The Municipality’s state had come about “due to a lack of prop- erly constituted governance struc- tures, lack of institutional capacity associated with high vacancy in senior management level and in- complete organogram, lack of structure service delivery initia- tives, as well as lack of rule of law which inevitably creates an envi- ronment conducive of abuse of municipal resources and interfer- ence in administration just to mention a few.” High on the list of the draft re- covery plan to be presented by Ad- ministrator Sithole is the finalisa- tion of the outstanding Court case on the status of the removal of Ex- co and Speaker;illegal election of new Exco and office bearers . So all executive and administrative functions have been taken over by the Administrator who has given the deadline of 31st January 2014 to have the status quo restored. The draft recovery plan is very comprehensive covering good governance and public participa- tion;Municipal transformation and organisational develop- ment;financial viabilty and man- agement; basic service delivery and local economic development (LED) and will be discussed by Council at the full meeting sched- uled to take place on Friday 27th September at 10 a.m. in the Coun- cil Chamber.Council is required to review the intervention on a regu- lar basis to monitor progress and make recommendations to the Provincial Exco. As this is deemed wasteful expenditure in terms of the MFMA Council has to approve a further R2 990 to be paid out to these ven- dors. In regard to the FET College to be established by the Department of Education, Council requested Mondi to excise .a portion of Town- lands for the FET college and ladn- fill site -Mondi has agreed. What could cause controversy is the item “for noting” - Council had approved an allocation of R300 000 for the Matomela Memorial lecture . 8 tables were purchased at a cost of R200 000 which was paid directly to the Education Trust of the AmaNxamalala clan .It is understood that a number of Councillors who indicated they would attend the dinner did not do so.Municipal staff overtime costs and necessary purchases will be presented to Council and will be met by the balance of the R300 000. A creche in a remote rural area is be-ing forced to turnawayhalf of its chil-dren as no response to its request forassistancehas come fromeitherGov-ernment or Umvoti Municipality.

Sicelinhlanhla Crech has been ac-comodating93youngsters in theonlytwo classrooms it has but theDepart-ment of Social Development officialshas informed the creche that maxi-mum 27 children per classroom ispermitted and that the balance of thetoddlers must go.

In an interview with the GreytownGazette, creche secretary, Mr M.MShange, said that the creche only re-

ceived a subsidy for 54 childrenwhich theyhad to spread to copewiththe 93. The creche, situated in Gwin-yamthe, Matimatolo( Umvoti Ward2), services children from deep ruralareas with an over 90% unemploy-ment rate of parents... many justabout surviving on old age pensions,foster and child grants etc.There isno way that the classrooms could befinancedbyparents, guardians, childheaded families etc.

It has been proved that early child-hood training and education is vitalfor the future growth and develop-ment of a child .and unless action is

taken to build at least another twoclassrooms it means that 54 childrenwill be at a huge disadvantage fromthe start of their school lives

There is a dire and crucial need forsuch a facility and if the creche isforced to de-register 54 children thiscould adversely affect their fu-tures.Thenearest creche is 4 kilome-tres away - toomuch of a distance forthe little ones to get there.

A very impressive perform-ance from Miss S. Mbatha, aGrade 9 pupil from the Her-mannsburg Combined Schoolhad everybody in awe of thematureway inwhich she pre-sented a poem,which shehadwritten herself.

The Primary School choirsfrom the Deutsche SchuleHermannsburg sang beauti-ful spiritual songs, whichwere fitting to the missionarytheme of the museum.

Mrs Kate Summersgill waspresented with a token of ap-preciation for her manyyears’ service to themuseum,as a stand-by guide, when thecurator is not available to dotours. Mrs Lisa Nene, mem-ber of the museum’s commit-tee planted a sneezewoodtree in the grounds of themu-seum to commemorate theoccasion. Refreshmentswereenjoyed by the guests, whilethe curator,Mrs Inge von Fin-tel and her assistant Ms PetraReibeling were in attendanceto take tours through themu-seum and answer questions.

DIM the lights and raise the curtain ... the Maxund Moritz concert is upon us and the Grade R’shave been busy practising with the High Schoolfor Thursday night’s performance - come and seeus on stage! Our grandparents came back toschool last Friday and we had loads of fun to-gether in the Kindergarten on our annual Opaund Oma Tag. First we showed off our work-books, so they could see how much we’ve donethis year, and then we had tea together, withlots of yummy cake. Together we coloured in,cut out and stuck bits to each other with glueto make funny, fruity faces before we all settleddown for story time, where our teachers actedout the story of ‘the little caterpillar’ who turnedinto a beautiful butterfly. We all went home hap-py and just a little tired after a wonderful daywith our grandparents. A special thank-you goesto all our ‘adopted’ grannies and grandpas, forsupporting the Little Oaks whose grandparentscouldn’t make it.

Spring comes to Greytown

Umvoti Municipal personnel were busy beautifying Greytown streets on Monday planting flowers in the various street islands.

In a period of just 100 hours lastweek ER24 (Emergency MedicalCare) attended accident scenes inwhich a total of 23 lives had been

lost and numerous others left withinjuries as a result of these colli-sions. Spokesman for ER24 saidthat the sad reality was that most

of these accidents were preventa-ble.

The stimulating excursions en-joyed this term by most grades atNew Hanover Prep have providedvaluable educational opportunitiesaway from the classroom, withoutusing textbooks and other tools usedin anormal school setting. Theyhaveallowed for total immersion in thenatural environment. Teachers havebeen turning these trips into mobileclassrooms, instructing students tocollect data, then quizzing them orassigning a project based on whatthey learned during the outing.

The Grade Sevens explored Zulu-land for five days. They went on agame drive through Hluhluwe GameReserve and visited places of interestin St Lucia, Richard’s Bay, CapeVidaland Mtunzini, to name but a few ofthe highlights. The Grade Twos andThrees got to view jungle animals atthe Natal Zoological Gardens andMuseum and the Grade Ones andGrade Fours are looking forward totheir trips to the Flag Animal Farmand the Phezulu Cultural Village re-spectively.

Educational trips are wonderfulexperiences that allow students toapply their lessons to the real world.They offer an opportunity to performhands-on learning. They also catertomore thanone learningstyle,mak-ing them excellent teaching tools forcertain students. These trips tend tobe the most memorable moments ofa student’s career!

How does one start in pigeon racing? Firstand foremost a pigeon loft is required. Itdoes not have to be an elaborate structureand one can be constructed by anyonehandy with their hands.

Preferably built of timber with asbestosroofing with four wall ventiliation to allowa free flow of air;raised off the groundabout half a metre to allow access to yourdog to keep away stray cats or rats.

Dimensions should be about 5 metreslongand2metresdeep -this canbedividedinto twosection to separate the sexeswhilenot breeding.

The roof should slope front to back to al-low rain water to drain away andmost im-portantly the loft should be dry as damp-ness will bring disease.

This size structure should comfortablyhold 30 pigeons. The next step is to stockthe loft and any fancier of worth would beonly too pleased to breed babies to help anewcomer get started.

Spend as much time as possible with afellow fancier and learn his methods etc.He will be only too pleased to pass on anyknowledge to help you -don’t be afraid toask questions.

Thenewcomerwill also require apigeonclock so he is able to clock his winners onrace day. Second hand clocks can be ob-tained at a reasonable price. One will alsorequire a basket for carrying the birds butonce again a handyman can make one.

Greytown’s Omo Dinkelmann and ErikaFischer played in the ladies sixes, hosted byWest Bowling Club on Saturday in Pietermar-itzburg in very windy conditions. Teaming upwith four ladies from PMBG, Omo and Erikaplayed the pairs against an Umgeni Waterfallteam and beat them26-22. It was a sort of giveand take game with excellent drawing shotsplayed and Omo played two super sniper shotsmoving theJack towards theirbackwoods -thepairwere lyingsevenbut theUmgeniskipman-aged to cut down to five.

After lunchtheysplitupandplayedtripswithMariette du Plessis but lost 18-15 -they came6th overall.
