A. District Counsel 39 No Report. 40 41 Mr. Walker asked Ms. Garcia if there was any progress in resolving the wall 42 issue with DR Horton. Ms. Garcia advised due to the pending litigation, she 43

prefers not discussing this matter openly as this is a public forum. She can 44 speak one on one with a Supervisor and in compliance with Sunshine Laws. 45 46

B. District Engineer 47 Mr. Malave was approached by KB Home regarding an easement that needs 48 to be modified in Phase 4. He will discuss this in further detail with Ms. Garcia 49 and bring back to the Board if necessary. Discussion ensued. 50 51

C. District Manager 52 Mr. Jeancola advised the incorrect document was included in the agenda 53

for the Ratification of Fiscal Year 2019/2020 Insurance Renewal Proposal 54 and will provide a correct copy for the Board’s review. 55

56 General discussion ensued regarding ADA compliance and websites. 57

Minutes of the Board of Supervisors’ 60 Meeting held August 21, 2019 61

On Motion by Mr. Klinck, seconded by Mr. Walker, with all in favor, the Board approved the Minutes of the Board of Supervisors’ Special Meeting held on August 21, 2019 for Greater Lakes/Sawgrass Bay Community Development District.

65 FIFTH ORDER OF BUSINESS Consideration of the Operation and 66

Maintenance Expenditures July and 67 August 2019 68

69 Mr. Jeancola reviewed the expenditures for July and August 2019 with the 70

Board of Supervisors. Mr. Jeancola noted that the audit fee was included in July’s 71 expenditure. 72 73

On Motion by Mr. Walker, seconded by Mr. Klinck, with all in favor, the Board ratified the Operation and Maintenance Expenditures July 2019 in the amount of $22,599.75 and August 2019 in the amount of $13,680.74, for Greater Lakes/Sawgrass Bay Community Development District.

The Board of Supervisors reviewed the report from Down to Earth from September 82 30, 2019. General discussion ensued regarding turf conditions. 83

Insurance Renewal Proposal 86 87 Mr. Jeancola presented and reviewed the renewal with the Board. 88 89 On Motion by Mr. Wilkinson, seconded by Mr. Walker, with all in favor, the Board of Supervisors ratified the Fiscal Year 2019/2020 Insurance Renewal Proposal, for Greater Lakes/Sawgrass Bay Community Development District.

90 EIGHTH ORDER OF BUSINESS Acceptance of LLS Tax Solutions 91

Arbitrage Rebate Calculation Series 92 2006A 93

94 Mr. Jeancola presented and reviewed the Arbitrage Rebate Calculation Series 95 2006A. There was no cumulative rebate liability. 96

97 On a motion by Mr. Klinck, seconded by Mr. Walker, with all in favor, the Board approved the Arbitrage Rebate Calculation Series 2006A, for the Greater Lakes/Sawgrass Bay Community Development District.

98 NINTH ORDER OF BUSINESS Consideration of Mulch Installation 99

Proposal – Down to Earth 100 101 Mr. Jeancola presented and reviewed the mulch proposal received in the amount of 102 $14,000.00. 103

104 On a motion by Mr. Walker, seconded by Mr. Klinck, with all in favor, the Board approved the mulch proposal received from Down to Earth in the amount of $14,000.00, for the Greater Lakes/Sawgrass Bay Community Development District.

All shrubs are looking fine along the boulevard. Crew just completed thinning out and clean up of the four way

SECOND ADDENDUM TO THE CONTRACT FOR PROFESSIONAL DISTRICT SERVICES This Second Addendum to the Contract for Professional District Services (this “Addendum”), is made and entered into as of the 1st day of October, 2019 (the “Effective Date”), by and between Greater Lakes/Sawgrass Bay Community Development District, a local unit of special purpose government established pursuant to Chapter 190, Florida Statutes, located in the lake County, Florida (the “District”), and Rizzetta & Company, Inc., a Florida corporation (the “Consultant”).

RECITALS

WHEREAS, the District and the Consultant entered into the Contract for Professional District Services dated October 1, 2016 (the “Contract”), incorporated by reference herein; and WHEREAS, the District and the Consultant desire to amend Exhibit B - Schedule of Fees of the Fees and Expenses, section of the Contract as further described in this Addendum; and WHEREAS, the District and the Consultant each has the authority to execute this Addendum and to perform its obligations and duties hereunder, and each party has satisfied all conditions precedent to the execution of this Addendum so that this Addendum constitutes a legal and binding obligation of each party hereto. NOW, THEREFORE, based upon good and valuable consideration and the mutual covenants of the parties, the receipt of which and sufficiency of which is hereby acknowledged, the District and the Consultant agree to the changes to amend Exhibit B - Schedule of Fees attached.

The amended Exhibit B - Schedule of Fees are hereby ratified and confirmed. All other terms and conditions of the Contract remain in full force and effect.

IN WITNESS WHEREOF the undersigned have executed this Addendum as of the Effective Date.
