Welcome to the Conference

Dear 11th Annual Smart Card Alliance Government Conference Attendees,

I welcome each of you to the 2012 Smart Card Alliance Government Conference: Smart Strategies for Secure Identity. We are pleased to return to our former location, the Walter E. Washington Convention Center, which served as the principal site of the 2010 Nuclear Security Summit hosted by President Barack Obama..This conference, which will focus on government identity, security and new developments in healthcare, is always an exciting event that offers an excellent conference program, an exhibit hall, and a chance to reconnect with colleagues and friends, while making new contacts.

Our agenda is timely, and includes workshops focusing on mobile devices and the applications those devices can support, including storing and using identity credentials, access control applications, and logical access cases. You’ll learn about projects already underway as well as new initiatives planned.

The importance of secure identity credentialing and access security is no longer just a governmental issue; the topic is part of the lexicon of individuals who want to learn how to best protect their identities, whether they shop online and are concerned about identity theft, or want to ensure that their personal medical information remains private.

We are fortunate to have a great number of government and industry speakers, track sessions, and roundtable discussions for your education and enjoyment. Technical sessions, policy overviews, and usage cases on identity management, security, mobile credentialing, and healthcare will also be presented, networking will be in abundance, and our exhibitors are looking forward to meeting with the several hundred Alliance members, government colleagues and industry friends who plan to gather for this annual fall government identity and security conference.

We have added the Gov.ID Open Unconference track session to the program this year to enable thought leaders to engage in interactive peer-to-peer learning, collaboration and creativity discussions about important trends that are on the minds of the people who participate from various backgrounds and experience levels.

Whether you are a government employee, industry representative, or interested observer, I welcome each and every one of you to our conference and invite you to stay involved year around through participating in the Smart Card Alliance organization as a member or just a regular follower of its mission.

Join the Discussion: What are the key technology, policy, application, and market issues in government ID and access security?

Join the conference thought leaders for interactive peer-to-peer learning, collaboration and creativity. Gov.ID OPEN will take a step beyond the conference sessions for a "deep dive," employing the well-established unconference meeting framework and facilitated by "Identity Woman" Kaliya Hamlin, the organizer of the popular Internet Identity Workshop series, and the Consumer and Citizen Advocate delegate for NSTIC. Participants will create the agenda and meet in groups large and small for formal presentations, casual discussions, and everything in between. No previous experience is necessary—the process will become clear as it happens. You’ll have the opportunity to put sessions on the agenda, and no session will be voted off or ‘won’t happen’ for some other reason. All sessions are welcome. Propose a topic, lead a session, or just listen—it's up to you.

Speaker Biographies

Peter Alterman Ph.D., COO, SAFE-BioPharma Assn.

Dr. Peter Alterman is the Chief Operating Officer of the SAFE-BioPharma Association. Until his retirement from federal service, he was Senior Advisor to the National Program Office of the National Strategy for Trusted Identities in Cyberspace, NIST. Before that he served as the Senior Advisor to the NIH CIO for Strategic Initiatives, Assistant CIO for e-authentication at the National Institutes of Health and Chair of the U.S. Federal PKI Policy Authority. Dr. Alterman serves on numerous government and industry electronic identity management committees and work groups. He has been involved in Internet technology since serving on the Federal Research Internet Coordinating Committee in 1989 and was executive sponsor and policy director for NIH iTrust, the first multi-award-winning, fully-federated SSO service in the Federal government. Peter has received numerous government and private sector awards for pioneering work in federated identity management. He received his Ph.D. in 1974 from the University of Denver. (IP22)

Stefan Barbu is leading the Americas eGovernment Business development at NXP Semiconductors, as well as the Latin America ID sales and marketing organization. He holds a PhD in radio communications, specialized in contactless smartcards. Roderick Bell II, VP & Chief Information Officer, Resolute Health

Roderick Bell II began serving as Resolute Health’s Chief Information Officer in August of 2011, and is in charge of all things consisting with IT. Prior to Resolute Health, Roderick worked at Vanguard as the Senior IT Lead for 30 million dollar project. Roderick has owned and operated his own company, Knowledge Healthcare Consulting, for the past eleven years. As a Nashville native, Roderick has had a total of twenty-one years of IT healthcare experience, has assisted with building four greenfield hospitals, as well as worked for five of the top ten healthcare organizations in the country. With over 25 years of software and systems engineering experience, Mr. Blanchard has successfully executed program management roles on time-sensitive and mission-critical projects for customers that include each of the military branches, many domestic government agencies, and multiple international corporations. Currently, Mr. Blanchard is Project Director for AAMVA’s electronic verification systems and will serve as the Program Manager for AAMVA’s CSDII effort. Chris has over 30 years’ experience within the IT industry, 12 of them at senior level within the security sector. He was responsible for the initial design of Intercede’s MyID product and retains overall responsibility for the architecture and technology within it. Chris was instrumental in making MyID the first electronic personalization system to achieve FIPS 201 accreditation as part of the FIPS201 (PIV) Approved Products List, and has substantial experience of working on both US and UK government security projects. Jeremy Grant, Senior Executive

Jeremy Grant is the Senior Executive Advisor for Identity Management at the National Institute of Standards and Technology (NIST). He joined NIST in February, 2011 to lead the establishment of a National Program Office to implement the National Strategy for Trusted Identities in Cyberspace (NSTIC). Mr. Grant comes to NIST with a diverse background and deep understanding of identity and cybersecurity issues, having served in a range of leadership positions spanning government, technology firms and the financial services sector. Government service as the Associate Administrator for Ship Financial Approvals and Cargo Preference for the Maritime Administration, U.S. Department of Transportation in January 2007. Mr. Zok began his career with the Maritime Administration in June 1980 as the Accounting Officer in the Office of Financial Management. He subsequently became Office Director, and in March 1984, moved to the position of Deputy Associate Administrator for Maritime Aids. In 1994, He was named the Associate Administrator for Ship Financial Assistance; and after two reorganizations, assumed his last position. The Identity Council is focused on promoting best policies and practices concerning person and machine identity, including strong authentication and the appropriate authorization across different use cases. Through its activities the Council encourages the use of digital identities that provide strong authentication across assurance environments through smart credentials--e.g., smart ID cards, mobile devices, enhanced driver’s licenses, and other tokens. The Council furthermore encourages the use of smart credentials, secure network protocols and cryptographic standards in support of digital identities and strong authentication on the Internet.

The Council addresses the challenges of securing identity and develops guidance for organizations so that they can realize the benefits that secure identity delivers. The Council engages a broad set of participants and takes an industry perspective, bringing careful thought, joint planning, and multiple organization resources to bear on addressing the challenges of securing identity information for proper use.

Identity Council Activities

The Council works on projects to raise awareness of the issues that organizations and the public face in implementing and using identity systems and to promote the use of the appropriate policies, procedures and technologies to solve these issues. Council activities include:• Developing white papers and briefings on key identity topics to

provide educational resources to public and private sectors• Developing industry positions on key identity issues and offering

perspectives on solutions.• Providing guidance and best practices in support of the U.S.

National Strategy for Trusted Identities in Cyberspace (NSTIC).• Maintaining an active, public voice on identity topics,

promoting the positive aspects of identity technology solutions and responding to reports that contain misinformation about identity technology.

Health care organizations worldwide are implementing smart health cards supporting a wide variety of features and applications. Smart health cards can improve the security and privacy of patient information, provide the secure carrier for portable medical records, reduce healthcare fraud, support new processes for portable medical records, provide secure access to emergency medical information, enable compliance with government initiatives and mandates, and provide the platform to implement other applications as needed by the healthcare organization.

The Smart Card Alliance Healthcare Council brings together payers, providers, and technologists to promote the adoption of smart cards in U.S. healthcare organizations and within the national health IT infrastructure. Payments Council

The Smart Card Alliance Payments Council focuses on facilitating the adoption of chip-enabled payments and payment applications in the U.S. through education programs for consumers, merchants, issuers, acquirers/processors, government regulators, mobile telecommunications providers and payments service providers. The group is bringing together payments industry stakeholders, including payments industry leaders, merchants and suppliers, and is working on projects related to implementing EMV, contactless payments, NFC-enabled payments and applications, mobile payments, and chip-enabled e-commerce. The Council’s primary goal is to inform and educate the market about the value of chip-enabled payments in improving the security of the payments infrastructure and in enhancing the value of payments and payment-related applications for industry stakeholders.

Payments Council Activities

The Council works on projects to provide educational resources and defi ne best practices for chip-enabled payments implementations and to explore new chip-enabled payment applications. Council activities include:

• Developing white papers and hosting web seminars and conference workshops on chip-enabled payments to provide educational resources to the industry.

• Developing industry positions on key issues in deploying chip-enabled payments and collaborating as an industry to address challenges.

• Maintaining an active, public voice on chip-enabled payments topics, serving as a resource for authoritative information and responding to reports that contain misinformation about the technology.

• Developing educational material and guidance on the use of EMV and chip-enabled solutions to address fraud and counterfeit cards in the U.S. payments industry.

• Developing educational material and guidance on the use of Near Field Communication (NFC) technology for mobile contactless payments

The Smart Card Alliance Transportation Council is focused on promoting the adoption of interoperable contactless smart card payment systems for transit and other transportation services. Formed in association with the American Public Transportation Association (APTA), the Council is engaged in projects that support applications of smart card use. Transportation Council Activities

Transportation Council activities stimulate the understanding, adoption and widespread acceptance of single and multi-application smart card technology for all transportation-related elements of the marketplace (e.g., mass transit, tolling and parking) by bringing together, in an open environment, leading users and technologists from the public and private sectors to develop concepts and stimulate critical thinking to advance deployments of the technology.

The Transportation Council’s activities include:

• Enabling targeted smart card demonstrations across transportation and other industries useful for advancement of technology and applications for smart card-based payments, credentialing, or other appropriate products or services;

• Identifying the challenges and opportunities in the evolving transportation marketplace for multiple smart card applications that can be supported by smart card technology;

• Serving as a technical resource for, and participating in the development of specifi cations at appropriate national and international - and voluntary - standards for smart card technology which can support multiple user applications in an effi cient, secure manner;

• Providing educational and research resources for members, consumers and government organizations to foster deployment of smart cards in the transportation marketplace;
