GRAND MASTERS REPORT
September 9, 2014, A. Dep. 3014
TO THE OFFICERS AND MEMBERS OF THE GRANDCOUNCIL OF KENTUCKY, ROYAL AND SELECT MASTERS:
It is an honor and privilege to greet and welcome you to the187th Annual Assembly of the Grand Council of Kentucky, Royaland Select Masters. To our distinguished guests from within ourbeloved Commonwealth, and to those from our sister jurisdictions,we want you to know that your attendance today is greatlyappreciated, and I pray that you will have a pleasant stay, and that

you will visit with us again as soon as you are able to do so.
To the representatives attending this Grand Assembly, Ithank you for being present to assist in the decision making processof your Grand Council. As Grand Master, one often wonders if whatwe see and experience during our travels is a true accounting of whateach council is capable of, and that we have a true picture of wherewe stand on a statewide basis. Companions, although there is much todo in order to achieve what we desire, there is no doubt that we havethe most dedicated and knowledgeable companions within ourjurisdiction to accomplish whatever we desire. Time will tell howwell we have done this job in the coming years, but as we hear fromour Holy Bible 365 times, and that’s one time for each day of theyear, we are told to either “Be Not Afraid,” or to “Fear Not.” Thingswill get better, but only if we continue to work at it.
As this Cryptic year comes to a close, I trust you willapprove of the manner in which the affairs of your Grand Councilhave been conducted.
State of the Craft
Companions, in visiting around this great Commonwealth, I havehad the pleasure of meeting with some of the finest Masons thisFraternity has ever produced. I have witnessed good ritualistic work, programs for CMMRF, dedication, enthusiasm, and just plan hardwork. In seeing all of this, it’s difficult for me to believe that our bestdays are behind us. However, I do realize, like many others, that wedo have some problem areas as well. Membership and attendance atour local bodies will most likely be areas of concern for years tocome, but so long as we continue to work, motivate, and strive for thebetterment of Masonry, I believe our best days are ahead of us, notbehind.
Let no Mason ever underestimate the value, and theinfluence that his life and actions will have on others, especially thosewho will one day become Companions themselves. Everywhere, someone, somewhere, is watching and observing what we do as aFraternity. We, as the professed followers of a great cause, mustnever deviate from our moral, religious, and masonic teachings. Allof Masonry has a compelling need to recognize that other than ourchurches, Masonry is the greatest institution known to man fordeveloping character, and selfless service.
Companions, I’m often reminded of something Companion Dalvin

Hollaway, one of our Past Most Puissant Grand Masters of theGeneral Grand Council or Cryptic Masons International said: “Thereis a always a time to build up, because Freemasonry takes in the workof the Operative Mason, and we convert that into symbols for ourown benefit. No longer do we build solid structures that are visible tothe outside world, only those that can be felt in the hearts of men. Weare still builders, but we build from the inside out. The work of theOperative Mason stands the test of time for centuries, but the buildingof Speculative Masons endures for eternity.” How’s that for aMission Statement?
Visitations
This past year has been a wonderful experience, and one of the mostremarkable times of my life. The greatest benefit to being GrandMaster is the opportunity it affords to meet with so manyCompanions in, and around our wonderful state. Unfortunately, thelast four months of my tenure were marred by new careerresponsibilities that took me away for most of that time, and Isincerely apologize for my absence. To those Councils I did not havean opportunity to visit please accept my apologizes, and know thatalthough I wasn’t able to keep the pace I had initially set for greetingyou all, my heart was always there.
My visits to other Grand Jurisdictions were wonderful occasions aswell. I had the privilege to attend the Grand Councils of Ohio,Tennessee, and Illinois. The hospitality extended to me each time wassurpassed only by the warm reception and friendship extended byeveryone. I will cherish those memories for the rest of my life.
I also attended the East Central Regional Meeting of the GeneralGrand Council. These meetings are usually chaired by our RegionalDeputies, and they are used as a way of promoting, encouraging, andtraining the leadership of our jurisdictions. This year’s Regionalmeeting was extremely informative, and I believe worthwhile. Iencourage every Cryptic Mason to attend these meetings, as they areopen to every Cryptic Mason, and see for yourself how much we canlearn if we are willing to listen, and share ideas.
York Rite Festivals
This year York Rite Festivals were held in various parts of the state:Elizabethtown, Williamsburg, and Paducah. And although I was ableto attend these, there were still others that I wasn’t able to attend dueto work and scheduling conflicts.
2014 Proceedings of the Grand Council of Kentucky
~ 17 ~
Companions, I still believe that the fun and fellowship that we allenjoy is enough to keep having Festivals around the state, and if wecontinue to work together, I believe that we can, and will accomplisha great deal for the entire York Rite. If our main focus is to replenishour Chapters, Councils, and Commanderies with new andimpressionable members, we must put our best foot forward and planto have the best work, the best location, and yes, the best food andfellowship we can offer. If we give every candidate our best, I believethey will return, or be the best advocates our rite could hope and prayfor.
York Rite Council
It has been a honor and a privilege to have served on the York RiteCouncil for the last four years. The officers of the York Rite havediscussed many items of interest, and there is always a feeling thatwe are all in this together. The Councils main objective is to promoteYork Rite Unity, and I believe that we have achieved that goal againthis year.
Another important function of the Council has been to plan, coordinate, and oversee our Grand Sessions each year. This task hasbeen greatly improved since Companion Bill Riggs, Past Grand HighPriest of the Grand Chapter of Kentucky, has taken the reins asChairman. I think we can all agree that our Grand Sessions have beenbetter since Companion Bill assumed that responsibility, and it’samazing what having a pit-bull in our midst can accomplish. ThanksBill.
And to our Right Eminent Grand Commander, Bill Lile, and ourMost Excellent Grand High Priest, Tom Bustle, I say thank you. Bothof you have shown through your love of God, your families, and yourdedicated service to our Country, and our Fraternity, that true mencontinue to walk upright before God and man.
Deputies and Elected/Appointed Officers
Every Grand Master believes that he has the best corps of Officersand Deputies that any Grand Officer has ever compiled. I have heardthis statement from many of our Past Grand Masters, and I amcompelled to make the same statement. I have had the best corps ofOfficers and Deputies ever! So there!

Conclusion
It’s difficult to find the words to express my gratitude for having theprivilege of serving as your Grand Master. The last four years havecreated memories that will last a lifetime, and God willing, a lifetimeis what I’ll get to enjoy once I relinquish the gavel to a more capableand dedicated York Rite Leader.
I would be completely remiss if I did not express mygratitude to both Jim King, Past Grand Commander, and Past GrandHigh Priest, and our Grand Secretary, and to Noel, our officesecretary, for all of the time, effort, and unyielding devotion to whatthey do. Time and again, regardless of the circumstances, you havealways come through, offered assistance in any endeavor, and helpedmake it easier for me to serve. I don’t know how anyone couldpreside in this office without such professionalism. Thank You!
Companions, my tenure is about over, and I thank you for yourfriendship, fellowship, and hospitality. As I look out across this room,I see the finest men that any institution has ever had, and institutionof men, honor bound together by Faith, Freedom, Family, andFriendship.
Sincerely and Fraternally,Raleigh C. Foster

GRAND TREASURER’S REPORT
LEXINGTON, KENTUCKYSeptember 9, A.D. 2014, Dep. 3014
To the Most Illustrious Grand Master, Officers and Companions ofthe Grand Council, Royal And Select Masters of Kentucky:
This is the Checking Account information for the General Fund ofthe Grand Council:
Balance on hand, July 1, 2013 $23,338.97
Receipts July 1, 2013—June 30, 2014 37,802.19
Expenses July 1, 2013—June 30, 2014 $50,068.76
Balance on hand, June 30, 2014 $11,072.40
The Grand Officers, members and Finance Committee have allworked to improve the finances of the Grand Council. The GrandCouncil cannot be considered to be flush with funds, but currentexpenses can now be paid from current receipts. As you directed lastSeptember, $15,000 has been removed from the checking accountand deposited in the Permanent Fund. Thus, we have spent less thanour income in 2013-2014 and the Grand Recorder and Grand Officershave done a good job sticking to budget and keeping expenses down.
Any questions may be directed to me.

COMMITTEE REPORTSeptember 9, 2014, A. Dep. 3014
To the Most Illustrious Grand Master, Officers, and Members of the
Grand Council of Kentucky, Royal and Select Masters:
When these reports started with the 2009-2010 Cryptic Year, we had
a total of 2,518 rituals. When Right Illustrious Companion James
King moved the Grand Office from Shelbyville to Danville in 2012,
577 rituals had been sold at $7.50 per ritual. Last year 30 rituals were
sold with $300.00 collected, leaving us with a total of 1,911 rituals.
From June 17, 2013 to April 8, 2014, 77 rituals have been sold to ten
Councils and one individual totaling $770.00. Shipping charges were
$12.72. This leaves us with a total of 1,834 rituals.
The Educational information of this report shows that many Councils
are using the handouts for the synopsis of the Council Degrees and
the Mentor Manuals. MIGM Raleigh C. Foster and several other
Grand Council Officers have attended the various Festivals that were
held this Cryptic year and response has been favorable from the
candidates. The Committee asks each Council to plan a short
educational topic for each meeting that would benefit the Craft.
The Committee wishes to thank MIGM Raleigh C. Foster for this
appointment.

REPORT OF THE CHIEF ARCH DEPUTYSeptember 9, A.D. 2014, Dep. 3014
To the Most Illustrious Grand Master, Grand Officers and
companions of the Grand Council of Kentucky, Royal and Select
Masters.
This year we lost another Arch Deputy, Companion Thomas Nichols,
who served his position for several years, and always did an excellent
job. He will be missed. We were fortunate enough to have
Companion Bill Brown step up, and he did a very good job, thank
you Bill.
No changes were made on the inspection reports, and there were no
comments from the Councils. None of the issues from last year were
mentioned.
There were six companions that took part in the Superior Service
Award and had points added to their inspection reports, they were:
Robert Stanford Bowling Green #74
Clint Durham Scottsville #105 and E. K. Lamb #103
James Rea Owensboro #34
James Sims Glasgow #11
This is the same number from last year; some were on the list for last
year and one at two different Councils. Congratulations to all who
took part.
There was two Arches’ that didn’t report, 1st Arch & 9A Arch.

JURISPRUDENCESeptember 9, A.D. 2014, Dep. 3014
To The Most Illustrious Grand Master, Grand Officers and
Companions of the Grand Council of Kentucky, Royal and Select
Masters.
The following legislation was submitted by Earl F, Ransdell Council
No 3on July 20, 2014, which was past the due date for any
Resolution.
A resolution was submitted to change Ordnance #17 B –LIFE
MEMBERSHP DUES FUND.
INVESTMENTS
All monies paid into such prepaid dues fund shall be invested by the
Council these monies are to be invested in the insured income
accounts, and only in federally insured financial institutions. The
income and only the income of the investment of such monies may be
used to pay the Dues of the member or other expenses of the Council.
The corpus (original investment) shall not be reduced.
Shall be amended to read:
Investments
All monies paid into such prepaid dues fund shall be invested by the
Council. The income and only the income from the investment of
such monies may be used to pay the Dues of the member or other
expenses of the Council. The corpus (original investment) shall not
be reduced.
The committee cannot approve this resolution; see Section 14 B, Life
Membership Dues Fund. It was not submitted in a timely manner (90
days before the Grand Assembly). We believe this is covered in
Ordnance 10 section M pertaining to Constituent Councils and does

not pertain to the Grand Council. This resolution should be taken by
the individual Council, and added to their By-Laws if they so desire.
If funds are not deposited in a Federally Insured institution there is
the possibility the Investment firm may go under or they operate
under a cloud, then the officers of that council would be responsible
for the lost funds.
We therefore are referring this back to each individual Council
