he Kentucky General Assembly authorized the judicial centerprojectforHopkinsCountyin2006andapprovedfundingin2008.Thetotalprojectcostis$20.4million.Thebuildingwillbeapproximately64,300squarefeet. New judicial centers replace older, inadequate facilities, greatlyincreasing the efficiency of services and public flow. All new judicial centersareequippedwiththemoderninfrastructuretosupportdata,computer,videoandnetworkingtechnology.ThefacilitiesalsoprovidethehighestlevelofKentuckycourtsecuritythroughasingle-pointentrywithmagnetometersandsecuritypersonnel. Chief Justice of Kentucky John D. Minton Jr. said he appreciatesthe legislators and county officials who have supported this project for HopkinsCounty. “Kentuckycitizensgeneratemorethan1millioncourtcaseseachyear,” Chief Justice Minton said. “Our citizens deserve safe, efficient facilitiesinwhichtoconducttheirbusinessbeforethecourts.” JKSArchitects&EngineersofHopkinsvilledesignedtheHopkinsCountyJudicialCenter.A&KConstructionofPaducahisthegeneralcontractorfortheprojectandC.D. Bowling & Associates of Lexington is the financial agent. The Kentucky Administrative Office of the Courts providesoversightandadministrationofcourtfacilitiesinaccordancewithHouseBill734,whichwaspassedbythe2000GeneralAssembly.Asaresultofthislegislation,theAOCcreatedaprocessthatwouldfairlyandobjectivelydeterminefacilityneeds. The AOC’s Facilities Management System has earned theKentuckyCourtofJusticeanationalreputationforbeingabletoidentifyfacilities with the greatest needs for new construction, renovation,expansionandadaptation. Oncefundingforajudicialcenterisauthorized,theAOCDivisionofCapitalConstructionworkswith local communities toassembleaProjectDevelopmentBoard.Thisboardensuresthatcountyandcourtofficials have input on all aspects of the project, including decisions on thesite,architectandcontractor.ThePDBconsistsofthecountyjudge-executive, a fiscal court representative, the chief circuit judge, the chief districtjudge,thecircuitcourtclerk,acitizenatlarge,theAOCdirectorordesigneeandaKentuckyBarAssociationdesignee. As the administrative and fiscal agent for the Kentucky Court of Justice, the AOC oversees the construction and maintenance ofcourt facilities statewide. The AOC also supports the activities ofapproximately 3,400 employees and 403 elected justices, judges andcircuitcourtclerks.
