This apart various exhibitions, seminars, roadshows have been conducted to attract investment. Alongwith this State of Maharashtra has floated new Industrial policy 2019 and various sectoral industrial policies. Incentives offered under package scheme of Incentives of State of Maharashtra are more attractive as compared with its other counterparts in India. 2. PREAMBLE :

1. State of Maharashtra holds a reputation of being foremost and finest for

industrial development at National level and is leading intra state as well as in

foreign direct investments (FDI). State of Maharashtra shoulders 15%

contribution towards India’s Gross Domestic Product and generates highest

employment as compared to the other states of India. Previous 15 years statistics

reflect more than 30% foreign direct investments in state of Maharashtra out of

total FDI invested in India. Through mega events like Make in India 2016 and

Magnetic Maharashtra 2018, State of Maharashtra has taken capacious efforts

for growth in industrial investments. This apart various exhibitions, seminars,

roadshows have been conducted to attract investment.

Alongwith this State of Maharashtra has floated new Industrial policy

2019 and various sectoral industrial policies. Incentives offered under package

scheme of Incentives of State of Maharashtra are more attractive as compared

with its other counterparts in India.

2. COVID -19 pandemic has caused economic and industrial slowdown

circumstances the study group formed under the chairmanship of Hon’ble

Minister for Industries to suggest measures for industrial growth by attracting

foreign investors, has suggested apt effective and novel measures to facilitate

investment by multinational and domicile industries in State of Maharashtra.

Resolution :

In consideration of above circumstances Government of Maharashtra has

resolved to implement following measures through “Magnetic Maharashtra – one

business” scheme –

1.Availing Automatic / Accelerated Mega Permission (MAHA- PARVANA)

State of Maharashtra has carried various upgradation through Ease of Doing Business

and has established Single Window System - Maharashtra Industry, Trade and

Investment Facilitation Cell (MAITRI) to issue various licenses / permissions in

integrated - accelerated and transparent manner. At present 42 online services of 16

industries related administrative departments are made available by MAITRI Cell.

Such services given by concern department are made time bound with enactment of

Maharashtra Right to public Services Act 2015. In coordination with concern

administrative department MAITRI Cell is directly providing few online services,

however delay in few services by concern department is noticed.

Considering the difficulties faced by Industrial Investors, various licenses /

permissions required for start -up industries are proposed to be given through

automatic accelerated system at single point with necessary changes in present Single

Window System.

It is proposed to issue direct Mega -permission / Maha Parvana instead of

making available pre-start -up permissions as stated in annexure -1 for all industrial

proposals of FDI, investment of Rs. 50 Crores and above in the state.

(A) Mega-permission (MahaParvana) : Comfort letter to start construction and

production will be provided by the State to all industrial proposals of FDI, investment

of Rs. 50 Crores and above in the state instead of making available pre-start -up

permissions stated in annexure -1. Said Mega-permission (Mahaparvana) will be

issued online within 48 hours upon receiving complete application on the website of

MAITRI Cell (Single Window System). Also it is assured to provide time bound

various permissions and no objection certificates as stated in annexure - 1 to such

Mega -Permission (MahaParvana) recipient industries. Upon non receipt of such no

objection certificates within lime limits they will be given deemed approval.

(B) Eligibility and Validity : All industrial proposals of FDI, investment of Rs. 50

Crores and above in the state will be eligible for the pre-start-up permissions stated in

Annexure -1 as decided by Maharashtra Pollution control Board for Green and Orange

Zone industries. Apart from this any other permission / No objection certificate will be

made available by speedy follow-up through MAITRI Cell- Single Window System if

needed by industries / unit. To receive Mega -Permission / MahaParvana the industry /

unit has to secure land from concern agency or personally. It will be binding on

industries / units to secure environment clearance certificate first if their production /

processes require so.

(C) Competent Authority : The MAITRI Cell will facilitate such eligible industries /

units to receive directly Mega-permission / Maha Parvana instead of securing various

permission for pre start up / construction / for production. The officers authorized by

the Chief Executive Officer of Maharashtra Industrial Development Corporation

(MIDC) shall be the competent authority for such eligible industries / units who have

been allotted plots in MIDC area / estate. The officers authorized by the Development

Commissioner, Industries shall be the competent authority for such eligible industries

/units falling outside MIDC area / estate. Said Mega permission / Maha Parvana will

be issued by competent authority in the format provided in annexure -2.

(D) Timeline :

(I) Eligible industries / units will be provided Mega -permission (Maha Parvana) within

48 hours upon receiving complete application. Timelines are provided for various no

objection certificate / licenses as mentioned in annexure -1. Those services have been

notified by MAITRI Cell vide Maharashtra Right to Public Services Act, 2015.

Concerned administrative department to incorporate curtailed timeline amendments as

proposed in column 4 and to issue amended notification within 30 days. Any other

licenses which are not specified in annexure -1 will be provided to industries / units

within maximum 30 days if needed.

(II) Said timeline essential permissions be issued by concern administrative

department, else such permissions will be issued in deemed manner.

(2) Plug and play infrastructure : It is proposed to provide upgraded technology,

reasonable price and utility based accommodative as per requirements, flexible basic

infrastructure facilities to new and established industrial investors in the state. This

will provide support to the Industrial Investors to reduce risk factors and develop

industries with minimum resources post COVID-19 pandemic hardships. With this

concept of " Plug and Play " Industrial areas / estates will be developed in the state.

1. New investors can opt for specially designed " Plug and Play" conceptual

plotted lands, ready to use Gala with modern facilities in reasonable prices

specially designed for them by MIDC.

2. Such plotted land / gala will be made available for long / short lease tenure.

3. For this MIDC will make available total 40,000 acres of land.

4. MIDC will make provision for plotted land to erect shelters / stay houses for the

workers in the industries having strength of 1000 workers and above. MIDC in its

layout will make provision for separate reservation to erect shelters / stay houses for

the workers in other industries also.

5. Owing to resultant migration of workers caused by COVID-19 pandemic, making

available necessary work force for the industries / units and also to generate

employment to the local people, a portal, namely, Industrial Employment Bureau

MAHA JOBS portal, to receive co-ordinated collective information data base and

assistance, will be launched and a separate website will be developed with the help

of Information and Technology Department.

(3) Unified Search : Initiative will be taken to launch an exhaustive portal to satisfy

all queries of the investors regarding his / her investment, studies, comparison etcetera

of the investors. This will act as a co-ordination point for all new Foreign Direct

Investment that will provide vital information as to investment opportunities, supply

chain etc. It will provide dual opportunity of localisation and indigenous of supply

chain and direct association of local industries with foreign industries.

(4) Building Resilience : Sick / locked micro small and medium industries face

difficulties to move National Company Law Tribunal NCLT MIDC will establish a

Co-Ordination cell that will provide administrative and legal advice and coordination

with financial institution to such industries / industrial unit. Standard Operational

Procedure and nature of this Cell will be issued in due course.

(5) Investment Co-Ordinating Officer : With an objective to attract Foreign Direct

Investment in industrial sector of the state and to promote inter-state investment and

co-ordinate with various industrialist, advisers, business and commerce associations,

Central Government and Foreign Embassies / High Commissioner, Mr. Bhushan

Gagrani, Principal Secretary is appointed as Investment Co-ordinating Officer.
