PROCEDURE FOR ENTRANCE EXAMINATION AND SELECTION OF CANDIDATES FOR DM/MCh SUPERSPECIALITY COURSES AT

MEDICAL COLLEGES/INSTITUTIONS IN MAHARASHTRA FOR THE YEAR 2014

1. INTRODUCTION: Govt. of Maharashtra has been conducting Superspeciality entrance examination (MH-

SSET) since 1990. The merit list of this entrance examination (MH-SSET-2014) will be

utilised for selection of candidates for admission to all DM & MCh Superspeciality courses at

the Medical colleges/Institutions in the state of Maharashtra in the academic year 2014-2015

1.1 Clarification

The Hon’ble Supreme Court (Bench of Hon. 7 judges) has delivered a judgment on

12/8/2005 in the case of P. A. Inamdar in respect of ‘rights and entitlement’ of Government

as against Private Professional Educational Institutions (including Private Medical

Colleges/Institutions conducting Superspeciality Postgraduate Medical Courses). This

judgment expects enactment of legislation by Central Government and in its absence, by

State Government in this regard. This process has been initiated. However it is not certain,

as of this date, as to when such legislation will come into force, as also its provisions.

In the meanwhile, in terms of the observations of the Hon’ble Supreme Court from

the aforesaid judgment, at least at this stage, it appears that State Government cannot claim

any quota/seats in these colleges/institutions and consequently cannot effect admissions in

these Private Medical Colleges/institutions, except to the extent agreed to with certain

institutions.

It is therefore made clear that on the aforesaid interpretation and advice given to the

State Government, this Brochure will not apply to the admissions to be effected in the

academic year 2014-2015 at the Private Medical Colleges/Institutions, in so far as

Superspeciality Postgraduate courses are concerned, with the above exception.

However, it is made expressly clear that if, after issuance of this Brochure, either on

account of any legislation or on account of any different interpretation/opinion/advice or due

to any judgment/order passed by any court of law or even otherwise, the State Government

is found entitled to any seat(s) in the Private Medical Colleges/Intuitions and consequently

entitled to effect the admission(s) to such seat(s), the rules and regulations set out in this

Brochure will be made applicable to such seat(s) and admission(s). In such event, a

separate intimation will be issued with appropriate details.

It is also made hereby clear in no uncertain terms that the same ‘Common Entrance

Test’ that is proposed to be conducted in terms of this Brochure will govern such

admission(s), if any.

1.2 It is perceived that to become a Superspecialist, one needs to be a good generalist. Hence this entrance examination gives a fair chance to all eligible generalists to compete for the coveted seats. The entrance examination will be in the form of multiple - choice questions (MCQs). The answer paper will be scanned and data response generated will be assessed with the help of computer software to generate the marks and merit. The chances of error in this assessment system are nil. The admissions will be done on the basis of MERIT in MH-SSET examination. 1.3 The brochure for MH-SSET-2014 contains a single application form for entrance examination as well as rules for admission to various DM & MCh Superspeciality Courses, subject to eligibility criteria. It also contains procedure for admission, process of selection, number of seats available and the names of institutes where these courses are conducted. These procedures are compact, specific and self-explanatory. These procedures are applicable to the seats available for the year 2014. No promise is implied therein for subsequent year(s) and no expectations be based on these procedures for future.

2. DEFINITIONS of important terms are given in annexure "A"

3. THE COMPETENT AUTHORITY:

3.1 The Joint Director (Dental) of Medical Education and Research, Mumbai has been declared as the Competent Authority by Govt. of Maharashtra vide G.R. No.MED-1014/CR96/14/Edu-2, Dated 17th April, 2014 for conducting MH-SSET 2014 and selection of candidates for admission to various DM and MCh Superspeciality courses for the academic year 2014-2015. 3.2 The Competent Authority will supervise and control the selection process by implementing these procedures through MH-SSET-2014 Cell. The Competent Authority will issue the necessary instructions for implementing these procedures and will declare the time-table of the selection process. The power of interpretation of procedures rests with the Competent Authority and the decisions shall be final and binding.

4. APPELLATE COMMITTEE:

Appellate committee will consist of following members: I. Competent Authority & Joint Director (Dental), Medical Education & Research

(DMER), Mumbai - Chairperson. II. Joint Director (Medical), Medical Education & Research (DMER), Mumbai.

III. Dean, Grant Government Medical College, Mumbai. IV. Dean, Government Medical College, Nagpur.

The appeal in ordinary course shall lie against allegedly arbitrary decision or violation of prescribed rules by MH-SSET Cell, Designated Authority or their representatives.

The appeal/representation should be submitted to Competent Authority, within 48 hours of cause of action, by aggrieved party.

5. LIST OF MEDICAL SUPERSPECIALITY COURSE WITH SEAT DISTRIBUTION : 5.1 The seats available for admission to medical Superspeciality courses through

MH-SSET will be from State Government, Brihanmumbai Municipal Corporation

(BMC) Medical Colleges, & Bombay Hospital who opt for admission to

Superspeciality courses through MH-SSET 2014. (Annexure "B")

5.2 The institute wise availability of the seats will be as per guideline of Medical

Council of India (MCI) and MUHS, Nashik.

5.3 The seat position will be given in the preference form filling information brochure

and will be displayed on the website of DMER (www.dmer.org).

5.4 Superspeciality seats left unfilled in an academic year, shall not be carried forward

to the next or subsequent academic year. The last date of joining DM/MCh

courses is 30/09/2014. The academic year will start from 1st August 2014 as per

MCI guidelines.

6. ELIGIBILITY: A candidate will be eligible for MH-SSET 2014 and for selection/admission to a

course in Superspeciality if fulfills following conditions.

6.1 The candidate must be an Indian National.

6.2 The candidate must possess recognized postgraduate degree MD/MS or its

equivalent from a medical college recognized by MCI. Candidates who have

appeared MD/MS or equivalent examinations are also eligible to submit

application forms. However, they will be considered for selection, on production of

passing certificate of postgraduation degree on the date of preference form filling

and counseling process.

6.3 A permanent MCI/Maharashtra Medical Council (MMC)/any other state council

registration is a precondition for appearing for MH-SSET.

6.4 The minimum percentage of marks secured by the candidates in the MH-SSET

2014 for the purpose of eligibility for admission to Superspeciality courses shall be

50% for all the candidates.

6.5 A candidate who has already acquired a Superspeciality degree course in any one

discipline and who has already completed the course is not eligible to apply for

any other discipline.

6.6 Candidate who is presently under going Superspeciality course in one discipline is

not eligible to apply for any other discipline.

6.9 The candidate must be medically fit

6.10 The candidate having other state's Medical Council registration should register

with Maharashtra Medical Council (MMC) / MCI after selection and joining to

Superspeciality course and its proof should be submitted within a period of one

month.

6.11 Eligibility Criteria for Post Graduate Bonded Candidates from State of Maharashtra.

1. The candidates who were eligible to appear for MH-SSET 2012 and MH-SSET

2013 and / or earlier MH-SSETs irrespective of whether they appeared or not it

will be considered as attempt. The Candidates thus completing two or more

attempts must have completed 1 year’s bond service as per Government

Notification Letter No. DMER/MH-SSET/ELIGIBLITY/2013/CRTERIA/2-A,

dated 2nd December 2011.

2. Candidate will be allowed to appear for MH-SSET only for two attempts after

passing Medical Postgraduate Degree (MD/MS) course.

3. Being eligible and allowed for two attempts as above, if a candidate does not

take or get admission to a superspeciality course, he or she will have to

complete the Bond Service before taking subsequent attempts of MH-SSET.

4. MH-SSET-2014 is proposed to be conducted in June 2014. Those who are

appearing for MH-SSET 2013 as second attempt and desirous to appear for

MH-SSET-2014 (which will be counted as third attempt) will have to complete

one year Post Graduate Bond Service, otherwise they will be ineligible.

5. Candidates appearing for MH-SSET-2014 as third or more attempt but do not

take or get admission to a superspeciality course will have to complete one

year Post Graduate Bond Service before appearing for MH-SSET 2014 for

subsequent attempts.

6. For desirous candidates there is no limit of attempts for appearing to MH-

SSET Examination once mandatory one year Bond Service is completed after

taking two attempts.

7. Eligibility criteria as stated above will be applicable to all who desire to get

admission to the Superspeciality Course in the State of Maharashtra through

MH-SSET irrespective of whether the examination is conducted by the State

Government or Central Government (Medical Council of India) or any other

Competent Authority

8. Candidate will be allowed to appear for MH-SSET only for two attempts after

appearing /passing Medical Postgraduate Degree (MD/MS) course. While

counting the attempts whether the candidate actually appeared for the

examination or not, after passing the MD/MS examination, will not be taken

into consideration.

9. As per the notification published on the website of Medical Council of India,

Single Common Entrance Test for admission to Medical Superspeciality

Courses across the country is proposed. Above rules will be applicable while

filling the State Government Superspeciality seats in the State-run/

Corporation-run Medical Colleges irrespective of the authority (Government of

India/Government of Maharashtra) conducting the exam.

10. Postgraduate candidates who are studying in the last year of the concerned

course are eligible to appear for the MH-SSET examination of that year. In this

event even if desirous candidate has not appeared MH-SSET examination will

be considered that he/she has attempted his/her first attempt.

11. There is no attempt limit for appearing MH-SSET examination for

Postgraduate Degree Holders from the institutes other than “State

Government / Municipal Corporation” of Maharashtra and above rules are not

applicable to them as they are not bonded but after completing the

Superspeciality Degree the rules of bonded services will be applicable to them.

12. Candidate will have to complete one year Bond Service before appearing for

MH-SSET Entrance Examination for third attempt. Candidate who does not

wish to do one year Bond Service will be made eligible for third and

subsequent attempts after paying Bond Penalty as per the rules.

7. INFORMATION BROCHURE AND APPLICATION FORM 7.1 The Competent Authority shall issue Notification regarding online application form

process. The information Brochure containing procedures for admission to

Superspeciality courses will be made available on website of DMER

www.dmer.org. An applicant seeking admission to the MH-SSET 2014 will be

required to submit single prescribed online application form (ANNEXURE "D"

Specimen Copy of online application form).

7.2 Cost of online application form of MH-SSET 2014 & examination fee is Rs. 5000/-

and Rs. 60/- as Bank Charges. This amount is not refundable.

7.3 MH-SSET 2014 will be conducted at Mumbai centre.

7.4 The information Brochure and online application Form will be available from

23/05/2014 to 30/05/2014. Before filling Online Application form candidates should

download information brochure of MH-SSET 2014 and read the same carefully.

The Applicants must possess the required criteria and educational qualification as

mentioned in the Information Brochure of MH-SSET 2014.

7.5 The details of online form submission process on DEMR website www.dmer.org are as mentioned below.

a) ‘Apply Online for MH-SSET 2014’ Link will be available on DMER website

www.dmer.org. Click on the above Link.

b) Application form link will be displayed. click on Application form link.

c) Instructions page will be displayed (Annexure "C"). Carefully read the

Instructions for filling online form. After reading Instructions, applicant has to

click NEXT button to go to actual Online Application form (Annexure “D”) d) Candidate should fill all the entries in application form and upload his/ her

Scanned photograph and signature.

e) System will validate required fields before allowing him / her to submission.

f) During submission the application system will ask to Candidate for Password.

g) Eligible Candidate will be able to submit the form. There is provision to make changes in the Application Form before Click on Submit Button. Candidate should verify the Correctness of entries made in application form. There is no provision to make changes in the application form once Submit Button is clicked.

h) After submission of form Bank Challan will be displayed in two parts.

i) Unique Application No. (Username) along with details of nonrefundable

required fee Rs. 5,000/-+ Rs. 60/- Bank charges will be available on challan

and same details will be mailed to the Candidate on his given E-mail ID.

j) Candidate should take printout of Bank Challan. With this Challan pay the

required fee in any Branch of State Bank of India on Second Working Day

onwords, from the day of Printing Challan and obtain your copy of Challan

indicating Journal ID/Transaction ID.

k) ‘Log In’ Link will be available on DMER website www.dmer.org to verify the

Application Form.

l) Candidate should login with Application No. (User Name) and his/her unique Password to download the printout of Application Form. Candidate has to preserve the downloaded printout of Application Form for subsequent use.

m) Applicants need not send copy of Application Form or any Document to this

office.

n) Please note that if you commit any mistake in filling the online Application

Form, it cannot be corrected by this office. The office will take no responsibility

of any kind for such forms.

7.6 Candidate should preserve the (i) Bank Challan (ii) Copy of downloaded Online form (iii) downloaded copy of Information Brochure for subsequent use.

Admit Card:

7.7 The Admit Cards will be downloaded from www.dmer.org website after login during

04/06/2014 to 08/06/2014.

7.8 Candidate has to go to the Examination Centre with downloaded Admit Card and

any Photo ID proof (Aadhar Card/ Driving license/ PAN Card/ Pass port/ valid MCI /

any State Medical Council Identity Card).

7.9 Issue of Admit Card is merely an enabling document for appearing at the MH-SSET

and does not imply that the candidate satisfies all the requirements of eligibility

conditions of admission.

8. CONDUCT OF MH-SSET 2014:

8.1 Candidates should go through the contents of this brochure carefully to acquaint

themselves with the provisions laid down and the procedures prescribed thereto.

8.2 MH-SSET 2014 will be conducted at Mumbai. This examination will consist of a

one question paper of 150 Multiple Choice Questions, each carrying one mark.

8.3 Duration of paper will be of 2 hours & 30 minutes. Medium of examination will be

English.

8.4 No candidate will be allowed to appear for the examination unless he/she holds

downloaded an Admit Card and Photo ID proof as mentioned above.

8.5 The Entrance Examination will be conducted on Sunday, 08th June, 2014.

8.6 Time of Examination is 10 a.m. to 12.30 p.m. The time of reporting by the

candidate at the examination centre shall be 9.15 a.m. At the end of paper,

candidate will hand over the OMR answer sheet and question booklet to the

concerned invigilator.

8.7 All eligible candidates are required to take MH-SSET 2014 at their own cost.

8.8 Candidate should completely darken one and the only one best response.

Candidate should not use any other method for answering i.e. half circle, dot,

tick mark, cross etc. This may not be read by the scanner. Answer sheet of each

candidate will be evaluated by computerized scanning method only (Optical Mark

Reader). There will not be any manual checking during evaluation and verification.

8.9 Grievance Redressal Committee: A Grievance Redressal Committee will be

constituted at each sub centre of the examination comprising following members:

i) Sub-centre Incharge - Chairperson.

ii] A Supervisor - Member Secretary

iii] An Invigilator - Member

An invigilator and supervisor will be persons who are in the 10% additional staff.

The committee will function from 8.00 am to the end of the examination on the day

of examination. If there is any grievance during this period (regarding loss of time

due to administrative error or any other examination related important matter), the

candidate will report it to the invigilator of his/her examination block. It will be

communicated to the subcentre incharge through supervisor. The committee will

examine the Grievance on the spot (by consulting with center in charge if

necessary) and take necessary decision regarding the Grievance/s.

8.10 All the four versions of question paper booklets will be made available on

www.dmer.org website on 10th June 2014 along with provisional key of each

version. The OMR Answer Sheets of all candidates will be made available on

www.dmer.org website from 11th June 2014 onward on candidate’s login.

8.11 If a candidate has objection against any question in the question paper of this

examination, the same may be submitted through website "www.dmer.org", from

10/06/2014 to 13/06/2014. Representation received after this period shall not be

considered.

9. DECLARATION OF PROVISIONAL RESULT/MARKS AND MERIT LIST :

9.1 The Competent Authority shall conduct MH-SSET, evaluate the answer-sheets and prepare the separate Provisional Result for DM and M.Ch.

9.2 The Provisional Result shall be prepared on the basis of descending order of marks obtained at MH-SSET-2014.

9.3 BASIS OF SELECTION :- Marks obtained by the candidate at the MH-SSET 2014 will form the basis of

selection.

9.4 TIE-BREAKERS

In case of equal marks at MH-SSET the following procedure shall be adopted for deciding inter-se merit:

First Level : A candidate with lesser number of attempts at MD/MS examination shall be preferred. If the tie still persists, then;

Second Level : A candidate with lesser number of attempts at final MBBS examination shall be preferred. If the tie still persists, then;

Third Level : A candidate passing with higher percentage of marks (excluding grace marks) of final MBBS examination shall be preferred. If the tie still persists, then.

Fourth Level : An older candidate shall be preferred over a younger candidate.

9.5 The Competent Authority will prepare provisional merit list by 25/06/2014 indicating Merit List number, Name, marks scored by the candidate. The same will be made available on the Website of “www.dmer.org”

9.6 In case of any typographical error in provisional result, regarding name, age gender etc. representation for correction should be submitted to the Competent Authority within 3 days (upto 28/06/2014) from the date of declaration of provisional Merit List.

9.7 There will be no rechecking / revaluation of the answer sheets. However the candidate can apply for verification of marks to the Competent Authority by 28/06/2014 in prescribed Proforma (Annexure "F") along with prescribed fees of Rs.1,000/- (Rupees One Thousand only) to be paid by Demand Draft drawn on any Scheduled Commercial Bank in favour of “Director, Medical Education & Research, Mumbai” payable at Mumbai. The candidate will be given photocopy of the answer sheet and model answer key after verification.

9.8 Final State Merit will be declared on 30/06/2014 on the Website of DMER The Candidates will have to download statement of mark from the website of DMER. The downloadable mark sheet will be made available from 30/06/2014 onwards till the last date of filling up of preference form.

10. SELECTION PROCESS: - PREFERENCE FORM SYSTEM

10.1 The candidates will give their preferences through a process "Preference form

filling process" which will be notified by the Competent Authority. The

schedule, seat distribution and procedure regarding preference form filling

process and details of further admission process will be made available in the

preference form brochure and also available on the website www.dmer.org. A

candidate should be present personally for filling preference form. The

selection to a course/college will be made considering his/her Final State

Merit List Number and preferences given by the candidate. Candidates as per

State Merit List (SML) Number will be called for counselling and asked to fill

the preference form. Counselling will be carried out at Mumbai. Counselling

sessions are not meant for instant seat allocation at these centers. During

these sessions, candidates are assisted in exercising their preferences for

various courses and the institutions. Seat allocation shall be made centrally at

a later date on the basis of MH-SSET 2014 Final State Merit List (SML) and

preferences exercised by the candidate.

10.2 Selection Process shall be as follows: 10.2.1 The candidate should present personally to fill the preference form.

Proxy will not be permitted. The Preference Form shall be made

available to the eligible candidate at the time of Preference Form filling

process. The candidate should submit only one preference form.

Submission of more than one preference form shall lead to

disqualification.

10.2.2 At the time of filling the Preference form the candidate should bring all

original documents and a set of attested copies of the same in support

of claim made in application form i.e. Caste Certificate, Caste Validity

Certificate, and non-creamy layer certificate.

10.2.3 Documents: The candidates must produce all required original certificates and a set

of attested photocopy of each of the documents at the time of filling the

Preference form/Counselling. The list of documents is given below.

(i) Online downloaded Application form. (ii) Copy of downloaded Admit Card. (iii) Copy of downloaded MH-SSET-2014 result. (iv) Nationality certificate/valid passport or School Laving Certificate of

HSC/12th Std. indicating the nationality of the candidate as “Indian” (v) Nationality Certificate (vi) SSC passing certificate / Valid Passport (vii) First, Second and Third M.B.B.S, mark sheets (Part- I & Part - II

wherever applicable) (viii) Attempt Certificates of All MBBS examinations from the head of the

institution. (First, Second, Third [Part-I, Part-II] MBBS) (ix) MD/MS Examination Marksheet / Grade Certificate (x) Attempt certificate of MD/MS or it's equivalent examinations from the

head of the institution. (xi) Registration Certificate (MCI / MMC / Other State Medical Council) (xii) Certificate from Head of Institute showing that the Medical College /

Institute from which the candidate has passed Post Graduate examination is recognized by Medical Council of India and the course is recognized by MCI.

(xiii) Medical Fitness Certificate (as per Annexure – "J") (xiv) Undertaking for number of attempts of MH SSET.

10.2.4 Based on preferences given, the seats will be allotted on merit and the

allotment will be displayed on website of DMER i.e. ‘www.dmer.org’. All the candidates to whom a seat has been allotted in the 1st round on

the basis of Merit-cum-Preference will have to compulsorily join the

college and course so allotted, by completing the requisite formalities. 10.2.5 It is made clear that even if a candidate to whom a seat has been

allotted in the 1st round wants a betterment of his/her choice, such a candidate must initially accept the allotment and join the college by completing the necessary formalities as set out by these Rules, failing which such a candidate will be thrown out of the entire admission process of the current academic year 2014-2015.

If any candidate to whom a seat has been allotted in the 1st round does not join the college and course seat so allotted, it will be presumed that such a candidate is not interested in the admission process and for all further round(s) of admission, such candidate shall not be considered for allotment of any seat whatsoever.

The seat so allotted to such a candidate who does not join, will be presumed to be a vacant seat as on and from the next date after the date set out as the last date for joining the college in terms of such allotment. Such a vacant seat will be allotted in the next round of admission process.

10.2.6 All the candidates who have filled the preference form and to whom a

seat could not be allotted in the round will be held eligible for allotment

of a seat in the subsequent Round(s).

10.2.7 For filling of vacant seats after the first round, same Preference Form

will be considered and no separate Preference Form will be required to

be filled by the Candidate.

10.2.8 Cut-off date for the eligibility: The eligibility of the candidate shall be

determined and/or decided for all purposes including for applicability of

all these Rules and Regulations by considering the last date of

submission of Preference Form as the cut off date. It is made

abundantly clear that if a candidate is found ineligible as on the last

date of submission of preference form, in terms of these Rules and

Regulation, and if such an ineligible candidate acquires the requisite

eligibility after the aforesaid cut off date (i.e. the last date of submission

of preference form), such subsequent acquisition of eligibility will not

make an ineligible candidate eligible for any purpose whatsoever,

much less for the purpose of admission.

10.2.9 The registration once granted is valid only if the teacher and the Dean

are satisfied about regularity, diligent persuasion of studies by the

student as well as good conduct.

10.2.10 Candidate selected for admission shall be subject to disciplinary rules

of MUHS / Institution / Government and local authority.

10.2.11 A candidate selected for Superspeciality course will not be allowed to

change subject / college / institute / place on mutual basis.

10.2.12 In case of dispute in the matter of allotment of seat / course / institution

or any other matter pertaining to the provisional selection or

cancellation of admission, the decision of the Appellate Authority shall

be final and binding.

10.2.13 Legal jurisdiction: All disputes pertaining to the conduct of

examination and selection shall fall within the jurisdiction of Courts at

Mumbai.

11. PROCESS FOR FILLING VACANT SEATS 11.1 After first round, the vacant seats will be filled in. For these seats the selected as

well as not selected candidates who have filled the preference form are eligible,

except for those who have filled "Status Retention Form". For this process MH-

SSET 2014 the respective merit lists of DM and MCh will be operated from SML

number 1 onwards. The candidate getting selected in the first round will be

considered for betterment in the subsequent selection process. Rs.1500/- will be

deducted by the previous college from the tuition fees if there is shifting in

subsequent selection process. The betterment herein means the higher

preference exercised by the candidates. The shift in such betterment shall be

compulsory and mandatory except for those who have filled "Status Retention

Form".

11.2 Status Retention of Admission: After selection in first/subsequent rounds, if

the candidate desires to retain the same selection (subject & college) and does

not want to take any further betterment, then he/she can do so by filling 'Status

Retention Form' in the prescribed Proforma given as Annexure "G" within

specified time period after selection which will be notified alongwith selection list.

"Status Retention Form" is to be submitted to the Competent Authority through

the college where he/she is admitted. However candidate should note that his

name will be deleted from the further selection process for the academic year

2014.

11.3 The Competent Authority will display notification on website indicating the dates

of subsequent selection process. If necessary, after completion of earlier

round(s) of allotment of seats by way of Preference Form, the Competent

Authority may conduct Personal Counselling Round to fill vacant seats as

deemed fit till 30/09/2014.

11.4 The following candidates will not be held eligible for subsequent admission

process.

11.4.1 All MH-SSET 2014 candidates who have not filled the Preference Form.

11.4.2 All MH-SSET 2014 candidates to whom a seat has been allotted in previous round(s) but have not joined.

11.4.3 Names of all the candidates to whom a seat has been allotted in the

previous round(s) and who have joined the college accordingly and have

further submitted Status Retention Forms by the aforesaid prescribed

date will be removed out of consideration for the remaining admission

process.

11.4.4 All such candidates to whom a seat is allotted through MH-SSET 2014 in the previous round(s) and joined the college, but resigned the seat will not be eligible for personal counseling round.

11.5 Candidates may resign on or before prescribed date to be notified by Competent Authority, to be eligible for next MH-SSET 2015.

12. THE CONDITIONS TO BE SATISFIED BY CANDIDATE AFTER SELECTION:-

12.1 A candidate will have to pay the prescribed fee (i.e. tuition + deposit + others). He/she should deposit all relevant original certificates / documents in the concerned institution.

I) The fees for Government and Municipal Corporation Medical Colleges, as below as per GR. No. AMC-1007/628/CR.148/07/Edu-02 Mantralaya Dated 1st March, 2012 (subject to revision by the Govt. / appropriate authorities):

II) The fees for Bombay Hospital Institute of Medical Sciences,

Mumbai is - total fees - 3,21,000/- per year. (As per college

12.2 The candidate will have to work as a Resident, under the Residency scheme,

prescribed by the Government vide GR No.MED-1059/2116/CR-10/96/EDU,

dated 31st Jan. 1996.

12.3 All selected candidates will have to submit DD/Pay order drawn on any

Scheduled Commercial Bank of Rs.650/- drawn in favour of “Competent Authority, MH-CET” payable at Mumbai for Amartya Shiksha Yojana as per

GR.MED/100/880/CR-129/Edu-1, dated 13/10/2003

13. CANCELLATION AND REFUND:- 13.1 A candidate who has confirmed his/her admission may cancel it by submitting an

application to the concerned Dean.

13.2 Candidate cancelling his/her admission on or shall be held eligible for subsequent

MH-SSET 2014 after prescribed date.

13.3 Candidate cancelling his/her admission after prescribed date to be notified by

Competent Authority, will not be eligible for immediately succeeding MH-SSET.

13.4 The procedure for refund of fees shall be as under

14. DISCIPLINE:- 14.1 If any candidate / authorised representative or accompanying person is found

obstructing the counseling and or admission process, trying to influence in

unlawful manner/ creating nuisance, the candidate shall be liable for

disqualification from the process of selection. The decision taken by the

Competent Authority in this respect shall be final and binding.

14.2 All candidates selected for admission shall be subject to the disciplinary rules of

the Institution, University and Government and local authority.

15. SERVICE BOND:

15.1 Candidates selected for Superspeciality Courses will be required to give a bond as

per GR NO. MED-1010/CR 184/10/Edu-2. Dated 28/05/2010 & GR NO. MED-

1012/CR13/12/edu-2 dated 21, March 2012 of Rs. 2 Crore (supported by two

sureties), to serve the Government of Maharashtra or Local Self Government or

Defence Services for a period of 1 year. If the candidate fails to render the

services as stipulated above, the amount of Rs. 2 Crore will be recovered from the

candidate.

15.2 Candidate selected against a Superspeciality seat will be required to sign a bond

for completion of senior residency tenure, failing which he/she will be required to

pay Rs.10,00,000/- (Rupees Ten Lacs Only) to the respective institution for the

default (i.e. non completion of senior residency tenure). However, this is not

applicable to the candidates of MH-SSET-2014 resigning the Superspeciality

registration on or before prescribed date which will be notified by Competent

Authority.

15.3 Any candidate responsible for laps of Superspeciality Postgraduate Medical Seats

will have to pay additional penalty of Rs.10,00,000/- (Rupees Ten Lacs Only). Any such candidate will not be eligible for appearing at immediately succeeding

MH-SSET 2014.

15.4 If a candidate resigns the selection/ residency after prescribed date, then his/her

original documents will not be returned unless he pays the penalty as per para

15.2 and 15.3 Dean/Head of the institute will take all possible lawful measures to

recover the penalty amount.

15.5 Any issue not dealt here-in above will be dealt with, when arising, fully and finally

by the Competent Authority. Any amendments made by Government of

Maharashtra from time to time will be implemented.

ANNEXURE “A” DEFINITIONS

Unless the context otherwise requires, a) “Appropriate Authority” means the Government of Maharashtra. b) “Approved Institution” means the hospital, health center, affiliated college or

such other institution recognised by the MCI and MUHS, Nashik as an institution in which medical postgraduate courses are available.

c) ‘Central Government’ means the Government of India. d) ‘Competent Authority’ means the authority appointed by the Government for the

purpose of conduct of common entrance test for selection and admission to medical postgraduate courses.

e) ‘Course’ means 3-years degree course leading to MD/MS degrees and/or two years diploma course in various subjects.

f) ‘Designated Authority’ means authority responsible to carry out the instructions given by the Competent Authority in respect of selection and admission process for postgraduate medical courses.

g) Examination Centre: The city/town where the examination is conducted h) Examination Sub-centre: The individual institute where the examination is

conducted i) ‘State Government’ means the Government of Maharashtra. j) ‘Internship’ means the compulsory rotating internship to be completed as per

rules of Medical Council of India (MCI) and concerned University. k) ‘Medical Council of India (MCI)’ means the Medical Council of India established

under Indian Medical Council Act, 1956. l) ‘Notified Center’ means the center responsible for Sale of Application forms and

information brochure, receipt of application form and determining the eligibility of the candidates.

m) ‘MHSSET Cell’ means the cell constituted for the purpose of conduct of superspecility cet and selection process for DM/MCh courses.

n) ‘Postgraduate Teacher’ means a medical teacher who is recognised as a postgraduate teacher under the regulation of the Medical Council of India (MCI), by MUHS, Nashik.

o) ‘Prescribed Date/s’ means a date/s that will be notified subsequently by way of appropriate notification which will be issued in the newspaper and which will be also notified simultaneously on the website of DMER.

p) ‘Recognised Qualification’ means the qualification recognised by the Medical Council of India (MCI) and the University in the State of Maharashtra and in case of in-service candidates, a Statutory University in India.

q) ‘Registration’ means the registration of the qualification either with the Medical Council of India (MCI), Maharashtra Medical Council (MMC) or State Medical Council after completing One Year compulsory rotating internship.

r) ‘Reservation’ means the reservation prescribed by the Government for admission to medical Postgraduate Courses which includes both Constitutional Reservation for the Backward Classes & other reservations if any.

s) 'University’ means the non agricultural Universities constituted under the Maharashtra University Act, 1994 and/or MUHS constituted under MUHS Act, 1998.

t) 'BMC' means Brihanmumbai Municipal Corporation, Mumbai

Instructions to Candidates

1. This question booklet contains 150 Objective Type Questions.

2. The question booklet and OMR (Optical Magnetic Reader) Answer Sheets are issued separately at the start of the examination.

3. Choice and sequence for attempting questions will be as per the convenience of the candidate.

4. Candidate should carefully read the instructions printed on the Question Booklet and Answer Sheet and make correct entries on the Answer sheet. As Answer Sheets are designed to suit the OPTICAL MAGNETIC READER (OMR) SYSTEM, special care should be taken to mark correct entries. Special care should be taken to fill QUESTION BOOKLET VERSION, SERIAL No. and MH-SSET Roll No. accurately. The correctness of entries has to be cross-checked by the invigilators. The candidate must sign on the Answer Sheet and Question Booklet.

5. Read each question carefully.

6. Determine the correct answer from out of the four available options given for each question.

7. Fill the appropriate circle completely like this , for answering the particular question with Black Ink Ball point pen only.

8. Each answer with correct response shall be awarded one (1) mark. There is no Negative marking. Scratching, overwriting, tick mark and multiple answers will be considered as wrong answers and no marks will be given to such answers.

9. Use of whitener or any other material to erase / hide the circle once filled is not permitted.

10. Avoid overwriting and / or striking of answer once marked.

11. Rough work should be done only on the blank space provided on the Question Booklet. Rough work should not be done on the Answer Sheet.

12. No candidate is allowed to leave the examination hall till the examination is over.

INSTRUCTIONS TO CANDIDATES

Candidates must read all the instructions carefully

1. Read the instructions for filling up online application form given in the brochure.

2. Candidates must preserve the printout of Application form and copy of Bank Challan showing transaction ID and downloaded Admit Card safely and bring the same to the examination hall and produce it on demand.

3. Candidate should occupy the seat in the examination hall 45 minutes before the commencement of the examination.

4. Details such as MH-SSET Seat Number, question paper booklet number and version code number must be entered carefully on the answer sheet. (Candidates should write MH-SSET seat number & the answer sheet number on the question booklet carefully).

5. No candidates will be allowed to leave the examination hall till the end of examination.

7. All entries on the answer sheet must be made only with Black Ink ball point pen.

8. Photograph on the online application form, Admit Card and Authority letter (if required during selection process) should be taken from the same negative.

9. Please note that issue of Admit Card is just a provision for appearing in MH-SSET and does not imply that the candidate is eligible for admission.
