Gandhinagar: The Model Solar City Project

• Various activities started from 2007.

• 1 MW Solar Power Plant commissioned at PDPU .

• 1 MW Solar Power Plant at Thermal Power Plant.

• 40 KW aggregate Wind-Solar Hybrid commissioned at GoG buildings.

• 1.5 MW aggregate grid connected Solar Roof Top Systems commissioned at GoGBuildings .

• Green incentives to be provided to owners of private buildings who will earn equivalent amount of their monthly electricity bills.

• 125 nos. of 1 kW Roof top systems at Govt. bungalows.

• 175 nos. of 250 lpd SWHS on Govt. residential bungalows & 12,500 lpd SWHS on Govt. Buildings.

• 5 MW Solar Roof Top Power project to reduce GHG emissions by 6000 tonnes.(Under implementation)

• Master Plan for the Solar City –approved in 2011-12.

Objective of the Solar PV Rooftop programs

• Accelerating the harnessing and penetration of solar energy in the state

through distributed means.

• Empower each household/consumer of electricity to be an environmentally

conscious contributor to energy security and sustainable development of

the state.

• Promoting efficient and cost-effective solar installations by providing fiscal

and non-fiscal incentives.

• Broad-basing the solar energy development in the state by harnessing the

participation of large set of stakeholders, tapping local capabilities and

entrepreneurial abilities and allowing for innovation and competitiveness.

• Creation of environmental consciousness among citizens.

Milestones of the Solar PV Rooftop programs

• Callifornia has more than 1 GW solar rooftop installations

• Germany’s solar capacity has grown 500% since 2007. The German

government recently announced a 52-gigawatt target for rooftop solar

capacity, to be achieved over the next 3-4 years.

• Japan, Australia are also encouraging solar PV rooftop programs

Aim of Gandhinagar Solar PV Rooftop Program

• Gandhinagar Photovoltaic Rooftop Programme aims for…

– 5 megawatt of photovoltaic installations- in two clusters of 2.5

MW each

– in distributed kilowatt-sized photovoltaic systems

– through a PPP mode

– to promote clean energy and energy security

– as a part of the Gandhinagar Solar City Initiative.

• Greater outcome of this pilot Programme:

– Establish a practice/ philosophy of distributed solar and other

energy generation.

– Bring a level of comfort to all stakeholders for further scale-up.

– Encourage public participation.

Pathways for Rooftop Solar PV Projects

1. For Captive Power with/without grid-feed

GERC may specify requisite changes in the Distribution Code and outline the net-metering

and energy settlement arrangements to encourage the net-metering based captive rooftop

solar projects.

2. Third Party Sale

Third Party Sale will be eligible as per Electricity Act 2003 and regulations of GERC

3. REC Mode

Project developer may sale electricity generated at a price not exceeding the pooled cost of

power purchase of such distribution licensee

MW Vs Rooftop Solar Plants

• Per MW cost of Rooftop Solar PV systems are HIGHER

than large-scale PV Power plants because :– Installation costs and cost of balance of systems in larger scale plants

can be optimized

– Lease of rooftops in urban area is higher

• Key Benefits of Rooftop SPV projects :– Avoids cost due to savings on T&D network losses

– Avoids Cost due to savings on Transmission Infrastructure related costs

and land costs
