Local groups organized similar to non-profit organizations, but are not a juridical person
Each local group has a local board, called work group (for not confusing with the central board)
Decentralized responsibility for budget and activities. Budget is presented to the national JAK board and approved (totally or partially)--> distribute financial resources to local

Organize local but also sometimes national events like the summer seminars (helped by the staff in members management department)
