Kaduna s ta te
government has
inaugurated the
Judicial Commission of Inquiry to
look into the incessant communal
crises in Kajuru, Kachia, Chikun
Local Government Areas and
their surrounding communities.
During the inauguration at Sir
Kashim Ibrahim House, Governor
Nasir Ahmad El-Rufai said the
commission has the mandate of
investigating, ascertaining and
identifying the immediate and
remote causes of all instances of
disturbances from 2017 to date.He enjoined the commission to identify individuals, traditional and religious institutions and other associations that might have contributed to the build up of the d is turbances and recommend further action by government.
KDSG Inaugurates Judicial Commission of Inquiry
IEl-Rufai a lso tasked the commission to assess, determine and establish the extent of loss of lives and property and other forms of damage caused during the disturbances and to also identify the perpetrators of the dastardly act for further action by the state government. The commission has Justice Isa Aliyu, a Judge of the Kaduna State High Court as its Chairman, while AVM Abdullahi Shehu ( r td . ) , a former Deputy Commandant of the Nigerian Defence Academy, Kaduna, Mr. B. C. Osuji, a former Assistant Director in the Kaduna State Command of the SSS, AIG UU Shehu ( r t d . ) , a f o rme r Commissioner of Police in Kaduna State, Mrs. Hannatu Ugah, a former Head of Service of Kaduna State, Rear Admiral Ferguson Bobai (rtd.) a former Flag Officer Commanding Western Navy Command who also retired as Chief of Training and Operations at the headquarters of the Nigerian Navy and Alh. Auwal Aliyu Damau, also a retired Permanent Secretary in the
Kaduna State Civil Service, Muhammad Sani Isa, a trained mediator, who is also a Director in the Interfaith Mediation Centre, Reverend Dr. Yusuf Biniyat, a Senior Pastor of the ECWA Church and former Executive Secretary of the ECWA Kaduna South District Church Council, Salim Musa Umar, an associate of the Centre for Humanitarian Dialogue who has been active in peace building in Kaduna and Plateau States, will all serve as members of this Judicial Commission.
Also, Barrister Edward Andow,
Director of Commercial Law in
the Ministry of Justice will be the
Secretary to the Commission
while Barrister M.I.Aliyu, Director
of Citizens Right Department, will
serve as Counsel to the
Commission.
Governor El-Rufai further stated
that the Commission of Inquiry
which is expected to make
appropriate recommendations to
government on steps to be taken
to forestall future occurrence of
such disturbances, will have no
more than three months to
conclude its work after the
inauguration.
While expressing confidence in
the committee's capability to
carry out this heavy task, the
governor further stated:
“My Lord, ladies and gentlemen,
you have all been chosen for this
very difficult assignment due to
the in-depth knowledge you have
of Kaduna State, or expertise in
t h e a r e a s o f s e c u r i t y
management, conflict and peace-
building as well your established
objectivity in assessment of
situations and people.
“One of the problems that have
driven conflict in Kaduna State is

that people have taken sides in
these conflicts, not based on
reason but along ethnic or
religious lines.
“We are confident that from the
track record of the chairman and
members of the Commission, you
are well above that. We have
selected the members from all
parts of the country, but with in-
depth knowledge of Kaduna
State, because we believe that
the conflict in Kajuru and
surrounding areas is of interest to
the entire nation. Every Nigerian
has a stake in knowing what is
happening in Kajuru and
surrounding communities.
“The Kaduna State Government
expects that the work of the
Judicial Commission of Inquiry
will not only establish the facts
but will also help government and
the communities involved to
advance peace and justice. We
wish My Lord, the chairman, and
members every success in this
daunting assignment.”
He further revealed that while the
Judicial Commission of Inquiry
was being constituted, the
Kaduna state government and
the local government councils
have taken up steps to stabilise
the situation in the area.
Thus, security detachments of
the police and Civil Defence have
been placed in Kajuru axis as well
as the establishment of a Forward
Operating Base by the Nigerian
Air Force.
In addition to that, Peace
d i a l o g u e s a m o n g t h e
c ommun i t i e s h ave b een
encouraged by the Kaduna State
Peace Commission and the
Kajuru Local Government
Council.
The state government has also
commenced rebuilding the
Kasuwan Magani market that was
burnt during the October 2018
conflict. The market is being
modernised and expanded to
accommodate previous shop
owners as well as interested new
entrants.
“It is our hope that community
leaders will encourage people to
lift their gaze above division, to
embrace a common humanity
and respect the right of everyone
to life, liberty and legitimate
livelihoods. The toll of death and
suffering does not have to
continue, if everyone does their
duty for peace and harmony.” He
expatiated.
In an interview, shortly after the
inauguration, the Chairman of
the commission, Justice Isa Aliyu
promised to complete the task
within the stipulated period of
three months as directed by the
governor.

he Kaduna State Governor, Malam Nasir El-Rufai has
administered the oath of office on more political appointees at the Sir Kashim Ibrahim House,
Kaduna.Speaking during the event, Governor El-
Rufai said that he was happy to swear-in this set of public servants who according to him, are most qualified, humble enough and have agreed to serve the people of Kaduna state.He also assured that his administration is committed to moving Kaduna state to the next level by making Kaduna better, welcoming to all and safe for everyone. Human Services and Social
Development, Hajiya Hafsat Baba
has reiterated the readiness of the ministry
to collaborate with relevant MDAs in
discharging her mandates to the citizens of
Kaduna state.
She made this commitment while leading a
coalition of Civil Society Organisations (CSOs)

the ministry through the Local Government Service Board will keep on creating avenues for regular interface between LG political and non-political officials as well as staff of the traditional institutions. Doing this, he said, will promote better understanding amongst the various categories of LG personnel.In their separate remarks, the Secretary to the Emirate Council, Alh. Barau Musa Aliyu (Sarkin Fulanin Zazzau), Alh. Abbas Fatika (Sarkin Fadan Zazzau) explained that they were sent by His Highness, Alh. Dr. Shehu Idris, the Emir of Zazzau and Chairman, Kaduna State Council of Chiefs to congratulate and welcome the Commissioner back to the Ministry of Local Government and to give him assurances of the emir and the emirate council in general.The council identified with Governor El-Rufai for the giant strides so far recorded by his administration in its first term in office especially in the area of security, job creation as well as rural and community transformation. They pray that Almighty God will continue to guide him in his second tenure in office. The delegation also enjoined the commissioner not to hesitate in contacting the emirate council on any traditional or chieftaincy matter he wishes to have more clarification on as they will be available for him at all times.They also requested the commissioner to initiate and put in place modalities that will strengthen and promote a healthy working relationship between the emirate council and the LG chairmen within the emirate to avoid unnecessary delays in arriving at a decision. In his response, Alh. Ja'afaru Sani promised to do everything humanly possible to address the issues raised within the shortest possible time and urged them to be patient and continue with the good service they have been rendering to the society as the present administration plans to address all anomalies in government affairs.
MLGA, Traditional Institutions Reaffirm Synergy
Government will continue to work in synergy with traditional institutions in the state to ensure a secured, peaceful and harmonious atmosphere which is key to sustainable development. The Commissioner, Ministry of Local Government Affairs, Alh. Ja'afaru Ibrahim Sani made this known in Kaduna while receiving on courtesy visit, members of the Zazzau Emirate Council. Alh. Ja'afaru Sani described traditional institutions as the custodian of culture, historical heritage and pillar of societal harmony whose contribution in every aspect of good governance cannot be underestimated. He expressed appreciation to the traditional institutions in the state for the remarkable contributions they have offered to the government at all other levels, especially in the areas of maintaining law and order, conflict resolution and harmonious coexistence amongst the people of the state.The Commissioner also disclosed that the ministry is currently working towards mapping out a blue print that will look into its mandate with a view to ensure maximum output and speedy service delivery for traditional institutions in the state to be carried along in the blue print.Alh. Ja'afaru Sani further informed the council members that the ministry is determined to ensure cordial working relationships between the traditional institutions and local government councils. MHSSD Synergizes for Better Service Delivery

advocacy visit to the Ministry of Health.
Mrs. Baba also commended the CSOs for their
effort in ensuring good and healthy living for
children and women.
While playing host to the team, the Permanent
Secretary, Kaduna State Ministry of Health, Mr.
Muhammadu Shuaibu explained that Kaduna state
government is leaving no stone unturned in
providing health facilities and services to the
citizenry. He further assured of the provision of
expanded supplies and consumables as well as
better built and equipped facilities.
Also, speaking during the advocacy visit, Mr. Sati
Bartholomew, the Secretary of PACFaHatSCALE
gave an overview of the project to include; routine
immunization, family planning, child killer
diseases (Pneumonia & Diarrhoea) and primary
health care, adding that these areas need
government support.
In a related development, the Commissioner,
Human Services and Social Development, Mrs.
Hafsat Baba has received on courtesy visit, the
State Coordinator, National Youth Service Corps,
Malam Isa Wana.

Ministry, Malam Adamu Mansur assured the state
coordinator and his team of the ministry's
readiness to work with the scheme, noting that it
would work with any organisation with similar
mandates in the interest of the good people of
Kaduna state.
On his own part, the State Coordinator, Malam
Wana said the visit was to familiarize with the
ministry and solicit for cordial working
relationship.

The Chairman, Interim Management
Committee of the local government, Dr. Katuka Bege
Ayuba, stated this in Manchock, during a courtesy visit
by the Nigeria Youth Initiative for Peace and Good
Governance (NYIP&G) Minna, Niger state, for the
conferment of an award of Icon of Societal
Transformation on the chairman.
Dr. Katuka was awarded in recognition of his selfless
service and giant strides on infrastructural
development in the local government as well as
uplifting the living conditions of the people, especially
the rural dwellers.

Comrade John Jerome Mainasara said they were
attracted by the chairman's developmental strides
and rare commitment to peace and peaceful co-
existence in Kaura local government, hence their
decision to honour him and gear him into doing more
for the people.

Dr. Katuka for his diligent service especially his
aggressive rural transformation initiatives, peace
building as well as youth and women empowerment,
Comrade Mainasara urged other public office holders
in Kaduna state and across the country to emulate his
exemplary administrative style and selfless
commitment towards poverty reduction.
Responding, Dr. Katuka thanked the organization for
the gesture and dedicated the award to Governor
Nasir Ahmad El-Rufai, whom he described as a good
servant-leader and the pillar behind his
administration's successes.
He also cautioned youths against disunity and not to
surrender themselves as cannon fodders to selfish
politicians, who do not mean well for the country but
instead, stand united irrespective of ethno-religious
differences and commit themselves to good courses
that would engender speedy development and peace
in the country.

While speaking during the visit, the Chairman
expressed his profound gratitude to the entire people
of Kaura, especially the paramount traditional rulers
of Kagoro, Moro'a and Takad chiefdoms for their love,
understanding and fatherly advice often extended to
him and his team of council members.
He also thanked Governor Nasir Ahmad El-Rufai for
choosing him to serve as the IMC Chairman of Kaura
Local Government and assured residents that in line
with the governor's agenda of putting people first, his
council will not relent in its efforts and aspiration of
taking the local government to the next level of
development.
The Chairman highl ighted some of the
developmental strides of his one year of stewardship
which include: the renovation of the Women
Development Center Kaura, repairs of Fadan Road,
Kagoro, Kpak Market Road to Kagoro, Chief Palace
Road to Water Board junction and rehabilitation of LG
staff quarters.
