    What is City to Soil?

    CitytoSoilisaprocessormethodologythatenables

    councilsandarmerstoworktogethertopullurbanorganicsoutothewastestreamandputthembackintoagriculturalsoilsashigh-qualitycompost.

    Theideaistoengagethewholecommunityintheseparationandcollectionotheirorganicwastesothatitcanbeprocessedandreturnedtolocalarmsasavaluableagriculturalinput.CitytoSoilenables

    communitiestoclosetheloopandcompletethenutrientcycleinawaythatcreatesopportunitiesorstrengtheninglocaloodproductionwhileatthesame

    timereducingwastetolandll.

    How will City to Soil pay for itself?

    Ingeneral,therearethreewaysundaCitytoSoilcollection.Dependingonyourcircumstances,someo

    thesemaybemorerelevantthanothers.

    1. Cost neutral collection

    Between5070%omaterialintheresidualbinisorganicandsuitableorcomposting.Evenwithagreenwastecollection,50%omaterialintheresidualcollectionmay

    stillbeorganic.

    IthatmaterialisdivertedintotheCityto

    Soilbin,theresidualbinisonlyhalasullasitwasbeore.Itthereoredoesntneedtobepickedupeveryweek.

    So,ieverysecondresidual

    collectionwasreplacedwithaCitytoSoilcollection,therewouldbenonetincreaseincollectionsorlits,possiblyanincreaseintotalvolume

    collected,andtheorganicsractionwouldhavebeendivertedintoaseparatestream.

    Iusingthisoption,makesureyoucollectBOTHbinsonthesameweek,andtheRECYCLINGbinontheo

    weeksothathouseholdersarenottemptedtoput

    theirwasteintowhicheverbinisgoingtobepickedupnext.YouwanttheresidualbinandtheCitytoSoilbintobellingupconcurrentlyandtobeemptiedat

    thesametime.

    ThisisthemodelthatPalerangCouncilisplanningtotrialoncetheiron-armcompostingacilityisinplaceandreadytoreceivecollections.

    2. Reduced quantity of residual waste

    Everytonneowastethatdoesnotgointolandll

    savesyoumoney.Reducingthequantityoresidualwastebyhalwillhalvelandlldisposalcosts.Savings

    romreducedlandllcostscanbeusedtopayorCitytoSoilcollections.

    Also,a50%reductionowastegoingintolandlldoublesthelieoyourlandll.

    3. Revenue from sales

    ICouncilsprocesstheirCitytoSoilcollectionsintocompost,thencouncilshaveavaluableproducttosell.Thiscouldbedoneonceayearbybulktenderorindividualbaggedorbulksales.Revenueromsales

    canbeusedtopayorCitytoSoilcollectionsandprocessingcosts.

    How frequent should City to Soilcollections be?

    OurexperienceintheGroundswellprojectshows

    thatthemorerequenttheCitytoSoilcollectionsare,themoreorganicswillbedivertedromtheresidualcollectiontotheCitytoSoilcollection.

    WeneedtomakeiteasiertoputorganicsintotheCitytoSoilbin,(byprovidingtherighttools,

    ensuringMGBcapacityandincreasingrequency)andmakeithardertoputorganicsintotheresidualbinbyreducingcapacityand/or

    requency.

    DuringtheGroundswellproject,GoulburnMulwareeCouncilprovidedaMONTHLYCitytoSoilcollection.CondobolinprovidedaFORTNIGHTLYCitytoSoilcollection.

    Togetadditionaldiversion,wethinkyouneed

    Whole of town or staged roll-out?

    YoumaywanttoconsiderrollingoutCitytoSoilinasmallpartotownasatrialandleveragingcommunityandmediainterestromthetrialtoassistinthepromotionoCitytoSoilacrossrestotowna

    monthorsolater.

    Staggeringimplementationreducesriskorcouncilandcondenseseortstoengagewithindividualhouseholderstothetrialarea.

    Byocusingonasmallarearst,Councilcanleverage

    higherlevelsohouseholderengagementintrialareas

    acrosstherestotown.

    DuringtheGroundswellProject,GoulburnMulwareeCouncilintroducedCitytoSoiltoaround300householdsinasmallsuburbcallEastgrovepriorto

    universalroll-outtotheremaining9000households.EortsweremadetospeaktoasmanyindividualhouseholdersinthetrialareaaspossibleduringthedeliveryoCitytoSoilkits.Mediareleasesaboutthe

    trialwereproducedandarticleswithphotosoprizewinnersappearedinthelocalpapers.Theideawasto

    generateasmanyconversationsandawarenessoCitytoSoilaspossiblesothatresidentswereexpectingtheirkitsandnotsurprisedwhentheyarrived.InCondobolin,CitytoSoilwasintroducedallatonceacrossthewholetown.

    Adding City to Soil to an existing greenwaste collection

    Somecouncilsalreadyhaveagreenwastecollection.IntroducingCitytoSoilisanopportunitytore-brandtheexistinggreenwastecollectiontoincludeood

    scrapsanddecreasecontamination.Iyourcouncilhaspoorcompliance(highcontamination),itisvitaltoreallyocusonwhathappenstothecollectionand

    whereitendsup(i.e.onalocalarm).

    The use of stickers

    StickersshowingtheCitytoSoillogocanbeusedaspartoacommitmentstrategywhereagreenwaste

    collectionalreadyexists.ResidentsareaskedtohelpspreadthewordandshowtheirsupportorCitytoSoilbyplacingtheCitytoSoilstickerontheir240litreGreenWasteMGB.Thishelpsre-brandthegreenwaste

    collectiontoCitytoSoil.CommitmentStrategiesarebasedonresearchthatshowspeoplearemuchmorelikelytodoabigthingiyouaskthemtodoasmallthingrst.ThisstrategyworkedverywellinGoulburn.

    The Groundswell Community EngagementStrategy

    TheGroundswellcommunityengagementstrategyissimple,cheapandeectivehoweveritdoeschallenge

    entrenchedapproachestowasteeducationandtheusualwayodoingthings.Itisbasedontheassumptionthattogetpeopletodosomething,youneedtogivethemtherighttools,inormationand

    motivation.

    1. Right Tools

    Fundamentallyweneedtomakeiteasyorpeopleto

    dowhatwewantthemtodo.Thechallengehereistondtoolsthatareuniversallydesirabletouse.

    Moreimportantly,thetoolsneedtopassthenannatest.Basically,iyoucantgetyourgrannytousethetools,thenyouhaventgottherighttools.Oneothemainreasonspeopledontcompostistheydontlike

    thatsmellykitchenbucket.Soweneedasystemthatdoesnotproduceodoursanddoesnotneedwashing.Peopleareusedtoplacingoodscrapsintoplastic

    bags,tyingthemupandplacingtheminawheeliebin.Soitmakessensetoreplicatetheseexistingbehaviours.

    Thebesttoolswecouldndareventedkitchenbinsandcompostablebags.Theyworkbecausethey

    emulateandimproveonwhatpeoplearedoing

    already.Compostablebagsimproveontheexistingsystembecausetheyeliminateodoursinthekitchenandinthewheeliebin.

    2. Right Information

    Inormationaboutthecollectionneedstobeprovidedinwaysthatreacheveryoneinthecommunityregardlessoliteracy.Weneedtoletpeopleknow

    exactlywhatwewantthemtodoandwhywewantthemtodoit.

    Thoughtneedstobegiventothetoneoinormationaswellasgraphicsandmedium.

    TheGroundswellproject

    hasdevelopedhumbletwocolourgraphicsinpreerencetoglossy

    photosandkeptinormationrelentlessly

    upbeatandassimpleandinclusiveaspossible.Pictureso

    specicpeoplewithspecickitchensandoodscrapswillalienateanyonewhocannotrelatetothatimage.

    Ratherthanworryaboutmulti

    lingualbrochures,inormationaboutCitytoSoilhasincludeddrawingswhichexplainwhatwewantwithouttheneedorwords

    orliteracy.Theprojecthaspurposeullychosencheap

    orreeormsomediaincludingcouncilmail-outs,pressreleases,updatesinratesnotices,wordomouth,ablogandsteeredclearoglossyadvertisements

    tomaintainthesimplicityandnormalityothecollection.

    Oursimple,constantmessageisiyouputyouroodandgardenwasteintothisbin,wewillcompostitand

    getitbackintoagriculture.Itisasimpleandpowerulmessage.

    TheresultispeopleKNOWthateverythingtheyput

    intheCitytoSoilbinisgoingtoenduponalocalarmerspaddock.Thecollectionbecomesaboutood

    andoodproductionratherthanwasteandgarbage.

    Forthismessagetoworkhowever,youneedtoconvincethecommunitythatthisiswhatyouare

    doing.Youneedtoshowthemthecompostandshow

    themtheoccasionalarmerandtheoccasionalloadocompostmaderomtheiroodandgardenwastebeingappliedtoapaddock.

    3. Motivation

    Whatgetspeopletosourceseparatetheirorganics?Whywouldpeopledothis?Formethisisthemostinterestingandcontestedareaothewasteindustry.

    Istronglybelievethatcouncils,wastecompaniesandthegovernment

    consistentlyunderestimatethecommunity.Peopleassumethatuniversalparticipationisunachievable

    andasaresultdesignnon-complianceintotheirsystems.

    Obviouslythereisnosingle

    universalmotivatortogetpeopletocorrectlysource

    separate.Ourresearchshowedthattherewereactuallysix.Specicallywetrawled

    throughtheNSWDECCWWho Cares about

    the Environment?researchandoundthattherewere6reasonswhypeoplemightparticipateanddierentpeoplewouldrespondtoone,someorall

    othosesix.

    Thesixmotivatorsare:

    Help address climate change

    Reduce waste to landfll

    Reduce waste costs

    Improve agricultural soils

    Support local armers

    Win prizes

    Byconsciouslyusingcombinationsoallsixmotivatorsinmediareleases,articleandletters,weareabletoreachthewholecommunity.Forexample,someonewhohasnointerestinclimatechangemay

    Prizes

    Thepurposeorunning

    aprizeprogramorzerocontaminationistorewardpeopleor

    doingtherightthing,generatepositive

    messagesabouttheprogram,generatecommunityconversationsandtoreinorcethemessagethatCity

    toSoilisaboutoodproductionratherthanwasteorgarbage.Whereverpossible,takeaphotowhenpresentingtheprizesandgetashortquoteromthe

    prizewinnerorapressrelease.

    Possibleprizesinclude$100organicruitandvegetablehampers,ruitandveghampersromgreengrocers,localbutchersorlocalCSAprograms.UsetheprizestodrivehomethelinkbetweenCitytoSoilcollection

    andlocaloodproductionandipossible,toorgelinkswithlocaloodgrowersorsellers.

    Prizeswinnerscanbeselectedbyinspectingbinsatthekerbsidepriortocollection,oricompostablebagsarenumberedandthespecicnumberonthe

    rollisallocatedtoaspecicstreetaddress,individualbagscanbeinspectedatthecompostingsite.Itheycontainnocontamination,thenumberrecordedand

    thatparticularhousecanbeidentied.

    Analternativewouldbetoallocatethebagstohousesatrandomthenoerprizesoraspecicbagnumber

    andadvertisetheprizeorcollectioninthelocalmedia.

    Whereverpossible,takeaphotowhenpresentingtheprizesandgetashortquoteromtheprizewinnerorapressrelease.

    Remember,prizesareyourinsuranceagainstcreepingcontaminationlevels.

    Addressing Barriers to participation/compliance

    VentedBinsandCompostableBags.Reallyocusontheactthatthebagsbreatheandreduceodours.Agree thatitseemsimpossible,reassureresidentsthatyouhavetestedthemandinviteresidentstoroadtest

    themoryouandlet you know how they go.

    Theuseodrawings&socialmarketingstrategiesensurespeopledonothavetobeliteratetocorrectlyparticipate.Theprogramtranscendsconventionaleducationstrategieswhichrelyonvalueschangeor

    environmentalawareness.Itisalsonotableoritseaseoimplementation,simplicity,aordabilityandeectiveness.

    Thesuccessotheeducationprogramisdependantonmakingsurethattherighttoolshavebeenprovided,

    andthattherightmotivatorshavebeenidentied.Peopleneedtoknowwhatyouwantthemtodoaswellaswhy.Strengtheningthelinkbetweenpeople

    andwheretheiroodcomesromisintegraltokeepingphysicalcontaminationoutotheorganicsstream.

    Agoodcommunityengagementstrategybuildspositivelinksbetweenhouseholds,councils,processorsandlocalarmers.Focusonthepositivesregularlyandreligiously.

    Managing Contamination

    Thetwocouncilshavebeenprovidingacombinedoodscrapandgardenwastecollectionto10,800householdsorovertwoyears.Duringthistime

    contaminationratesrangedbetween0.076%,0.4%and0.2%.Duringthesecondyearotheprojectvery

    littlecommunityeducationwasundertaken,and

    requencyoprizeallocationdecreased.

    KerbsideauditsotheCitytoSoilbinsinGoulburnandCondobolinundertakenattheendothesecondyearshowedaninterestingphenomenon.Onthesurace

    itlookedlikecontaminationlevelshadcreptuptothe1%mark.However,oncloserinspectionothedata,over80%othecontaminationwascontained

    injust2bins.Thismeansthatalmostallbinshadzerocontaminationandtwohouseholderswerecompletelynon-compliant.

    Iwehadntdrilleddownintotheindividualbindata,wemayhavebeentemptedtoputoutapress

    releasehighlightingtheincreasecontaminationlevelsandremindingresidentshowtousetheservice,andthiswouldhavebeenabigmistake.Instead,the

    communityshouldberewardedandcongratulatedortheiroutstandingsupportotheCitytoSoilcollection.Councilthenhasoptionsabouthowtoaddressthenon-complianthouseholders-eitherbyputtinga

    stickeronthebinandreusingtopickitup,speakingdirectlytothehouseholder,targetingthestreetwith

    prizesorzerocontamination,alettertohouseholders,oracombination.
