof.2) Pass Certificate & Marksheet of HSLC or equivalent examination.3) Pass Certificate, Registration Certificate & Marksheet of HS (10+2) or equivalent examination.4) Migration Certificate for others state students and other boards student except SEBA.

B.A. LL.B. (Hons) - Bachelor of Laws is an integrated program in Law. B.A. LL.B. (Hons) is a five-year duration program. After completion of 10+2. A degree in law provides plenty of career opportunities to a lawyer. In this field of law, social and financial crises amid the public are always marked. A degree of law provides weapons to fight against all types of social inequalities and crimes. Under the imposed rules by law, the society is governed. Law is one of the vital and most basic communal institutions. There are always crises and injustice in the society if the people did just as they wished. No society could ever exist until its members distinguish that they have certain obligations towards one another. The law sets up the systems that describe human rights and obligations. The law punishes the people who break these rules. Law in various crimes and cases advises government. Mostly different government departments and police agencies see that laws are regulated amongst the people. The courts of that region help to these agencies to carry on the laws.

The students who opt for this course have many career opportunities afterwards. As this course covers the management studies also, they can work with many corporate sectors and business firms. These graduates can work as lawyer, legal advisor, law reporter, legal assistant, etc depending on their skills and experience in addition to practice law in the court.

B.Com. LL.B. (Hons) is also a five year programme. It is an integration of accounting, business and law subjects. As this degree programme has been introduced in recent years and is more specialized large number of youngsters are attracted towards this course.

The students who opt for this course have many career opportunities afterwards. As this course covers the commerce studies with law, they can work with many corporate sectors and business firms. These graduates can work as lawyer, legal advisor, law reporter, legal assistant, etc depending on their skills and experience in addition they can also practice law in the court.

After this course one can specialize in the various fields like accounting, taxation, etc. The courses like CA, CS, ICWA are meant for these specializations. These law graduates will mainly opt for corporate law, mergers and acquisitions, etc.

The College offers Three Year Law programe under Gauhati University. The courses offered are

Three - Year Law Course LL.B. LL.B. (Honours)

The duration of the above mentioned degree course shall be for a period of three academic years. Each academic year is divided into two semesters, each semester having an average of 100 working/ teaching days. The academic terms shall ordinarily be between July to December and January to June.

The Three year course is a full- time course and no student is permitted to purse simultaneously any other course. The admission of a student can be cancelled at any stage for violation of this rule.

ELIGIBILItY FoR ADMISSIoN

As per Bar Council of India (BCI) Rule a candidate for admission to the Three years Course must be Graduate in any discipline from a recognized University with at least 45% aggregate marks (42% for OBC and 40% for SC/ST candidates) can apply for admission into the Programme. Those awaiting for their final year results can also apply for admission in the Programme.

For admission to the First Semester LL.M. course, every eligible candidate shall have to appear in a Written Test conducted by Gauhati University. Admission shall be made strictly as per the Select List prepared by the University. The Entrance Test shall be of One Paper of descriptive type questions. The duration shall be four hours carrying 200 Marks.

LL.M. is a law course of two-year duration divided into 4 semesters. There will be Five compulsory/ Core papers each in each of the 1st and 2nd Semestere (30 Credits). The 3rd and 4th Semesters will have Elective Groups. Each Group will have 4 papers. Each student will have to opt for one of the groups from each of the 3rd and 4th Semesters (24 Credits). Each of the papers of 1st, 2nd, 3rd and 4th Semester will carry 100 Marks/ 20 Marks for Internal Evaluation during the semester and 80 Marks for external evaluation through end-semester examination. Dr. Karavi Barman has been associated with NEF Law College as an Assistant Professor since 2010. She did her LL.B from Osmania University, Hyderabad securing First class in 2007. She secured First class with Distinction in LL.M from Osmania University, Hyderabad in 2009. She further completed her Ph.D in Law from Gauhati University, Guwahati in 2019. She has been the member of Faculty meeting of Law, Gauhati University. She has several publications in national as well as international journals to her credit and has presented several papers at international and national conferences and seminars. She has also published few chapters in edited books. She has spoken as resource person and panellist respectively at several programmes. She has judged few Moot Court Competitions and is also actively involved with NGO’s and organising Legal Aid Camps and Debates. Mrs. Amrita Chetia has been founder teacher of NEF, specializing in Political Science from University of Gauhati in the year 2006. Assistant Professor, Law Mrs. Baruah has completed her LL.M in the year 2012 and B.A.,LL.B. degree from Bharti Vidyapeeth University with 1st Class in the year 2010. Ms. Ashima had completed her Masters in Sociology from Tezpur University. She is a graduate in Political Science from Gauhati University. She has completed an internship programme under Centre for Environment Education (CEE), Guwahati. She was a District Coordinator of a successful project WASH, under UNICEF and PHED at Nagaon district of Assam. She has also successfully completed a research project under Tezpur University. Prior to joining NEF, she practiced in Gauhati High Court and Lower Courts and was also a faculty member for CLAT in a number of Institutes. She has several publications in International as well as National Journals to her credit and has also presented various research papers covering different areas of law. Ms. Sarmah has been offering her guidance and knowledge to NEF since February 2017.

Assistant Professor, LawShe completed her B.A. LL.B (Honours) in 2014 and LL.M in 2017 from Gauhati University. She worked as a Program Assistant in a project under UNICEF Assam which was in partnership with Don Bosco Institute, Guwahati. She also did a month long internship in the Assam State Human Rights Commission. She has actively participated in many debate competitions and had been adjudged the best debater in Gauhati University in the year 2015 and also the best debater in the North East Inter University Festival in 2013. In order to impart professional skills to budding law persons, the College imparts instruction in simulated settings such as Moot Courts, Mock Trials and Drama. Individualised and one to one interaction is encouraged. Each student has a faculty advisor who is a student mentor for curricular as well as co-curricular activities.

NEF Law College emphasises on ‘interactive learning’ through Audio-visual instructional aids. The College is well equipped with educational facilities like TV, case CD, LCD Projector, OHP, camcoder etc.

In order to ensure overall development of the students, the college has evolved a unique mentor system. A group of 25-30 students will put under the care of each Faculty member of the College. The concerned Faculty member will advise, guide, discuss college related issues and motivate the group of students assigned to him/her in academic activities. For this purpose, the students are required to meet the concerned Faculty member every week.

In order to ensure the total development of the students especially those who join the Five Year integrated B.A. LL.B. (Hons)/ B.Com. LL.B./ B.B.A. LL.B. course, the college solicits the support and co-operation of the parents of the students enrolled in this college. The Parent Teacher association functions through bi-annual meetings where issues related to the academic activities of the students are discussed.

Every student will be issued a diary to maintain a record of their activities and movements. The same shall be reviewed by the parents regularly and periodically. Any leave of absence and all co-curricular activities of a student is to be recorded in this diary.

If a student does not attend in any course including electives, practical training, seminar courses, for atleast 75% of the total classes held, he / she will be declared as ineligible to appear in the University examination.

CoLLEGE CAMPuS

The College functions from its own permanent campus located at GMCH Road (parallel road to G.S. Road connecting Guwahati Medical College Hospital and Ganeshguri Market) at Christianbasti locality in the heart of Guwahati city.

At present, the College is having a multi-storied built-up area of 42000 sq.ft. The College campus is self contained, providing an ideal environment with facilities including well furnished classrooms, Seminar Hall and Moot Court Room. With State-of-Art infrastructure, Wi-Fi Campus Network and calm environment in the midst of the city, the College provides an ideal academic environment to its students.

CoMPutING FACILItIES

The College has modern state-of-the art Computer Laboratory with 26 (twenty six) PCs with networking and broadband internet facilities. This will enable the students to keep themselves abrest with the day to day developments in legal environment.

The College Campus is Wi-Fi enabled and as such students as well as Faculty members can avail Internet and networking access anywhere in the Campus.

SCHoLARSHIPS

All the students from Manipur, Nagaland, Tripura and Arunachal Pradesh are eligible for Post-Matric scholarships from their respective Government of the States. Students of Assam belonging to S.C. and S.T. communities are also eligible for scholarships from the Govt. of Assam.

Students belonging to minority communities can also obtain Merit-cum-Means Scholarship awarded by Ministry of Minority Affairs, Govt. of India.

In addition to above, the NEF Trust also provides Fee waiver to the poor and meritorious students.

Moreover, there is a provision of waiving the tuition fees of any student in case of unfortunate demise of his/ her parent while he/ she is pursuing the course in the College. This, the College visualizes as its social responsibility and a genuine effort to promote Law education in this region by ensuring that a brilliant student can complete the course in spite of an unforeseen crisis that may grip his family due to the sudden death of the ‘bread earner’.

IDENtItY CARD

Identity Card is issued to the students soon after enrolment on payment of Rs 200/-. The Card must be returned at the end of the course. On loss or mutilation, a duplicate card is issued on payment of Rs. 250/- (Two hundred fifty) only.

HoStEL ACCoMoDAtIoN

The College has a full-fledged Boys’ hostel. Private hostel arrangement is made for female students from outside, adjacent to the College.

All the regular students of the College are entitled to avail 50% concession on fare on railways / air travel during their period of study.

The Moot Court is basically an activity that is followed for enhancing the presentation and argument skills of the students. It helps students to equip themselves to the standards of the society. To participate actively one should have the confidence and should be a generalist i.e. one should analyze the facts of the case in the general point of view in regard to the subject of the case and learn to apply the law to the facts of the case. Students are expected to be a specialist in Law dealing that particular subject, and be thorough with the latest case law and interpretation by the Supreme Court and the High Courts to get a better grip over the case or the position of the case.

In a Moot court a hypothetical case is given to the students and they are allowed to argue the given case. Moot Court helps the students of law in many ways since it is a sort of practical legal training, which helps to build analytical reasoning, legal aptitude, team building skills and above all make them responsive.

The College has undertaken the uphill task of publishing a Journal of Law & Social Sciences since January 2011. The bi-annual Journal titled “Journal of Juridical & Social Science” (ISSN 2231 4636) was formally in-augurated by the Hon’ble Mr. Justice Amitava Roy, Judge, Gauhati High Court presence of Hon’ble Mr. Justice Dr. Mukunda Kam Sharma, Judge, Supreme Court of India, Sri Nilay Dutta, Advocate General of Arunachal Pradesh, Prof. (Dr.) Subhram Rajkhowa of Faculty of Law, Gauhati University and hosts of legal professionals.

The Journal attempts to focus on some of the vital areas relevant in the socio-legal sphere of life. The Journal provides an in-depth analysis of the topics tracing the recent amendments supported by proper reasoning. The Journal also gives scope to Research notes, Comments and Review Articles etc.

Moreover, given the seriousness of issues like sexual harassment and ragging (especially in the light of judgments delivered by the Supreme Court of India in Visakha v. State of Rajasthan and PIL by Vishwa Jagriti Mission) the College considers these to be acts of grave misconduct. Students found guilty on any of the above causes will have to face panel action such as Cancellation of Admission or expulsion from College.

ANtI-RAGGING CoMMIttEE

The College views ragging as a social menace and in the light of the Supreme Court of India Order, May 2007 (based on Raghavan Committee Recommendations) on prevention of ragging in Educational Institutions, NEF Law College has formed an Anti-Ragging Committee with the Principal in the chair. The Committee has teaching staff as well as representatives of students as its members. The Committee shall ensure that no student is being harassed in the name of ragging. Students who are found to be involved in ragging shall be strictly dealt with and punished, which in certain cases may even lead to expulsion of the guilty students from the College.

EDuCAtIoN LoAN

Students desirous of obtaining Educational Loan for pursuing law courses in the College can apply for the same in any scheduled Bank. The College shall provide all the necessary documents for processing of the loan.

GENERAL INFoRMAtIoN

1. Students as well as their guardians / parents are advised to go through the Prospectus carefully before applying for admission.

2. Students are required to pay the fees on time as detailed in the fee schedule enclosed with the Prospectus against Receipts. Fees once paid will not be refunded under any circumstances.

3. Students seeking transfer on any ground will have to pay the fee for the whole academic session during which he / she desires a transfer and return all library books before applying for a TC / NOC.

4. The College may sue or be sued in respect of any breach of contract on the part of the student or the College authority and such proceeding shall be instituted in a Civil Court of Guwahati City only.

5. For all disputes the decision of the Management is final and binding to all.

The students are expected to maintain strict discipline and order in and out of the campus.
