Welcome everyone to our Summer Newsletter. Many of you have told us that Welfare Reform changes are still a big priority along with giving people good advice. With this in mind, we’re making sure our Money Advice Team are able to help you deal with the changes. Extensive training and continuous updates have been crucial to equip them to do this.

At the same time, we’re making sure you, as tenants, get the chance to test the service, tell us what it does best and tell us how to do it better! Our Tenant Service Testers are in the middle of checking the Money Advice Service to find out whether it is doing what it says it does. We warmly welcome their approach and eagerly anticipate their recommendations. Perhaps you’ve been contacted or would like to tell us what you think? Watch this space for a future update.

Finally the sun is out. Let’s hope it stays that way!

As Chair of Linc's Tenant Panel, it’s really important that we keep in touch with you, the tenants. I hope you will enjoy our report on page 6 on the training we did in May. We learned a lot about the Welfare Reform Changes and how they affect many tenants. We were keen to share this with you.

I also hope you enjoy reading about the Community Days Linc has been holding. As you can see from this photo, Tenant Panel members are keen to support these and help out wherever they can.

We hope that when you look inside this newsletter you will all find an opportunity to have some fun

over the coming months. There’s plenty going on. On page 9, take a look at our scheduled tenants events this summer, and don't miss lots of activity ideas in your area for those summer holidays (page 8 - 9).

As a Panel, we are really pleased to that many groups and tenants have sent us articles and photos for this newsletter.

For the first time in a long time we also sent the newsletter out to our newly formed Grapevine Reading Group for approval. We hope this means that the newsletter will be enjoyed by you from cover to cover.

Creative cornerIn the Spring Grapevine, we asked you to draw a picture of your home or the community you live in and send your creative artwork to us.

We received some fantastic entries, and selected 9 year old Ceejay Purnell from Ebbw Vale as the winner. Ceejay received a £25 prize and his artwork featured at the end of a short film we recently created on Benefit Changes.

On Thursday 4th April 2013, Linc held a Community Day for tenants of Wyncliffe Gardens.

30 tenants and 23 children joined staff at Linc for the day, despite the freezing weather!

‘The Wyncliffe Way’ Estate Agreement was set up 6 months ago, to create a safer and stronger community. Linc used the day to gain feedback on how well The Estate Agreement was working.

69% of the tenants surveyed, agreed that ‘The Wyncliffe Way’ had made a positive impact on their community.

All tenants surveyed felt the text updates from Linc about 'The Wyncliffe Way', notifying residents of warnings issued, the types of breaches reported and important reminders, were a good idea.

Compared with the last Community Day, Linc saw a reduction in the amount of Anti Social Behaviour (ASB) issues

reported with only one ASB complaint received.

One complaint was made about Linc's repairs service on the day, and two people expressed positive views to set up a Tenants Association.

Various information was provided, including helpful advice on saving money and budgeting, as well as guidance on driving responsibly. The Fire Brigade was also on hand to talk about fire safety.

All in all, the day was informative and fun-filled. Children enjoyed a big bouncy castle, balloon modelling and a chance to get their bikes fixed.

The adults that attended had an opportunity to meet Linc staff and discuss any concerns or thoughts they might have on services provided by Linc.

Thanks to the tenants, staff, Councillor Judith Woodman, South Wales Fire and Rescue Service, Linc Contractors, Board members and Tenant Panel members for all their interest and support on the day. Look out for a similar event in your area.

The Welfare Reform Act 2012, brought in by the UK Government brings changes to the benefit system over the next few years which will affect everyone who claims benefits.

Preparing for Universal CreditThe Government’s plans for moving people on to Universal Credit will soon be underway. Universal Credit (UC) means that all your benefits will be paid in one lump sum each month, including Housing Benefit (HB). The money will be paid in arrears.

In the case of most Linc tenants, we receive this every four weeks from the Local Authority (LA) on your behalf and we are able to allow your rent account to be in arrears as we know this money is coming.

When you move on to UC we will no longer be able to allow your rent account to show an arrears balance, this means that as soon as your HB direct is

stopped you will have four weeks rent arrears.The Tenancy Agreement you signed with us is a contract between us and states that rent must be paid in advance. As we know this is going to be difficult for you, we would like to help you to get in advance before you move on to UC. One way you could do this is by paying a little extra each week to your rent account so that the four weeks arrears due from HB reduces each week and you start building up a credit.

Cut your grass!

Cut grass weekly! Long grass takes more nutrients out of the soil. It is also harder to cut and may leave yellow patches in the lawn.

Remove fading and dead flower heads

from plants - this will encourage new flowers.

Building skillsLocal residents leap ahead

The Lewistown and Pant-yr-Awel Residents Association have been very busy lately. Not only did they see a very good turnout at their recent tenants meeting but they have been supporting the local community and the local youth too.

Improving the Community...Residents have been fighting hard to improve their environment. After months of hard work, their efforts are paying off. They even have a brand new bench for the community!

Ruth Allegretto, Chair of the Residents Association said:

Supporting Young People...Bad Bikes, an organisation for young people has been leading sessions in the tenants' room, delivering courses to help them gain access to jobs quicker. Lots of young people are passing their Certificate in Health and Safety on Construction Sites which enables them to move into careers in Construction.

Ruth commented:

Lewistown and Pant-yr-Awel residents support their communities

"We run computer classes from the Tenants' Room and last year we met the First Minister who congratulated us on our work in bringing Information Technology closer to the public."

"We are so proud of all the young people who are taking up the opportunity to gain this certificate. They love it! It gives them something to focus on and gives them skills and confidence".

Catching up with...Claire Jenkins

It's question time, as we catch up with one of our Linc Money Advisors, Claire Jenkins....

Describe a typical day for you at Linc…There is no typical day! My job’s so varied; I am either in the office or visiting tenants in their home. I support and offer advice on things such as the benefit changes, keeping your rent account clear, budgeting, how to save money on utility bills and help with benefit application forms.

What do you enjoy most about your job?I get great job satisfaction as a Money Advisor. I love visiting new tenants, especially if I’m able to save them some money.

If you had a free afternoon…I'd go skating.

Describe your favourite meal…My mum’s home-made lasagne, you can’t beat it.

What is your greatest ambition?It was to complete a marathon. I did that in April, so now it’s to play in my first roller derby bout with Cardiff Roller Girls!

Dear Linc,

People keep telling me to get a computer and I keep seeing

information about ‘getting online’ in your magazines. Just wondering

what all the fuss is about. I’m happy as I am and always have been.

Linc says...

Don’t be a killjoy! You’re missing out on a lot of fun and games as

well as chances to save a few pounds with your bills by managing

them online. You never know, you may already be online. Do you

use facebook or email? Put it this way, you can even get free calls

through something called Skype. So whilst you may have to pay for

the line, (known as Broadband) you can save money in other ways.

Be aware though, don’t get too carried away with online shopping!

It can be lethal!

Oh and there’s the other obvious reason for getting online now.

If you claim benefits, in the future, everybody will be expected to

make an online claim – so don’t miss out. Listen to Bill’s advice on

Getting online - why me?

Dear Linc,

I don’t mean to keep going on about it but food is getting so expensive. I went to buy a cauliflower and it was nearly £2. Any tips from you on how I can cut down the costs?

Linc says...

We’re no food experts but we know that hundreds of you shop in supermarkets. Apart from the temptation of all the so called offers, sometimes the price of fruit and veg is sky high unless you opt for the value range. We’d say, find out about a food co-op in your area. It's not for everyone, especially those who are fruit and veg shy. However, having said that some co-ops are even sourcing meat direct from the butchers –at affordable prices. You can order things like eggs and milk too.

Community Days Three very successful ‘Meet Linc’ Community Days were held in the following areas: Sandfields, Neath Port Talbot; Brackla, Bridgend; and at Lysaght, Newport. Tenants from

all over these areas have attended to discuss the service and any issues with staff whilst having fun at the same time!

Tenant Service TestersA group was set up to test the services that Linc provides; the first area that was tested was the Customer Contact Team. A couple of improvements were highlighted which have now been implemented. The Tenant Testers are now turning their attention to the Money Advice Team.

Grapevine Reading Group A Grapevine Reading Group has been set up who are scrutinising the Grapevine prior to publication and awarding their stamp of approval.

Tenant SurveysWe carried out two surveys by independent researchers about our planned improvements programme and the way we let new properties. The results were on the whole very positive, but the feedback from Linc tenants was very useful, and has led to us making some changes.

We took 7.2 days on average to re-let a property which is slightly higher than last year, although we continue to have one of the best performances by a Welsh Housing Association.

Linc sets a target of under 2.5% for rent arrears. As you can see from the graph, we achieved this and at the end of March 2013 the total arrears was 2.31%.

How we spent our income from your rent and service charge

New Homes

During the year, Linc provided over 55 new homes for tenants in Cardiff and Caerphilly and a number of new developments are nearing completion.

Maintenance

Following our Planned Maintenance Programme, Linc successfully completed 396 bathroom replacements; 457 boiler replacements; 171 door replacements; 104 kitchen replacements and 123 window replacements.

Money Advice

The Money Advice team visited 555 tenants over the year and made savings/gains of £155,165 with an average of £280 per tenant. Since November, 2012 we have been collecting rents over the phone by debit card and have taken a total of £91,437 to the end of March, 2013.

Other Achievements Welfare Reform Video

White Goods

Linc partnered Swalec to provide free white goods (such as washing machines & fridges) to over 60 tenants.

Linc’s Respite Care Breaks were introduced this year and have proved very popular. Linc offers hotel standard breaks in our 7 Extra Care Schemes across Newport, Cardiff and Blaenau Gwent. Respite breaks can enable home based carers the opportunity to take a holiday or a short break, confident that their relative or patient is in a safe and

Looking Ahead...

Linc-Cymru’s £3 million refurbishment of the historic Lysaght Institute was completed in November, 2012. Lysaght is a multi-purpose community hub and social enterprise centre in Newport, with meeting and conference facilities plus a coffee shop, the Tata Orb IT suite, childcare facility, and a large first floor function/community room. The bookings for Lysaght have gone from strength to strength and it is a huge asset for Newport. Lysaght is also working closely with Lliswerry High School and social enterprise has been incorporated into their Welsh Baccalaureate qualification with the students developing Lysaght branded merchandise. Lysaght Institute

An estate agreement was drawn up between tenants of Wyncliffe Gardens, Cardiff and Linc about ways in which we deal with anti-social behaviour. This has resulted in the eviction of one tenant already. In individual disputes, we have started to use both Mediation and Restorative Justice. Both are ways of getting tenants to talk to each other and work out a solution to the problem. Some of the results have been life-changing, and have once more made the community a safe and stable place to live.

Thanks for asking us about this. Yes, you’re right, tenants are welcome to join Linc on what we call Estate Inspections. We don’t go inside any properties so there’s nothing to be worried about there. However, you can help us to make sure that bits and bobs in the shared or communal areas are picked up on. For instance if there’s been a bit of rubbish dumping in part of an estate we might otherwise miss, then you can help us find it. Or you can tell us about your priorities for the area. Celebrations were in full swing on Red Nose Day!

Tenants and staff at Llys Glyncoed Extra Care Scheme were joined by family and friends on Red Nose Day to enjoy a good sing along with an Elvis Tribute singer. Food and refreshments, along with cupcakes and a raffle were all enjoyed! A total of £262 was raised during the afternoon. Rewarding as well as entertaining!

At Glyn Anwen Extra Care Scheme, staff and tenants raised over £100 by sponsoring Scheme Manager John Rawlings to dress up! The day was a big success, with high spirits and fun throughout.

Tenants at our Plas Bryn Extra Care Scheme decided they wanted to try Yoga to improve their own health and wellbeing. They contacted and invited local charity, YogaMobility, to come and host some classes.

YogaMobility provides specialist yoga practice for people with all forms of physical and mental disability. They offer a powerful and dynamic approach that focuses on and encourages ability rather than disability.

Residents and staff at Cwrt Gwalia in Bridgend celebrated St David's Day with tea, welsh cakes and Bara Brith!

Mr David Edwards, a resident and member of the Ogmore Valley Male Voice Choir, gave everyone a lovely rendition of the classic Welsh song ‘Calon Lan’. All staff and residents joined in to add to the patriotic spirit of the day!

“When I came to Plas Bryn, I had no confidence and the Yoga class has really helped me to build on my confidence. I really enjoy the social aspect of it!”

“I really enjoy the Yoga class, I think it’s great that they come to us at Plas Bryn to run the class.”

A very warm welcomePenylan House Community Nursing Home

The first phase of Linc's £4.7m redevelopment of Penylan House Nursing Home in Cardiff is complete and the first residents have moved in.

Penylan House is Linc's second Community Nursing Home and when complete, will have 73 en-suite bedrooms, assisted bathrooms, spacious lounges, dining areas, solar panels to generate electricity and beautiful gardens. Construction has been split into two phases so that residents living in the original building did not need to move out during the works.

The existing 28 residents have now moved across from the old building to the newly completed first phase which has 30 bedrooms.

In keeping with its close association with the Jewish Community, the new home has facilities to recognise the religion of its Jewish residents and has a kosher kitchen. Linc staff have taken part in Jewish Culture workshops to understand and respect the culture and traditions. Services at Penylan House are extended for the wider community and people from all faiths.

Work is currently underway on phase two and the empty existing building is being prepared for demolition. This phase consists of a further 43 bedrooms and is due to be completed in June next year.

Judy Cotsen, Chair of the newly named charity PenCare (formerly the Trustees of Penylan House) said: “After a great deal of planning, the residents of Penylan House have moved into their brand new home. We are delighted to be working together with Linc Care. The move will allow us to continue to provide a kosher facility and give security and stability to our elderly in the Jewish community.”

Linc Care provides high quality care for the elderly, including residential, respite, nursing and specialist dementia care.

“From the very beginning our priority has been to work in partnership with the residents and their relatives, staff and trustees to deliver the first part of this exciting project.

I am delighted that phase one is complete and the residents have moved in. Move day was a great success. We were blessed with good weather and fantastic support from families and staff, some of whom came in on their day off to help with the move. The meticulous planning ensured that it all went smoothly and everyone was very pleased to be in their new home.”

Method

1. Sieve the flour, ginger spice and bicarbonate of soda. 2. Warm the honey. 3. Beat the sugar and eggs until light and fluffy.4. Add the honey, the dry ingredients and the water to this mixture.5. Mix to a smooth batter then turn into a shallow greased tin and bake in a moderate oven for 1 hour at 145-150 degrees.

Linc's very own chefs were lucky to experience a second training session with famous chef Franco Taruschio.

Franco is best known as the former chef/proprietor of the legendary Walnut Tree restaurant in Abergavenny, the critically acclaimed restaurant he ran for over 30 years.

The training course took place in Franco’s training kitchen in Blaenavon, a facility run in conjunction with quality food supplier Vin Sullivan.

The bespoke training was designed to offer the chefs the experience of working with an accomplished celebrity chef, as well an introduction to new products

and learning skills that they will transfer back into the workplace.

The most enjoyable part was making the pasta with a true Italian (Franco). He’s not only very knowledgeable about his food, he has great passion for it. All in all, it was a great day."

Lysaght InstituteEight months after opening, the iconic Lysaght Institute has gone from strength to strength and is a vibrant community hub which operates as a Social Enterprise.

The ‘Stute’ as it is affectionately known, is proving to be a popular wedding venue. It has a wedding licence and the whole wedding day can be hosted at the famous building from ceremony, wedding breakfast to evening function.

The first full wedding at the Institute was on Friday 14th June 2013. Joanne Bartlett and Russell Taylor married at 3pm, with the service held in the Lysaght Suite which was fully dressed as a Ceremony Room. The bridal party shared their wedding breakfast in the Main Hall with family and friends, after photographs, which were taken in the now blossoming Lysaght grounds.

The celebrations went on until the early hours of Saturday morning as more guests arrived for the evening party.

Mr Bartlett, Father of the Bride, relayed his thanks to all staff and commented on how wonderful the day had been, and how very welcome he, his family and guests had been made to feel.

The wedding was run and organised by Lysaght’s in-house caterers and events team, Newport Social Enterprise. Manager John Cox said:

Lysaght is now looking forward to hosting several other weddings in 2013, with more enquiries and bookings for 2014.

The Lysaght Institute hosted a very special visit. Flo Pritchard is Linc Care's longest-standing Extra Care tenant, being the first to move into Wellwood House Extra Care Scheme in 2002.

Flo, accompanied by her son, John and daughter, Kay had a VIP tour of the Institute, bringing back some special memories. Flo was a regular dancer at the Institute, as was her late husband Wilf, who also worked at the WR Lysaght Steelworks from 1940-1960. John and Kay were also regular users of the Lysaght Institute and have their own fond memories.

John commented:

Needless to say, Flo was delighted to have a private tour and thoroughly enjoyed her trip down memory lane.

Flo, now a resident at Glyn Anwen Extra Care scheme in Newport, will shortly celebrate her 103rd birthday. She puts her secret for a long and fulfilling life down to ‘hard work and keeping busy’!

Mrs Emma Webb has been a tenant at Capel Court Extra Care Scheme for four years. Recently, she celebrated an impressive milestone with her close family and friends, as she turned 100!

As well as lots of gifts and flowers, Mrs Webb enjoyed opening over 100 cards, including a special one from the Queen.

Celebrations lasted two days! As well as Afternoon Tea, Rob Knight entertained the tenants.

"Mrs Webb is the first tenant to celebrate a 100th birthday since Capel Court opened in 2007. She is an inspiration and it was a joy to see her enjoying herself surrounded by family and friends."

Newport Black and Minority Ethnic Housing (BME) Forum are looking for more members to join them. They set up in 2009 to find out about the housing issues facing BME residents in Newport and to work with housing organisations to address them.

The Forum has raised awareness of BME housing issue and organised successful events including a food festival and information day. The Forum is now planning to focus on the impact of welfare reform on BME communities as well as issues such as access to housing.
