ANNOUNCEMENT OF TIME FOR ELECTIONS

The Most Illustrious Grand Master announced that the Election ofOfficers would be held at 11:00 AM.

ANNUAL REPORT OF THE MOST ILLUSTRIOUSGRAND MASTER

Welcome Companions to the 183rd assembly of the Grand Council ofKentucky Royal & Select Masters. I hope that each of you are findingeverything satisfactory. To our out of town guests I extend a very hardywelcome and if you need anything to make your stay with us morepleasing, let one of us know.

When I was installed as MIGM, I stated that we would be looking atconstituent councils for ideas to improve attendance across theCommonwealth. For the last four years I have visited everyKentucky Council at least once to learn from them and share my ideas.I found that most are using the old Masonic technique of feeding theCompanions prior to the meeting, to generate a crowd. This is working tosome degree in some locations across the state. One council isworking on proficiencies to be better informed and this is generatinginterest as well as keeping attendance numbers better than average.

I also found the answer to a prediction made a few years ago concerningour loss of members: At this rate, we will be gone in ten years. "NO WAY"There are some Very Devoted York Rite Masons across the state. TheseCompanions will never let our beloved fraternity die for lack of members.We may not have all the numbers that were once on the roll, however, wewill have a sound and determined foundation on which to build for thefuture.

Most of the Councils visited are greeting candidates themselves or atleast making an effort to attain work elsewhere. Among these newlygreeted Companions are to be found the leaders of tomorrow. Many arealready officers of their York Rite bodies and helping on the conferral ofdegrees. The Grand Officers were impressed with the attitude andproficiency of these new companions.

Myself and other Grand Council officers were cast members in degreework in all regions of the state this year. I think that we did about asmuch Chapter work as Council work and very glad to be part of the YorkRite journey of these new Companions. I and the other Grand Councilofficers are proud to be involved in York Rite degree conferral and willcontinue to support constituent bodies when ask. It is great to see somany taking the time to confer work in slow classes and working toinsure that the candidates are informed properly.

I was invited to the Grand Sessions of the Rainbow Girls, Orderof DeMolay, Job's Daughters and Order of the Builders. I was not able to

attend the Rainbow Girls session and we were well represented by theRight Illustrious Deputy Grand Master. It is from these young men andwomen that we can find hope in our future. I support and will continueto support all of the youth groups and wish them success in all they do.

My out of state visits started last October when we went to Ohio fortheir grand session. March found us in Tennessee, traveled to Indiana inApril, July to Illinois and made it to Michigan in August. I want toapologize to our companions in Missouri for missing their session. Ithank each of the grand bodies that extended to me an honorarymembership this year.

I attended the East Central Conference in Louisville this year and foundit to be very rewarding and informative. As our own Excellent CompanionBill Riggs made the arrangements for that meeting, I want to give himspecial thanks for making it such a special event.

I attended the OKI in Indiana this year and am pleased to report it wasa usual a very enjoyable weekend. There is much to learn from our sisterjurisdictions if we attend sessions such as this. I thank Indiana formaking this year's OKI a success.

I ask each of you to remember Companion Robert J. Thomas REPGCand recorder of Morehead council and his family in your prayers. Iwill miss his friendly greeting this year in Lexington. Doc passed awaythis summer and has left a rather large void in our fraternity.I recommended the following companions to other jurisdictions asrepresentatives:J. William Ryan - New MexicoJohn Jacobs

LambCouncil #103 for permission to open their Council for the Third ArchMeeting in Beaver Dam. This was granted and we had a very rewardingmeeting with several Companions in attendance.I would recommend to this Grand Council:1. Continue the support of our youth groups2. Hold an educational class at our Grand Assembly3. Remain steadfast in our support of the General Grand Council4. Produce an instructional DVD for distribution to constituent councils5. Each Council form a mentor committee and aggressively apply theirtalents6. That the Grand Council set dates for initiation classes to be held eachyear. There should be one in each geographic region of the state..It is almost time for me to pass the gavel and get back to work at home.In closing I would remember those who I owe so much.

I want to offer my very special thanks to my wife Kim for her supportand help. She has sacrificed very much to allow me to perform this andevery year in line as a Grand Council Officer. Thanks Kim for being therewhen I needed you most. I LOVE you very much.

I want to thank Stan and all the Arch Deputies for their contributionthis year. I could not have selected a more dedicated group ofCompanions to represent this Grand Body. Without their hard work anddevotion to the craft, the Companions of Kentucky would not have been

I thank each Companion serving on one or more of my committees thisyear for their support and the job they did. There is a great amount ofwork done that most of us are not acquainted with. The members ofthese committees are very important to the function of this GrandCouncil.Doug, Tim, and Jimmy, you have helped so much this year. You all havebeen great to offer suggestions and let me know when I was wrong. Youall have made great traveling companions this year. Thanks to each ofyou for what you have done for me and the Grand Council.

Thanks to all the appointed officers who work so hard to promote ourfraternity across the state. I appreciate you excepting to serve this year.

I thank Right Eminent Grand Commander Arius Holbrook, Jr. and MostExcellent Grand High Priest James Hogue for their support this year.They not only represented their Grand bodies with distinction, theysupported myself and the Grand Council through out this year. REPORT OF THE GRAND RECORDER

TO THE MOST ILLUSTRIOUS GRAND MASTER, OFFICERS, ANDMEMBERS OF THE GRAND COUNCIL OF KENTUCKY, ROYAL ANDSELECT MASTERS:

This is my fourth report to you as your Grand Recorder. I thank RebeccaWarth, our Office Secretary, and the Constituent Recorders for their workon behalf of the Grand Council!

Necrology

Companion Kenneth L. Adams, Recorder of Lebanon Council No. 56, diedon January 23, 2010, and Companion Robert J. Thomas, MD, Recorderof Morehead Council No. 45, died on June 18, 2010. Both of them will bemissed. We extend our sympathy to their families and friends.

Former Recorders

A number of Recorders stepped aside this year to allow others to serve.Among the “long timers” were Companion Vernon G. Wesley of SomersetCouncil No. 68 and Companion Ronald G. Parker of Jeffries Council No.33. Companion Gary Morrison of Harrison Council No. 106, CompanionMelvin Mullins of Sword & Trowel Council No. 111, and CompanionCharles T. Mason of Hardin Council No. 115 also ceased their tenure asRecorder. I extend my personal thanks to each of them for their serviceto the Grand Council.

The Office

Our Office continues to function and to “get the job done.” Our OfficeSecretary Rebecca Warth works from her apartment in Nicholasville onassigned tasks while I work in Shelbyville on my tasks. We try to meet inShelbyville once a week to do some joint projects. While this systemworks, it has its challenges.

Membership

Although membership records continue to improve, we still have a way togo! Many of our Recorders have continued to work very hard to get theirrecords up to date. The summary of the statistical table is as follows:

Finances

We are making progress on my goal of paying the current year’s expensesfrom the current year’s income! Also, I continue to express my belief thatwe should have a “continuing resolution” to authorize expenditures inJuly and August prior to adopting a budget in September for the fiscalyear of July 1-June 30.

Concerns

We continue to have too many of our Councils that are not submittingtheir various reports by the deadlines. This delays processing in theOffice and causes extra work.

The “problem” of producing an annual Proceedings is making greatimprovement thanks to our Office Secretary Rebecca Warth! During thepast year, we completed all of the Proceedings through 2006. Aspromised, I produced and distributed a Proceedings for 2007, 2008 and2009 which will hold us until we are caught up. It is my intention to dothis again this year.

Finally

I continue to be impressed by the expertise and dedication of so manyCouncil Recorders. This year has seen a number of new Recorders whoare doing a great job. Most are computer literate and do an outstandingjob at the local level. To each of you who serve so faithfully, I say asincere THANK YOU!

REPORT OF THE CHIEF ARCH DEPUTY

Greetings Companions,

This past year we had several changes in our District Deputiesand would like to thank them for all the hard work and travel they did.There were several reports that had to be recalculated, and if you haveany questions please contact me. We did not have a report from theproceeding year, and were not able to compare any progress made by anyof the Councils.

The Inspection Reports are not meant to be used to compareone council to another, but as a tool to guide each individual council ontheir progress or area that needs improvement.

Only one council submitted the Illustrious Masters SuperiorService Report, and that was Jeffries #33 with a total of 26 points thatwas added to their Inspection Total.

Frankfort Council wasn’t able to produce a record of their totalmembership due to the death of their Recorder, hopefully this will beupdated for next year.

Lets all strive for improvement this year and hopefully growthin membership.

CMMRF REPORT2009-2010

To the Most Illustrious Grand Master, Officers, and Members of theGrand Council of Kentucky, Royal and Select Masters:

Companions, I am very proud that Kentucky contributed $5,135.26 andfinished NINTH in total contributions for the year of 2009! From 2004through 2009, Kentucky has contributed a total of $200,927.49; and$286,570.72 since the Philanthropy began! Additionally, extender barswere awarded to four Councils; Louisville #4; Morehead #45; Lebanon#56; and Richmond #71. A bar was also presented to Grand Arch # 3,who contributed $845.42 since July 2009, and $3,000.00 overall. E.K.Lamb Council # 103 was awarded a 100% Certificate for contributing

$2.00-$2.49 per member. Bullitt Council #114 received their firstCMMRF plaque. Several Councils were awarded Certificates for achieving$1.00 per member level. The Quarterly Reports are included with thisreport, showing the amount each Constituent Council contributed, aswell as the Ish-Sodi Council, which meets at this Grand Session eachyear.

I wish to thank Most Illustrious Grand Master Robert Stanford forappointing me to chair this important committee, as well as the supportof the Elected and Appointed Grand Council Officers. But most especiallymy thanks to you Cryptic Masons of this great Commonwealth for yourpersonal and financial support this Cryptic year.

COMMITTEE ON GRAND COUNCIL HISTORY2010

To the Most Illustrious Grand Master, other Grand Council officers, andcompanions of the Grand Council of Kentucky, Royal and Select Masters:

The work on the history of Cryptic Masonry in Kentuckycontinues to be a fascinating and interesting pursuit.

It is of interest to note that the council degrees were placedunder the jurisdiction of the Grand Chapter in 1878, but remained sojust a few years, when the Grand Council resumed jurisdiction. W.LaRue Thomas was Grand Master at that time, and was one of eightKentucky Masons who headed the Grand Lodge, Grand Chapter, GrandCouncil, and Grand Commandery. He also served as Grand Master of theGrand Encampment of Knights Templar.

The General Grand Council was formed in 1880, but theGrand Council of Kentucky did not affiliate with it at that time.

Another Kentucky Mason who served as the head of the fourGrand Masonic Bodies was Joe H. Ewalt, who was Grand Master of theGrand Council early in the 20th century. He lived at Ewalt’s Crossroads,between Paris and Cynthiana, and died in 1957.

The work continues on the illustrious history of CrypticMasonry in Kentucky.

We pause in the annual celebration of our fellowship and in the regularbusiness of this Grand Council to pay our deepest respect to those whohave passed on to the reward prepared for them by the Supreme GrandMaster. We especially remember those nearest to them in this time ofsorrow—their families most of all and those they loved and those wholoved them as kind neighbors, wise mentors, and cherished friends.

“In the midst of life we are in death,” we are taught both in the rituals ofFreemasonry and in the doctrines of our faith, but we also know that theGreat Architect of the Universe “will show us the path of life, and in hispresence is the fullness of glory and that at his right hand there ispleasure for evermore.”

Let each of us remember now in a moment of silence those Companionsof the grand jurisdiction of Kentucky who have departed from the circleof our fellowship.

We share in the loss of the Grand Commandery of Knights Templar ofKentucky in the death of Sir Knight Robert J. Thomas, REPGC and withthe family of Mrs. Jean Curtis, widow of Sir Knight Clyde Curtis,REPGC/REPDC.

Those who whom we pay tribute today are surely not forgotten, neitherby us in this moment, nor in eternity, for they rest in the arms of theEternal Father, who has promised in these words from the prophetIsaiah:

Do not fear, for I have redeemed you; I have calledyou by name,you are mine. When you pass through the waters, Iwill be with you;and through the rivers, they shall not overwhelmyou; when you walkthrough fire you shall not be burned, and the flameshall not consumeyou. In the year to 12th February 2010, 260 Companions were Honoured,chosen and greeted as members of Cryptic Councils under the GrandCouncil of Royal and Select Masters of Scotland, up slightly from theprevious year, but some Councils continue to experience difficulty inattracting Candidates. Charters were granted for two new CrypticCouncils in Lebanon, to meet in Tripoli and in Zahle.

REPORT OF THE RITUALS/ PUBLICATIONS/EDUCATION COMMITTEE

To the Most Illustrious Grand Master, Officers, andMembers of the Grand Council of Kentucky, Royal and Select Masters:

This Committee was tasked with recording the count of the sale ofRituals and Essentials that were printed prior to the last GrandAssembly. We would like to thank Grand Recorder William G. Hinton andRebecca Warth, office Secretary, for their assistance in providing the datafor this report. October 31, 2009 your Chairman counted the rituals atthe York Rite office with the results as follows:

There were a total of 2,518 rituals in hand after the printing. Thisincludes leftover rituals and the newly printed rituals. For the period ofJuly 1, 2009 through June 30, 2010, 155 Rituals and 15 Essentials weresold, leaving a total of 2,363 rituals and 10 essentials. For the year 2010only, 52 rituals and 3 Essentials were sold.

Concerning the educational part of this report, your committee was verybusy this year.

Two of your Committee members participated at an Arch Presentation atEl Hasa Shrine Temple on August 22, 2010; educating a group ofapproximately 70 people about the several bodies of the Family ofFreemasonry, Companion Larry Eastham represented the Blue Lodgeand Companion Kerry Sluss the York Rite. This presentation alsooccurred at Kosair Shrine Temple in Louisville earlier in the summer,with Companions and Sir Knights in the Louisville area participating.Your Chairman and the Grand Council officers conferred the RoyalMaster Degree at OKI on August 7, 2010.

The Committee has also been busy developing educational documents toshare with the Companions. We have developed a Synopsis of the Royal,Select, and Super Excellent Masters degree to present to candidates atany initiatory work. This synopsis aids the candidates to understand therelation of the Council to the York Rite, and where it occurs in thetimeline of events. We have also developed a Mentor Manual for aCouncil Mason. We thank MIGM William Laughlin and the CrypticMasons of Ohio for allowing us to use their manual as a guide, so we candevelop interest and retain active members.

We hope that these publications will assist us in maintaining interest inkeeping Cryptic Masonry enjoyable. However, they must have properfunding. I hope you will consider providing this funding to make ithappen.

REPORT OF THE COMMITTEE ON YOUTH

Your Committee on Youth consisting of Companion Archie R. Smallwood(4/70) Companion Richard B. Miller (34) and Companion Dr. Edward G.Anderson have been working for the Grand Council Royal and SelectMasters and M.I. G. M. Robert L. Stanford to promote youth on all levels.This last year we recognized the four youth groups in Kentucky whichare Order of DeMolay, Order of the Builders, and Order of Rainbow forGirls and Job’s Daughters International. We congratulate the GrandCouncil officers for the visits they have made to each one of theseorganizations special sessions. When Dad Danny Coffey ExecutiveOfficer in Kentucky for DeMolay invited our Grand Officers to Jabezwhere they showed support for this fine organization which held theAnnual Conclave for their young men. When the Order of the Buildersheld their Annual Session in Scottsville we were there at the Chapter. Tosupport the Order of Rainbow for Girls not only the officers of GrandCouncil but many of our Companions were in Louisville at the ScottishRite Building to assist in any way we could and also to show support,this with Mom Ann Payne Dukes being the Supreme Inspector inKentucky the girls had a very productive session. This year under theguidance of Bonnie Koontz the Bethel Guardian of Bethel #18 inLouisville and Cherie Blackburn, Job’s Daughters is now working hard toshow all Kentucky how they do their work and they do it quite well.Visitation to any and all of these fine organizations is what they seek.They can use your support not only with donations but by your presenceat their meetings. The inspiration of adults and the approval of thoseadults is what they seek. Let us all work toward the goal of helping ouryoung people which shows us the future in them. We hope that we havemade a difference this year for our M.I.G.M. and our Grand Council.

We are beginning our 3rd year of the $5.00 assessment and I am surethere is much concern for the amount of our dues to the membership.The above Budget is figured on the $15.00 assessment that has beenasked for and approved by the craft. Please take the time to look thisover carefully before you proceed. The Committee and the officers havespent a lot of time trying to come up with ways to keep the budget as lowas possible in the past and continue to do so with this budget.

Some of the following line items 201 through 208 are set by our Pandectand are not changeable. One big problem to our budget is that theOfficers are not submitting their expenses by the end of the year asrequired. They submit them after the June 30th cut off date and thiscauses them to be paid out of the next year’s budget making the budgetline item over draw. Some members say if they do not submit theirexpenses by the cut off date of June 30th each year, then not to paythem. It is the responsibility of the officers to have their expense items inon time. I must say I agree with this, but as Masons we try not to offendour brothers. You the craft must understand that trying not to offend ourbrothers is good Masonry but bad business. The line items on thebudgets do not roll over and the money does not stay there if the fundsare not spent, they are supposed to by placed into the permanent fundafter you the craft approve the new budget. You will also see in the lastyear’s budget there are, as in the past, big differences in the salaries andexpenses of the Grand Recorders, Annual Assembly, Payroll Insuranceand Taxes, and Office Secretary Wages. These large over draws on thebudget is due to the Grand Council paying all of these items for all threebodies and then being reimbursed by the other two bodies some timelater. Again not good business but it always been done this way so weassume it will continue. There are ways to fix this but it would increasethe budget to implement and maintain the changes.

The year of 2011/2012 the $5.00 assessment will discontinue and goback to the $10.00 assessment. We have this year 3589 members in theGrand Council a loss of approximately 3% from last year. Had it not beenfor the hard work of J.B. Hitt, PGHP and many others in the Louisvillearea the loss would have been approximately 6%? With the festival heldin Louisville that loss was cut from 6% to approximately 3%. Thanks toall the members in the state that helped to make this reduction in lossespossible.

Do the math, 3389 (difference not a mistake) dues paying members timesthe $15.00 assessment equals $50,835.00 of income from our dues asreported in the budget. Our budget is $45,200.00 for the up coming year.Leaving the Grand Council in the black from dues only. The other incomeitems are not guaranteed therefore I am only using the known numbers.

In the budget year of 2011/2012 when the assessment goes back to$10.00 and your membership has dropped again by approximately 3%hoping that Louisville again does a great job in admitting members for usso it is not a higher percentage. Your known funds for use will be asfollows: Approximately 3287 dues paying members, times $10.00 equals$32,870.00 of known income for the 2011/2012 budget. Where do youwant to cut the $12,330.00 from the next year’s budget? In the past wehave taken the difference to balance the budget from the permanentfund. What items do you want to do away with? We can be assured thatthe cost of doing business is not going to go down. You must alsoremember this is a business from the IRS standpoint and not a club. Weneed to think of it in the same way to be a success. We have a whole yearto prepare for this and think about the solutions. In waiting for that yearyou will need to understand we will still have to wait another 9 monthsafter the fix is voted on and passed for it to start to appear for use in thebudget.

Possible fixes are:Keep taking from the permanent fund until there is no fund left (shortterm fix)Increase the dues (mid term fix re-occurring every few years)Increase membership (long term fix)

To end on a positive note I would like to thank our Grand Recorder andhis staff for their hard work in trying to manage the budget and providingwhat we need. I would like to thank the committee that replaced thefunds for the rituals so fast. I would hope that again this year any fundsleft in the income account after the approval of the new budget would betransferred to the Permanent Fund. (Constitution) that is easily read and addresses the needs of our modern day ConstituentCouncils. Companions you should be very pleased with your accomplishments.

The title of this year’s program is “The Year of the Ahishar”. My program thisyear focuses on relationships. The Bible scriptures I have chosen are Matthew 24: 36-51,I hope your Constituent Council has received the correspondence I mailed. As stated inmy letter, there will NOT be any Arch meetings this year. I am more interested inbuilding personal relationships with the Companions around our great Commonwealththan I am in carrying out “the same old thing”. Also, you will discover I have discardedthe old inspection form and created a new one which I believe will prepare theConstituent Councils for the challenges they may face in the near future. We are going tohave a great and wonderful year in Cryptic Masonry. Thank you for all of your supportin he past. By continuing to work together, we will build a stronger Grand Council.

The jewel of the Order was presented by Companion JamesReynolds.

Minutes of the September 17, 2009 minutes were read andapproved.

The Treasurer’s report was given showing an amount of $1177.16 inthe account after expenses were deducted. $274.00 was taken out topay Buckingham Enterprises for the MIGM apron, and receipts were$137.00 from the Council of Ish-Sodi for ½ the expense of the MIGMapron. The investment account with LPL Financial Services had$5,498.21 as of July 31, 2010. There was a gain of $330.57 from thereport in 2009.

There was a motion by the Scribe, seconded by Tommy Banton, topay one half the expense of the Most Illustrious Grand Master’sApron, $137.00; Postage stamps for the Scribe, $8.80; and $26.47 tothe Scribe for a carrying case for the Silver Trowel effects, making atotal of $172.27. Motion passed. A total of $260.00 was received atthis session, 12 petition fees @ $20.00 per; and 4 rituals @ $5.00per.

The Treasurer’s report was given showing an amount of $1177.16 inthe account after expenses were deducted. $274.00 was taken out topay Buckingham Enterprises for the MIGM apron, and receipts were$137.00 from the Council of Ish-Sodi for ½ the expense of the MIGMapron. The investment account with LPL Financial Services had$5,498.21 as of July 31, 2010. There was a gain of $330.57 from thereport in 2009.

There was a motion by the Scribe, seconded by Tommy Banton, topay one half the expense of the Most Illustrious Grand Master’sApron, $137.00; Postage stamps for the Scribe, $8.80; and $26.47 tothe Scribe for a carrying case for the Silver Trowel effects, making atotal of $172.27. Motion passed. A total of $260.00 was received atthis session, 12 petition fees @ $20.00 per; and 4 rituals @ $5.00per.
