1. Introduction
1.1. Back ground
a) Greater Hyderabad Municipal Corporation (GHMC) is the urban local
body responsible for civic management of the Hyderabad City.
Hyderabad city is the capital of newly created vibrant Telangana State of
India and known for its rich heritage, culture and architectural importance
spread in an area of 625 Sq km and having a population of 87 Lakhs as per
a survey carried out 2014.
b) At present, GHMC generates 5500-6000 Tonnes Per Day of Municipal
Solid Waste which is collected and transported to Integrated Municipal
Solid Waste processing facility located at Jawaharnagar village, 50km
north-east to Hyderabad city, to treat and dispose the collected Solid
Waste scientifically in compliance with Solid Waste Management Rules,
2016.
c) Prior to commencement of processing facility in Year 2012, surrounding
Municipality of erstwhile Municipal corporation(MCH) and subsequently
GHMC (after it’s formation in 2007) garbage was used to dump openly in
the Jawaharnagar site with an extent of 339 Acres located at Jawaharnagar
Municipal Corporation limits , Kapra Mandal, Medchal Dist.Telangana
State ,India. Now, that all the old garbage was shifted and piled in a land
parcel of 125 Acres, calling as legacy dump,and scientific capping is
carried out through the Concessionaire M/S HiMSW who has developed
and operating the integrated treatment and disposal facility under PPP
mode under a Concessionaire agreement with GHMC. The leachate
generating from the day-to-day Municipal Solid waste is being treated by
M/s HIMSW with an in-situ RO plant of 600KL capacity.
d) Due to degradation of organic matter and infiltration of rainfall water
every year in legacy dumpsite, huge quantity of leachate begin to generate
and accumulated at since it’s piling. Presently, huge quantity of leachate

(called as legacy leachate)of about 6,00,000 KL quantity was accumulated
in the adjoining natural pond and in the other 9 artificial ponds
constructed for storage.
e) During the rainy seasons, the leachate from these storage tanks are
overflowing due to addition of runoff water and damaging downstream
lakes and enrooted fields. Since 2017, GHMC installed 2nos of 2000KL RO
advance membrane mobile plant(s) through M/s Rochem Separation
System Pvt (I) Ltd. solutions, Mumbai and by which GHMC is recovering
65% leaving the balance 35% residue at site to tackle the situation in
monsoon. Now, GHMC wants to treat and dispose the legacy leachate
100% as one time solution and hence this RFP is floated to obtain the total
solution available globally with proven technology/ new technology
which are appropriate and cost-effective.
1.2. Objective of EoI
a) The objective of the EOI is to invite application with proposals
from interested Proprietorship/Partnership firms or a companies
or agencies to examine various technologies to treat leachate to
take a decision for one-time treatment of total quantity of legacy
leachate accumulated at Jawaharnagar treatment and disposal site.
b) The emphasis is on technologies and practices which will provide
better technical, environmental and economical solution.
c) GHMC is open to both proven as well as promising new and
innovative technologies, but proposed solutions shall comply the
Solid waste Management rules 2016 issue by the Ministry of
Environmental and Forest Department ,Government of India and
norms issued by the Central Pollution Control Board, New Delhi.
2. EoI Invitation
2.1. Eligibility of Applicants:
a) Applicant shall fulfil the following minimum conditions of
eligibility provided herein. Applications of only those Applicants
who satisfy these Conditions of Eligibility will be considered for
evaluation.

i. The Applicant shall be either a Proprietorship/Partnership
Firm or a company or an agency registered with concern legal
authority, 3 years prior to the Application Submission Due Date.
ii. For demonstrating technical capacity and experience, the
Applicant over the past 5 (five) Financial Years preceding the
Application Due Date, have developed and completed a single
Project in treating the waste water with high pollution.
iii.Such experience must be demonstrated through Letter of
Awards/an explicit contract/Agreement with a public sector
entity/ Government or semi Government Department or a Private
entity.
iv. The applicant should have average annual turnover of Rs. 100
Crores during last three years proceeding the current running year.
b) Any entity which has been barred by any Government, or a
statutory authority or a public sector undertaking, as the case
may be, from participating in any project and the bar subsists as
on the date of Application, would not be eligible to submit a
Application.
2.2 Brief Scope of Work:
The Scope of work broadly includes, but not limited to the following:
a. The applicant supposed submit a suitable technology to treat and dispose
approximately 6,00,000 kL of legacy leachate from the storage tanks and
artificial ponds within Jawaharnagar facility as per the SWM rules, 2016
and applicable norms of CPCB.
b. The proposed technology shall be an end to end solution to treat entire
legacy leachate with zero rejects as a onetime solution.
c. The proposal is includes design, develop, operate and Maintain
arrangement till completion of total removal of the entire quantity of
legacy leachate.
d. The quality of permeate before disposal must confirms to permeate
disposal provisions as per Solid waste Management rules 2016 issue by the
Ministry of Environmental and Forest Department ,Government of India.
2.3 EOI application

a) The EoI application shall be available on GHMC website www.ghmc.gov.in
and may be downloaded by the interested applicants. Interested applicants
are invited to submit their application in accordance with this EoI document.
b) The EOI application is designed to serve as a guide for the applicants who are
endeavouring to prepare and submit responses. It presents the terms,
schedule and procedures for participants to follow and relevant background
information regarding the intention of GHMC and proforma for submission.
c) The EOI application is and shall remain the property of the GHMC and
retains the right to change any details in the EOI Document. Any changes
made will be communicated to participants in web site. Participants are
suggested to read the latest announcement at the GHMC’s web site before
making and submitting.
2.4 EOI Submission:
a) The submission shall contain all documents, information and details required
by the EOI in the format of the Proforma at Annexure and the processing fee
mentioned in clause 2.5. If the submission does not include all the
information required, does not correspond to the format of the required
Proforma or is incomplete, it may not be reviewed.
b) The Proposal should be submitted in the sealed envelope with the following
details as per the formats at Annexure for the Pre-Qualification.
i. Covering Letter from the Bidder as per the format provided in
Annexure – Form I
ii. A non-refundable processing fee for Rs. 20,000/‐ (Rupees
Twenty Thousand only) in the form of Demand Draft drawn on
any Indian National Bank / scheduled bank in favour of “The
Commissioner, GHMC” payable at Hyderabad has to be
submitted along with the EoI Response.
iii. Board resolution authorizing the applicant to sign/ execute the
proposal as a binding document., if applicable.
iv. Profile of the applicant (limited to 400 words) along with other
details as per the format provided in the EoI (Annexure – Form
II).
v. Financial details of the applicant as per format provided in the
EoI (Annexure – Form III). certified copy by a charted

accountant or Company Secretary of their financial turnover for
the last 3 years ending with 2018-19. Shall be enclosed.
vi. Applicants must provide details (Client organization, nature /
scope of the project, project value) of earlier experience in
similar nature of work (Annexure – Form IV). Enclose the
experience certificate from earlier clients.
vii. The technology proposed for the requirement under this EoI
(Form-v)

d) A return postal, postal address as set forth above, a title named “Short
listing of service providers for treatment of Legacy Leachate at Integrated
Treatment Facility of GHMC at Jawaharnagar(V), Medchal District,
Telangana State, India” and the submission due date must appear on all
envelopes or wrappers that contain the EOI submissions.

e) Submissions received after the closing date may not be reviewed. GHMC
may request participants to submit written clarification to their responses
to EOI after close of submission of EOI.

2.5 Due Diligence
a) The Applicants shall be deemed to have submitted their respective
applications after verifying the information in relation to the Project including
but not limited to infrastructure, facilities, location, surroundings, climate,
availability of power, water and applicable laws and regulations, and any
other matter considered relevantby them.
b) The applicants shall ensure themselves to reach EoI submissions in time and
GHMC will not take any responsibility. Hence the applicants shall take
appropriate arrangement in this regard.
2.6 Cost of Application
a) The applicant shall bear all costs associated with the preparation
andsubmission of its Application.
b) A non-refundable processing fee of Rs.20,000/- (Rs. Twenty thousand only)
shall be paid in the form of a demand draft payable Hyderabad ,Telangana
State India drawn in favour of “ the Commissioner GHMC” from any
nationalized bank.
2.7 EoI evaluation process
a) The Applicant’s competence and capability is proposed to be
established by the parameters of
(i) Technical Capacity
(ii) Financial Capacity and
(iii)Detailed Presentation
b) A Technical Committee set up with the representatives from GHMC,
EPTRI, Pollution control Board and HMWS&SB and or any other
department(s) and nominated expert(s) in the field as decided by the
Commissioner GHMC will review those Applications which are
eligible and qualified as per EoI.
c) Based on the technical review, the Committee will make a
recommendation on the short-listed applicant to the GHMC.
Accordingly, the GHMC may take a decision to invite the shortlisted

Applicants to make detailed presentation on their proposed
technology. The Committee reserves the right to accept any or none of
the Application submitted. In the event that the Authority rejects or
annuls all the applications, it may, in its discretion, invite all eligible
Applicants to submit fresh applications hereunder.
d) After establishment of a short list of applicants GHMC will assess the
overall suitability of the technologies of the shortlisted applicants and
may request for submission of other information on environmental and
financial performance associated with their proposals. Prior to taking
further decision GHMC evaluate the feasibility of adopting the
shortlisted technologies and financial capability.
e) After taking a final decision on technology/ technologies to be adopted
a RFP along with detailed terms and conditions will be issued to the
shortlisted applicants for submission their detailed proposals including
financial submissions.
2.8 Language of Application
The application and all related correspondence and documents in relation to the
EoI shall be in English language.
2.9 Clarification to EoI Documents
In the event that any Applicant requires any clarification on the EoI, such
applicants are expected to send their queries to the GHMC to the email
“[email protected] “on or before date specified in section 2.3 clearly stating
in the subject as “Clarification for EoI”.
2.10 Right to accept or reject any or all Applications
Notwithstanding anything contained in this EoI, the GHMC reserves the right
to accept or reject any or all Application and to annul the Application Process
at any time without any liability or any obligation for such acceptance,
rejection or annulment, and without assigning any reasons thereof.
2.11 Conditions under EoI
a. This is not a Request for Proposal. After review of the proposals, a short
list of pre –qualified applicants will be prepared after evaluation by a
committee appointed by GHMC and the future action will be intimated.
GHMC will not give any guarantee of assigning / awarding of any work

or even issue of invitation of invitation for Request for Proposal to any or
all the shortlisted applicants.
b. This EoI is also not an offer and is issued with no commitment. GHMC
reserves the right to withdraw the EoI and change or vary any part thereof
at any stage.
c. This EoI is only for an exercise for the purpose of receiving information
and assessing the various technologies for the treatment and disposal of
legacy leachate with parameters (tentative) as enclosed with this EoI as
“enclosure”.
d. GHMC also reserves the right to disqualify any one or all without
assigning any reason.
e. GHMC reserves the right to withdraw this EoI if GHMC determines that
such action is in its best interest.
f. Short-listed bidders would be issued Request for Proposal inviting their
technical and commercial bids for which GHMC will not give any
guarantee which depends on decisions taken at later stage after EoI.
g. Timing and sequence of events resulting from this EoI shall ultimately be
determined by GHMC.
h. No oral conversations or agreements with any official, agent, or employee
of GHMC shall affect or modify any terms of this EoI and definitive
agreement/ communication that results from this EoI process is binding on
the applicants. Oral communications by GHMC to applicant shall not be
considered binding on GHMC, nor shall any written materials provided
by any person other than GHMC.
i. Neither the applicant nor any of the applicants representatives shall have
any claims whatsoever against GHMC or any of their respective officials,
agents, or employees arising out of, or relating to this EoI or these
procedures (other than those arising under a final agreement/
communication with the applicant in accordance with the terms thereof as
a result of this EoI).
j. Applicants who are found to canvass, influence or attempt to influence in
any manner the qualification or selection process, including without

limitation, by offering bribes or other illegal gratification, shall be
disqualified from the process at any stage.
k. Each applicant shall submit only one proposal.
2.12 Confidentiality
Information relating to the examination, clarification, evaluation and
recommendation for the short-listed Applicants shall not be disclosed to any
person who is not officially concerned with the process or is not a retained
professional advisor advising the GHMC in relation to or matters arising out
of, or concerning the Application process. The GHMC will treat all
information, submitted as part of the Application, in confidence and will
require all those who have access to such material to treat the same in
confidence. The GHMC may not divulge any such information unless it is
directed to do so by any statutory entity that has the power under law to
require its disclosure or is to enforce or assert any right or privilege of the
statutory entity and/ or the GHMC or as may be required by law or in
connection with any legal process.
2.13 Proprietary data
The EoI documents, other information supplied by the GHMC and are
transmitted to the Applicant shall remain or become the property of the
Applicants. Applicants are to treat all information as strictly confidential and
shall not use it for any purpose other than for preparation and submission of
their Application. The provisions of this Clause shall also apply mutatis
mutandis to Applications and all other documents submitted by the
Applicants, and the GHMC will not return to the Applicants any Application,
document or any information provided along therewith.
