We acquire space through new construction and leasing and maintain federal
properties nationwide. We own or lease an inventory of more than 8,800 assets,
maintain more than 370 million square feet of workspace for 1.1 million federal
employees, and preserve more than 500 historic properties.

The President signed Executive Order 14042 on Ensuring Adequate COVID Safety Protocols for Federal
Contractors on Sept 9, 2021
The Safer Federal Workforce Task Force guidance has three basic requirements
• Requirement for “covered contractor employees” to be fully vaccinated by January 4, 2022.
Requirement flows down to subcontractors
• Requirement for “covered contractors” to ensure employees follow CDC protocols as described in
Safer Federal Workforce Task Force Guidance
• Requirement for “covered contractors” to designate a lead person for compliance with mandate
• Agencies strongly encouraged to apply the requirement to contracts not called out in the EO
• Covered contractor employees working from home must be vaccinate

Leasing Update
Typically, existing buildings provide lowest cost, least environmental impact, and fastest occupancy. However, there are
cases where new construction is the only or the most competitive market response.
To promote competition to the maximum extent practical, GSA considers all viable offered solutions that respond to the
identified requirements, as long as they are able to meet the agency’s required occupancy date and do not exceed
existing building market rental rates for comparable space. All lease procurements are advertised on SAM.gov.
New construction is a small percentage of GSA’s lease acquisition projects.
Three types of lease construction from GSA’s perspective:

GSA continues to grow the use of the online tools through the use of Lease Offer Platform (gsa.gov/LOP) which consists of:
● Automated Advanced Acquisition Program (AAAP):
○ Realizes lease cost avoidance through full and open competition and reduces lease cycle time up to 6 months or more
○ Last fiscal year, the AAAP was used to procure close to 1.3 million ABOA square feet totalling over $654 million in total
contract value.
● Requirement Specific Acquisition Platform (RSAP):
○ Online platform that facilitates the collection of initial, revised and final proposals from Offerors to complete leasing’s
Traditional procurement process and reduces the operational costs of utilizing paper-based submission methods and risks
due to common errors in paper-based solutions.
○ Since Oct 1, 2020, PBS has seen a 455% increase in use on procurements nationwide.
GSA’s Next Generation National Broker Contract: GLS “Plus” was awarded May 13, 2020
○ Nine contracts awarded including three to small business, one in the National Capital Region
○ Provide broker and leasing support services to GSA lease contracting officers
○ Intend to award nearly 39 million square feet in task orders to the GLS Plus brokers over next five years
○ Issued 304 task orders for over 10 million rentable square feet in FY21 amounting to $816M in Lease Cost Avoidance

Prerequisites
• Must be in business for two years and you must provide two years of financial
statements. (unless you are seeking an IT Schedule 70 contract)
• Ability to demonstrate past performance
• Products must be commercially available
• Products must be compliant with the Trade Agreements Act
Items to Consider Before Applying to the Program :
• Must Meet Minimum Qualifying Sales: You must generate at least $25,000 in sales within
the first 2 years of your GSA Schedule contract and at least $25,000 each year thereafter.
• Takes Time to Secure a Contract: The average time it takes to secure a contract is
between 18-24 months (according to the SBA).
• Your GSA Contract Can be Cancelled: The government may cancel your schedule
contract in accordance with clause 552.238-73, for failure to meet minimum sales criteria,
specified above.
