Introduction

• Land Mobile Radio application is one of 16n applications [1]– A mission-critical communication for coordination of

people and material, safety, security and emergency responses.

– It used by a wide range of users such as companies, public safety organizations, public transportation and utilities industry.

• Broadband LMR is a broadband solution to meets LMR specific requirements.[2]

Motivation

• 16m is a good basis to build a Broadband LMR[5]– 16m meets the cellular layer requirements of IMT-

Advanced next generation mobile networks– 16m supports public safety

• Call-prioritization, pre-emption, and push-to-talk• Emergency Services

• Group Call is a key feature for Broadband LMR– Essential for Command and Control system.– Push-to-Talk service is a main application.

Page 4: Group Calls and Multicast Operation for Public Safety and Public Protection IEEE 802.16 Presentation Submission Template (Rev. 9) Document Number: IEEE

Key Requirements

• 16m-based Broadband LMR– Non-exclusion of 16e

• Group Call support– Multicast operation– Link adaptation

• Security support– Group key management

Broadband Capability of 16m

• 16m System Requirements[5]– To meet IMT-Advanced requirements.

• Supporting services required for next generation mobile networks

– Broadband features• Scalable bandwidth from 5 to 40MHz.• Enhanced performance relative to the Reference System.

– Support for government mandates and public safety– Reduced latency relative to the Reference System

• User-plane and Control-plane latencies; Handover interrupption time

– Support of VoIP– Enhanced power saving

An Example of Network

• An Network for Group Call– Command and Control Center

• For Public Safety• For Disaster Relief

– Group Call Server– Clients

• 16n/16m/16e MSs• PSTN/TETRA terminals• Etc.

– Group Call Gateway• Interworking

Group Call Support at 16n

• Multiple connections from server to clients• An access between a BS and MSs

– Point-to-MultiPoint (PMP) access– Unicast transport connection

• Typically for a MS

– Multicast/Broadcast connection• Only DL connection• Carrying a DL data to MSs at a time• Efficient usage of radio resources, especially for transporting group

call traffic

Link Adaptation

• A multicast connection for group users– MCS level for a worst channel

• No link adaptation– A robust MCS level

• Link adaptation– Optimized MCS levels

Group Key Management

• Key management on unicast connection– Per user signaling procedure

• Group Key management– Updating a group key is done at a time for all the group

users.– 16e supports its procedure, but 16m doesn’t support it

because E-MBS traffic is encrypted in upper layer, not MAC layer.

– Group calls require group key management for encrypting multicast traffic• It reduces signaling overhead when BS updates a group key.

Summary

• Key requirements– 16m-based Broadband LMR– Group Call support– Security support

• Enhancement of multicast connection for group calls– For radio resource efficiency
