PREAMBLE

As per Indian Nursing Council Norms candidates for M.Sc. Nursing Course

should be selected through Common Entrance Test. The Govt. of Maharashtra wide

letter No. NUR-100/C.R.248/Edu-2, Dated 4th September 2012 permitted to the

Director of Medical Education & Research, Mumbai to conduct Entrance Test for the

Selection of Candidates for M.Sc. Nursing Course. Accordingly this brochure is

prepared for the detail information to the candidates who wish to appear for this

entrance test to pursue M.Sc. Nursing Degree.

MH PGN-CET 2012

1. INTRODUCTION The Entrance Examination for the Selection of M.Sc. Nursing Post Graduate Course in

the State of Maharashtra for the Academic Year 2012-2013 shall be conducted by the

Competent Authority appointed by the Govt. of Maharashtra.

As per Govt. of Maharashtra wide letter No.NUR-100/C.R.248/Edu.-2, Dated 4th

September 2012 Directorate of Medical Education & Research, Mumbai will be

Competent Authority to conduct Entrance Examination for MHPGN-CET-2012

2. SCHEME OF EXAMINATION

2.1 The Examination will be conducted in Mumbai Maharashtra on Sunday 23rd 2012

at 10.00 am to 12 noon

2.2 The MHPGN-CET-2012 will consist of Multiple Choice Question 100 no & one mark

each. There will be no choice among the question i.e. all question have to be

answered.

2.3 The candidate will be required to mark the correct answer by blackening the

corresponding circle against the serial number of the question in the answer

sheet with black ink ballpoint pen only. Out of four circles provided for selection

of an answer against a question, the candidate should fill up one circle only.

Each correct answer will be given one mark. There shall be no negative marking for

wrong answers.

2.4 Candidate should completely darken one and the only one best response (circle)

e.g A B C D

Candidate should not use any other method for answering i.e. Half circle, dot. tick

mark, cross etc. This may not be read by the scanner. Answer sheet of each

candidate will be evaluated by computerized scanning method only (Optical Mark

Reader). There will be not any manual checking during evaluation and verification.

2.5 Grievance Redressal Committee. A Grievance Redressal Committee will be

constituted at each sub centre comprising following members:

i) Centre In charge - Chairperson

ii) A Supervisor - Member Secretary

The committee will function from 8.00 am to the end of the examination on the day

of examination. If there is any grievance during this period (regarding loss of time

due to administrative error or any other examination related important matter), the

candidate will report it to the invigilator of his/her examination block. It will be

communicated to the sub centre in charge through supervisor. The committee will

examine the Grievance on the spot and take necessary decision regarding the

Grievance/s.

2.6 Syllabus :- Medical Surgical Nursing, Child Health Nursing, Community Health Nursing,

Mental Health Nursing, Obstratics & Gynac Nursing , Nursing research & statistics, Nursing

Administration, Nursing Education.

3. ELIGIBILITY CRITERIA FOR MH PGN-CET-2012 3.1 Candidate must be an Indian National. Nationality Certificate issued by

District Magistrate or Additional District Magistrate or Chief Metropolitan

Magistrate or valid passport.[Persons of Indian Origin (PIO)/Non Resident

Indians. (NRI) Overseas Citizens' of India are not eligible.

3.2 All candidate who have passed Basic B.Sc. Nursing/Post Basic B.Sc.

Nursing/ Post Certificate B.Sc. Nursing/IGNOU B.Sc. Nursing Examination

from recognized College of Nursing by Indian Nursing Council, Delhi. With

minimum 50% Marks for Open Category and 5% relaxation will be given to

Reserved Category. The candidate who have completed IGNOU B.Sc.

Nursing from recognized study centre should be recognized by Indian Nursing

Council i.e. I.N.E.,Mumbai, Tehmi Grant College of Nursing, Pune.

3.3. The candidate will be selected only on Merit Basis of MHPGN-CET-2012. If

there is a tie in MHPGN-CET-2012 rank selection will be done on the basis of

a) Highest aggregate of P.B.B.Sc. Nursing/Basic B.Sc. Nursing

b) G.N.M.

c) 12th aggregate Marks.

3.4 Age :-

a) Age Limit for In service Govt. Candidate is 50 Years on or Before 31th

July 2012

b) For Private Candidates 55 Years on or Before 31th July 2012.

3.5 Experience :- a) The Candidate who is working permanently in state Govt. of Maharashtra

should have 2 Yrs. Experience after Degree Course.

b) The Candidate who have been selected in Govt. Service through CWT

should have completed minimum 5 Yrs of Experience from the Date of

Joining in the Govt. Service.

c) Candidates from private organizations appearing for this MHPGN-CET-

2012 should have one year of minimum experience after registration in

5. CERTIFICATES :- Original certificates and their attested photocopies must be submitted for scrutiny at the time of submission of complete form. 5.1 Nationality Certificate issued by District Magistrate/Addl. District

Magistrate or Metropolitan Magistrate (Competent Authority for issue of

such certificate)/valid Indian Passport or School Leaving Certificate of

HSC/12th Std. indicating the nationality of the candidate as ‘Indian’.

6. PREPARATION OF MERIT LIST AND DECLARATION OF RESULT The Competent Authority will conduct the examination, evaluate the answer

sheets and declare the result. The result will be declared on websites of DMER

i.e. www.dmer.org 25/09/2012.

6.1 Preparation of Merit List for Selection Marks obtained by the candidate at the MHPGN-CET-2012 will be corrected

stated at State Merit List indicating State merit number, category-wise merit number,

will be prepared on the basis of such corrected marks, in descending order of merit.

6.2 Tie-breakers:

In case of equal corrected marks at the MHPGN-CET-2012 the following procedure

shall be adopted for deciding inter-se merit,

First level: A Candidate with higher Marks in B.Sc. Nursing.

Second level: A candidate with aggregate higher marks in GNM at the MNC Examination shall be preferred, if the tie still persists then:

Third level: A candidate with higher marks in HSC/12th Standard preferably science stream and PCB marks. Shall be preferred, if the tie still persists then:

Fourth level: An older candidate shall be preferred over a younger candidate.

6.3 All the candidates who have appeared for MHPGN-CET-2012 will receive their

mark sheet from the office of D.M.E.R. on 28/9/2012

6.4 In case of loss of original MHPGN-CET-2012 mark sheet, a duplicate mark

sheet can be obtained with a application addressed to the Competent Authority

along with a demand draft/pay order drawn on any scheduled commercial

bank of Rs.100/-, in favor of “DMER’’, Mumbai’ payable at Mumbai

6.5 The Rules and Regulation/procedure stated herein is applicable for MHPGN-

CET-2012 Examination and selection to Health Science Courses for the

academic year 2012-2013.No promise is implied herein for the subsequent

years and no expectations should be based on this for future.

7. CONDUCT AND DISCIPLINE 7.1 Failure of the candidate in making full and correct statements in the

application form and/or suppression of any information would lead to

disqualification of the candidate for MHPGN-CET-2012 or even at later date.

Such a candidate will be debarred from the examination / entire selection

process.

7.2 Adopting a unfair means or engaging in malpractice in the examination shall

render a candidate liable for punishment under, “Maharashtra Prevention of

Malpractices Act, Universities, Board and Other Specified Examination Act,

1982” and disqualify him/her for MHPGN-CET- 2012 examination.

7.3 If any person(s) or officer(s) dealing with the conduct of the MHPGN-CET-

2012 are found engaged in act(s) that would result in the leakage of

question paper or attempt to use or help in the use of unfair means in this

examination, he/she shall be liable to prosecution under Indian Penal Code.

7.4Any candidate responsible for lapse of seat will have to pay a penalty of

Rs.2,00,000/- (Rupees Two lakhs only).This is applicable to the candidates

resigning a seat after cut of date for M.Sc Nursing course or also fails to

complete course.

7.5 For deputed candidate from Government will have to pay a penalty of

Rs.2,00,000/- (Rupees Two lakhs only) for lapse of seat and salary drawn

during that period with 4% Interest or which is more.

7.6 After completion of M. Sc Nursing candidate from Government sector should

submit 5 years service bond to the Government, if the candidate fails to do

so they will have to pay Rs. 5,00,000/- (Rupees five lakhs only) with current

bank interest, then they will be relieved.

7.7 Candidate will have to pay the fees as per Shikshan Shulka Samiti (for

private College) and for candidate seeking admission in Government

institution will have to pay as per Government fee structure.

8. LEGAL JURISDICTION All disputes pertaining to the conduct of examination and selection shall fall

within the jurisdiction of Courts, at Mumbai only. The Competent Authority shall be

the legal person in whose name the Government of Maharashtra may sue or may be

sued.

9. Any issue not dealt here-in above will be dealt with, when arising, fully and

finally by the competent authority. Any amendments made by Government of

Maharashtra from time to time will be implemented.

ANNEXURE-A CONSTITUTIONAL RESERVATIONS

1) The candidates recognized by the State of Maharashtra as belonging to the following Backward Classes, shall alone be eligible to claim admissions as against the seats reserved for such backward class categories. These Backward Class categories are as follows:-

(i) Scheduled Castes and Scheduled Caste converts to Buddhism (SC) 13.0 percent(ii) Scheduled Tribes (ST) 7.0 Percent (iii) Vimukta Jati ( VJ ) 3.0 percent (iv) Nomadic Tribes ( NT 1 ) 2.5 percent (v) Nomadic Tribes ( NT 2 ) 3.5 percent (vi) Nomadic Tribes ( NT 3 ) 2.0 percent (vii) Other Backward Category (OBC) including SBC 19.0 percent

Total 50.0 percent2) Candidates belonging to aforesaid Backward Class categories will be required to submit the Caste

Certificate and the Caste/Tribe Validity Certificate. 3) Caste certificate issuing authority: - Caste certificate stating that the caste is recognized under a

particular backward class category in Maharashtra state is issued by Sub-Divisional Magistrate /Executive Magistrate /Metropolitan Magistrate in Maharashtra state.

4) The Caste/Tribe validity Certificate Issuing Authorities are as follows:- a) For Candidates belonging to Scheduled Caste, Scheduled Caste converts to Buddhism,

Vimukta Jati (v), Nomadic Tribes c, d & M and Other Backward Class, Caste Validity Certificate is issued by Divisional Caste Scrutiny Committee of respective Divisional Social Welfare Office (Mumbai, Pune, Nashik, Aurangabad, Amravati, Nagpur and Latur).

b) For Candidates belonging to Scheduled Tribe the Tribe Validity Certificate is issued by Commissioner/Jt. Commissioner, Tribe Scrutiny Committee of respective Region [Kokan (Thane), Pune, Nashik, Aurangabad, Amravati, Nagpur, Nandurbar and Gadchiroli].

5) The candidates who have claimed the Constitutional Reservation in the original Application Form must submit Caste Validity Certificate at the time of filling the Preference Form, failing which the category claim, will not be granted. 6) NON-CREAMY LAYER A candidate belonging to ‘Creamy Layer’ amongst the categories (iii), (iv), (v), (vi) and (vii) must note that the provision of reservation is NOT applicable to him/her. A candidate claiming benefit of reservation under the categories (iii), (iv), (v), (vi) and (vii) above will be required to produce Non-Creamy Layer Certificate in the name of candidate as specified in the Government resolution No. lhchlh 10$2008$i�d�697$ekod] fnukd 13$01$2009- The certificate in prescribed proforma (Annexure - H) stating that it is valid up to 31/3/2013 should be submitted at the time of filling up of Preference Form. The Non-Creamy Layer Certificate is issued by Sub-Divisional Officer/Deputy Collector/Collector of the district. However, such a Non-Creamy Layer Certificate shall be produced in any case on or before the last date of filling up of Preference Form, on 28/9/2012 failing which the category claim will not be granted. Applicants belonging to Special Backward Category N.B.: Hon’ble High Court Mumbai had stayed admission to Special Backward Category as a separate quota and therefore, vide Government Circular from Social Welfare, Cultural Affairs and Sports Department No. CBC-1095/WS/264/BCW-5 dated 24th October 1995, the persons belonging to Special Backward Category (SBC) are to be considered as OBC candidates.

Admission under constitutional reservation seat will be governed by the Maharashtra Schedule Castes, Scheduled Tribes, Denotified Tribes (Vimukta Jatis), Nomadic Tribes, Other Backward Classes and Special Backward Category (Regulation of Issuance and Verification of) Caste Certificate Act, 2000 (Mah. Act No.XXIII of 2001). Candidates are instructed to note following provisions of the said act; Para 10: (Benefits secured on the basis of false Caste Certificate to be withdrawn) (1) Whoever not being a person belonging to any of the Scheduled Castes, Scheduled Tribes, De-notified Tribes, De-notified tribes, (Vimukta Jatis), Nomadic Tribes, Other Backward Classes or

Special Backward Category secures admission in any educational institution against a seat reserved for such Castes, Tribes or Classes, or secures any appointment in the Government, local authority or in any other company of Corporation, owned or controlled by the Government or in any Government aided institution or Co-Operative Society against a post reserved for such Castes, Tribes or Classes by producing a false Caste Certificate shall, on cancellation of the Caste Certificate by the Scrutiny Committee, be liable to be debarred from the concerned educational institution, or as the case may be, discharged from the said employment forthwith and any other benefits enjoyed or derived by virtue of such admission or appointment by such person as aforesaid shall be withdrawn forthwith. (2) Any amount paid to such person by the Government or any other agency by way of scholarship, grant, allowance or other financial benefit shall be recovered from such person as an arrears of land revenue.7 (3) Notwithstanding anything contained in any Act for the time being in force, any Degree, Diploma or any other educational qualification acquired by such person after securing admission in any educational institution on the basis of a Caste Certificate which is subsequently proved to be false shall also stand cancelled, on cancellation of such Caste Certificate, by the Scrutiny Committee. (4) Notwithstanding anything contained in any law for the time being in force, a person shall be disqualified for being a member of any statutory body if he has contested the election for local authority, Co-operative Society or any statutory body on the seat reserved for any of Scheduled Castes, Scheduled Tribes, De-notified Tribes, (Vimukt jatis), Nomadic Tribes, Other Backward Classes or Special Backward Category by procuring a false Caste Certificate as belonging to such Caste, Tribe or Class on such false Caste Certificate being cancelled by the Scrutiny Committee; and any benefits obtained by such person shall be recoverable as arrears of land revenue and the election of such person shall be deemed to have been terminated retrospectively. Para 11: (Offences & Penalties) (1) Whoever,- (a) Obtains a false Caste Certificate by furnishing false information or filing false statements or documents or any other fraudulent means ; or (b) not being a person belonging to any of the Scheduled Tribes, De-notified Tribes, (Vimukt jatis), Nomadic Tribes, Other Backward Classes or Special Backward Category secures any benefits or appointment exclusively reserved for such Castes, Tribes or Classes in the Government, local authority or any other company or corporation owned or controlled by the Government or in any Government aided institution, or secures admission in any educational institution against a seat exclusively reserved for such Castes, Tribes or Classes or is elected to any of the elective offices of local authority or Co-operative Society against the office, reserved for such Castes, Tribes of Classes by producing a false Caste Certificate; shall, on conviction, be punished , with rigorous imprisonment for a term which shall not be less than six months but which may extent up to two years or with fine which shall not be less than two thousand rupees, but which may extend up to twenty thousand rupees or both. (2) No court shall take cognizance of an offence punishable under this section except upon a complaint, in writing, made by the scrutiny Committee or by any other officer duly authorized by the Scrutiny Committee for this purpose. Para 12: (Offences under Act to be cognizable & non-bailable) Notwithstanding anything contained in the Code of Criminal Procedure; 1973 -- (a) offence punishable under section 11 shall be cognizable and non-bailable; (b) every offence punishable under this Act, shall be tried by any Magistrate of First Class in a summery way and provisions of sections 262except sub-section(2) to 265 both inclusive of this Code shall as for as possible may be applied to such trial. Para 13: (Penalty for issuing false Caste Certificate) (1) Any person or authority performing the functions of Competent Authority under this act, who intentionally issues of false Caste Certificate shall earn conviction, be punished with rigorous imprisonment for a term which shall not be less than six months but which may extend up to two years or with fine which shall not be less than two thousand rupees, but which may extend up to twenty thousand rupees or both. (2) No court shall take cognizance of an offence punishable under this section except with the previous sanction of the Government. Para 14: (Penalty for abatement) Whoever abets any offence punishable under this Act shall be punished with the punishment provided for in this Act for such offence.

ANNEXURE - B PHYSICALLY HANDICAPPED (PH)

1) As per Graduate Medical Education Regulation 1997 and Amendment Notification No. MCI-34(41)/2008-Med./54469 Dated 25th March 2009, and MCI guidelines letter No.MCI-34(1)/2003-Med/11773, dated 14/7/2003 following is the criteria for reservation under Physically Handicapped Category. “3% seats of the annual sanctioned intake capacity shall be filled up by candidates with locomotory disability of lower limbs between 50% to 70%. Provided that in case any seat in this 3% quota remains unfilled on account of unavailability of candidates with locomotory disability of lower limbs between 50% to 70% then any such unfilled seat in this 3% quota shall be filled up by persons with locomotory disability of lower limbs between 40% to 50% - before they are included in the annual sanctioned seats for State Quota candidates.

2) The Candidate with a disability more than 70% will not be eligible for admission to Health Sciences Courses. No other disability shall be allowed as per the MCI regulations. However, such a candidate will be required to undergo medical examination by a Special Medical Board constituted for this purpose by the Competent Authority. The Special Medical Board will a certain and certify the disability and will also a certain and certify that he/she is physically fit to undergo the course despite the disability. 3) Verification of the disability will be carried out by Special Medical Board constituted for this purpose by Competent Authority and decision of the Special Medical Board will be final. The date and place of Special Medical Board shall be communicated by the way of notification.

1) Candidate must preserve the Receipt - cum- Identity card and Admit Card safely and bring to the examination hall and produce the same on demand by invigilator/supervisor.

2) Candidate should occupy the seat in the examination hall at least Forty Five minutes before the commencement of the examination.

3) Details such as seat number, questions paper booklet number and version code number must be entered carefully on the answer sheet. The answer sheet No. & the seat No. must be entered carefully on the Question Booklet.

4) No candidate will be allowed to leave the examination hall till the end of examination.
